You do not need Game Pass Ultimate for Xbox Cloud Gaming: Ultimate, Premium, and Essential all include it, while PC Game Pass does not. Xbox has announced that monthly cloud-play allowances will begin in November 2026: 15 hours on Ultimate, 10 on Premium, and 5 on Essential. Until that change begins, eligible subscribers can stream without those new monthly limits. You can also stream select free-to-play games, including Fortnite, with a free Microsoft account in supported regions.
Which Game Pass plans include Xbox Cloud Gaming?
As of October 25, 2026, the Game Pass plans that include Xbox Cloud Gaming are Ultimate, Premium, and Essential. Ultimate is the highest cloud tier, but it is not required simply to access cloud streaming. PC Game Pass includes PC games and day-one titles, but not Xbox Cloud Gaming.

Xbox announced a change beginning in November 2026 that adds monthly cloud-hour allowances to the three eligible plans. Until that change takes effect, subscribers can stream without the new monthly limits. Xbox has announced the month, not a specific start date in the material available here, so treat the 15-, 10-, and 5-hour figures as upcoming allowances rather than limits already in force on October 25.
| Plan | Cloud gaming | Announced monthly cloud allowance from November 2026 | Other listed distinctions |
|---|---|---|---|
| Ultimate | Included | 15 hours | Best listed streaming quality, shortest waits, day-one releases, select owned-game streaming |
| Premium | Included | 10 hours | 200+ game library; new Xbox-published games join within one year of launch; shorter waits |
| Essential | Included | 5 hours | 50+ game library, online console multiplayer, in-game benefits |
| PC Game Pass | Not included | PC games and day-one titles |
The hour figures are Xbox’s announced monthly allowances, not a statement that all subscribers currently have those limits. Xbox says additional cloud-play hours will be purchasable through the Xbox Store, but pricing and market availability have not been announced. Exact post-change plan prices are also not established here, so compare the prices shown in your own market before subscribing.

Which plan should you choose for your cloud gaming habits?
Choose the eligible plan whose allowance and other benefits fit how you play; you do not need to pay for Ultimate solely to unlock cloud gaming. The right choice depends on how often you expect to stream after the announced November change and whether the higher tiers’ other benefits matter to you.
Choose Ultimate for frequent streaming and its additional benefits
Ultimate has the largest announced monthly allowance at 15 hours. Xbox also lists the best streaming quality—up to 1440p on supported titles and devices—the shortest waits, day-one releases, and streaming for select games you own. Those distinctions make it the most suitable listed option if cloud gaming is a regular part of your play and you value the higher-tier benefits.
“Up to 1440p” is a ceiling for supported titles and devices, not a guarantee that every stream will run at that resolution. The listed comparison does not promise the same quality for every game, screen, or connection. Consider the Ultimate quality benefit in that qualified sense rather than treating it as a universal output setting.
Choose Premium if you want cloud access without Ultimate’s full feature set
Premium includes cloud gaming and has an announced 10-hour monthly allowance from November 2026. Its listed benefits include a 200+ game library, shorter waits, and new Xbox-published games joining within one year of launch. It is a middle option if cloud play matters but Ultimate’s highest listed allowance, quality tier, and day-one availability are not priorities.

Choose Essential for occasional cloud sessions
Essential is the lowest eligible tier described here and has an announced five-hour monthly cloud allowance from November 2026. It includes a 50+ game library, online console multiplayer, and in-game benefits. It can make sense for occasional streaming if those features fit your needs, but the allowance is the smallest of the three eligible plans.
Do not choose PC Game Pass for Xbox cloud streaming
PC Game Pass is for PC games and day-one titles; it does not include Xbox Cloud Gaming. If streaming Xbox games through the cloud is the reason you are subscribing, select Ultimate, Premium, or Essential instead. A free Microsoft account can provide another route for select free-to-play games in supported regions, but that is not the same as receiving a Game Pass cloud subscription.
How do the monthly cloud hours affect your choice?
The announced allowances make expected streaming time an important part of the decision. Ultimate’s 15 hours, Premium’s 10, and Essential’s five are monthly amounts beginning in November 2026; the change announcement does not provide a specific day in November. Before the change, the new hour limits do not apply.
To choose sensibly, estimate how much you expect to stream in a month, then compare that estimate with the allowance for each eligible plan. For example, someone who expects to stream only occasionally may find Essential’s smaller allowance adequate; someone expecting more cloud play may prefer Premium or Ultimate. If your estimate is above a tier’s allowance, weigh a higher tier against Xbox’s planned option to purchase additional hours once pricing and availability are announced.

Do not assume that subscribing to more than one eligible Game Pass plan combines their cloud hours. Xbox says allowances from multiple eligible subscriptions do not stack; the subscription with the higher allowance applies. The announced figures therefore should not be added together to calculate a larger monthly total.
The announcement does not establish the exact price of additional hours or which markets will be able to buy them. Nor does the information here establish the post-change price of each plan. Those details matter if you expect to exceed an allowance, so check Xbox’s current offer for your region rather than comparing plans using a price from another market or an older listing.
What do you need to play Xbox games in the cloud?
You need an eligible plan—or a free Microsoft account for select free-to-play games—plus a supported device in a supported region, a compatible controller, and a suitable internet connection. A console is not a requirement for cloud play on the other supported endpoints listed by Xbox.
- Account and access: Use Ultimate, Premium, or Essential for subscription cloud gaming. Select free-to-play titles can be streamed with a free Microsoft account in supported regions.
- Supported device and region: Availability depends on both. Xbox lists Windows PCs, Apple and Android phones and tablets, Xbox consoles, select LG, Samsung, and VIDAA smart TVs, Amazon Fire TV, and select Meta Quest headsets.
- Controller: Connect a compatible controller by Bluetooth or USB.
- Internet: Xbox recommends at least 10 Mbps on mobile devices and 20 Mbps on consoles, PCs, and tablets. Xbox recommends 5 GHz Wi-Fi or mobile data for best performance.
- Browser option: Supported browsers include Edge, Chrome, and Safari.
These are Xbox’s stated recommendations and supported endpoint categories; they do not guarantee that every device model, browser configuration, game, or region is eligible. Check the specific device and game before relying on cloud access, especially for a smart TV or headset described as “select.”

- RUBBERIZED GRIPS — Hold on to the action with rubberized grips on the back cases, designed for comfort and control during long gaming sessions.

- PLAY ACROSS EVERY SCREEN — Quickly pair with, play on, and switch between devices including console and PC. Stream games across mobile, gaming handhelds, Smart TVs, and supported VR headsets with XBOX Cloud Gaming.
Can you play in the cloud without owning an Xbox console?
Yes. Cloud gaming can run through supported PCs, phones, tablets, televisions, Fire TV devices, select VR headsets, or a supported browser, so owning an Xbox console is not a general prerequisite. You still need an eligible plan or free-to-play access, a supported device and region, a controller, and an adequate connection.
Xbox consoles are one of the listed endpoints, not the only way to play. The key qualification is compatibility: support varies by device and region, and the service does not imply that every title can be streamed on every endpoint.
Does Game Pass cloud gaming include every game, and can you stream games you own?
No single plan description establishes that every Game Pass title can be streamed on every device. Xbox notes that game titles, libraries, features, supported devices, and availability vary over time, by region, plan, and platform. A title being in a plan’s library should not be treated as a promise that it is cloud-playable in every location or on every supported endpoint.
Some cloud-playable games outside Game Pass may be sold separately. Ultimate also includes streaming for select games you own, subject to eligibility; this is a limited feature, not a promise that you can stream your entire owned library. Check the individual game’s cloud availability and the applicable plan or purchase requirement before counting on access.

How should you make the final decision?
- If you want only select free-to-play games: Check whether the games and your region are supported; a free Microsoft account may be enough, without a Game Pass subscription.
- If you want subscription cloud gaming: Choose Essential, Premium, or Ultimate. Do not select PC Game Pass on the assumption that it includes cloud streaming.
- If your use will be occasional: Compare Essential’s announced five hours per month from November 2026 with your expected use and its included benefits.
- If you need more room or broader benefits: Compare Premium’s 10-hour allowance and library benefits with Ultimate’s 15 hours, higher listed quality ceiling, shortest waits, day-one releases, and select owned-game streaming.
- Before subscribing or upgrading: Confirm plan price, availability, supported devices, and eligible games in your market. If you expect to exceed the announced allowance, wait for Xbox to publish the extra-hour price and availability before assuming the add-on is a better value.
