Large AI data centers may need more than a connection to the nearest power line: depending on the site, the grid may need new or reinforced high-voltage transmission, expanded substations and local feeders, additional transformers and cables, and enough generation or other energy supply to serve the added load reliably. Storage, onsite resources, phased construction, or flexible computing can also help—but there is no standard upgrade package. The scope depends on local grid capacity, the campus’s actual load and ramp-up, reliability requirements, supply options, interconnection rules, and community impacts.

Why can one data center put pressure on a local grid?

AI campuses concentrate a large amount of electricity demand in one place. The International Energy Agency (IEA) said in its 2025 report that a typical AI-focused data center consumes as much electricity as 100,000 households; it described the largest facilities under construction at that time as using 20 times as much. These are illustrative comparisons, not a standard campus size or engineering specification.

The global totals can make the issue look smaller than it is at a particular location. The IEA estimated that data centers used 415 terawatt-hours (TWh), around 1.5% of global electricity, in 2024. It also reported annual global growth in data-center electricity consumption of around 12% since 2017, and projected consumption of around 945 TWh in 2030. Those figures describe worldwide electricity use; they do not show how much spare capacity is available near a proposed campus. Demand is geographically concentrated, so a modest share of global use can still create a substantial local planning challenge.

The critical distinction is between having enough electricity across a country or region and being able to deliver the required power at the right place and time. A transmission corridor, substation, or feeder can be constrained even when the wider system has generation. Conversely, a location with available network capacity may need less construction than a similarly sized facility in a crowded load area.

Which parts of the grid may need upgrades?

Grid planning considers the full path from power supply to the campus. A project’s interconnection and impact studies determine which components, if any, need to be added or reinforced; the categories below are possibilities, not a universal checklist.

High-voltage transmission

Transmission lines move electricity over long distances and between regions. A large campus in a constrained area may require a new line or reinforcement of existing lines to bring power from generation resources into the region. Related work may include substations and other power-system equipment identified in planning studies. The need depends on where capacity exists and whether the network can serve the added load without unacceptable reliability impacts.

The IEA reported in 2025 that building new transmission lines in advanced economies can take four to eight years. That is a general indication of the time scale, not a forecast for a specific project: permitting, route selection, local conditions, and the work required can change a project schedule.

Substations and distribution feeders

Electricity must also move from the bulk transmission network into the local utility system and onward to the campus. A utility may need to build or expand a substation, install additional transformers, or reinforce distribution feeders. Bulk generation or transmission capacity alone does not establish that the local network can deliver power to a particular site.

A 2024 advisory report by the U.S. Department of Energy (DOE) Secretary of Energy Advisory Board described hyperscale connection requests in the range of 300–1,000 megawatts (MW) or larger, with requested connection lead times of one to three years. These are request sizes and requested timelines discussed in a U.S. advisory report—not a promise that a facility of that size can connect within that period. A request may precede studies, construction, and a confirmed energization date.

Transformers, cables, and other equipment

Transformers change voltage between parts of the network, while conductors such as cables and overhead lines carry electricity between them. The quantity, rating, and location of equipment depend on engineering studies; there is no sound basis for specifying a particular transformer rating, cable length, or equipment count without a project design.

Equipment availability can affect schedules as much as line construction. The IEA reported in 2025 that waiting times for critical grid components such as transformers and cables had doubled in the preceding three years. It also identified the need to scale supply chains for key electricity technologies. That observation is a general supply-chain warning, not a delivery estimate for any one order.

Are new power lines enough, or does the region need more power?

New wires can increase the ability to deliver electricity, but they do not create energy. A region must have sufficient generation and procurement to serve the additional consumption while meeting reliability needs. Depending on local conditions, a plan could involve existing generators, new generation, contracts, onsite supply, or a combination of resources.

The IEA’s 2026 review describes data-center procurement and announced onsite power projects, including natural gas projects in the United States, alongside a smaller and growing set of agreements involving advanced geothermal, small modular nuclear reactors, and other emerging technologies. Announcements and agreements do not establish that a technology is available, permitted, economic, or suitable at a particular site. A campus-specific plan must account for actual project status and the local electricity system rather than treating a public announcement as firm supply.

Generation choices also connect grid planning to local concerns. Land use, water, emissions, affordability, and community priorities can matter alongside capacity and reliability. The DOE advisory report emphasizes early engagement with tribes and communities to support planning, community benefits, and discussion of infrastructure-development risks.

What roles can storage, backup power, and flexible computing play?

Batteries and other storage can shift electricity across time, help manage short-term variability, or provide grid services when the operating arrangements and incentives allow it. Onsite generation may also be part of an integration strategy. These are options under discussion, not requirements for every data center, and they do not automatically replace transmission, distribution, or adequate energy supply.

It is important to distinguish emergency backup from routine electricity supply. Equipment intended to maintain critical services during an outage is not necessarily designed, permitted, or contracted to operate as a regular source of grid power. Whether onsite resources can support the grid in ordinary conditions depends on the project’s design and applicable arrangements.

Computing demand may also be managed over time or across locations. DOE recommends exploring temporal and spatial flexibility in AI training and inference, as well as frameworks that could let data centers help manage peaks or provide grid services. In practice, flexibility is bounded: workloads have deadlines, services have commitments, and operators must protect reliability. Curtailing or moving work can also carry costs, so it is not a substitute for firm capacity in every case.

How do project timing and load certainty affect upgrade decisions?

A connection request is not proof that a campus will use its full requested load, or that it will do so on the requested schedule. A project’s demand ramps as buildings, servers, and workloads come online. The IEA’s 2026 review warns that data-center queues can include duplicate or speculative proposals. Planning only for every announced request risks building infrastructure that remains underused; planning for too little demand can leave the system unable to serve projects that do proceed.

Utilities and system planners therefore need credible forecasts and project milestones, not just a headline MW figure. Phased energization—bringing portions of a campus online as network upgrades and supply become available—can help align demand growth with construction. The feasibility of phasing depends on the campus design, the utility’s process, and the operator’s requirements.

Some queue statistics require particular care. The Lawrence Berkeley National Laboratory’s 2024 review covered generation and storage interconnection queues, not data-center load requests. It found that, in a historical subset of generation requests made from 2000 through 2018, 19% of projects and 14% of requested capacity had been built by the end of 2023. Those figures illustrate attrition in that generation-queue subset; they are not a data-center connection success rate and should not be applied to data-center proposals.

U.S. market figures also describe the wider system, not a particular site. In a March 2025 release reporting on 2024 data, the Federal Energy Regulatory Commission (FERC) said active interconnection queue capacity was 2,289 gigawatts (GW) at the end of 2024, down from 2,368 GW in 2023. FERC also reported that more than 5,000 circuit miles of transmission projects entered service during 2024. Neither figure identifies how much capacity is available to a specific data center or when a particular project can connect.

How does an interconnection study turn a general need into a project plan?

For a proposed facility, the interconnection process is where a general infrastructure list becomes a site-specific plan. Lawrence Berkeley National Laboratory explains that grid operators’ impact studies identify the transmission equipment or upgrades needed before a project can connect and assign costs. The applicable process, study sequence, and cost arrangements depend on the utility, jurisdiction, tariff, and project.

  1. Define the proposed load. Establish the requested capacity, expected ramp-up, phasing, and operating profile. A request that states only a maximum load may not explain when or how the demand will materialize.
  2. Submit the connection request through the applicable utility or grid-operator process. Requirements and terminology vary by jurisdiction; the DOE figures for hyperscale requests are U.S. advisory-report context, not a universal application standard.
  3. Complete the required studies. The operator evaluates the proposed connection’s effects on the system and identifies necessary equipment or upgrades. The resulting scope is specific to the location and the assumptions used in the studies.
  4. Review scope, schedule, and cost responsibility. The study and applicable rules inform what work is required and how costs are assigned. A general national statistic cannot determine the cost or payer for a particular campus.
  5. Coordinate construction and energization. The campus build, utility work, generation or procurement, equipment delivery, and any agreed phasing need to align. A requested connection date should not be treated as a confirmed service date.

Who pays for grid upgrades for a data center?

There is no universal payer rule established across jurisdictions. Lawrence Berkeley National Laboratory’s description of interconnection studies says those studies identify required upgrades and assign costs, but the allocation depends on jurisdiction, tariff, utility, and project arrangements. That means the answer for a specific campus must come from its applicable interconnection process and agreements, not from a blanket claim that either the developer or other customers always pay.

Cost discussions should be tied to the actual upgrade scope and the rules governing the project. The available national and global figures above do not provide project-level budgets or a comparable cost per MW, so they cannot support a reliable estimate for a named site.

How should a company compare possible sites?

Compare locations and upgrade strategies on the same practical dimensions rather than choosing on land availability or a power-capacity headline alone. A site with existing grid headroom may have an advantage, but its supply, schedule, reliability, and local impacts still need assessment.

  • Grid headroom and constraints: What transmission, substation, and feeder capacity is available, and what studies or reinforcements are needed?
  • Time to connect and build: How do study, permitting, equipment, and construction schedules align with the facility’s target ramp?
  • Reliability and redundancy: What service level is needed, and what network or onsite arrangements support it?
  • Energy supply: What generation, contracts, storage, or onsite supply could serve the load, and how firm and credible are those resources?
  • Operational flexibility: Can training or inference workloads be phased, shifted, or curtailed without violating service and reliability commitments?
  • Interconnection and cost rules: Which utility and jurisdiction govern the process, studies, upgrade assignments, and project costs?
  • Community and environmental effects: What land, water, emissions, affordability, tribal, and community considerations need to be addressed?

Early community engagement is part of practical planning, not an afterthought. The DOE advisory recommendations emphasize engagement with tribes and communities in addressing infrastructure risks and community benefits. Local effects vary; a global electricity share cannot determine what a particular project means for local affordability, water use, or emissions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What can be concluded before a specific site is studied?

It is reasonable to expect that a very large new load will trigger questions about transmission, substations, feeders, equipment, energy supply, reliability, and timing. It is not possible to infer the exact equipment list, construction budget, voltage, upgrade scope, or payer from the campus label or a national statistic alone. Those answers require a named site, a defined load profile, the applicable utility or operator process, and the resulting studies.

For developers, utilities, and communities, the central planning task is to coordinate credible demand forecasts with deliverable electricity and network construction. Transmission, local delivery equipment, generation, storage, and operational flexibility are related parts of that task, but their mix and sequence are site-specific.

Frequently Asked Questions

How much electricity does an AI data center use per year?

There is no single annual figure that applies to every facility: annual consumption depends on the campus’s size, utilization, and how its computing load develops. The IEA’s 2025 comparison of a typical AI-focused facility with 100,000 households is illustrative, not a universal annual-use specification.

Can a data center run entirely on renewable electricity?

The available evidence does not establish a universal answer for every campus or location. A project’s procurement claims should be evaluated against the actual resources, contracts, timing, and reliability arrangements serving it, rather than inferred from a technology announcement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why do data centers sometimes announce power projects before construction is complete?

A proposal or announcement can describe planned capacity or a procurement agreement before all permitting, interconnection, construction, and delivery steps are finished. The IEA’s 2026 review notes that announced projects and queue proposals do not by themselves establish that the expected load or supply will materialize.

Do grid upgrades for an AI campus also benefit nearby customers?

That depends on which facilities are built, how they are used, and the rules governing costs and service. The evidence here does not establish a general outcome for surrounding customers; local utility planning and the project’s cost-allocation arrangements determine what can be concluded.
