For most teams building one application that handles text, images, speech and other model inputs, Cloudflare AI Gateway is the strongest overall starting point in 2026. Its documented /ai/run interface covers large-language, image, text-to-speech and automatic-speech-recognition models, while its Auto Router removes models that cannot accept the incoming format, ranks eligible choices by quality and cost, and falls back when a provider is unavailable. Portkey is the easier lightweight, OpenAI-compatible alternative; Kong fits organizations that need enterprise API governance; MLflow suits teams already centered on MLflow; and OpenRouter is useful when broad provider aggregation matters more than centralized policy. The right choice depends on whether modality-aware routing, governance, ML platform integration or model breadth is your primary constraint.

What is an AI gateway, and why do multimodal workloads need one?

An AI gateway is a control layer between your application and one or more model providers. Instead of embedding separate SDKs, API keys, retry logic, usage tracking and policy checks in every service, the application sends requests to the gateway, which authenticates, routes, observes and governs them.

Multimodal traffic makes that layer more demanding than a text-only proxy. A request may contain an image, an audio file, a speech stream, a tool call or a combination of text and media. Each provider exposes different schemas, model capabilities, context limits and pricing rules. A fallback that works for a text prompt can fail as soon as an image or audio part is present.

  • Modality validation: the gateway must know whether a candidate model accepts the actual input parts before sending the request.
  • Provider translation: OpenAI-compatible request formats reduce rewrites, but native provider features and media schemas still differ.
  • Routing: model selection can depend on modality, quality, cost, health, latency or an organizational policy.
  • Reliability: retries, timeouts, load balancing, streaming and outage fallbacks must preserve media payloads and response semantics.
  • Governance: teams need key management, access control, rate limits, guardrails, retention controls and audit data.
  • Observability: useful records include provider, model, modality, token and media usage, cost, latency, errors and fallback decisions.

The five products below are not interchangeable. They emphasize different parts of that problem, so the “best” gateway is the one that matches your traffic and operating model.

How do the five gateways compare?

Cloudflare leads on documented modality-aware automatic routing. Portkey offers the broadest vendor-stated model count and a lightweight OpenAI-compatible experience. Kong is the governance-first option, MLflow is the natural fit for MLflow platform teams, and OpenRouter prioritizes aggregation and access to many providers.

Gateway Best fit Multimodal evidence Routing and reliability Governance and observability Main qualification
Cloudflare AI Gateway One multimodal API with automatic routing Cloudflare documents /ai/run for LLM, image, text-to-speech and automatic speech-recognition models Auto Router filters ineligible models, ranks eligible models by quality and cost, and falls back when a provider is unavailable; logging, caching and rate limiting are documented Provider authentication plus request logging and related controls Confirm that the specific provider/model combination supports every payload and response mode you use
Portkey AI Gateway Lightweight OpenAI-compatible application gateway Portkey says it routes language, vision, audio and image models Automatic retries, fallbacks, load balancing and multimodal calls are listed by Portkey Guardrails and usage analytics are listed Scale, latency and footprint figures are vendor claims, not independent benchmarks
Kong AI Gateway Enterprise API governance Unified handling of LLM, MCP and A2A traffic; validate each model’s media support Provider/model entities, routing, load balancing and streaming Access control, policy enforcement and analytics for requests, tokens, errors and latency More platform and policy machinery may be unnecessary for a small application
MLflow AI Gateway Teams already operating MLflow The cited MLflow material documents chat and embeddings; image and audio support must be confirmed per configured model Native integrations and optional LiteLLM extension; exact fallback behavior depends on the deployment Benefits from an existing MLflow platform and its operational practices Do not assume a listed provider integration means every modality is supported
OpenRouter Broad provider aggregation Cloudflare’s integration documentation describes a unified LLM interface; modality and context limits are model-specific OpenAI-compatible routing through an AI Gateway endpoint is shown in the cited integration material Centralized enterprise policy is not its primary differentiator in the cited material Check every model’s accepted modalities and context limits before production use

No neutral benchmark in the available material compares all five gateways. Treat performance, scale and latency numbers as claims from the respective vendors unless you reproduce them under your own workload.

Why is Cloudflare AI Gateway the best overall choice for multimodal routing?

Cloudflare AI Gateway is the best general-purpose choice when one application needs a single endpoint for several media types and wants the gateway to reject incompatible fallbacks automatically.

What it supports

Cloudflare documents an /ai/run interface for large-language, image, text-to-speech and automatic-speech-recognition models. The same gateway layer also provides logging, caching, rate limiting and provider authentication, reducing the amount of cross-provider plumbing your application must own.

How its Auto Router handles media

Auto Router first excludes models that cannot accept the request format or its inputs. It then ranks the eligible models according to quality and cost and can fall back when a provider is unavailable. That eligibility step is critical: a text-only model should not be selected merely because it is cheap or healthy when the request contains an image or audio part.

When to choose it

  • Your application mixes chat, image understanding, speech recognition and speech generation.
  • You want routing and fallback logic outside application code.
  • You need built-in logs, caching or rate limiting alongside provider authentication.
  • You prefer one gateway API while retaining the ability to use multiple providers.

What to verify first

Build a request matrix for your exact models and response modes. Confirm streaming behavior, tool calls, media-size limits, token and media billing, regional processing and retention with the providers you configure; the cited documentation does not establish one common policy for all of them.

Is Portkey AI Gateway the best lightweight OpenAI-compatible option?

Portkey is the strongest lightweight choice for teams that want an OpenAI-compatible integration with documented breadth across language, vision, audio and image models.

Capabilities and vendor-stated scale

Portkey says its gateway routes more than 1,600 language, vision, audio and image models and supports automatic retries, fallbacks, load balancing, guardrails, multimodal calls and usage analytics. Portkey also reports processing more than 10 billion tokens per day, latency below 1 millisecond and a 122 KB footprint. Those figures are Portkey’s 2026 vendor claims, not independent benchmarks, so they should be treated as positioning information rather than a guarantee for your traffic.

Why application teams choose it

An OpenAI-compatible surface can shorten migration work when an application already sends chat-style requests. Retries and fallbacks can be centralized instead of duplicated across workers, while usage analytics gives the team a place to inspect model consumption and errors.

Questions to answer in a proof of concept

  • Does your chosen compatibility layer preserve the provider’s native image, audio or tool-call fields?
  • What happens to a streamed response when a retry is triggered after partial output?
  • How are media charges represented alongside token usage?
  • Can guardrails be applied differently to prompts, uploaded media and generated output?

Portkey is a good default when developer speed and model breadth matter more than adopting a full enterprise API-management platform.

When should an enterprise use Kong AI Gateway?

Kong AI Gateway is the best fit when AI traffic must follow the same governance, access and analytics standards as the rest of an enterprise API estate.

What Kong brings to AI traffic

Kong describes a high-performance control plane that secures, governs and observes AI-native systems end to end. It provides a unified endpoint for LLM, MCP and A2A traffic, along with provider and model entities, routing, load balancing, streaming, access control, policy enforcement and analytics.

Why MCP and A2A support changes the decision

If your architecture includes Model Context Protocol or agent-to-agent traffic, a gateway that treats those flows as first-class API traffic can reduce the number of separate security and policy layers you operate. Kong’s documented scope includes LLM, MCP and A2A in one gateway model, which is particularly relevant to organizations standardizing agent infrastructure.

What its analytics cover

Kong’s cited material lists analytics for requests, tokens, errors and latency. Those dimensions let platform teams compare providers, detect failure patterns and enforce organizational limits rather than relying on provider dashboards alone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Trade-offs

Kong’s governance features are valuable when multiple teams, environments or regulated workloads share the platform. A small product with one provider may not need that policy and control-plane complexity. Test configuration ownership, deployment model, streaming behavior and the exact media schemas before making it the default for a new project.

Is MLflow AI Gateway right for an MLflow-centered team?

MLflow AI Gateway is most compelling when your organization already uses MLflow for model and experiment operations and wants provider access to fit that platform rather than introducing a separate gateway ecosystem.

Provider integrations

MLflow lists native integrations for OpenAI, Anthropic, Gemini, Azure OpenAI, Bedrock, Vertex AI, Cohere, Mistral, Groq, Together, Fireworks, Ollama, Databricks and Portkey. It also offers an optional LiteLLM extension.

Important multimodal qualification

The cited MLflow page documents chat and embeddings support. It does not establish universal image or audio support across the listed integrations. Confirm the precise request and response capabilities of every configured model, including image input, speech recognition, text-to-speech, streaming and tool calls, before committing to an MLflow gateway for a multimodal application.

Who benefits most

  • Platform teams that already manage MLflow projects, credentials and deployments.
  • Organizations that want provider access near existing ML workflows.
  • Teams willing to validate modality behavior model by model instead of assuming parity across integrations.

MLflow can be the least disruptive architectural choice for an MLflow shop, but it is not the safest pick if broad, pre-validated media routing is your main requirement.

When does OpenRouter make sense for multimodal applications?

OpenRouter makes sense when access to many providers through one interface is more important than a deeply centralized enterprise policy layer.

What the cited integration shows

Cloudflare’s integration documentation describes OpenRouter as a unified LLM interface and shows OpenAI-compatible routing through an AI Gateway endpoint. That can make provider experimentation and model substitution easier for an application team.

Why model-by-model checks are mandatory

OpenRouter should not be treated as a guarantee that every model accepts every modality. Check each model’s image, audio, video or tool-call support, context limit, maximum media size, streaming behavior and cost before placing it in a fallback chain. A provider aggregate can expose many choices without making their capabilities uniform.

Best use cases

  • Rapidly testing several providers behind a common client interface.
  • Applications whose routing policy is primarily model selection rather than enterprise API governance.
  • Teams prepared to maintain a capability registry for the models they actually use.

How should you choose among the five gateways?

Start with the operational constraint that would be most expensive to solve in application code, then validate it with representative requests.

Choose Cloudflare when modality-aware routing is the priority

Select Cloudflare when the gateway must inspect input eligibility, choose among qualified models by quality and cost, and fall back during provider failures.

Choose Portkey when integration speed and breadth are the priority

Select Portkey when an OpenAI-compatible interface, multimodal model breadth, retries and usage analytics are more important than a full API-management control plane.

Choose Kong when governance spans the enterprise

Select Kong when access control, policy enforcement, analytics, streaming and LLM/MCP/A2A traffic need to fit established API-management practices.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose MLflow when the platform already revolves around MLflow

Select MLflow when organizational fit and existing ML operations outweigh the convenience of a gateway with explicitly documented cross-modality routing.

Choose OpenRouter when aggregation and experimentation win

Select OpenRouter when broad provider access is the objective and your team is willing to check capabilities and limits per model.

How do you test a multimodal AI gateway before production?

Use a fixed request matrix and record both successful outputs and failure behavior; a text-only smoke test is not enough.

  1. Define representative requests. Include text-only chat, image-plus-text understanding, speech-to-text, text-to-speech, streaming, tool calls and a simulated provider outage.
  2. Register the intended models. For each candidate, record accepted modalities, context limits, media-size rules, tool support and whether streaming is available.
  3. Exercise routing decisions. Send identical requests through each policy and verify that an ineligible model is never selected for an image or audio payload.
  4. Measure the complete transaction. Record provider and model, time to first token or first audio byte, total latency, token and media costs, status codes, retries and the final fallback.
  5. Test partial failures. Interrupt a provider during a request, return rate-limit and timeout errors, and check whether retries duplicate charges or corrupt a streamed response.
  6. Test controls. Confirm authentication, per-tenant rate limits, spend limits, logging fields, guardrails and access rules in each environment.
  7. Version the configuration. Keep routing policies, model capability records and limit settings in source control so a change can be reviewed and rolled back.
  8. Verify data handling. Ask each vendor about retention, training use, regional processing and deletion for prompts, images, audio and generated outputs. The available documentation does not establish a shared policy.

Run the matrix again after changing a provider, model version, gateway policy or media format. Multimodal failures often appear only when a particular combination changes.

What are the most common multimodal gateway failures?

Most incidents come from capability mismatches, incompatible fallback logic or untested streaming and cost behavior rather than from the gateway’s basic HTTP endpoint.

A text-only fallback receives an image or audio part

Symptoms include a schema error, an unsupported-content response or a fallback that silently drops the media. Fix it by maintaining capability metadata and using a router that filters models by request format before ranking them.

OpenAI-compatible requests lose native features

A compatibility layer can normalize common chat fields while leaving provider-specific image, audio, tool or safety controls unavailable. Keep an escape path to the provider-native schema for features that the common interface cannot represent.

Retries duplicate expensive media work

Retrying after a provider has accepted an audio or image request can create a second billable inference. Use idempotency mechanisms where supported, set bounded retry counts and inspect provider status before replaying large payloads.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Streaming fallback produces a broken user experience

Once partial tokens or audio bytes have reached the client, switching providers may be impossible without duplicate or truncated output. Define a policy for pre-stream failures separately from mid-stream failures and test both paths.

Logs omit the information needed to explain cost

Token-only logs can miss image dimensions, audio duration or provider-specific media units. Capture modality, model, provider, request size and the provider’s usage response while respecting privacy and retention requirements.

Regional or retention requirements are assumed rather than verified

Gateway placement does not automatically establish where every provider processes data. Obtain written, current terms for the regions and models you plan to use, then configure routing so sensitive traffic cannot leave an approved boundary.

What should a production routing policy contain?

A production policy should describe eligibility first, then quality, cost and reliability preferences; putting price first can select a model that cannot handle the request.

  • Input eligibility: required modalities, maximum media size, context and tool requirements.
  • Quality tier: the minimum model capability for the task, with a documented downgrade path.
  • Cost ceiling: token, image, audio and video budgets expressed in the units each provider actually bills.
  • Health rules: timeout thresholds, rate-limit handling, retry counts and circuit-breaking behavior.
  • Streaming rule: whether a request may switch providers before output begins and what happens after partial output.
  • Data rule: allowed regions, retention limits and whether a particular provider can receive the payload.
  • Observability: fields required for tracing, chargeback, incident response and later model evaluation.

Keep this policy separate from business logic where possible. That lets a platform team change a provider or fallback without forcing every application to release new code.

Which gateway is the final recommendation?

Use Cloudflare AI Gateway as the default evaluation target for a new multimodal application because its documented Auto Router explicitly checks modality eligibility before ranking models and handling provider failures. Choose Portkey instead when a lightweight OpenAI-compatible layer and broad vendor-stated model coverage are the deciding factors; choose Kong for enterprise governance and MCP/A2A scope; choose MLflow for an existing MLflow platform; and choose OpenRouter for broad aggregation with model-by-model capability checks.

Whichever gateway you select, make the request matrix, spend limits, capability registry and data-handling review part of the launch criteria. A gateway only improves reliability when its routing rules reflect the media your application actually sends.

Frequently Asked Questions

Can one AI gateway route text, image, audio and video automatically?

Some gateways can route several modalities, but support is not universal across providers or models. Validate each model’s accepted inputs and response modes; even a gateway with multimodal APIs may require separate configuration for image, speech and video models.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do OpenAI-compatible gateways eliminate provider lock-in?

They reduce application rewrites for common request patterns, but they do not erase differences in schemas, safety controls, context limits, streaming and billing. Keep provider-native adapters available for features the compatibility layer cannot express.

How should multimodal usage be measured for chargeback?

Record tokens together with media-specific units such as image dimensions or audio duration, plus provider, model, request outcome and fallback path. Token totals alone can understate the cost of media-heavy requests.

Is a hosted gateway automatically compliant with regional data rules?

No. The gateway, selected provider and model may process data in different regions or retain it for different periods. Confirm current retention and regional-processing terms for every route and enforce approved-region policies in configuration.

What happens if a provider fails after streaming has started?

A transparent switch is usually unsafe once partial text or audio has reached the client. Define a separate mid-stream failure response, such as an explicit retry prompt or resumable workflow, and test it with real streaming interruptions.
