WHOIS Fraud Detection API Checks: Build Them on RDAP Domain Data

Use RDAP—not a legacy WHOIS scrape—as the registration-data layer in a fraud check. Normalize the submitted hostname, discover the authoritative RDAP service through the IANA bootstrap registry, request the exact-match /domain/{fqdn} resource over HTTPS, and turn the response into explainable signals. Domain age, status codes, nameserver changes, DNSSEC state and available registrar data can improve a decision, but none proves that a site is fraudulent. A production check must combine RDAP with URL reputation, TLS history, page behavior, payment telemetry and abuse outcomes, while treating redacted fields as unknown rather than suspicious.

This design matters because ICANN made RDAP the definitive source for generic top-level-domain (gTLD) registration data on 28 January 2025, replacing sunsetted WHOIS services. The practical result is an API that is standards-based, auditable and honest about uncertainty instead of a brittle “WHOIS says scam” rule.

Is WHOIS still the right data source for a fraud check?

No. For gTLD registration data, RDAP is now the authoritative interface. ICANN stated on 27 January 2025: “As of 28 January 2025, the Registration Data Access Protocol (RDAP) will be the definitive source for delivering generic top-level domain name (gTLD) registration information in place of sunsetted WHOIS services.” A fraud-detection API can still accept a user’s request to “check WHOIS,” but its implementation should use RDAP and explain that terminology to callers.

RDAP improves on text-oriented WHOIS by using structured JSON, predictable HTTPS resources, internationalization support and service discovery. It also exposes an important limitation: registration records are not a complete identity database. Registrars and registries return different fields, privacy laws can require redaction, and some data is visible only to requesters with a legitimate and proportionate purpose.

  • Read Before You Buy — No Video Output: These adapters support charging and USB 2.0 data transfer, but cannot transmit video signals. Except for standard USB webcams (which use USB data only), they are not compatible with HDMI/DisplayPort cables, video-capable USB-C hubs, or docking stations with video output.
  • Convert USB-A Ports to USB-C: Designed to connect USB-C earphones, cables, flash drives, card readers, and other USB-C accessories to standard USB-A ports. Plug-and-play with no drivers or software required.
  • Aluminum Alloy Housing: Built with a sturdy aluminum alloy shell that aids in heat dissipation and protects against daily wear and scratches. Designed to maintain a stable and secure connection.
  • Compact & Travel-Friendly: The ultra-compact design allows the adapter to stay plugged into your device without blocking adjacent ports or adding bulk, reducing wear and tear on your original USB ports.
  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

Registration data is therefore one evidence stream. ICANN identifies fraud investigation, compromised-site response, consumer protection and DNS-abuse mitigation as legitimate uses, but neither ICANN nor the RDAP standards publish a universal fraud score or an accuracy percentage. Your system must calibrate any thresholds with your own labeled cases.

What should the fraud-check API do from request to decision?

The service should separate collection, feature extraction and policy. That makes every decision reviewable when a registrar changes its response format or a model threshold needs recalibration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Accept and preserve input: keep the original URL or hostname for an audit trail.
  2. Normalize and validate: derive one canonical fully qualified domain name (FQDN), reject unsupported input and record normalization warnings.
  3. Discover the service: map the top-level domain to an authoritative RDAP base URL using the IANA bootstrap registry.
  4. Retrieve the object: call the exact domain resource over HTTPS with bounded timeouts, safe redirect handling and an identifiable client.
  5. Parse evidence: retain the raw response and map events, statuses, entities, nameservers, secure DNS and notices into typed fields.
  6. Calculate explainable features: score only signals whose direction and limitations you can describe.
  7. Join other signals: compare registration evidence with reputation, TLS, site behavior and transaction risk.
  8. Return a decision with uncertainty: include the score, contributing features, unknown reasons, source timestamps and a human-review route.

Keep these stages independent. A timeout is an availability outcome, not evidence that a domain is malicious; a missing registrant name is a privacy outcome, not a fraud verdict.

How do I normalize a hostname before querying RDAP?

Normalize before lookup, but never overwrite the submitted value. Fraudsters and legitimate users both submit mixed-case URLs, tracking paths and internationalized names; consistent canonicalization prevents duplicate records and misleading age comparisons.

  1. Parse the input as a URL when it contains a scheme. Remove the scheme, path, query string, fragment, username, password and port.
  2. If the input is a bare host, trim surrounding whitespace. Remove one final trailing dot used in fully qualified DNS notation.
  3. Lowercase the ASCII form and apply IDNA processing to internationalized labels. Store both the user-facing Unicode form and the ASCII-compatible (A-label) form used for the query.
  4. Reject an IP literal unless your product explicitly supports IP registration-data lookups. A domain RDAP endpoint is not a substitute for an address-registration service.
  5. Validate label length, allowed characters and the presence of a registrable suffix according to your parser’s public-suffix data. Record why an input was rejected.

For example, an input such as https://User:[email protected]:443/login?campaign=1 should produce the query name shop.example.test, while the original string remains in the audit record. Do not strip a subdomain automatically: pay.example.test and example.test may have different DNS and certificate histories even though registration is normally attached to the registrable domain.

How do I find the authoritative RDAP endpoint?

Use the IANA RDAP bootstrap registry to map the TLD to its authoritative base URL. Do not hard-code one registrar endpoint: RDAP is designed to route each query to the registry or service responsible for that namespace.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Extract the TLD from the normalized A-label domain.
  2. Read the bootstrap data and select the service covering that TLD. Keep the bootstrap document’s version or retrieval time with your cache entry.
  3. Cache the mapping with a refresh policy and invalidate it when an authority reports that the service has moved. A cache protects latency but must not become a permanent copy of routing information.
  4. Require HTTPS for the discovered base URL. Apply an allowlist or policy check if your network environment forbids arbitrary outbound destinations.
  5. Join the base URL and the exact-match path /domain/{fqdn}, taking care not to double-encode a name that has already been converted to its A-label form.

RFC 9082 defines the uniform HTTP URL pattern and identifies domain as the exact-match resource. Search-style endpoints are a different operation: they consume more resources and create additional privacy and denial-of-service exposure, so a fraud check should request one known domain at a time.

How should the RDAP request be made?

Make a small, observable HTTPS request and classify outcomes precisely. A successful response is evidence about registration data at a point in time, not a guarantee about the site’s current content.

        request_url=request_url,
        response=response,
        warnings=warnings
    )

The exact timeout value should follow your service-level objective and be bounded; do not let a registration lookup hold a checkout or login request indefinitely. Identify your client, log the destination and response status, and follow only redirects that remain within your outbound security policy.

What does each HTTP outcome mean?

  • Successful domain object: parse and store the response, including the retrieval timestamp.
  • HTTP 404: report “no registration record returned.” It can mean an unregistered name, a namespace-specific behavior or a transient routing issue; it is not automatically “fraud.”
  • Rate limiting or service unavailability: retry according to your backoff policy, then return an unknown or unavailable result rather than raising risk.
  • Malformed or unexpected JSON: preserve the raw body under access controls, mark parsing as failed and alert operations. Never silently coerce an unknown field into a negative signal.

Which RDAP fields are useful for fraud analysis?

Store the raw response for later review, then create a normalized feature record. Keep absent, redacted and not-applicable values distinct; collapsing them into null makes a privacy choice look like a technical failure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
notices and remarks

RDAP evidence Normalized representation Fraud-analysis use
ldhName, Unicode name and TLD Canonical A-label, display name and suffix Confirms that the returned object matches the requested name and supports suffix-specific baselines.
events Registration, expiration, last-changed and transfer timestamps, each with its event role Supports age, remaining-lifetime and sudden-change features when the event is present.
status Array of registry or registrar status values Flags hold, pending, transfer-prohibition and other states for review.
entities Registrar, registry, administrative and technical roles plus redaction markers Allows provider and role consistency checks without assuming a public owner identity.
nameservers Normalized hostnames, count and observation time Enables infrastructure-change and known-profile comparisons when historical data exists.
secureDNS Delegation-signed state and returned DS or key material Adds a DNSSEC-state signal; absence of DNSSEC is not proof of abuse.
Policy, terms and data-availability messages Explains why data is missing and supplies provenance for reviewers.

ICANN notes that lookup results can combine registrar and registry data and that field visibility varies. A parser should therefore tolerate optional arrays, unknown status values and entity records that contain only a role or a redaction notice.

How can I turn domain data into an explainable risk score?

Use conservative features with independent explanations, and calibrate thresholds on your own labeled data. A score should rank cases for an action such as allow, step-up verification or manual review; it should not claim that one registration field proves a scam.

Age and timing

A very recent registration, an unusually short remaining lifetime or a sudden last-changed event can increase concern in some abuse patterns. Do not publish a universal “domains younger than X days are fraudulent” rule. Measure feature distributions by TLD, traffic source and decision population, then select thresholds against a labeled evaluation set.

Status anomalies

Hold, pending or unexpected transfer statuses can trigger review, especially when they conflict with a known merchant profile. Status semantics differ across registries and registrars, so retain the original values and maintain a versioned mapping rather than treating every unfamiliar status as dangerous.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Infrastructure mismatch

A nameserver set or DNSSEC state that suddenly differs from a previously verified profile can add risk. This feature requires a trustworthy prior observation; a first-time lookup has no baseline and should return unknown rather than a penalty.

Identity availability

Privacy-proxy use, redacted contact fields and absent entities are uncertainty indicators. Many legitimate registrants protect personal information, so the appropriate output is “identity unavailable” with a confidence reduction, not a fraud label.

Cross-signal consistency

Compare RDAP evidence with URL reputation, TLS certificate history, page behavior, account age, payment telemetry, chargebacks and abuse reports. Signals that independently point in the same direction are more useful than repeatedly counting different fields from one registration record.

Return feature contributions and confidence markers with every score. For example, a reviewer should be able to see “recent registration: present,” “registrant identity: redacted,” “nameserver history: unavailable,” and “RDAP service: retrieved at [timestamp]” rather than receiving an opaque number. Timestamps in that example should be generated by your system, not hard-coded.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should the API response look like?

Expose a stable contract that distinguishes a risk decision from data quality. The following illustrative shape is intentionally explicit about unknowns; adapt field names to your platform.

{
  "input": {
    "original": "https://shop.example.test/checkout",
    "fqdn": "shop.example.test",
    "unicode_name": "shop.example.test"
  },
  "rdap": {
    "status": "retrieved",
    "request_url": "https://rdap-authority.example/domain/shop.example.test",
    "retrieved_at": "generated-at-runtime",
    "registration": "present",
    "raw_response_id": "internal-audit-reference"
  },
  "decision": {
    "action": "review",
    "score": 0,
    "confidence": "medium",
    "features": [
      {"name": "recent_registration", "state": "present", "contribution": "calibrated-value"},
      {"name": "registrant_identity", "state": "redacted", "contribution": "unknown"}
    ]
  }
}

In a real implementation, replace illustrative strings with typed values and your internal identifiers. Do not expose private contact data to clients that do not need it. Include the policy version used to translate features into an action so a later appeal can reproduce the result.

How do I handle redacted or missing registration data?

Emit an explicit unknown state and a reason such as redacted_by_policy, not_returned_by_service, unsupported_event or lookup_unavailable. Keep those reasons separate in analytics because they imply different remediation.

ICANN says some data may be visible only to people who demonstrate a legitimate and proportionate purpose. For qualifying investigations, its Registration Data Request Service (RDRS) provides a standardized request route to participating registrars. That route is for an authorized request process; it is not a justification for attempting to infer a hidden registrant from a privacy placeholder.

Design downstream actions around uncertainty. A consumer checkout might request an additional verification step; an abuse investigator might open a case; an automated takedown decision should require corroborating evidence and human review. Never block solely because a field is private.

How should RDAP be combined with other anti-fraud signals?

Use RDAP as a context and provenance layer, then join it to signals that observe the domain’s behavior. A practical decision record can include:

  • TLS certificate issuance and change history.
  • Redirect chains, script behavior, downloads and credential-collection indicators.
  • Account age, login velocity, device reputation and payment telemetry.
  • Historical DNS, nameserver and hosting observations.
  • Confirmed abuse reports, chargebacks and analyst dispositions.

Keep collection times aligned. A domain’s registration event may be months old while its nameserver changed minutes ago. Store observation timestamps and avoid presenting stale RDAP data as if it described the current site. When signals conflict, return a lower confidence and route the case for review rather than forcing a binary verdict.

How can I operate the checker safely at production volume?

Automated access needs controls. ICANN restricts high-volume automated querying except where necessary for domain management, and RFC 9082 warns that search features increase resource and privacy risks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Cache repeated lookups: use a freshness policy appropriate to the decision and retain the retrieval time. Do not treat cached data as live status.
  • Rate-limit by TLD and authority: one noisy customer or suffix should not exhaust a service’s capacity.
  • Bound concurrency: queue bursts and apply exponential backoff with jitter for temporary failures.
  • Use circuit breakers: stop sending traffic to an unhealthy authority and return a clearly labeled unavailable result.
  • Log purpose and provenance: retain the requesting application, purpose, normalized name, bootstrap version, endpoint, status and policy version.
  • Protect raw responses: registration records can contain personal data; restrict access, set retention periods and encrypt stored material.
  • Prevent abuse of your API: authenticate callers, cap batch sizes and reject uses that enable unsolicited advertising or indiscriminate enumeration.

Do not implement an unbounded “search all domains” endpoint merely because a registry happens to support search. Exact-match lookups are easier to govern, cheaper to cache and less likely to expose unrelated registration data.

How should I test and monitor an RDAP fraud check?

Build fixtures that represent both normal variation and failure. At minimum, include:

  • A registered domain with complete event and entity data.
  • An unregistered name that produces an HTTP 404.
  • A record with redacted or privacy-proxy entities.
  • An internationalized domain with both Unicode and A-label forms.
  • A DNSSEC-signed response containing DS or key material.
  • Hold, pending and transfer-related statuses.
  • Malformed JSON, timeout, redirect and rate-limit responses.
  • A bootstrap update that changes the authoritative service.

Assert that normalization is deterministic, the raw response is retained, unknown values remain unknown, and a 404 does not become a fraud verdict. Monitor endpoint latency, error and rate-limit rates, cache age, field availability by TLD, score distributions, false-positive rates and the proportion of cases sent to human review. Alert when a registrar changes its schema or a bootstrap mapping disappears.

Evaluate thresholds on labeled historical cases and report precision, recall, calibration and review workload for the population in which the system will operate. Because no named statistical accuracy figure is established by the relevant ICANN, IANA or IETF material, any performance number must come from your own evaluation and carry its dataset, date and scope.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I compare when selecting an RDAP data provider?

If you use a managed gateway instead of querying authorities directly, compare capabilities rather than a headline domain count. Verify current terms and pricing directly before deployment.

Comparison area Questions to ask Why it affects fraud decisions
Authoritative TLD coverage Which gTLDs and country-code namespaces are covered, and how are gaps reported? An apparent “no record” can be a coverage gap rather than an unregistered domain.
Freshness and caching How old can a response be, and can you see retrieval time? Registration changes and transfers are time-sensitive.
Response completeness Are events, statuses, entities, nameservers, secure DNS, notices and raw JSON preserved? Feature extraction and auditability depend on field fidelity.
Privacy handling Are redactions labeled, and are absent and not-applicable values distinct? Prevents privacy protection from becoming a false-positive feature.
Limits and reliability What are per-account and per-TLD limits, uptime targets, retry guidance and latency distributions? Protects checkout and investigation workflows from cascading failures.
Retention and jurisdiction Where are raw responses processed and stored, for how long, and who can access them? Registration data can contain personal information.
Abuse workflow Can the service document an abuse report or support an authorized data request? Investigators need a path beyond an automated score.
Contractual permission Do terms allow automated fraud screening, caching and internal model training? Technical access does not automatically grant those rights.

What are the most common implementation mistakes?

Calling one registrar endpoint for every domain

This fails as soon as a name belongs to another registry or the endpoint changes. Bootstrap discovery is part of the protocol, not an optional optimization.

Treating an absent owner name as evidence of fraud

Redaction and privacy services are common and policy-driven. Mark identity as unknown and seek corroborating behavioral or transaction signals.

Using domain age as a hard block

New domains can be legitimate launches, while old domains can be compromised or repurposed. Use age as a calibrated feature with a review path.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Interpreting every 404 as malicious

Classify it as no registration record returned and investigate namespace coverage, spelling and transient service errors before assigning risk.

Discarding the raw response

A normalized feature table cannot explain a later parser bug or prove what an authority returned. Keep a protected raw-response reference and parser version.

Ignoring policy and volume constraints

High-rate enumeration can violate ICANN restrictions, overload authorities and create privacy exposure. Cache, rate-limit, bound concurrency and log purpose.

What is a defensible launch checklist?

  • RDAP is the gTLD lookup path, with legacy WHOIS described only as historical terminology.
  • Input normalization preserves the original value and handles IDNA, trailing dots, credentials, paths, ports and IP literals.
  • IANA bootstrap data is cached and refreshed; no single registrar endpoint is hard-coded.
  • Requests use HTTPS, bounded timeouts, safe redirects and an identifiable client.
  • HTTP 404, rate limits, timeouts and malformed responses have separate outcomes.
  • Raw JSON, retrieval time, endpoint and parser version are retained under appropriate access controls.
  • Events, statuses, entities, nameservers, secure DNS, notices and remarks are parsed as optional data.
  • Absent, redacted and not-applicable values remain distinct.
  • Scores show feature explanations, confidence and unknown reasons.
  • Thresholds are calibrated on labeled data; no universal age cutoff or accuracy claim is presented.
  • RDAP is joined with reputation, TLS, behavioral, account and payment signals.
  • Human review exists for high-impact actions and reviewers can inspect the underlying evidence.
  • Fixtures cover registered, unregistered, redacted, internationalized, DNSSEC and error cases.
  • Rate limits, cache age, schema drift, bootstrap changes and false positives are monitored.

Frequently Asked Questions

Can RDAP reveal who owns a suspicious domain?

Often it cannot. Registrar and registry policies may redact contact fields or expose only role and service information; an authorized investigator can use the applicable data-request process, but a privacy placeholder should never be reverse-engineered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How should an API handle an internationalized domain name?

Keep the Unicode name for display and convert each label to its IDNA ASCII-compatible form for the RDAP request. Logging both forms makes homograph investigations and customer-support explanations much easier.

Should a newly registered domain be blocked automatically?

No. New registrations are a useful review signal, but legitimate launches and recently acquired domains exist. Require corroboration from site behavior, reputation or transaction evidence before imposing a high-impact action.

Why can two RDAP lookups return different fields for similar domains?

RDAP responses combine registry and registrar data, and each authority can expose different events, roles and privacy-redaction details. Your parser should treat optional fields and unknown status values as normal protocol variation.
