Yes—Terraform can rebuild a complete, production-shaped AWS environment after terraform destroy, but only when the environment’s resources, dependencies, security settings, and required operating assumptions are represented in the configuration. In Vivian Chiamaka Okose’s deliberately destructive lab, one command removed the network, servers, database, storage, and a running Kubernetes cluster; applying the unchanged configuration recreated the same structure. The exercise is valuable because it exposes anything that existed only in a console click, an undocumented manual step, or an omitted dependency.

The test is not a guarantee that production is safe to erase. It is a controlled proof that your declared infrastructure can be planned, reviewed, and rebuilt, with protected state and explicit handling for data or services Terraform does not manage.

Can Terraform rebuild an entire AWS environment?

Terraform can recreate every resource that is both declared in configuration and represented correctly in state, including the dependencies needed to create those resources in the right order. It cannot recreate an undocumented console change, a resource omitted from the configuration, a secret that was never stored or supplied, or application data that was permanently deleted.

That distinction is the practical meaning of infrastructure as code. A successful destroy-and-recreate round trip shows that the environment’s intended shape is in reviewed files rather than in someone’s memory. It also tests whether security groups, subnet relationships, identity settings, storage choices, and operational assumptions survived the translation from a running system into code.

Okose describes the exercise as a deliberately destructive Terraform/AWS lab. Her account is a report of that lab, not a promise that every AWS architecture can be safely deleted and restored without additional backups or recovery planning.

What did the deliberate destruction test include?

The lab used four Terraform modules and an 18-resource, production-shaped architecture. The modules divided responsibilities so that networking supplied identifiers to compute, database, and storage components. The same configuration also generated an Amazon EKS cluster with 52 resources from approximately 40 lines of the author’s own module code. Those counts are the author’s reported figures; no publication year is established for the account.

Module or component Role in the lab Reported scale
Networking Created the network foundation and exposed subnet and security-group identifiers Part of an 18-resource architecture
Compute Defined the servers that depended on network outputs Server count was changed from two to three during a test
Database Declared the database and its connection dependencies Part of the 18-resource architecture
Storage Declared storage resources and their relationships Part of the 18-resource architecture
EKS Generated the running Kubernetes cluster and associated resources 52 resources from approximately 40 lines of module code

The important result was structural, not the raw resource count. Subnet and security-group identifiers moved through module inputs and outputs, allowing Terraform to infer a build order. No hand-sequenced list of creation commands was required.

“That round trip is the entire point of this module, and it is the test of whether your infrastructure genuinely lives in code or just mostly does.”

— Vivian Chiamaka Okose

Why can one configuration rebuild resources in dependency order?

Terraform treats configuration as a desired end state and builds a dependency graph from references between resources and modules. When a compute resource consumes a subnet identifier exported by networking, Terraform knows the network must exist first. The graph is recalculated from the current configuration and state instead of relying on the order in which files or commands happen to be read.

Inputs and outputs carry the relationships

A module accepts values such as subnet or security-group identifiers as inputs and exposes values needed by other modules as outputs. This is more reliable than copying identifiers into several files: when the network is recreated, downstream modules receive the new identifiers through the graph.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The graph is only as complete as the code

A reference that is missing from configuration is not inferred from the fact that two objects were once connected in the console. Likewise, a manually created policy, route, permission, or data source remains outside Terraform’s graph until it is declared or imported. A rebuild that fails at this point is useful evidence that the original environment was only partly codified.

What happens when you run terraform destroy and then terraform apply?

terraform destroy is a convenience form of terraform apply -destroy. It plans and executes removal of objects Terraform manages. The configuration files remain on disk, so a later normal apply compares that unchanged desired state with the now-empty or reduced managed environment and proposes creation of the declared objects.

  1. Review the destroy plan. Run terraform plan -destroy where supported by your workflow, inspect every proposed removal, and confirm that the target account, region, and workspace are the intended ones.
  2. Apply the approved destruction. Run terraform destroy and monitor provider errors. Resources that Terraform does not manage, or resources protected by provider-level retention rules, may remain.
  3. Confirm the resulting state. Use terraform plan after destruction. The output should describe creation of the resources still declared in configuration, not unexplained updates to objects that should be gone.
  4. Recreate the environment. Run terraform apply after reviewing the plan. Terraform follows the dependency graph, creating network foundations before consumers that reference their identifiers.
  5. Validate behavior, not just existence. Check connectivity, security boundaries, database access, storage attachment, and Kubernetes control-plane and workload behavior using the same acceptance checks used before destruction.

Plan output uses symbols to summarize actions: + means create, - means destroy, ~ means an in-place update, and -/+ means replacement. A speculative plan is a review aid, not a permanent guarantee. HashiCorp cautions that the target system can change between planning and applying, so inspect the final plan immediately before execution.

How do you run a safe destroy-and-recreate test?

Use an isolated account, workspace, or disposable environment. The purpose is to test reproducibility without putting customer traffic or irreplaceable data at risk.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prepare the boundary

  • Record the account, region, workspace, and credentials that the configuration will use.
  • Separate test data from production data. A resource recreation test is not a backup or a data-retention test.
  • Confirm that the Terraform state backend is reachable and that the person running the test can read and write state.
  • Capture the baseline plan and a short functional checklist for network access, server health, database connectivity, storage, and Kubernetes operations.

Validate before deleting

  1. Run formatting and syntax checks in the same way your CI system does.
  2. Run terraform plan and investigate every proposed change. An unexpected replacement before the test can signal drift or an unstable configuration.
  3. Check that module inputs and outputs resolve to the intended subnets, security groups, and other identifiers.
  4. Review the destroy plan separately. A resource that is absent from the destroy plan may not be managed by this state, even if it exists in the account.

Rebuild and compare

After destruction, apply the unchanged configuration and compare the rebuilt environment with the baseline. The comparison should include security rules and dependency relationships, not merely a count of objects. If the rebuild requires a person to click through a console or run an undocumented script, record that as a gap in the code.

How do you know whether the environment is really defined as code?

Use the round trip as a set of falsifiable checks rather than a demonstration video. The following questions identify the most common gaps:

  • Does a clean plan recreate every resource that the application needs, including less visible permissions, routes, attachments, and policies?
  • Are identifiers passed through module inputs and outputs, or are copied values likely to become stale after recreation?
  • Can another operator run the workflow from the repository and the documented variables without asking the original author for manual steps?
  • Do security settings reappear exactly as intended, rather than being restored later by a console change?
  • Does the plan remain understandable enough for a reviewer to spot an accidental destroy or replacement?
  • Are resources deliberately outside Terraform’s ownership documented, with a clear reason and an import or provisioning process where appropriate?

A successful run answers these questions only for the tested scope. It does not prove that every production dependency, external service, backup, DNS record, or operational procedure is represented.

Where should Terraform state live, and why is it so sensitive?

State is Terraform’s mapping between configuration addresses and real infrastructure. For team use, HashiCorp recommends a remote backend so everyone works from a shared record. A backend that supports locking prevents concurrent writes from corrupting that record.

In the lab, state was stored in an Amazon S3 bucket with versioning and encryption enabled and access restricted. S3 versioning provides a recovery path after accidental deletion or human error. Current S3 backend guidance documents an opt-in lockfile and identifies DynamoDB-based locking as deprecated for new configurations.

Protect state as carefully as application secrets. A database password can appear in state even when the password is not visible in ordinary resource output. Limit bucket access, encrypt the objects, audit access, and test that an authorized operator can recover an earlier state version without granting broad write permissions to every developer.

Keep the recovery system independent

Do not make the state repository depend on the same disposable stack you are testing unless you have a separate recovery path. If destroying the environment also destroys the only copy of state or the credentials needed to reach it, the experiment tests your recovery process rather than Terraform’s declarative rebuild.

Can Terraform detect console changes or adopt existing resources?

Yes, but detection and adoption are different operations. Terraform can compare refreshed real-world attributes with configuration and show drift in a plan. It can also use terraform import to associate an already-existing resource with a Terraform address without recreating that object.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Drift from a manual change

If someone changes a setting in the console, a later plan can surface the difference. The plan may propose restoring the declared value, changing the configuration to make the new value intentional, or doing nothing if the changed attribute is deliberately ignored. The correct fix is to stop the unmanaged change from recurring and decide where the desired value belongs.

“A manual change, surfaced. The real fix is stopping manual changes, not just re-applying.”

— Vivian Chiamaka Okose

Importing an existing object

Import establishes Terraform’s relationship with an object that already exists; it does not automatically produce a complete, correct configuration for every attribute. After importing, run a plan, fill in the configuration, and resolve differences before treating the resource as managed.

What failure modes did the test reveal?

An invalid third-subnet reference

When the author increased the server count from two to three, terraform plan caught an invalid reference to a third subnet before creation. This is an example of an early, reviewable failure: the graph exposed an assumption that the available network did not satisfy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Security scanner findings

The CI workflow ran formatting, syntax validation, linting, and two security scanners. It reported ten findings, including older instance-metadata settings, an unencrypted disk, and a community module pinned to a tag rather than a commit hash. The author presents these as findings that require context-sensitive triage, not as defects that should automatically block every deployment.

Missing or unmanaged dependencies

A rebuild can fail because a resource was created manually, because a provider-side prerequisite was never declared, or because a secret is supplied only through a person’s local environment. Treat each failure as a missing contract: either codify the dependency, import and configure it, or document why it remains outside Terraform and how it is recovered.

Is a successful lab round trip proof that production is safe?

No. It proves that the tested configuration can reproduce the tested scope under the conditions of that lab. Production safety also requires backups, retention policies, approvals, least-privilege credentials, monitoring, and a plan for resources that Terraform does not manage.

Destroy is intentionally destructive. A database resource may be recreated while its former data is gone, and a replacement can receive new identifiers or endpoints that application code must discover correctly. Run the experiment with disposable data and explicit approval gates; never infer that a successful test makes an unreviewed production destroy acceptable.

Review the final plan immediately before apply, protect the remote state, and keep a documented inventory of external systems. These controls address the gap between “the code can build it” and “the business can safely operate it.”

How does Terraform compare with console-built infrastructure?

The contrast is not that a console cannot create working infrastructure. The difference is whether the resulting environment has a reviewable, repeatable representation and a controlled record of ownership.

Capability Terraform-managed workflow Console-built workflow
Reproducibility Declared resources can be planned and recreated from configuration Repeatability depends on recording and repeating manual actions
Preview and review terraform plan shows creates, updates, destroys, and replacements before apply Changes are generally reviewed through console history or separate procedures
Dependencies References between resources form a dependency graph Creation order is often carried by the operator’s workflow
State and locking Remote state can provide a shared record and write locking There is no Terraform state record unless one is added separately
Drift and import Plans can expose differences; terraform import can adopt existing objects Differences must be discovered and documented through other controls
Teardown and recovery Destroy removes managed objects; unchanged configuration can recreate them Teardown and rebuilding rely on manual runbooks or other automation

Other infrastructure-as-code tools can provide similar declarative benefits, but the specific command semantics and state behavior described here are Terraform’s.

What should you do after the rebuild?

Store the evidence while the environment is still available. Save the approved plan, the commit or configuration version used, scanner results, and the list of resources intentionally left outside Terraform. Record any manual intervention as a defect or an explicit operational dependency, not as an invisible exception.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Then improve the code until the test can be repeated by another operator. The goal is not to celebrate that a command worked once; it is to make the dependency graph, security posture, state recovery, and ownership boundaries clear enough that the next rebuild is predictable and reviewable.

Frequently Asked Questions

Can Terraform restore the data inside a destroyed database?

Terraform recreates the database resource and its configuration, not the records that were stored in it. Data recovery requires an independent backup, snapshot, replication, or retention process and must be tested separately from infrastructure recreation.

What if the rebuilt resources receive different IDs or endpoints?

That is normal for many recreated resources. Pass identifiers through Terraform outputs and have applications discover endpoints through managed configuration rather than hard-coding values from the original deployment.

How often should a team perform a destroy-and-recreate exercise?

The available data does not establish a universal schedule. Run it whenever the architecture or module boundaries change, and choose a recurring cadence that fits the risk of the environment; the important measure is whether an independent operator can repeat the test.

Does importing a resource automatically make its configuration complete?

No. Import associates the existing object with a Terraform address, but you still need to write and review configuration for its relevant attributes. A follow-up plan is the check that reveals what the imported object would change.
