Who Controls the Account? An Audit Guide to Billing Contacts, Payers, and Owners

The person who receives a billing email is usually a notification contact, not the account owner. An owner, payer owner, billing-account administrator, project owner, or subscription Owner has authority to view invoices, change payment methods, delegate access, or close an account. One person or shared mailbox can hold several roles, but receiving a notice does not confer those rights. A reliable audit therefore records three separate facts for every provider: who gets each notice, which account or hierarchy pays, and who can perform each sensitive action.

What is the difference between a billing contact and an account owner?

A billing contact is an address configured to receive operational messages such as invoices, payment failures, or service-change alerts. An account owner is the person or legal entity recognized by the provider as having ultimate control over the account. Between those endpoints are delegated roles that may allow invoice viewing, payment administration, permission changes, or resource management without transferring ownership.

Role or record What it answers What it does not prove
Billing-contact address Where a provider sends a specified notice That the recipient can sign in, view the invoice, or change payment details
Legal or account owner Which person or entity the account is set up in the name of That every employee using the account has owner rights
Payer or management account Which account is charged for itself or for subordinate accounts That the payer owns each project or subscription it pays for
Billing-account administrator Who can administer billing settings, instruments, invoices, or billing permissions That the person owns application resources
Project Owner or subscription Owner Who can control resources and delegate access at that scope That the person can administer the separate billing account
Payment-profile administrator Who controls the provider’s payments profile or instrument That the person can change cloud IAM or resource permissions

Document the scope beside every role. “Owner” at project or subscription scope can be broad for workloads while still being unable to see a separate billing account. Conversely, a finance administrator may pay invoices without being allowed to alter production resources.

How do you audit who receives notices and who controls payment?

Use one row for every provider account, payer, billing account, project, subscription, or payment profile. Do not collapse a multi-account hierarchy into a single company-wide contact.

  1. Identify the exact object. Record the provider, account or subscription identifier, organization, region or agreement type where relevant, and the date checked.
  2. Name the legal owner. Capture the person or entity in whose name the account is established, not merely the employee who created a resource.
  3. Map the payer. If another account funds usage, record that management or payer account and its administrator separately.
  4. List billing administrators and delegates. Include built-in billing roles, custom IAM grants, finance users, and any inherited permissions.
  5. List resource owners. Record Project Owner, subscription Owner, or equivalent roles at each scope; do not infer billing authority from them.
  6. Inventory every destination. Write down addresses for invoices, payment failures, security notices, legal notices, and service-change communications. Include shared mailboxes, aliases, forwarding rules, and ticketing integrations.
  7. Test capabilities. For each person or role, mark whether it can view invoices, change payment methods, grant access, close the account, or transfer ownership. Use a non-destructive read test where possible.
  8. Attach evidence. Store a portal export, role screenshot, provider confirmation, or ticket reference with an access-controlled location and last-review date.
  9. Add a second maintained contact. Use a monitored person or mailbox outside the primary administrator’s employment chain so one departure cannot strand the account.
  10. Write the recovery path. Specify who starts a transfer, what identity or business proof may be required, and how the organization handles a departed administrator.

A useful control is a quarterly review and an event-driven review after a merger, finance-system change, administrator departure, payment-instrument replacement, or provider agreement change.

Who gets billing notices in AWS, and who can act on them?

AWS distinguishes the account owner from billing contacts and IAM users. AWS defines the owner as “the person or entity in whose name your account is set up as.” That owner has full control of Billing and Cost Management resources and receives the monthly invoice. An IAM user receives billing access only when the required permissions are explicitly granted.

How AWS billing contacts work

AWS permits up to 13 approved billing contacts. A shared email address can receive billing notifications; AWS states that it sends those notifications to the shared address. Adding that address does not replace the primary account holder’s account-related communications, so keep the primary mailbox monitored even after a finance alias is added.

For the audit, record each of the 13 possible destinations, the notification types enabled, and the forwarding or ticketing rule behind a shared mailbox. Verify that the mailbox is still monitored and that access is controlled independently of one employee.

What changes under AWS Organizations?

Separate the management (payer) account from member accounts. The management account pays for member usage, but a member-account owner is limited to that account’s own information and cannot review other accounts’ activity. The person who receives a consolidated invoice may therefore have no ownership of a member workload, while a member owner may have no visibility into the organization-wide bill.

Record the management account identifier, every member account, the owner of each account, and the IAM identities allowed to view or administer billing. This hierarchy is the clearest reason to maintain separate columns for “who pays,” “who receives the notice,” and “who owns the account.”

Is a Google Cloud Project Owner the billing-account owner?

No. Google Cloud separates Cloud Billing IAM roles from project roles and from Google payments-profile permissions. A person who is Project Owner may control resources in that project yet lack permission to view basic billing-account information.

What a Billing Account Administrator can do

The person who creates a Google Cloud billing account becomes an administrator by default. A Billing Account Administrator has full owner access to that billing account and can manage payment instruments, pay bills, configure exports, view costs, link or unlink projects, and manage billing permissions. Record any additional administrators and the date each grant was made.

Billing Account Viewer is generally a finance read role. It can support invoice or cost review without granting the ability to change instruments, link projects, or delegate billing access. Confirm the exact role binding rather than relying on a job title such as “finance manager.”

Why payment profiles need their own row

Google Cloud’s access model also separates the Cloud Billing account from the Google payments profile. A user may administer one and not the other. In the worksheet, identify the payments-profile administrator, the billing-account administrator, and project-level owners as distinct people or groups, then test each action independently.

What does an Azure billing administrator control?

For Microsoft Online Service Program and Visual Studio account types, the account billing administrator is the person authorized to manage billing. That includes creating subscriptions, viewing and paying invoices, and updating payment methods. The portal can show the account administrator in the subscription’s Account Admin or billing-properties area.

Billing authority versus subscription Owner

An Azure billing administrator can assign the Azure Owner role at subscription scope. Subscription Owner provides full access to resources in that subscription and the ability to delegate access, but it is still a different record from the account billing administrator. A subscription Owner may manage production resources without being authorized to pay the invoice or alter the account’s payment instrument.

Why agreement type belongs in the audit

Customer Agreement and Enterprise Agreement accounts use different administrative models. Write the agreement type beside the account and do not assume that a procedure for a Microsoft Online Service Program account applies to an enterprise enrollment. Capture the displayed account administrator, billing roles, subscription Owners, invoice destination, and the documented escalation route for that agreement.

What can Stripe teach about ownership succession?

Stripe documents a direct ownership-transfer process, making it a useful succession example rather than a general cloud-billing rule. The current owner can transfer ownership to an Administrator or Super Administrator. If the owner is unavailable, Stripe may request identity and business-relationship verification; existing owners and administrators are notified by email and SMS when a transfer request starts.

Use this pattern when designing your own procedure: identify an eligible successor, require evidence of authority, notify existing administrators, and preserve an audit trail. Do not assume another provider offers the same transfer path or notification channels.

Which permissions should your audit test?

Role names vary, so test the action rather than trusting a label. The following matrix keeps notification, billing, resource, and succession powers separate.

Action Evidence to capture Typical failure if roles are confused
Receive an invoice Configured address, notice type, mailbox owner, forwarding rule An ex-employee or unmonitored alias receives the only copy
View invoice and cost detail Billing Viewer/Administrator or equivalent binding A project administrator assumes an invoice is visible but receives an access error
Change payment method Billing-account or payment-profile permission and an approved change process A payer can receive a failure alert but cannot fix the instrument
Link, unlink, or move a project Billing-account administrator permission and project-level authorization Finance can pay while workloads remain attached to the wrong payer
Grant access IAM, billing-permission, or subscription Owner binding at the correct scope A resource Owner cannot delegate billing access
Close or cancel Account-owner or provider-specific cancellation authority A billing contact believes replying to an email cancels the account
Transfer ownership Named successor, verification requirements, and provider procedure The organization discovers that no remaining administrator can start recovery

How should you handle a departed employee or lost mailbox?

Start with the provider’s ownership record, not with the invoice recipient. Suspend the former employee’s corporate identity, preserve relevant evidence, and ask a current owner or administrator to replace contacts and delegates. If no authorized person remains, use the provider’s documented recovery or transfer process and be prepared to prove the organization’s legal and business relationship.

Immediate containment checklist

  • Disable the departed user’s sign-in and revoke active sessions or keys.
  • Check whether a personal mailbox, phone number, or authenticator is still the recovery channel.
  • Change forwarding rules so invoices and payment failures reach a monitored shared mailbox.
  • Review every billing, IAM, project, and subscription grant made by that identity.
  • Confirm that at least two current people can reach the billing account without sharing credentials.
  • Open a provider support case before deleting evidence if ownership is disputed.

Preventive succession design

Maintain a named primary and secondary administrator, a shared-but-access-controlled billing mailbox, and a written transfer runbook. Store the account identifier, agreement type, current payer, last successful permission test, and evidence location in a system that survives personnel changes. Review the record after every ownership, finance, or organizational change.

What are the most common audit failures?

Assuming the recipient owns the account

An invoice destination is only a notification endpoint unless the provider separately grants authority. Fix this by recording the role binding and testing invoice access and payment changes.

Treating a payer as owner of everything it funds

Consolidated billing creates a hierarchy. A management account can pay for member accounts without owning their resources. Keep payer, member owner, and project or subscription Owner in separate fields.

Using a project or subscription role to infer billing rights

Google Cloud explicitly separates project ownership from Cloud Billing IAM, and Azure separates subscription Owner from account billing administration. Verify the billing scope directly.

Relying on one person’s mailbox or phone

Personnel changes and locked accounts can interrupt payment or recovery notices. Add a maintained secondary contact and monitor delivery, not just configuration.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring agreement or account type

Azure’s Customer Agreement and Enterprise Agreement models differ, while AWS Organizations introduces a payer hierarchy. Put the account type in the worksheet before applying a procedure.

Failing to record evidence dates

Permissions change silently through reorganizations and delegated groups. Include the last review date, reviewer, evidence location, and next review trigger so another administrator can reproduce the check.

How do the providers compare on the questions that matter?

Provider Notice recipient Invoice visibility Payment-method authority Delegation authority Payer hierarchy Succession note
AWS Up to 13 approved billing contacts; the primary account holder continues receiving account-related email Account owner or explicitly permitted IAM identities Account owner or billing-authorized identities IAM permissions and account-level controls Organizations management account pays for member usage Keep primary communications and a maintained secondary contact
Google Cloud Configured billing and payments-profile destinations; exact notification mapping must be recorded Billing Account Viewer or Administrator, not automatically Project Owner Billing Account Administrator and relevant payments-profile permissions Billing Account Administrator manages billing permissions; project roles are separate Projects can be linked or unlinked by billing administrators Retain more than one billing administrator and document both scopes
Microsoft Azure Account and subscription billing properties, depending on account model Account billing administrator and delegated billing roles Account billing administrator for applicable program types Billing administrator can assign subscription Owner Subscriptions sit under an agreement-specific account model Record whether the account is MOSP, Visual Studio, Customer Agreement, or Enterprise Agreement
Stripe Existing owners and administrators are notified when a transfer request starts Determined by account roles Determined by account roles Owner can transfer to Administrator or Super Administrator Not a cloud consolidated-billing example Unavailable-owner transfers may require identity and business-relationship verification

Where a provider does not publish a universal mapping for a particular notice type, write “not stated” in the worksheet and verify the destination in the account’s current settings. Do not infer delivery from a role name.

What should the finished audit record contain?

A complete record lets a new administrator answer “who gets the notice?” and “who can act?” without opening several portals at once. Include these fields:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Provider, account, payer, billing-account, project, subscription, and payment-profile identifiers.
  • Legal owner and organizational entity.
  • Management or payer account, when different.
  • Billing-account administrators, viewers, IAM delegates, project Owners, and subscription Owners.
  • Every billing-contact address and the notice types routed to it.
  • Mailbox owner, forwarding destinations, retention, and monitoring responsibility.
  • Capabilities for invoice viewing, payment changes, access delegation, cancellation, and ownership transfer.
  • Agreement or account type, region where relevant, evidence location, reviewer, and last-review date.
  • Primary and secondary maintained contacts.
  • Leaver, recovery, and succession steps with provider-specific verification requirements.

Protect the worksheet itself: it contains sensitive administrative information. Restrict editing, log changes, and avoid storing passwords, secret keys, or payment-card numbers in the role inventory.

Frequently Asked Questions

Can a shared mailbox become the legal owner of a cloud account?

Usually no. A shared mailbox can receive notices and support continuity, but legal ownership remains tied to the person or entity recorded by the provider. Confirm the provider’s ownership record and keep the mailbox as a communication control, not as proof of ownership.

Why can I receive a payment-failure email but still be unable to fix the card?

Notification delivery and payment authority are separate controls. The address may be listed only as a contact, while payment changes require a billing-account administrator or payments-profile permission. Ask an authorized administrator to grant the least privilege needed.

Should finance or engineering own the billing account?

Neither function is automatically correct. Finance may need invoice and instrument control, while engineering may need project or subscription resource control; split those roles and document who can delegate each one. A second administrator from an independent function improves continuity.

How often should billing contacts and owners be reviewed?

Review at least quarterly and whenever an administrator leaves, the legal entity changes, a payment instrument is replaced, or a provider agreement changes. Test a real read-only permission path and verify mailbox delivery instead of checking configuration alone.
