Why AI-Generated Code Can Increase Review and Maintenance Costs

AI-generated code can save time on an initial implementation yet increase the work required to review, understand, test, fix and maintain that implementation. The reason is a possible workload shift: a model produces more code quickly, while people remain responsible for validating behavior, finding edge cases, tracing defects and explaining unfamiliar decisions to the next developer. Evidence through October 25, 2026 is mixed rather than a verdict that AI code is always more expensive. Some controlled and large-scale studies report faster or more complete task results; other studies find more review activity, lower experienced-developer output, persistent static-analysis issues or weaker understanding of generated code. The useful question is therefore not “Did generation take fewer minutes?” but “What happened to total lifecycle effort for this change?”

Why can AI-generated code shift work instead of eliminating it?

Code generation removes part of the typing and search involved in producing an implementation. It does not remove the need to establish what the software should do, check whether the output actually does it, or keep the result correct as requirements change. When generated code is longer, less familiar or weakly tested, the saved implementation time can reappear as review and maintenance work.

What additional work can appear?

  • Review surface: A larger diff gives reviewers more branches, dependencies and assumptions to inspect. A reviewer must determine not only whether the visible path works, but also what happens on invalid input, retries, permissions failures and unusual data.
  • Rework: Generated code may compile while using the wrong abstraction, duplicating an existing helper or satisfying the example rather than the production requirement. Replacing that code can cost more than editing a smaller hand-written change.
  • Understanding: Future maintainers have to reconstruct why a piece of code exists and how it interacts with the rest of the system. If the original author cannot explain it, ownership is weaker even when automated tests pass.
  • Defect diagnosis: A plausible implementation can move failures downstream. The person investigating a production bug then spends time learning generated structure before isolating the real cause.
  • Codebase growth: Producing more lines can increase the number of interfaces, tests, configuration paths and obsolete branches that must be kept consistent. More output is not the same as more useful functionality.

These are mechanisms, not a universal measured cost. Whether they occur depends on the task, the model and tools, the developer’s expertise, the centrality of the code, the size of the change and the strength of tests and review practices.

What does the strongest large-scale evidence show about review time?

A 2026 Meta analysis of more than 10,000 developers and 400,000 diffs found lower raw review time and lower production-outage rates for diffs associated with AI-generated code. That result should not be read as proof that AI reduced review effort or outages: the same analysis found that AI-associated changes were disproportionately in less central code, were larger, more often affected test files and came from more tenured authors. Those contextual differences can explain part of the association.

The study is useful because it measures real development activity at scale, but it does not provide a randomized comparison in which otherwise equivalent changes were assigned to AI or human authors. Lower review time may reflect easier, peripheral changes or experienced authors rather than an intrinsic property of generated code. The authors’ analysis is published by Schloss Dagstuhl in the ESEM 2026 proceedings; see the full study record.

Which studies found persistent issues in AI-authored code?

A large static-analysis study found that many issues introduced in verified AI-authored commits remained visible in the repository version examined. It identifies a potential maintenance burden, but its counts are not an industry-wide defect rate and do not translate directly into dollars or labor hours.

Static-analysis findings from 302,600 commits

Liu and colleagues analyzed 302,600 verified AI-authored commits across 6,299 GitHub repositories in a 2026 arXiv study. Their tooling identified 484,366 distinct issues. Code smells represented 89.3% of detected issues, and 22.7% of tracked AI-introduced issues persisted in the latest repository version they examined. The findings come from static-analysis detection and repository history; they do not establish that every issue affected users or required paid remediation.

Because the sample, verification method, languages and repository practices shape what a detector can see, the figures should be used to ask whether a team’s own generated changes accumulate warnings, duplication or complexity—not to apply a fixed defect multiplier to all AI code. The study is available as “Debt Behind the AI Boom”.

Did AI assistance increase the workload for experienced reviewers?

One observational study of open-source projects reported more code being reviewed by core developers after Copilot adoption and lower productivity on their original code. It shows how review and maintenance duties can compete with feature work, but the setting and non-randomized design prevent a general causal claim.

Xu and colleagues’ 2025 preprint reported that core developers reviewed 6.5% more code after adoption and experienced a 19% drop in original-code productivity. Those are associations in the projects studied, not a prediction for every team or tool. Adoption may coincide with changes in project activity, contributor mix or the kinds of patches submitted. The preprint and its methods are listed in the Tilburg University research record.

Can developers finish tasks faster while understanding the code less well?

Yes. A task can be completed to the experiment’s acceptance criteria while the person who submitted it has a weaker mental model of the implementation. That gap matters when the code later needs debugging, security review or a change outside the original example.

In a 2026 IEEE Transactions on Software Engineering experiment with 69 participants, AI users had higher median task completeness but a 12.5% lower ability to answer technical questions about the code they had implemented. The study said its time-based analyses did not provide strong evidence of an impact. Its ownership measure was question-answering, so it is not a direct measure of production maintenance hours. Read the study at IEEE Xplore.

Why code understanding affects future cost

Maintenance decisions are rarely limited to the original happy path. A developer may need to add a new data shape, explain a permission check to an auditor, tune a slow query or decide whether a workaround is safe to remove. If the implementation was accepted without understanding its invariants, each later change starts with rediscovery and carries a greater risk of breaking an unseen assumption.

What do developer logs and downstream-maintainability studies add?

Telemetry suggests that AI can increase both production and deletion of code, while a forthcoming controlled study reports no significant difference in later evolution outcomes. Taken together, these results reinforce that “more code” and “more maintenance cost” are related questions, not interchangeable measurements.

More generated code can coexist with more deletion

JetBrains Research combined two years of telemetry from 800 developers with a survey of 62 professionals. Its January 2026 analysis reported that AI users produced substantially more code and also deleted significantly more code. The abstract does not provide a specific quantity, so no percentage can be inferred. Increased deletion may indicate productive iteration, but it can also signal discarded or superseded output; the telemetry alone cannot distinguish those explanations. Details are in the JetBrains Research publication.

A forthcoming record reports no significant maintainability difference

A Lund University study record for “Echoes of AI” describes 151 participants, 95% of them professionals, and reports no significant differences in later developers’ completion time or code quality when evolving code first produced with or without AI assistance. The record lists publication in November 2026, after the October 25, 2026 evidence date used for this article, so it should be treated as a forthcoming result rather than an already published finding. See the university record for its status.

How do controlled productivity results fit with maintenance concerns?

Controlled trials can show that a particular task took less time or reached a more complete state under specified conditions. They cannot by themselves establish lower total lifecycle cost, because review, deployment, incident response and later changes may occur outside the measured task.

An enterprise randomized trial published by IEEE in 2025 involved 96 full-time Google software engineers and estimated 21% less time on a complex task with AI assistance. The paper notes a large confidence interval and limits on generalizing across tools and time. The result is evidence that speed gains are possible in a defined enterprise setting, not evidence that every generated change costs less to own. The paper is available at IEEE Xplore.

A separate ACM study of 613 GitHub snippets and 111 valid survey responses found that 76.6% of respondents always or sometimes self-declared AI-generated code, while 23.4% never did. Self-declaration is a practice measure, not a code-quality or cost outcome; it does, however, show why organizations should not assume that repository history alone will cleanly identify every generated contribution. The study appears at the ACM Digital Library DOI.

How should you compare the evidence instead of chasing one headline number?

Put each result on the same four axes: what work was measured, which outcome was recorded, what code and task context applied, and whether the design supports causation. The following comparison prevents a task-speed result from being mistaken for a maintenance-cost result.

Which parts of an AI-assisted change create hidden cost?

Map the full path from request to retirement rather than counting only generation time. A practical cost model is the sum of these stages:

  1. Specification: clarifying requirements, constraints, interfaces and failure behavior before asking for an implementation.
  2. Generation and integration: producing code, fitting it to local conventions, resolving dependencies and removing duplicate logic.
  3. Verification: running tests, static analysis, security checks and targeted manual review; adding tests where the output has no coverage.
  4. Knowledge transfer: explaining design choices, documenting invariants and making ownership legible to someone who did not write the prompt.
  5. Operation: observing errors, latency and resource use after release, then diagnosing incidents when behavior differs from expectations.
  6. Evolution: changing the code for new requirements, upgrading dependencies and deleting obsolete paths without breaking callers.

AI can reduce the second stage while increasing the third through sixth. The net result is favorable only when the saved effort exceeds the added work and risk across the change’s useful life.

Example: a generated API endpoint

Suppose a model creates an endpoint that passes the supplied examples. Review still has to check authorization order, input limits, idempotency, error mapping, logging of sensitive fields, database transaction boundaries and compatibility with existing clients. If those concerns are absent from tests or documentation, later developers pay the discovery cost even when the first pull request merged quickly.

How can a team measure total lifecycle impact?

Use a baseline and compare similar work, not isolated anecdotes. Separate generated and non-generated changes by service, language, risk, change size and author experience where possible. Record the following measures for a defined period:

  • Time from pull request open to approval, with reviewer minutes separated from queue waiting time.
  • Number of review rounds, requested changes and post-merge fixes.
  • Static-analysis warnings, test additions, flaky-test changes and duplicated code introduced or removed.
  • Rollback, incident and hot-fix frequency attributable to the change.
  • Time for a developer who did not write the change to complete a controlled follow-up modification.
  • Deletion or substantial rewrite within a chosen window, reported with the window and reason rather than treated as inherently bad.

Do not collapse these into one “AI productivity” score without preserving context. A large peripheral test change and a small authorization change should not be judged by identical review-time expectations. Compare like with like and report uncertainty when sample sizes are small.

What review practices reduce the chance that generated code becomes expensive?

No cited study establishes a universal checklist, but teams can reduce avoidable burden by making the human responsibilities explicit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

1. Define acceptance behavior before generation

Write the inputs, outputs, invariants, failure modes and non-functional limits first. A precise contract gives the reviewer something stronger than stylistic preference against which to evaluate the output.

2. Keep generated changes narrow

Ask for one coherent change at a time and remove unused abstractions before review. Smaller diffs make it easier to identify a wrong assumption and reduce the amount of code a second developer must learn.

3. Require tests that target boundaries

Examples supplied in a prompt usually cover the happy path. Add tests for malformed input, authorization, retries, empty and extreme values, concurrency and compatibility with existing data. Treat passing tests as evidence of covered behavior, not proof that unspecified behavior is correct.

4. Review the design, not just the lines

Ask why the chosen dependency, data structure and error path fit the system. Check for duplicate helpers, hidden network calls, unsafe defaults, excessive complexity and assumptions that are not documented in the issue or code.

5. Make ownership transferable

The submitting developer should be able to explain the control flow, key invariants and likely failure modes without consulting the model. Record non-obvious decisions in the repository so the next maintainer is not forced to recover them from a chat transcript.

6. Watch post-merge signals

Track warnings, rewrites, incidents and follow-up changes by comparable change category. If generated patches repeatedly require the same cleanup, adjust prompts, guardrails or the set of tasks eligible for assistance rather than merely asking reviewers to work faster.

When is AI-generated code most likely to increase maintenance cost?

Risk rises when the code is central, security-sensitive, stateful, poorly tested or likely to be modified by people who were not involved in its creation. It also rises when a model produces a large patch that crosses service boundaries or introduces a new abstraction without a clear owner.

  • High-risk examples: authentication and authorization, payment or safety logic, data migrations, concurrency control, privacy-sensitive processing and infrastructure automation.
  • Signals for extra scrutiny: unusually large diffs, repeated generated patterns, unexplained dependencies, low test coverage, warnings suppressed to obtain a clean build and comments that describe what the code does but not why.
  • Lower-risk candidates: well-specified boilerplate, isolated tests, mechanical transformations and documentation, provided a responsible developer verifies the result and local conventions remain intact.

“Lower risk” does not mean “no review.” It means the expected cost of detecting and correcting an error is smaller, so assistance may have a more favorable lifecycle trade-off.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What can the evidence not tell an organization yet?

There is no single, comparable monetary estimate for the long-term review and maintenance cost of AI-generated code across organizations. The studies use different tools, tasks, populations and definitions of AI involvement. Static-analysis issue counts cannot be converted into labor hours without knowing which findings matter, who fixes them and when.

The evidence also cannot settle whether one model, editor or prompting style is universally cheaper to maintain. Results may change as models, tests, repository practices and developer familiarity change. A forthcoming study reporting no significant downstream difference should be considered alongside, not used to erase, studies reporting persistent issues or additional review work.

What is the practical decision rule for engineering leaders?

Judge AI assistance by total workflow outcome for a defined class of changes. Approve broader use when comparable work reaches production with equal or better correctness, review effort, follow-up maintenance and operator burden. Restrict or add stronger controls when generation saves implementation minutes but increases review queues, unresolved warnings, rewrites, incidents or dependence on a single author’s undocumented understanding.

The most defensible conclusion as of October 25, 2026 is conditional: AI-generated code can increase review and maintenance costs when it expands the code humans must understand, introduces issues that persist or weakens ownership of the implementation. It can also improve task completion or initial speed in some settings. Measure both sides of that trade-off instead of treating generation time as the product’s total cost.

Frequently Asked Questions

Is AI-generated code always more expensive to maintain?

No. Outcomes vary with task complexity, code centrality, testing, developer experience and the quality of review. Some studies report no significant downstream difference or faster task completion, while others report persistent issues or added review work.

How can a manager tell whether generated code is creating debt?

Track comparable changes for review rounds, post-merge fixes, static-analysis findings, rewrites, incidents and follow-up modification time. Keep the measures tied to change type and observation window so harmless deletion or a large peripheral diff does not distort the result.

Should developers disclose AI-generated code to reviewers?

Disclosure can help a team apply the right review depth and preserve an audit trail, but self-reporting is imperfect. An ACM study found 76.6% of surveyed respondents always or sometimes disclosed such code and 23.4% never did, so process controls should not rely on declarations alone.

Does a faster pull request mean the team is more productive?

Not necessarily. Faster initial completion can be offset by reviewer time, weaker understanding, rework or later incidents. Evaluate the full path from specification through operation and evolution before claiming a productivity gain.
