Steam could prohibit every game that used generative AI, but that would be a blunt and difficult rule to enforce. “AI slop” describes perceived low quality, lack of originality or deceptive effort; Valve’s published rules instead address testable issues such as illegal or infringing content, misleading store pages, unsafe live generation and ordinary conduct violations. Steam’s January 2024 policy therefore permits most AI-assisted games under disclosure and content requirements. The practical answer is a layered system: clearer, auditable disclosures; stronger reporting and provenance checks; discovery controls based on player harm; and escalating penalties for deception or repeat violations.
What does Steam’s AI policy actually allow?
Steam distinguishes between AI content prepared during development and content generated while a game is running. Valve announced the framework in January 2024, saying it wanted to release “the vast majority of games that use AI.”

This category covers artwork, code, sound, writing, localization and other material made with AI during development and then shipped in the game. Developers promise that the finished product contains no illegal or infringing material and that it matches its store-page marketing. Valve says it evaluates that output during pre-release review in the same way it evaluates non-AI content.
Live-generated content
Live generation creates material while the player is running the game, such as dialogue or images produced on demand. Developers must describe safeguards intended to prevent illegal output. Valve’s survey also excludes live-generated adult-only sexual content because it considers the legal and customer risks substantial.

What the disclosure survey covers
The current Steamworks Content Survey asks about AI-generated content that ships with a game and is consumed by players, including artwork, sound, narrative and localization. It explicitly says that “efficiency gains through the use of these tools is not the focus of this section.” That wording separates player-facing generated content from behind-the-scenes uses such as development assistance; it is not a blanket exemption from Steam’s other rules.
Completing the survey does not grant permission to publish anything. Products must still comply with Steam’s content policies, and copyright or trademark complaints follow dedicated reporting procedures.

A blanket ban is technically possible, but “slop” is not a stable enforcement category. It combines judgments about quality, originality, labor and business intent that can be difficult to prove consistently.
Quality is contextual
A short experimental game, a deliberately rough visual style and a copied asset-flip may look similar to an automated system. Human reviewers would need to distinguish artistic intent from deception, and developers would need a clear standard they could appeal.
AI use is not binary
One title may use a single generated texture or a localization pass; another may generate every character portrait; a third may run an AI dialogue system during play. Treating all three as identical would penalize limited or disclosed assistance. Setting a percentage threshold for “too much” AI would also be hard to audit because assets, revisions and tools vary from game to game.

Scale makes perfect pre-screening unrealistic
Video Games Chronicle reported that nearly 8,000 titles disclosed generative-AI use in the first six months of 2025, compared with about 1,000 during all of 2024, based on a third-party analysis. The same reporting says disclosure is voluntary in practice, so the visible total is not a complete census. The figures demonstrate the volume problem, not that every listed game is low quality.

Valve described AI as a fast-moving, legally murky area in its 2024 announcement. Steam sells worldwide, so copyright, consumer-protection and content rules can differ by jurisdiction and evolve over time. A permanent tool ban could become obsolete or accidentally block an otherwise lawful use before the underlying legal question is settled.
Are AI-generated games allowed on Steam?
Yes, provided they satisfy Steam’s ordinary content, legal and marketing requirements and meet the applicable disclosure obligations. AI assistance itself is not a license to use copied material, misrepresent a game or expose players to unlawful live output.
The distinction matters for buyers: a disclosure indicates that some player-facing content was generated with AI, not that Valve has certified the game’s originality, quality or value. A label is a transparency signal, not a review score.
What is Steam doing about AI-generated releases today?
Steam combines disclosure with its existing review, moderation and refund systems, but none of those mechanisms directly measures “low effort.”

Which policy options would work better than a blanket ban?
The strongest approach judges the harm or claim at issue rather than the mere use of a tool. The following comparison shows where each option acts and what it risks.
| Approach | What is judged | When enforcement occurs | Evidence needed | Consumer effect | Main error cost |
|---|---|---|---|---|---|
| Blanket AI ban | Tool use | Application or pre-release | Developer declaration or technical detection | Simple exclusion | False positives against legitimate or limited uses; difficult appeals |
| Structured disclosure | Player-facing provenance | Store-page review and audit | Developer attestation, build comparison and sampled human review | Transparency before purchase | Incomplete or dishonest declarations |
| Harm-based enforcement | Illegal content, infringement or deception | Pre-release, runtime reports and post-sale complaints | Rights-holder evidence, moderation records and marketing comparison | Removal or correction when a concrete violation exists | Some harmful titles remain until evidence arrives |
| Discovery controls | Player harm and trust signals | After launch | Refund, complaint and policy-violation patterns | Lower visibility or optional filtering | Bad data can unfairly suppress a title; thresholds require appeals |
How could Steam make AI disclosures useful and enforceable?
Disclosure should describe what players encounter, not merely ask whether a developer used an AI tool somewhere in production.
Require specific fields
Steam could ask developers to identify affected asset types, whether players see the output, whether generation occurs at runtime, and which external model or service is involved. A rotating audit could compare those answers with the submitted build and store page. False or missing answers should create a separate policy violation, rather than being treated as a subjective quality disagreement.
Separate provenance from quality
“How was this made?” and “Does it work as advertised?” are different questions. A provenance record can explain AI involvement while ordinary reviews, technical checks and consumer-protection rules handle broken gameplay, copied assets or misleading claims. Keeping those tracks separate avoids branding every AI-assisted project as defective.

Should Steam change search and recommendations?
Yes. Optional filters and measured visibility changes can reduce discovery pollution without making AI use a disqualifying offense.
Steam could offer a stronger “AI-generated assets” tag, an opt-out filter for shoppers, and recommendation demotion for titles with repeated refunds, substantiated complaints or policy violations. Those thresholds would need to be published and appealable; Valve has not announced specific numbers. The goal would be to respond to demonstrated consumer harm, not to infer quality from a tool declaration.
When should Valve remove an AI game?
Removal is clearest when a title involves a concrete violation: false disclosure, copied or infringing assets, store-page misrepresentation, malware or repeated illegal live-generated output.
A transparent penalty ladder could begin with a correction deadline, move to reduced visibility or a temporary suspension, and end in removal for unresolved or repeated violations. Developers should receive the evidence, a reasoned decision and an appeal route. Rights holders and players also need accessible reporting channels so that enforcement does not depend solely on automated detection.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Can Steam’s fee and refund rules solve the problem?
They can limit some damage but cannot replace curation. The $100 Steam Direct fee creates modest friction and is recoupable only after $1,000 in adjusted gross revenue; it does not measure originality or production effort. Likewise, a refund within 14 days and under two hours reduces financial risk but cannot return a player’s time or prevent a misleading game from occupying search results.

Steam could make aggregate refund and complaint signals more visible to its own discovery systems while preserving privacy and an appeal process. That would use information the storefront already collects instead of pretending a publishing fee is a quality test.
What should players look for when a game carries an AI disclosure?
Read the disclosure as a description of production, then evaluate the product on its ordinary promises. Check whether the store page explains what content is generated, watch gameplay rather than relying on promotional images, and use the refund window if the delivered product does not match its description. For suspected infringement or illegal runtime output, use the relevant Steam reporting path instead of assuming the label itself is a violation.

Frequently Asked Questions
Does Steam disclose every game that uses generative AI?
Not necessarily. The visible counts reported for 2024 and 2025 are based on voluntary disclosures in practice, and the survey focuses on player-facing content rather than every behind-the-scenes efficiency use. A missing label can therefore reflect limited scope or noncompliance, and the two cases require different follow-up.
Can a developer use AI for coding without putting an AI label on the store page?
Steam’s survey says efficiency gains are not the focus of its AI section, so private development assistance is treated differently from generated material players consume. Developers still remain responsible for the shipped code, licenses, security and truthful marketing under Steam’s general rules.
What should I do if an AI game uses artwork that looks copied?
Report the suspected copyright or trademark issue through Steam’s rights-holder or content-reporting process and include the specific asset and source you believe it matches. Valve’s AI policy does not create a separate copyright standard; generated output is reviewed under the same infringement rules as other content.
Will an AI disclosure tell me how much of a game was generated?
The current fields identify categories such as artwork, sound, narrative and localization, but they are not a universal percentage-of-assets accounting. Unless a developer volunteers more detail, the label may not reveal how many files were generated, which model made them or how much human editing followed.
