Instead of Terraform
Terraform alternatives
Terraform defines and manages cloud and on-premises infrastructure through human-readable configuration. Its workflow centers on writing configuration, reviewing an execution plan, and applying approved changes. Providers connect it to services including AWS, Azure, Google Cloud, Kubernetes, GitHub, and Splunk; reusable modules help package infrastructure configurations. It also supports drift detection, resource imports, policy as code, and self-hosted execution. HCP Terraform adds remote runs, repository-triggered plans, encrypted remote state, workspaces, single sign-on, and role-based access controls.

Other tools may fit better if your priority is a managed cloud inventory, application lifecycle orchestration, application deployment, or operating a private IaaS cloud. Terraform Community Edition is free, while HCP Terraform's free tier caps managed resources and concurrent runs. Paid HCP tiers charge per managed resource, and Enterprise uses custom pricing. Compare whether you need infrastructure configuration or a broader operations platform, which clouds and environments you need to support, and how much control you want over deployment and governance. Terraform's policy guardrails are not a security boundary, so trusted providers and modules matter.
