The Lord of the Rings Online: The Wolves of Mordor is an expansion for the existing free-to-play MMORPG The Lord of the Rings Online (LOTRO), not a new standalone sequel to Shadow of Mordor. Standing Stone Games’ expansion continues your LOTRO character’s story beyond familiar Mordor into Draugardh, with three new regions, were-wolves, an epic quest line, the Survival Instincts progression system and housing-focused Neighbours content.
That makes it fundamentally different from the separate Shadow of Mordor and Shadow of War action games, the cooperative survival game Return to Moria, and the cosy life simulation Tales of the Shire. The comparison below explains what each game is for, what Wolves of Mordor costs and requires, and which title fits the kind of Lord of the Rings experience you actually want.

Is Wolves of Mordor a new game or a LOTRO expansion?
It is a paid expansion for LOTRO. Enad Global 7 (EG7) calls it the MMORPG’s 14th expansion, while Standing Stone Games continues to operate LOTRO as the underlying game and account ecosystem. Buying or owning Shadow of Mordor or Shadow of War does not grant access to it, because those are separate products with different characters, progression and saves.
The “14th expansion” label describes LOTRO’s expansion count, not the fourteenth Lord of the Rings game and not a numbered sequel to Shadow of Mordor. Your LOTRO hero remains the centre of the experience; Wolves of Mordor adds new content to that ongoing online world rather than replacing it with a separate launcher, campaign or protagonist.

What story does it add?
The setting moves beyond the familiar parts of Mordor into Draugardh after Sauron’s defeat. EG7 says the expansion contains three new regions and a new epic storyline involving were-wolves. The available announcement establishes the overall setting and feature count, but it does not provide a verified region-by-region walkthrough, so descriptions of individual zones should not be treated as confirmed.
What are Survival Instincts?
Survival Instincts is a character-progression customisation system in LOTRO. The name does not establish a survival-crafting mode, hunger mechanic or base-building loop. Those are genre features associated with other games in this comparison, particularly Return to Moria; Wolves of Mordor’s official description only supports treating Survival Instincts as a way to customise progression.

Neighbours is connected to LOTRO housing. Players build relationships through character stories, gifts and daily missions. It should not be described as a squad of combat followers or as the recruitable orc system from Shadow of War. LOTRO’s September 29 update notes say Neighbours arrived with pre-purchase access, so its availability was tied to the expansion’s rollout rather than necessarily appearing for every player at the exact moment of EG7’s later release announcement.
Is Wolves of Mordor the same as Shadow of Mordor?
No. The similar names refer to different games and different formats. Wolves of Mordor extends a persistent MMORPG in which players develop a LOTRO character, while Shadow of Mordor is a separate Talion-centred action game built around combat, stealth and rival orc captains.
| Difference | Wolves of Mordor / LOTRO | Shadow of Mordor and Shadow of War |
|---|---|---|
| Structure | Paid addition to an ongoing free-to-play online MMORPG | Standalone action-game releases |
| Player character | Your existing LOTRO hero | Talion, the protagonist of the Shadow games |
| Main loop | Online character progression, quests, new regions and housing-related systems | Real-time combat, stealth and personalised orc rivalries |
| Story position | Post-Sauron content in Draugardh | Separate narrative continuity from LOTRO |
| Access relationship | Requires the LOTRO game and account context; Shadow ownership is irrelevant | Does not provide entry to LOTRO or its expansions |
Shadow of War is the sequel to Shadow of Mordor and adds army-building, domination and fortress-conquest systems. Those mechanics are not evidence of features in Wolves of Mordor. Conversely, the presence of were-wolves in Draugardh does not mean the expansion uses the Shadow series’ orc-rival formula.

Does Wolves of Mordor have the Nemesis System?
No official material supplied for Wolves of Mordor identifies a Nemesis System. The expansion’s named systems are Survival Instincts and Neighbours, and its antagonists are described as were-wolves within a LOTRO storyline. Do not infer that the Shadow games’ rival-generation technology has been added to the MMO.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →There is also an important status distinction for the older action games. WB Games announced that Nemesis Forge, Vendetta missions and connected leaderboards for Shadow of Mordor would lose specified connected functionality beginning December 31, 2020. That notice does not mean the entire game stopped working, and it does not turn Wolves of Mordor into a replacement for those features.
How is Return to Moria different?
Return to Moria is a separate Dwarf-focused survival-and-building game. Its core activities are mining, gathering resources, crafting equipment, constructing bases and exploring procedurally generated mines, either alone or with online co-op partners. North Beach Games’ PlayStation description explicitly frames the loop as joining forces to survive, craft, build and explore.
Choose Return to Moria when the activity you want is managing supplies and constructing a base in Moria. Choose Wolves of Mordor when you want to continue an established LOTRO character through authored quests and new MMO regions. The Survival Instincts name in LOTRO should not be used to collapse those two loops into one genre.
How is Tales of the Shire different?
Tales of the Shire is a separate cosy Hobbit life simulation set around everyday community life rather than post-Sauron danger. Its documented activities include gardening, fishing, cooking, decorating a home, sharing meals and building relationships.

Can I play Wolves of Mordor without playing LOTRO?
The available sources establish Wolves of Mordor as LOTRO content, so it is not an independent game that can be launched as a Shadow-style standalone campaign. You need the LOTRO account and game context, but the official material supplied here does not establish a required character level or a specific prior-expansion ownership requirement for entering Draugardh.
- Create or use a LOTRO account. Steam’s LOTRO listing says a Standing Stone Games account is required.
- Install and enter the base LOTRO game. Standing Stone Games advertises free online play with no required monthly fee for the base game.
- Purchase the Wolves of Mordor expansion tier you want. The expansion is paid even though the base MMO is free to play.
- Check the current in-game or account eligibility notice. The public announcement does not state the exact level, quest or previous-expansion gate for Draugardh, so rely on the live account information rather than an unofficial requirement.
This path is different from buying a Shadow game. A Shadow of Mordor or Shadow of War license does not substitute for a LOTRO account, and a LOTRO expansion purchase does not add the Shadow games to your library.
Is Wolves of Mordor free?
No. The base LOTRO service is advertised as free online play with no required monthly fee, but Wolves of Mordor is a paid expansion. EG7’s October 29, 2026 announcement gives a US-dollar expansion range of $39.99 to $129.99, which indicates multiple purchase tiers rather than a single universal price.

Which Lord of the Rings game should I choose?
Match the purchase to the loop you want, not to the presence of “Mordor” or “Lord of the Rings” in the title.
- Choose Wolves of Mordor if you already play LOTRO or want a persistent online RPG with a continuing hero, post-Sauron quests, three new Draugardh regions, were-wolf encounters, progression customisation and housing relationships.
- Choose Shadow of Mordor if you want a focused Talion action campaign with stealth, melee combat and the original form of the Nemesis orc-rival concept.
- Choose Shadow of War if you want that action foundation expanded with domination, recruitable forces, army management and fortress assaults.
- Choose Return to Moria if gathering, mining, crafting, base construction and solo or cooperative survival are the priority.
- Choose Tales of the Shire if you want a gentler Hobbit routine built around food, gardens, home decoration and social relationships.
What do the release dates actually establish?
EG7 published its Wolves of Mordor release announcement on October 29, 2026 at 08:00 CET and described the expansion as released by that announcement. LOTRO’s September 29 update notes had already announced pre-purchase and Neighbours access. Those records support saying that the publisher had announced release by October 29, but they do not independently prove the exact first-playable moment for every region, store or account.
The parent game also has two relevant dates. EG7 dates LOTRO’s original launch to April 2007, while Steam lists its own LOTRO storefront release as June 6, 2012. These refer to different launch events and should not be presented as a contradiction.
What should buyers avoid confusing?
- Expansion versus sequel: Wolves of Mordor adds to LOTRO; it is not Shadow of Mordor 3.
- Were-wolves versus Nemesis rivals: the former are part of the announced Draugardh story; the latter are the Shadow games’ orc-captain mechanic.
- Survival Instincts versus survival crafting: LOTRO names a progression system, while Return to Moria supplies the documented mining, crafting and base-building loop.
- Neighbours versus combat followers: Neighbours uses housing, stories, gifts and daily missions rather than Shadow of War’s army recruitment.
- Free base game versus paid expansion: no required monthly fee for LOTRO does not make Wolves of Mordor free.
- Physical Tales editions versus Wolves of Mordor: the documented PS5 disc and Switch package belong to Tales of the Shire, not the LOTRO expansion.
How we picked the distinctions
The comparison uses each publisher’s stated format, player focus, named systems, story setting, access model and documented editions. It separates confirmed features from assumptions, preserves the difference between LOTRO’s online progression and the other games’ loops, and dates volatile price and release information to the announcements that supplied it.
FAQ
Is there a confirmed level requirement for Draugardh?
