Steam vs. Epic Games Store: How Their Policies on AI-Generated Game Content Differ

Steam requires developers to disclose player-consumed AI-generated content in its Content Survey, while the Epic Games Store’s currently published requirements do not show an equivalent AI field or store-page label. Steam distinguishes content made before release from content generated while a game is running. Live generation requires a description of safeguards against illegal output and gives players an in-game route to report it. Epic still applies its ordinary rules on legality, intellectual property, ratings, accuracy, moderation, and removal, and its Terms separately prohibit using code or content extracted from Epic-licensed products as training input for a generative-AI program. In practice, an AI-assisted game can ship on either store, but a Steam submission carries a specific disclosure workflow and extra live-generation obligations.

What is the practical difference between Steam and Epic’s AI policies?

The difference is procedural rather than a simple ban-versus-permission choice. Steam asks developers to classify and describe qualifying AI use during submission. Epic’s cited Store Requirements and Content Requirements make no AI-specific disclosure request, but they still require the game and its supporting material to comply with broad content and intellectual-property rules.

Policy area Steam Epic Games Store
AI disclosure Content Survey disclosure for qualifying pre-generated and live-generated content No equivalent AI field or store-page label stated in the cited current requirements
Live-generated output Describe guardrails and provide an in-game overlay route for reports of illegal output General moderation and user-reporting rules apply; no AI-specific guardrail field is identified
Pre-generated output Reviewed like non-AI content for legality, infringement, and consistency with marketing claims General legality, intellectual-property, rating, and accuracy rules apply
Training-data restriction The cited Steam rules focus on what the game distributes and generates Terms prohibit feeding code or content extracted from Licensed Products into a Generative AI Program, except for defined non-generative operations
Shopper visibility A disclosure is made in the developer Content Survey; the cited material does not establish an automatic public store-page badge No AI label is specified in the cited requirements
Post-release enforcement Player reports can flag illegal live output, and Steam can act under its rules Epic can re-review, request changes, remove content, warn, or suspend or ban accounts for violations of its general requirements

That means “Epic has no AI label” should never be read as “Epic accepts every AI-generated asset.” It means only that the current requirements cited here do not add a dedicated AI declaration on top of the normal review obligations.

How does Steam classify AI-generated game content?

Steam’s policy has two categories: pre-generated content made during development and live-generated content created while the game is running. The category determines what you describe and what safeguards you must provide.

What counts as pre-generated content?

Pre-generated content is made before release and shipped for players to consume. Valve’s examples include AI-assisted art, code, sound, narrative, localization, and other game content. A texture generated during development, an AI-written item description included in the build, or dialogue recorded with an AI voice all fit the practical idea when the result is part of what players receive.

Steam says it reviews that output under the same promises that apply to non-AI material. The content must not be illegal or infringing, and it must match the game’s store-page descriptions and other marketing promises. An AI tool does not transfer responsibility for the final asset to the model provider: the developer’s submission still represents that the distributed game meets Steam’s rules.

What counts as live-generated content?

Live-generated content is produced by an AI system while the game is operating. Examples include an NPC creating dialogue in response to a player, a system composing a new image on demand, or a game generating a quest that was not authored and packaged in advance.

For this category, Steam requires a description of the guardrails intended to prevent illegal output. Steam also provides an in-game overlay path through which players can report live-generated material they believe should have been blocked. The reporting mechanism makes runtime moderation part of the release plan, not merely a customer-support issue after launch.

When Valve announced the policy on 10 January 2024, it said the approach was intended to allow “the vast majority of games that use” AI tools. The announcement also excluded Adult Only Sexual Content created with live-generated AI at that time. Because policy language can change, a project in that category should be checked against the current Steamworks documentation immediately before submission rather than relying on the 2024 announcement.

What does a Steam developer need to disclose?

The current Content Survey documentation narrows the disclosure focus to AI-created content that “ships with your game, and is consumed by players.” It specifically says the section is not aimed at efficiency gains from AI-powered development tools used behind the scenes.

  1. Inventory player-facing output. List every generated asset or experience that reaches players, separating material fixed in the build from material produced during play.
  2. Classify the use. Mark the relevant pre-generated or live-generated category in the Steam Content Survey. If both types are present, treat them as separate uses rather than describing the project with one broad label.
  3. Describe live safeguards. For runtime generation, explain the filters, moderation rules, blocked topics, review queues, or other controls designed to prevent illegal results. The description should reflect the system that will actually ship.
  4. Validate the finished content. Check generated art, code, audio, writing, localization, and model outputs for illegal material, infringement, and misleading claims before submission. Keep records of approvals and removals so the team can investigate a report.
  5. Prepare reporting operations. Ensure the game’s support team can receive and investigate reports made through the Steam overlay, identify the offending prompt or output where possible, and disable or correct a failing generator.

A coding assistant used privately to refactor code, an internal tool that accelerates animation cleanup, or an AI search tool used by the team is generally outside the player-consumed disclosure focus described by Steam’s documentation. That does not erase ordinary copyright, licensing, security, or quality responsibilities; it means the cited AI section is aimed at output players encounter, not every productivity tool used during production.

Does Steam ban games that use AI?

No. Valve’s stated objective is to release the vast majority of games that use AI, subject to its existing rules and the new disclosure requirements. The policy is therefore not a blanket prohibition on AI-assisted development.

The distinction matters because a compliant game can use AI for concept art, code, sound, or narrative and still be rejected if the resulting material is illegal, infringes someone else’s rights, or contradicts the store listing. Conversely, a game with little obvious AI branding can face a problem if its runtime generator produces unlawful output and the developer has not supplied effective guardrails or a reporting process.

How does the Epic Games Store handle AI-generated game content?

Epic’s cited Store Requirements and Content Requirements do not specify a Steam-style AI question, AI store-page label, or field for live-generation safeguards. The safe interpretation is limited: no AI-specific disclosure requirement appears in those current documents. It is not a promise that Epic will never add one, nor an exemption from the rest of the review rules.

Which general Epic rules still apply?

Epic’s requirements cover legality, intellectual-property rights, ratings, accuracy, prohibited content, user-generated content, user reports, and enforcement. A game can therefore be challenged for an AI-generated image that violates a third party’s rights, a generated scene that breaks rating or prohibited-content rules, or marketing that describes capabilities the shipped system does not deliver.

Those rules also give Epic room to act after release. Depending on the violation, Epic may ask for changes, re-review a title, remove content, issue a warning, or take action against an account. The absence of an AI checkbox does not reduce those remedies.

What does Epic prohibit about training data?

Epic’s Terms contain a separate restriction concerning material from its licensed products. Users may not use code or content extracted from Licensed Products as training input for a Generative AI Program, except for defined non-generative operations. This is a rule about what may be fed into a training system; it is not a disclosure rule for a developer’s own AI-assisted art, code, voices, or dialogue.

For example, a team should not assume that access to licensed code or content gives it permission to copy that material into a dataset for model training. The Terms’ restriction must be considered independently from whether the finished game contains any generated assets.

What does the public record say about Epic’s position?

A January 2026 briefing from the UK Parliament Library reported that Fortnite’s developer, community, and content rules did not mention AI-generated content while still requiring originality and licensing or attribution where applicable. That observation supports the narrower conclusion that Epic’s published rules rely on general standards rather than an AI label.

Epic CEO Tim Sweeney has also argued publicly that “it makes no sense for game stores, where AI will be involved in nearly all future production.” That is executive commentary, not a replacement for the binding Store Requirements or Terms.

Which policy is stricter for a game with runtime AI?

Steam creates the clearer operational burden for live generation because it explicitly asks for guardrails and provides a player-reporting path. Epic’s cited requirements leave runtime AI under its general moderation, rating, legality, and reporting framework, so the developer still needs controls but is not asked for an AI-specific field in those documents.

Decision question Steam Epic Games Store
Do I identify AI use during submission? Yes, when qualifying generated content ships and is consumed by players No AI-specific declaration appears in the cited requirements
Do I explain runtime safeguards? Yes, for live-generated content No dedicated AI safeguard field is identified; general safety and content duties remain
Can players report unlawful generated output in the platform interface? Yes, through the in-game Steam overlay route described by Valve General user-reporting mechanisms and content rules apply
Is a public AI badge established? Not stated in the cited material; the requirement described is a developer Content Survey disclosure Not stated in the cited requirements
Can training data create a platform-specific problem? The cited policy emphasizes distributed and generated content Yes, Epic Terms restrict training on code or content extracted from Licensed Products

How should a studio prepare one AI-enabled game for both stores?

A single compliance plan can satisfy both platforms if it treats disclosure, licensing, and runtime safety as separate workstreams.

  1. Map the generation pipeline. Record the model, input data, output type, and whether each result is created during development or at runtime. Include art, writing, voices, music, localization, code, and any player-prompted generation.
  2. Mark what players actually consume. Steam’s current disclosure focus is player-consumed output. Internal prototypes and private productivity tools should be tracked for legal and security reasons, but do not automatically belong in the player-facing AI category.
  3. Clear rights before release. Confirm that training inputs, prompts, model licenses, voices, datasets, and final outputs can be used commercially. If Epic-licensed code or content is involved, check the Terms’ prohibition on using extracted material as generative-AI training input.
  4. Build a runtime safety design. Use input filtering, output filtering, rate limits, logging, escalation, and a kill switch where live generation is enabled. Document which illegal or prohibited categories the system is designed to block and how failures are handled.
  5. Complete the Steam Content Survey accurately. Describe pre-generated and live-generated uses separately. Do not describe a fixed, reviewed asset as runtime generation, and do not omit a generator merely because it is optional or appears only in a particular mode.
  6. Prepare ordinary Epic review materials. Make ratings, descriptions, screenshots, user-generated-content explanations, rights documentation, and moderation contacts consistent with the shipped product. The absence of an AI field does not remove these checks.
  7. Test the reporting path. Before launch, simulate an unlawful or clearly disallowed prompt, verify that the guardrail blocks or escalates it, and confirm that staff can investigate a player report without exposing more harmful material.
  8. Monitor after launch. Keep the ability to update prompts, filters, models, and content independently of a full game patch where technically possible. A model update can change outputs even when the surrounding game code has not changed.

What happens if an AI system generates illegal content during play?

On Steam, the issue falls directly within the live-generation disclosure model. The developer was expected to describe preventive guardrails, and players can use the Steam overlay to report output they believe should have been blocked. The studio should preserve enough diagnostic information to identify the prompt and model response, remove the offending result, tighten the filter, and respond through its support process.

On Epic, the cited documents do not add an AI-specific incident form. The same output can nevertheless violate general prohibited-content, legality, rating, intellectual-property, or user-generated-content rules, allowing Epic to request remediation or take enforcement action. Developers should therefore maintain an internal reporting and shutdown process even when the store does not ask for one in a dedicated AI field.

Which AI-use cases carry the greatest policy risk?

Use case Likely classification Main compliance question
AI concept art revised by artists and shipped as a fixed texture Steam pre-generated Is the final image lawful, non-infringing, and accurately represented in marketing?
AI-written localization included in the release build Steam pre-generated Has the text been checked for accuracy, rights issues, and misleading translations?
An NPC writes dialogue uniquely for each player Steam live-generated What filters and review controls prevent illegal output, and how can players report it?
An internal coding assistant used to refactor source files Usually outside Steam’s player-consumed disclosure focus Are the tool’s licenses, security, and resulting code acceptable?
A model fine-tuned on code extracted from an Epic Licensed Product Epic Terms issue Does the use violate the restriction on generative-AI training input?
Adult Only sexual material generated live Steam announcement specifically excluded this category at the time Has current Steam policy changed, and is the content permitted at all?

The classification is about how the player encounters the result, not about whether a human touched the output afterward. A generator that creates a file during development and ships that file is still pre-generated; a generator that produces a variation on a player’s machine or from a server after launch is live-generated.

What should a developer keep as evidence of compliance?

Neither platform’s cited material specifies a universal record-retention format, but maintaining a clear evidence trail makes review and incident response substantially easier. Keep:

  • model names, versions, providers, and license terms;
  • records showing where training or reference material came from;
  • lists of generated assets shipped in the build;
  • the prompts, filters, blocked categories, and escalation rules used for runtime systems;
  • human review results for high-risk outputs such as voices, faces, trademarks, or realistic people;
  • the Steam Content Survey answers and the date they were submitted;
  • support tickets, player reports, removals, and fixes applied after launch.

This documentation does not substitute for a platform approval. It gives the team a defensible way to show that the store description, rights analysis, guardrails, and response process match the product that players actually receive.

How current are these policies?

Steam’s disclosure announcement dates from 10 January 2024, while the current Content Survey wording described above emphasizes content that ships and is consumed by players. Epic’s conclusion is limited to the cited Store Requirements, Content Requirements, and Terms; those pages may change without adopting the same terminology as Steam.

Before submitting a new title or a major model update, check the latest Steamworks Content Survey, Steam’s treatment of live-generated adult content, Epic’s Store Requirements and Content Requirements, and the current Epic Terms. Reconfirming the text is especially important when a game changes from fixed assets to runtime generation, adds user prompts, or uses licensed platform material in model development.

Frequently Asked Questions

Is a Steam AI disclosure automatically shown as a warning on the store page?

The cited Steam materials describe a disclosure in the developer Content Survey, not an automatic public badge or warning. Do not promise shoppers that a particular label will appear unless the current Steamworks interface explicitly confirms it.

Can I use Epic-licensed sample code to fine-tune a generative model?

Epic’s Terms prohibit using code or content extracted from Licensed Products as training input for a Generative AI Program, apart from defined non-generative operations. Treat that restriction separately from the question of whether your finished game contains AI-generated assets.

Does Steam’s policy cover an AI tool that never reaches players?

Steam’s current documentation says its disclosure section focuses on AI-created content that ships with the game and is consumed by players. A private productivity tool is therefore outside that stated focus, although ordinary licensing, security, copyright, and quality obligations still apply.

What should I do before enabling a new model after launch?

Re-run prompts that could produce prohibited or unlawful material, verify filtering and escalation, and confirm that the reporting and shutdown procedures still work. A model or prompt change can alter runtime output even when the rest of the game remains unchanged.
