AI needs far more than a large text or image collection. Every useful model depends on data gathered under particular rights and privacy conditions, plus chips, memory, storage, networks, cooling and reliable electricity. Those physical systems determine how quickly data can become model capability and who bears the local costs.
The scale is already material: data centres used about 415 terawatt-hours (TWh), or 1.5% of global electricity, in 2024. The International Energy Agency (IEA) projects roughly 945 TWh in 2030 in its 2025 base case. A sound answer to “How much data does AI need?” therefore has two parts: enough representative, legally usable information, and enough infrastructure to process it without exceeding privacy, copyright, grid, water and affordability limits.

What does AI actually need to turn data into capability?
Training data supplies examples from which a model adjusts its parameters. Text, software, images, audio, video, sensor readings and structured records can all be useful, but a pile of files is not automatically a good dataset. The material must be relevant to the task, sufficiently diverse, de-duplicated, labelled or otherwise structured when needed, and processed on hardware that can move data quickly.
The physical chain includes data ingestion, storage, networking, accelerators, high-bandwidth memory, cooling and electricity. A model can be data-rich yet bottlenecked by a slow storage system or a missing grid connection. Conversely, an efficient data centre cannot compensate for biased, unlawfully obtained or poorly represented data.

Training is only one workload. After deployment, inference repeatedly reads model weights and user inputs, so a popular service can consume substantial power even if its training run happened once. Storage replicas, safety filters, evaluation jobs and backups add to the total demand.
How is AI training data collected, and who controls it?
There is no single “AI dataset.” The OECD identifies several collection routes, and each creates different obligations for developers, people represented in the data and copyright holders.
Curated and licensed datasets
Teams may assemble a purpose-built corpus, purchase a licence or combine open datasets after filtering them. Curation can improve quality and documentation, but the licence may limit commercial use, redistribution, geographic scope or the kinds of models that can be trained. A dataset card should state what was included, excluded and transformed rather than treating “open” as synonymous with unrestricted.
Data-sharing agreements
Companies, public bodies and researchers can exchange records under a contract. The agreement should define permitted purposes, retention, security, onward sharing, deletion and audit rights. A partner’s authority to provide data does not necessarily grant permission for every later use, especially when personal information is involved.

Existing stored data
Organisations often reuse logs, documents, support tickets or archived media already held in their systems. Reuse can be efficient, yet the original notice and consent may not have covered model training. Access controls, minimisation and a documented purpose test are needed before a legacy repository becomes a training source.
User-provided data
Prompts, uploads, feedback and generated outputs may be collected to operate a service, prevent abuse, improve models or meet legal duties. Those purposes are not interchangeable. A provider should explain whether content is retained, who can access it, how long it remains available and how an account holder can request deletion or opt out where such controls exist.
Public-web scraping
Scraping can gather information at a scale that manual licensing cannot match, but public visibility does not settle privacy or copyright questions. Pages can contain personal details, confidential material posted without permission, or works protected by copyright. The OECD’s 2025 work describes scraping as a major acquisition method and surveys differing intellectual-property responses around the world.
| Collection route | Typical material | Questions to resolve |
|---|---|---|
| Curated or licensed | Purpose-built text, image, code, audio or video sets | What does the licence permit? Is provenance recorded? Can contributors revoke or correct material? |
| Data-sharing agreement | Partner or public-sector records | Are purpose, retention, security and onward-transfer terms explicit? |
| Existing stored data | Internal documents, logs and archives | Did the original notice cover training? Can sensitive fields be removed? |
| User data | Prompts, uploads, feedback and outputs | What is retained, for how long, and under which improvement or safety purpose? |
| Public-web scraping | Web pages, repositories and media | How are privacy, robots instructions, copyright, takedown and jurisdiction handled? |
The OECD’s Digital Economy Outlook 2024 puts the principle plainly: “Access to data is crucial for AI, including for training, testing and validation.” Access, however, is a governance choice, not a blanket entitlement. Documentation should follow each source through collection, filtering, training, evaluation and release.

Global data-centre demand is large and rising quickly, although the exact share attributable to AI depends on definitions and accounting boundaries. The IEA’s figures provide a useful scale estimate.
| Measure | Reported or projected use | Qualification |
|---|---|---|
| Worldwide data centres, 2024 | 415 TWh; 1.5% of global electricity | IEA estimate published in 2025 |
| Worldwide data centres, 2025 | 485 TWh | IEA 2026 update; total use grew 17% during 2025 |
| AI-focused data centres, 2025 | Consumption grew 50% | IEA 2026 update; this is a growth rate, not a global TWh total |
| Worldwide data centres, 2030 | About 945 TWh in the IEA 2025 base case; about 950 TWh in the 2026 update | Projection, not a guaranteed outcome; the 2026 update describes roughly a doubling from 2025 |
| Electricity generation needed, 2030 | More than 1,000 TWh | IEA 2025 estimate, allowing for generation and system losses |
The IEA says a typical AI-focused data centre consumes as much electricity as 100,000 households. The largest facilities under construction could use 20 times as much. These comparisons describe annual facility demand, not the electricity used by one model query.

Global percentages can hide sharper local effects. Data centres cluster where land, fibre, tax rules and power are available. A new campus can compete with homes and factories for grid capacity, raise questions about electricity prices, require new transmission and transformers, and draw water for cooling. Permitting and affordability therefore need to be assessed at the host-region level, not inferred from the worldwide 1.5% share.
Why do larger models consume so much more power even when chips improve?
Hardware efficiency improves, but model scale, training tokens, context length and repeated experiments can grow faster. Stanford’s 2025 AI Index lists estimated training power of about 4,500 watts for the 2017 Transformer, 2.6 million watts for PaLM and 25.3 million watts for Llama 3.1-405B.

|---|---|---|
| Transformer (2017) | About 4,500 watts | Model-level estimate, not a universal benchmark |
| PaLM | About 2.6 million watts | Model-level estimate; system configuration and run length matter |
| Llama 3.1-405B | About 25.3 million watts | Model-level estimate; disclosures are incomplete |
Watts indicate power at a moment; total training energy is power multiplied by time. A shorter run at higher power can use less energy than a long run at lower power, and data-centre overhead for cooling and networking adds to the accelerator figure. The AI Index values are estimates with incomplete disclosure, so they should not be treated as comparable utility bills or as benchmarks for every implementation.
The 2026 IEA update identifies advanced chips, high-bandwidth memory, transformers and grid connections as bottlenecks. Improving utilisation, quantising models, sharing weights and using smaller models for routine tasks can reduce energy per result, but efficiency gains do not guarantee lower total consumption if usage expands.
What happens to data you give an AI service?
Your input typically passes through several technical and policy stages: transmission to the provider, temporary processing in memory, logging for security or billing, storage in backups, and possibly use in evaluation or model improvement. The exact path varies by product, account type, contract and jurisdiction, so a general statement that “the AI trains on everything” is not reliable.
Before uploading sensitive material, check the service’s current data-use notice and contract. Look for separate settings for model improvement, retention and human review; identify the account administrator who can change them; and determine whether deletion removes copies from backups or only from the active interface. Enterprise controls may differ from consumer controls, but they still require verification.

Is AI training on copyrighted material?
It can be. Text, software, images, audio and video may be protected works, and a training pipeline can encounter them through licences, agreements, internal repositories or scraping. Whether a particular act is lawful depends on the work, the licence, the jurisdiction, the purpose and evolving court or legislative interpretations.
Do not infer permission from the fact that a file was publicly reachable. A responsible programme records provenance, honours contractual restrictions, provides a process for rights-holder requests where required and evaluates whether outputs reproduce protected expression. The OECD’s separate 2025 analysis treats data collection as a governance issue and documents worldwide intellectual-property responses to scraping; there is no single global rule that resolves every case.
Can AI’s data and electricity demand keep growing?
Demand can grow, but several constraints may slow, redirect or make it more expensive. They affect both the information supply and the physical systems that process it.
- Privacy and consent: Personal data may be sensitive, difficult to anonymise and subject to deletion or access rights.
- Copyright and licensing: Protected material can require permission, compensation, filtering or a defensible legal basis.
- Representation: English accounts for more than half of the languages represented in open-source AI training datasets, according to the OECD, leaving many languages and cultural contexts less visible.
- Fragmented data: Useful records may sit in incompatible systems with inconsistent labels and retention rules.
- Cybersecurity: Larger repositories increase the value of a breach and the consequences of poisoned or manipulated training data.
- Skills: Organisations need people who can manage data quality, security, energy and legal obligations together.
- Chips and memory: Advanced accelerators and high-bandwidth memory have long supply chains and limited near-term availability.
- Grid connections and permitting: A planned facility cannot operate at scale until transmission, transformers, water systems and local approvals are in place.
- Affordability and water: Local residents may experience price, land-use or water impacts even when the global electricity share looks modest.
These constraints make “more data” an incomplete growth strategy. Better filtering, multilingual collection, synthetic or simulated data where appropriate, retrieval systems and smaller specialised models can improve capability without automatically increasing the size of a foundation-model training run.
How should you compare AI systems or deployment strategies?
Compare the whole lifecycle rather than a headline parameter count. The following questions expose trade-offs that a model card or marketing summary may omit.
| Comparison axis | Questions to ask |
|---|---|
| Data source and licensing | Where did training and evaluation data come from, and what rights apply? |
| Privacy and consent | Can personal data be excluded, deleted or restricted by purpose? |
| Language and representation | Which languages, regions and populations are represented or missing? |
| Training versus inference | Is the workload a one-time training run, continuous fine-tuning or high-volume serving? |
| Energy per task and total scale | What is measured, under which hardware and workload, and how many requests are expected? |
| Location and grid mix | Where is computation performed, and what local grid, water and permitting effects follow? |
| Hardware and memory efficiency | Does the system use quantisation, batching or specialised memory effectively? |
| Provider transparency | Are energy, data provenance, retention and incident disclosures specific enough to audit? |
| Local affordability | Could the deployment compete with households or essential services for capacity? |
What practical steps reduce data and infrastructure risk?
- Define the task first. Set an accuracy, latency and privacy target before selecting a model. A smaller model may meet the requirement with less training and inference demand.
- Map every data source. Record owner, collection method, sensitivity, licence, geography, language, retention and permitted uses.
- Separate environments. Keep public, internal, confidential and regulated data in distinct pipelines with least-privilege access.
- Measure the full workload. Count preprocessing, training, evaluation, storage, networking, cooling overhead and expected inference volume instead of quoting accelerator power alone.
- Check the local site. Confirm grid capacity, connection dates, backup generation, cooling water, permitting and effects on electricity affordability.
- Document decisions. Maintain dataset versions, exclusions, model checkpoints, energy measurements, incident logs and deletion requests so results can be reproduced or challenged.
- Review continuously. Reassess sources and energy use when a model, provider, jurisdiction or usage pattern changes.
Can AI reduce energy use elsewhere?
Yes, but benefits are not automatic. The IEA estimates that proven AI applications could help energy-intensive industries reduce energy costs by 3 to 10 percentage points. Examples include detecting equipment faults, forecasting renewable output and optimising industrial processes.

Deployment is limited by fragmented operational data, privacy, cybersecurity and shortages of digital skills, all of which the IEA identifies as barriers in the energy sector. Any claimed saving should therefore be measured against the additional computation, network traffic and hardware required, using a defined baseline and reporting period.
What should communities and policymakers watch?
Useful oversight connects information rights with infrastructure planning. Rules for scraping, copyright, personal data and model transparency affect what can be collected; grid-connection queues, transformer supply, water permits and electricity pricing determine where it can be processed.

Frequently Asked Questions
How much data is enough to train an AI model?
There is no universal dataset size. The requirement depends on the task, model architecture, language coverage, label quality, duplication and the amount of computation available; a focused model can outperform a larger one when its data is more relevant and representative.
Does using a private AI account guarantee that my prompts stay private?
No. Privacy depends on the provider’s terms, account configuration, administrators, subprocessors and applicable law. Verify retention, improvement-use, review and deletion settings for the specific plan instead of relying on the word “private.”
Why can a data centre have a bigger local impact than its global percentage suggests?
Electricity and water demand are concentrated in particular communities. A single large campus can require new transmission, transformers and cooling capacity, compete with other customers and affect local prices even when all data centres together represent a modest share of world electricity.
Are smaller AI models always greener?
Not necessarily. A smaller model usually needs less computation per operation, but inefficient serving, repeated retries or very high request volume can outweigh that advantage. Compare measured energy per completed task and total expected workload, including infrastructure overhead.
What is the difference between training energy and inference energy?
Training is the large optimisation run that adjusts model parameters; inference is the repeated computation used to answer requests after deployment. Training may be occasional, while inference can continue for years, so both should be included in a lifecycle estimate.
