Steam’s AI disclosure is about AI-created content that ships with a game and is consumed by players—not simply about using AI tools during development. Valve separates that content into two categories: Pre-Generated, made during development, and Live-Generated, created while the game runs. Live generation carries an additional requirement: developers must describe guardrails intended to prevent illegal output. Disclosure is not approval, a copyright safe harbor, or an exemption from Steam’s content rules.
What does Steam’s AI disclosure cover?
The central test is whether AI helps create content that reaches the game and is consumed by players. Valve’s Steamworks documentation says the survey is “concerned with the use of AI in creating content that ships with your game, and is consumed by players.” It explicitly lists artwork, sound, narrative, and localization as examples.

That can include player-facing assets such as generated illustrations, music, voice or sound effects, dialogue, and translated text when they are part of the shipped experience. The relevant question is not just which software or model a developer used; it is what the tool produced and whether that output becomes part of what players encounter.
Valve’s documentation distinguishes this content-focused disclosure from efficiency gains through AI tools. It says efficiency gains are “not the focus of this section.” That points away from treating every AI-assisted task as the same kind of disclosure, but it is not a blanket exemption for a named tool or a particular workflow. Apply the test to the output, not just the tool’s label.

What about AI used for marketing?
A January 2026 report about revised wording says the form was clarified to focus on AI-generated content that reaches the game or associated marketing materials, while workflow tools such as coding assistants are not the focus. Valve’s official Steamworks documentation is the controlling source if a secondary summary differs. As a practical matter, do not assume that an AI-created asset is irrelevant solely because it appears in promotional material rather than in gameplay; check the current form and answer according to its wording.
Does using an AI coding assistant need to be disclosed?
If an AI tool only helped with development efficiency—for example, assisting with code—and did not create player-consumed content that ships with the game, that use is not the focus of the AI content disclosure described in Valve’s documentation. The distinction is between assistance in making the game and AI-created content delivered to players.
Do not turn that distinction into a categorical rule that any use of a coding assistant is exempt. A tool can be used for more than one purpose: it might help write code and also generate dialogue, textures, audio, or localization. Evaluate the outputs separately. If AI-created material becomes part of the shipped player experience, the content-based test applies regardless of whether the same tool also improved the team’s workflow.
For borderline cases, record what the tool produced, where that output appears, and whether players encounter it. That makes it easier to answer the survey consistently and explain the decision if Valve’s review raises a question. The policy does not establish a universal rule for every possible mixed workflow.

What is the difference between Pre-Generated and Live-Generated AI?
The dividing line is when the player-facing content is created. Pre-Generated content is created with AI help during development and then ships in the game; Live-Generated content is created with AI while the game is running.

This distinction is about the generation process, not whether the player can tell that content was made with AI. A generated voice line stored in the build is pre-generated even if it plays dynamically in response to gameplay. Conversely, text created by an AI service during a session is live-generated even if it is short or appears in a familiar game interface. These examples illustrate the timing distinction; developers should use the survey’s current definitions for their own implementation.

A fixed asset can be inspected before release; a running generator may produce new output after release. Valve therefore asks developers to describe safeguards against illegal content for live generation, rather than treating the baseline disclosure as sufficient on its own.
What should a developer do before submitting a game?
Complete the Steam Content Survey before submitting the store page and product build for review. Valve says it compares the survey answers with the build and store page, so the disclosure should match the actual shipped experience and its presentation.

- Inventory AI-created outputs. List the artwork, audio, narrative, localization, and other material created with AI assistance that players will encounter. Separate output from the tools used to produce it.
- Classify each player-facing output by timing. Mark whether it was created during development and included in the build, or generated by AI while the game runs.
- Check the complete experience. Compare the inventory with the game and its store materials. The Steamworks form should be answered using its current language, especially for content used in associated marketing.
- For pre-generated content, review the underlying content. Valve requires the developer to promise there is no illegal or infringing content and that the game is consistent with its marketing. Prerelease review evaluates AI output in the same way as other content.
- For live generation, document safeguards. Describe the guardrails intended to prevent illegal output. A broad statement that a service is moderated is not a substitute for accurately describing the safeguards the game uses.
- Submit the survey with the store page and product build. Make sure the disclosure reflects the version being submitted, since Valve compares the answers with those materials.
The survey is a disclosure step, not a substitute for reviewing content or ensuring the game meets the rules. If AI output changes materially, reassess whether the answers still describe the game being offered.
Does disclosure make AI content legal or automatically acceptable on Steam?
No. Valve states: “Products on Steam must adhere to the content rules, regardless of whether it is disclosed in these surveys.” Disclosure is not an approval, a finding that a work is lawful, or protection from claims that content is infringing.

For pre-generated content, the developer’s required promise covers illegal or infringing material and consistency with marketing, and Valve reviews AI output as it reviews non-AI content. For live-generated content, the same baseline rules apply, with the added requirement to describe safeguards intended to prevent illegal content. In neither case does checking a disclosure box remove the developer’s responsibility for what the game contains or generates.
A store-page disclosure also should not be read as proof that every asset has been cleared or that a particular output is lawful. It tells customers about AI use; it does not certify the origin, rights status, or quality of each item.

What can players see or do when a game uses AI?
Valve announced that much of a developer’s disclosure would appear on the game’s Steam store page so customers can understand how the game uses AI. That makes the disclosure a player-facing explanation, not merely an internal survey response.
Valve also announced an in-game overlay reporting path for players who encounter content they believe should have been caught by safeguards in a game using Live-Generated AI. This reporting route is specifically associated with live generation; the announcement does not describe it as a general reporting feature for every AI-created asset. The possibility of player reports is another reason live safeguards should be designed around the content the system can actually produce.

If a live AI service creates ongoing costs per input or output, Valve says the developer must manage access and collect payment through a Steam-supported method. The listed approaches are including the cost in the game’s price, microtransactions, a subscription, or downloadable content.
This is an operational requirement distinct from the content disclosure. Developers need to account for both what the system may generate and how players’ access to a cost-incurring service is managed. The policy’s listed payment approaches do not establish what a particular service costs, whether a specific pricing design will be viable, or how much usage a game can support.
Can a Steam game ship live-generated adult-only sexual content?
Valve’s current Steamworks documentation says Live-Generated Adult Only Sexual Content is not shipped at this time because the legal and customer risks are substantial. This is a stated current policy position, not a prediction about future rules; developers should verify the current Steamworks terms before planning a release.
This restriction is separate from the broader distinction between pre-generated and live-generated content. Do not infer that disclosing a live-generation system makes content acceptable if Valve says that category is not shipped.
