To stop standard users from changing a Windows 11 proxy, configure the approved proxy centrally with Intune or domain Group Policy, restrict the Settings pages that expose network controls, and manage browsers separately where they do not honor the Windows proxy. Windows 11 supports automatic detection, a PAC setup script, and a manual server and port; a VPN connection has its own proxy configuration. A reliable lock therefore has three parts: define one intended configuration, apply it to the right device scope, and test every browser and desktop application your organization uses.
What does a Windows 11 proxy lock actually protect?
A proxy server routes internet traffic through an intermediary instead of connecting directly from the device. Locking the settings prevents users from replacing the approved server, bypassing it with a different PAC file, or enabling automatic discovery when your security design requires a fixed route. It is a traffic-control measure, not encryption: Microsoft notes that a VPN provides a more secure connection than a proxy, while a proxy by itself does not encrypt all traffic.

Windows exposes three ordinary modes in Settings > Network & internet > Proxy:
- Automatic detection: Windows attempts to discover proxy settings.
- Setup script: Windows downloads and follows a PAC (proxy auto-configuration) URL.
- Manual proxy: Windows sends traffic to a specified server and port, with optional exceptions and local-address bypass.
Proxy settings associated with a VPN connection are configured separately. A policy that controls the Windows system proxy does not automatically configure every VPN profile or every application.

Which Windows 11 management method should you use?
Use Intune when cloud management is your authority, Group Policy when devices are governed by an Active Directory domain, and browser policies when an application has its own proxy layer. Many organizations use more than one because each method covers a different scope.
| Method | Primary authority | Typical scope | What it can control | Important boundary |
|---|---|---|---|---|
| Intune Network proxy policy | Microsoft Intune cloud MDM | Enrolled Windows devices | Automatic detection, PAC script, manual server, port, exceptions, and local-address bypass | Assignments and Windows edition support must match the device |
| Domain Group Policy and Network Isolation | Active Directory domain | Domain-joined devices; Network Isolation settings are device-scoped | Authoritative enterprise proxy servers and automatic-discovery behavior | Network Isolation policies do not apply to desktop apps |
| Browser enterprise policy | Browser management system | Managed browser installations | Browser connection type, PAC URL, proxy host, and bypass rules | Each browser has its own policy schema and release requirements |
| Settings restrictions | Intune or Group Policy | Users or devices, depending on the policy | Access to Settings areas that expose network configuration | Leave a controlled administrator break-glass path |
Do not treat these as interchangeable. A Windows policy can be correct while a desktop application ignores it, and a browser policy can enforce a proxy while the Windows Settings page still appears editable. Decide whether your requirement is to route traffic, prevent user changes, or both.
How do you record the intended proxy before deploying it?
Write down the values that the policy must enforce before opening Intune or Group Policy. This prevents a partial configuration from leaving automatic discovery or an empty exception list enabled by accident.
Record the connection mode
- Choose automatic detection only if your environment deliberately publishes discovery information.
- Choose a PAC setup script when routing decisions belong in a centrally maintained script. Record the complete PAC URL and how clients reach it during startup and network changes.
- Choose manual mode when every managed device should use one proxy server and port. Record a hostname or IP address and the listening port.
Record bypass behavior
List every address or domain that must bypass the proxy. Windows manual setup uses semicolon-separated exceptions. Decide whether local intranet addresses should bypass the proxy; this is a security and availability choice, not a harmless default. A missing internal exception can break line-of-business services, while an overly broad exception can create an unmanaged route.
Record ownership and recovery
Identify the team that owns the proxy endpoint, the administrator group allowed to change policy, and the emergency process for a proxy outage. A lock that no one can safely reverse can strand devices off the network. Keep a documented recovery account or device group outside the user-facing restriction policy.
How do you lock the proxy with Intune?
In Intune, deploy the Windows device restrictions profile and configure the Network proxy controls exposed through Microsoft’s NetworkProxy policy CSP. Assign the profile to device groups, then verify that the device edition and enrollment state support the settings.
The Tool Desk
Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Open the profile workflow. In the Intune admin center, create a Windows device-restrictions profile for the Windows 10 and later platform, or edit the existing profile used for your managed Windows 11 devices.
- Locate Network proxy. In the profile settings, open the Network proxy section. The available controls include blocking automatic detection, allowing and specifying a PAC script, and allowing and specifying a manual proxy.
- Select one intended mode. Configure the mode recorded in your design. For manual mode, enter the server or IP address and port, then add the semicolon-separated exception list and choose whether local addresses bypass the proxy. For PAC mode, enter the complete script URL and decide whether automatic detection is blocked.
- Assign by device group. Target the Windows devices that should receive the proxy. Avoid mixing pilot devices and production devices in one assignment while you are still validating PAC behavior or exceptions.
- Use an administrator exclusion. Keep a narrowly scoped administrative or break-glass group outside settings restrictions. This group should be able to repair the profile or deploy a temporary emergency configuration without giving ordinary users the same ability.
- Wait for policy processing. On a test device, trigger a sync from the Intune Company Portal or Windows work-account settings, then allow the policy to process. A profile can show as assigned before every setting has reached the device.
What the Intune controls mean
- Block automatic detection: prevents Windows from discovering a proxy automatically when your design requires PAC or manual values.
- Allow and specify a setup script: permits a PAC URL and makes that URL the managed source for routing decisions.
- Allow and specify a manual proxy: sets the server, port, exceptions, and local-address bypass behavior.
Do not configure conflicting modes in separate profiles assigned to the same device. Resolve assignment overlap before troubleshooting a value that appears to change back after a sync.

How do you make a domain Group Policy proxy authoritative?
For domain-joined Windows devices, use the current Administrative Templates and Network Isolation policy references to select settings that match your device scope. Microsoft’s Windows 11 2025 Update (25H2) Group Policy Settings Reference Spreadsheet, version 3.0, was published on February 2, 2026; use that current catalog when locating policy names and supported editions.
Configure enterprise proxy servers
Network Isolation provides two key device-scoped policies:
EnterpriseProxyServersdefines the enterprise proxy server list used by supported Network Isolation behavior.EnterpriseProxyServersAreAuthoritativemakes the Group Policy proxy definitions authoritative and turns off Windows automatic proxy discovery in the domain corporate environment.
These policies are documented for supported Pro, Enterprise, Education, and IoT Enterprise editions. Confirm the edition before relying on them; a policy that is unavailable or ignored on another edition cannot provide a lock.
- Choose a pilot organizational unit. Place a small set of representative Windows 11 devices in an OU where the policy can be linked without affecting production users.
- Set the enterprise proxy list. Add the approved proxy server values to
EnterpriseProxyServersaccording to your domain design. - Enable authoritative behavior. Enable
EnterpriseProxyServersAreAuthoritativewhen the domain policy must override automatic discovery. Its documented effect is to turn off automatic proxy discovery in the domain corporate environment. - Link and filter carefully. Apply the GPO to the pilot devices first. Use security filtering or OU design so administrators who maintain the configuration retain a recovery path.
- Refresh and inspect results. On a pilot device, refresh Group Policy, inspect the resulting policy state, and test the Windows Proxy page as a standard user.
- Expand in stages. Move from pilot to a broader device group only after PAC or manual routing, exceptions, and application behavior have been verified.
Network Isolation is not a universal application proxy. Microsoft explicitly states that these enterprise proxy settings do not apply to desktop apps. Treat the Group Policy configuration as one layer, not proof that every process is routed.
How can you stop users opening or changing proxy settings?
Proxy values and Settings access solve different problems. A policy can enforce a value while a user can still open the page, and hiding the page without enforcing a value can leave the device with an incorrect configuration.
Restrict the Settings surface
Use Intune settings restrictions or the corresponding Group Policy controls to limit access to the Settings areas that expose network configuration. Apply the restriction to standard-user devices while excluding the administrator or break-glass scope. Test the exact Windows 11 build in use because Settings page identifiers and policy labels can change between releases.
Preserve an administrative path
Do not remove every route to repair a failed proxy. Keep a documented administrator account, management profile, or device group that can reach the policy and restore connectivity. If the proxy becomes unavailable, administrators need to change the policy centrally rather than asking users to bypass it locally.

Understand local administrative power
A user with sufficient local administrative authority may be able to undo or work around restrictions. Proxy locking is strongest when everyday users are standard users, policy assignments are protected, and local administrator membership is tightly controlled. Record who can elevate and audit changes to those groups.
How do you manage Firefox and other browsers that ignore Windows proxy policy?
Test each managed browser independently. A browser may use Windows settings, its own preferences, a PAC script, or a policy that overrides the operating system. Firefox provides enterprise policies including Proxy_Locked, connection type, PAC URL, proxy host, and bypass rules.
Firefox policy approach
- Deploy Mozilla’s enterprise policy file through your existing device-management process.
- Set the connection type to the mode your organization approved: system proxy, manual, or automatic configuration.
- Provide the PAC URL or proxy host and port as appropriate.
- Add the required bypass rules and enable
Proxy_Lockedso users cannot edit the managed values in Firefox. - Open Firefox as a standard user and confirm that the connection settings are displayed as managed or unavailable for editing.
Other browsers have their own administrative templates and policy names. Do not copy Firefox settings into another browser and assume equivalent behavior; obtain the policy schema for the browser version you deploy and test updates in a pilot ring.
How do you verify that the lock is working?
Verification must cover policy state, the visible Settings experience, and real application traffic. No single Windows status page proves that every third-party application honors the system proxy.
Check effective management state
- In Intune, review the device configuration profile’s per-setting status, last check-in, and error details.
- On domain devices, refresh Group Policy and inspect the resulting policy report for the Network Isolation settings.
- Confirm that the device is in the intended assignment or OU and is not receiving a conflicting profile.
Check the Windows user experience
- Sign in as a standard user.
- Open Settings > Network & internet > Proxy.
- Confirm the expected mode, PAC URL or manual server, port, exceptions, and local-address bypass behavior.
- Attempt to change the values and record whether the controls are blocked, revert after synchronization, or remain editable.
Test representative applications
Test at least one browser managed by Windows settings, Firefox if it is deployed, a desktop application that uses network services, and an application that must reach an internal exception. Include a VPN profile because its proxy settings are separate. Record the destination, expected route, observed route, and whether authentication or certificate prompts occur.
Test failure and recovery
- Temporarily make the PAC endpoint unreachable in the pilot environment and confirm the documented fallback behavior.
- Test a proxy outage and verify that administrators can restore service without granting users unrestricted settings access.
- Remove a device from the assignment or OU and confirm how quickly the old configuration stops applying.
The source policy documentation describes configuration behavior but does not guarantee that every third-party application honors the Windows proxy. Treat application testing as an operational requirement, not an optional compliance check.
What are the most common proxy-locking failures?
The proxy page is locked, but traffic bypasses it
The application may be a desktop app outside Network Isolation scope, may have its own proxy settings, or may use a direct socket connection. Apply that application’s enterprise policy if available, or document it as an exception with a compensating control.

Users can still change the value
Check whether the device received the Intune profile or the correct GPO, whether another profile has a conflicting setting, and whether the user has local administrator rights. A Settings restriction without a NetworkProxy value does not establish the proxy itself.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteAutomatic discovery keeps returning
Review whether automatic detection remains enabled in another profile or whether the authoritative Group Policy setting is absent. For a PAC or manual design, explicitly block automatic detection through the applicable NetworkProxy control and verify the effective state after refresh.
Internal sites stop working
Recheck the semicolon-separated exception list and local-address bypass choice. Add only the internal hosts or domains that genuinely require a direct route, then retest both internal and internet destinations.
The policy works on some editions but not others
Confirm Windows edition support before broad deployment. Network Isolation enterprise proxy policies are documented for Pro, Enterprise, Education, and IoT Enterprise editions; do not assume the same availability on every Windows 11 SKU.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Should you use a PAC script or a manual proxy?
Choose a PAC script when routing decisions vary by destination, office, or network condition. Choose manual settings when a stable server, port, and small exception list are easier to operate and audit.

| Decision factor | PAC setup script | Manual proxy |
|---|---|---|
| Routing logic | Rules are maintained in the PAC file | One server and port with explicit exceptions |
| Change management | Update the script without changing every device profile | Change the policy values and redeploy |
| Failure consideration | Clients must reach the PAC URL and interpret its result | Clients must reach the configured proxy endpoint |
| Best fit | Multiple networks or destination-based routing | Small, stable environments with a consistent route |
Neither mode guarantees encryption, and neither automatically covers applications that ignore system proxy settings. Choose based on routing complexity, then enforce the same intent in browsers that have independent policy controls.
How do proxy settings interact with VPN connections?
A VPN connection can have its own proxy configuration, separate from the Windows system proxy. Decide whether the VPN should carry proxy traffic, bypass the proxy for tunnel destinations, or use a VPN-specific PAC or manual setting. Test the VPN both before and after the system proxy policy applies; a successful VPN connection does not prove that internet traffic follows the intended proxy path.

What should an enterprise proxy-lock standard contain?
A practical standard should be specific enough for another administrator to implement and audit:
- The approved mode: automatic detection, PAC, or manual.
- The proxy hostname or IP address and port, or the complete PAC URL.
- The exception list and local-address bypass decision.
- The management authority: Intune, Group Policy, browser policy, or a combination.
- Supported Windows editions and browser versions.
- Device and user assignment groups, including administrator exclusions.
- Verification steps for Settings, browsers, desktop apps, and VPN connections.
- Recovery ownership and the procedure for a proxy outage or policy mistake.
- A review date tied to Windows and browser policy-schema updates.
Recheck policy names and supported editions whenever Windows or Firefox releases change. A lock is only as durable as the management schema and assignment scope that implement it.

Frequently Asked Questions
Does locking the Windows proxy encrypt web traffic?
No. A proxy controls routing through an intermediary, but it is not an encryption layer. Use an appropriately configured VPN or application-layer encryption when confidentiality is required, and keep proxy enforcement as a separate traffic-management control.
Can a user bypass a proxy lock by installing another browser?
Potentially, if software installation and application policy are not controlled. Restrict unauthorized software, manage each approved browser, and test whether new applications honor the Windows proxy before allowing them on managed devices.
What happens if the PAC file is unreachable?
The result depends on the PAC logic and the application’s handling of a failed script. Test an unreachable PAC endpoint in a pilot group and document whether clients fail closed, use a fallback, or connect directly; do not assume all applications behave alike.
Can I lock proxy settings on Windows 11 Home?
The documented Network Isolation enterprise proxy policies target Pro, Enterprise, Education, and IoT Enterprise editions. Verify the management capabilities of the exact edition you deploy rather than assuming that a Home device supports the same Group Policy controls.
How often should proxy policies be reviewed?
Review them whenever you change proxy infrastructure, PAC logic, VPN design, Windows releases, or browser versions. Also schedule a periodic check of assignments, exceptions, and administrator exclusions so an old bypass does not persist unnoticed.
