Venezuela is listed by the U.S. Energy Information Administration (EIA) and OPEC as holding about 303 billion barrels of proved oil reserves, but that headline figure is disputed. Six experts interviewed by The Associated Press in 2026 put realistic proved reserves at roughly 60–120 billion barrels, arguing that the official total is not independently demonstrated. Venezuela therefore has an enormous oil resource, but “300 billion barrels” should not be read as 300 billion barrels that can be produced soon or sold under current conditions.
How much oil does Venezuela really have?
The most defensible answer depends on which oil category is being measured. EIA reports approximately 303 billion barrels of proved reserves for 2023, and OPEC’s 2026 table lists 303.7 billion barrels. Those are the figures behind Venezuela’s claim to the world’s largest reserve base. OPEC’s table lists Saudi Arabia at 267 billion barrels and Iran at 208 billion.

The Associated Press reported in 2026 that six experts estimated Venezuela’s realistic proved reserves at about 60–120 billion barrels. That range would still represent an extraordinary resource, but it is roughly one-third of the official figure and would not clearly leave Venezuela first worldwide.
Are Venezuela’s 300 billion barrels proven reserves or oil in place?
“Oil in place,” “technically recoverable resources” and “proved reserves” describe different levels of certainty. Treating them as interchangeable is the central error in the 300-billion-barrel claim.

| Category | What it means | Venezuela-related figure | Limits |
|---|---|---|---|
| Oil in place | Petroleum physically present underground. | Ryder Scott estimated more than 1 trillion barrels underground during an Orinoco reassessment. | It does not establish how much can be extracted, financed or sold. |
| Technically recoverable resources | Oil that engineering methods could recover while setting aside some economic constraints. | The U.S. Geological Survey’s 2009 estimate, cited by the Congressional Research Service, was 380–652 billion barrels, mostly in the Orinoco Belt. | Technology may make recovery possible, but the estimate does not guarantee commercial production under current conditions. |
| Proved reserves | Oil expected to be recovered under existing economic and operating conditions, the definition used by EIA. | EIA: approximately 303 billion barrels in 2023; OPEC: 303.7 billion in 2026. | The published totals have not been backed by a publicly detailed, independent calculation that experts consider sufficient. |
A reserve number is therefore a forecast about recoverability under specified conditions, not a geological “tank gauge.” The larger technically recoverable estimate can coexist with a smaller proved-reserve estimate because it does not impose the same economic and operating constraints.
How did Venezuela’s reserve number jump to nearly 300 billion barrels?
The increase followed Hugo Chávez’s mid-2000s campaign to reassess the Orinoco Belt. Venezuela invited state oil companies from several countries and hired the U.S. firm Ryder Scott. Ryder Scott’s work estimated more than 1 trillion barrels underground, but the firm did not calculate proved reserves and did not sign off on the Venezuelan government’s later proved-reserve calculation.
PDVSA’s 2011 annual report recorded an 82-billion-barrel increase, bringing the stated total close to 300 billion barrels. The report attributed the change to “adjustments due to the revision of recovery” rates. PDVSA did not publish a detailed methodology for that revision, and the AP has described the company’s statistics and finances as opaque. The distinction matters: changing an assumed recovery rate can move a reserve estimate dramatically without discovering a new field.
Why do experts call the 303-billion-barrel figure a stretch?
First, the number lacks the independent sign-off that would connect the underground resource estimate to a proved-reserve calculation. OPEC has continued to carry Venezuela at the top of its reserve table, but OPEC’s acceptance does not resolve the independent-verification concerns raised by the experts interviewed by the AP.

Francisco Monaldi, a Venezuelan oil expert at Rice University, told the AP: “They are inflated by a factor of nearly three.” The AP’s 60–120-billion-barrel range is an expert assessment, not a replacement audit, so it should be read as an informed estimate rather than a definitive new reserve total.
Why is Orinoco oil so difficult to produce?
Most of Venezuela’s resource is extra-heavy crude in the Orinoco Belt. It does not flow easily into wells, which means recovery depends on specialized technology, sustained capital and reliable operating capacity.
Energy experts interviewed by the AP estimate recovery at about 10% overall and 5%–8% in the Orinoco Belt. Those percentages are recovery assumptions, not a promise that the same fraction of every published reserve figure will be produced. Higher recovery would require expensive technology and long-term investment.
The geology is only part of the problem. EIA cites limited foreign-company involvement under sanctions, PDVSA budget and personnel problems, and insufficient foreign direct investment. A barrel can be technically recoverable yet fail to qualify as a proved reserve when the operators, financing or operating conditions needed to produce it are unavailable.

Why doesn’t Venezuela produce more if it has the world’s largest reserves?
Reserve rank measures a stock of oil; production measures the rate at which oil is actually extracted. EIA’s 2023 data put Venezuela’s reserves at approximately 303 billion barrels but its share of global crude production at only 0.8%.
The production record shows the gap. The Congressional Research Service reports that Venezuelan output fell below 0.5 million barrels per day in 2020 and was just above 1.0 million barrels per day in August 2025. Those volumes are far below what a casual reading of the reserve ranking might suggest.

How should the competing estimates be compared?
The figures answer different questions and carry different evidentiary weight.
| Estimate | Category or claim | Recovery and economic assumptions | Independent verification | What it says about current production |
|---|---|---|---|---|
| More than 1 trillion barrels | Underground oil estimate associated with Ryder Scott’s Orinoco work. | Oil in place; not a proved-reserve calculation. | Ryder Scott did not sign off on Venezuela’s later proved-reserve total. | Nothing by itself about near-term output. |
| 380–652 billion barrels | USGS 2009 technically recoverable resources, mostly Orinoco. | Engineering recoverability with some economic constraints set aside. | Published USGS estimate cited by CRS; it is not the current proved-reserve figure. | Indicates large potential, not an annual production forecast. |
| Approximately 303 billion barrels | EIA’s 2023 proved-reserve figure. | Expected recovery under existing economic and operating conditions, under EIA’s definition. | Publicly reported figure; the available data does not provide a detailed independent audit behind the Venezuelan calculation. | Venezuela supplied 0.8% of global crude production in 2023. |
| 303.7 billion barrels | OPEC’s 2026 reported reserves. | Official reserve-table entry. | OPEC carries the figure but its inclusion does not settle the AP experts’ verification concerns. | Does not indicate how quickly the oil can be produced. |
| 60–120 billion barrels | Realistic proved-reserve estimate from six AP-interviewed experts in 2026. | Experts’ assessment of what is plausibly proved and recoverable. | Not a formal audit or government replacement estimate. | Still a very large base, but not clearly the world’s largest. |
What should readers conclude about Venezuela’s oil wealth?
Venezuela almost certainly possesses one of the planet’s largest petroleum resources, concentrated largely in difficult extra-heavy crude. The unresolved issue is how much belongs in the narrower proved-reserve category once recovery rates, economics, sanctions, investment and PDVSA’s operating capacity are applied.

The 303-billion-barrel figure is therefore best treated as an official reported reserve number, not a near-term production promise. A credible assessment would need transparent recovery assumptions, economic and operating conditions, and independent technical verification—details that are not publicly established for the government’s 2011 revision.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteCan Venezuela’s reserve ranking change without discovering new oil?
Yes. Reserve totals can move when recovery-rate assumptions or the economic and operating conditions used in the calculation change. PDVSA’s 2011 increase illustrates how a revision to recovery rates, rather than a newly discovered field, can alter the published total.
Does a low production share prove that the reserves are fake?
No. Low output does not disprove the existence of a large resource; it shows that geological volume and production capacity are different measures. In Venezuela’s case, heavy crude, technology costs, sanctions, investment shortages and PDVSA constraints all affect how much can be produced.

Why can the USGS resource estimate be higher than proved reserves?
Technically recoverable resources allow engineering potential to be counted while setting aside some economic constraints. Proved reserves are narrower because they require recovery to be expected under existing economic and operating conditions.
