Steam’s AI disclosure is about player-facing content created with generative AI, not every tool a studio uses behind the scenes. Developers must identify whether that content is Pre-Generated (made during development) or Live-Generated (created while the game runs). Live-Generated systems also require an explanation of safeguards intended to reduce illegal output.
The disclosure gives buyers useful context about AI-created art, sound, narrative, localization and similar material. It does not prove which model or dataset was used, that licensing is settled, how much a person edited the result, or that the content is accurate or artistically strong. Those facts require separate evidence from the developer.

What does Steam’s AI disclosure label actually cover?
The Generative Artificial Intelligence section of the current Steamworks Content Survey covers AI-created material that ships with a game and is consumed by players. Valve explicitly names artwork, sound, narrative and localization. The practical test is what reaches the player, rather than whether a developer used an AI tool at some point in production.
Valve’s wording is direct: “Efficiency gains through the use of these tools is not the focus of this section. Instead, it is concerned with the use of AI in creating content that ships with your game, and is consumed by players.” That statement appears in the Steamworks Content Survey. A 2026 trade report describes the same distinction as excluding efficiency-only uses such as code helpers while retaining disclosure for AI-generated content shown in a game or its associated marketing. If the form’s language changes, the current Steamworks form controls.

Disclosure applies to content in the build and to claims made on the store page or in marketing submitted for review. A studio therefore needs to describe the implementation accurately and keep its disclosure consistent with the actual game and promotional material.
Do developers have to disclose AI art, sound, writing or localization on Steam?
Yes, when generative AI creates player-consumed material that ships with the game or appears in associated marketing. The survey specifically calls out visual art, audio, narrative and localization, so a studio should not assume that AI-assisted translation is exempt simply because it is not an image or character model.
The requirement is about the resulting content, not a particular product name. Whether a studio uses a text model, image model, voice system or translation model, the relevant question is whether the output is part of what players receive. A development tool used only to accelerate internal work is a different case.
When efficiency-only tools are outside the disclosure focus
Using an assistant to suggest code, organize files or speed up an internal workflow is an efficiency use when none of that output becomes player-facing generative content. Valve’s survey says that kind of efficiency gain is not the focus of this section. If the same process produces dialogue, textures, music, voice lines, subtitles or other material consumed in the game, that player-facing use should be represented in the survey.
When marketing creates a disclosure issue
Store screenshots, trailers, promotional copy and other submitted marketing must match the product and the survey answers. If AI-created material is used to sell the game, omitting it can create a mismatch even when a similar asset is not present in the final build. Developers should describe what is actually submitted rather than relying on a broad claim that the game is “AI-assisted.”
What is the difference between Pre-Generated and Live-Generated AI on Steam?
Pre-Generated content is made with AI during development and packaged for players. Live-Generated content is created by AI while the game is running. Both categories concern player-consumed output, but Live-Generated use adds a guardrail disclosure requirement.

| Steam category | When the output is made | Typical player experience | Additional information required |
|---|---|---|---|
| Pre-Generated | During development, before release | Players consume fixed assets or text shipped in the build, such as artwork, music, dialogue or translations | Describe the AI use accurately and ensure the shipped content meets Valve’s ordinary content, infringement and marketing-consistency requirements |
| Live-Generated | At runtime, while the game is operating | The system creates or changes content in response to play, prompts or other live inputs | Meet the Pre-Generated requirements and explain the guardrails used to reduce illegal output |
How Pre-Generated content is treated
Valve reviews Pre-Generated output in the same pre-release process used for non-AI material. The review includes the commitments that the product will not contain prohibited illegal content, will respect infringement rules and will match its marketing. Calling an asset AI-made does not lower those obligations.

Why Live-Generated content needs guardrails
A runtime system can produce a new result after release, so Valve asks developers to explain controls intended to reduce illegal output. The disclosure should describe the safeguards actually implemented, not a generic promise that the model is safe. Players should read this as information about the developer’s controls, not as a guarantee that every generated result will be acceptable.
What must a developer tell Steam in the Content Survey?
The survey asks the developer to characterize the AI use and the content players will consume. A useful submission is specific enough to distinguish fixed assets from runtime generation and to identify the affected media.
- Identify the player-facing content. List the categories involved, such as artwork, sound, narrative, localization or another shipped medium.
- Classify the timing. State whether the content is Pre-Generated, Live-Generated or includes both approaches.
- Describe the implementation accurately. Explain how AI output enters the game or submitted marketing, without implying that all content is AI-made if only selected assets are.
- For Live-Generated use, describe guardrails. Explain the measures intended to reduce illegal output and how they operate in the released experience.
- Check consistency before approval. Compare the survey response with the build, store page, screenshots, trailers and other marketing submitted to Valve.
These answers should describe the released product, not an aspirational roadmap. If a system is removed, expanded or changed before approval, the survey and store materials need to reflect the version Valve is reviewing.
How does Valve review games that disclose AI use?
Disclosure is not an exemption or a pre-approval certificate. Valve’s policy applies the same content and infringement standards to AI output as to other material. A disclosed asset can still violate Steam’s rules, and an undisclosed player-facing use can still create a compliance problem.
Valve’s review also checks the commitments made in marketing. A store page that implies hand-created content while shipping prominently AI-generated material can raise a consistency concern independent of the model’s technical quality. Developers should therefore treat the survey, build and store page as one factual package.
Valve’s FAQ warns that some survey answers cannot be edited after the build and store page are approved without first contacting Steam Support. That makes an accurate submission important before approval. A team that discovers a material change later should contact support rather than silently relying on an outdated answer.
What can players learn from the Steam store-page disclosure?
Valve announced that much of a developer’s disclosure would appear on the Steam store page. Players can use that information to identify whether AI content is fixed or generated during play and which part of the experience it affects.

- Generation timing: Pre-Generated indicates content created before release; Live-Generated indicates runtime creation.
- Media affected: The disclosure can provide context for art, sound, narrative, localization or other content consumed in the game.
- Runtime safeguards: For Live-Generated systems, the developer’s explanation of guardrails can show what controls are claimed to be in place.
- Scope: The label can indicate that AI-created material exists without claiming that every asset or every line was produced by AI.
Store-page wording is useful context, but it is not an independent audit. It reports what the developer disclosed through Steam’s process.
What does the Steam AI label not prove?
The label answers a narrow transparency question: whether and how player-facing generative AI is used. It does not establish several issues that matter to buyers, creators and publishers.
- Model identity: The policy text does not require the store label to name the model or service.
- Training-data provenance: A disclosure does not show which datasets were used to train a model or whether every source was authorized.
- Licensing status: The label is not a copyright license, rights clearance or warranty that all outputs are legally uncontentious.
- Amount of human editing: It does not quantify how much review, rewriting, cleanup or selection a person performed.
- Completeness: A game may combine AI-made and conventionally produced assets; the label does not mean the whole game was generated.
- Quality or accuracy: Disclosure says nothing by itself about factual reliability, consistency, originality, performance or artistic merit.
To answer those questions, a player would need additional statements or documentation from the developer. Steam’s label should not be read as a provenance report or quality score.
Can players report illegal AI content in a Steam game?
For Live-Generated games, Valve announced an in-game-overlay route for reporting content that players believe should have been blocked by the game’s AI safeguards. This gives players a way to flag a runtime result through the Steam interface rather than relying only on a general store review.

It is a feedback and enforcement channel connected to the developer’s stated guardrails and Valve’s rules. Pre-Generated content does not create the same runtime-reporting scenario because the output is fixed before play.
How should developers handle common AI-use scenarios?
The following examples apply the policy’s player-consumption test without assuming that a studio’s entire pipeline is AI-driven.
| Scenario | Likely disclosure treatment | Reason |
|---|---|---|
| AI-generated concept art is discarded and never appears in the game or marketing | Not the focus of this section | The player does not consume the output. |
| An image model creates textures shipped in the final build | Disclose as Pre-Generated | The assets are made during development and consumed by players. |
| A language model creates dialogue that changes in response to player prompts | Disclose as Live-Generated and explain guardrails | The content is generated during play. |
| An AI tool helps write internal code, with no generative output shown to players | Efficiency-only use is outside the section’s focus | Valve’s wording distinguishes internal efficiency from shipped player content. |
| AI-assisted subtitles or localization ship with the game | Disclose the localization use | Localization is expressly named in the current survey. |
| AI-created images appear only in a trailer or store artwork submitted with the game | Disclose and keep marketing consistent | Associated marketing is part of the material Valve reviews for consistency. |
What are the biggest compliance mistakes?
Calling every tool use “behind the scenes”
A broad statement about internal tooling can hide the fact that generated dialogue, art or translation reaches players. Classify the output, not the department that used the tool.

Failing to mention localization
Because localization is explicitly listed, AI-assisted translations shipped to players should be included. Treating language work as automatically exempt can make the survey incomplete.

Live-Generated disclosure needs an explanation of the controls intended to reduce illegal output. A vague promise to “moderate AI” is less informative than a factual description of the safeguards implemented in the game.
Letting the store page and build diverge
Adding runtime generation after the store page is approved, or removing a disclosed system without updating the submission, can create an inaccurate record. Review changes with the same care as any other material product or marketing change.
Assuming disclosure cures a rules violation
Valve’s FAQ makes clear that products must obey Steam’s content rules whether or not AI use is disclosed. Transparency and compliance are separate obligations.
How can players evaluate an AI disclosure before buying?
Start with the label’s two most important facts: whether generation is Pre-Generated or Live-Generated, and which player-facing medium is involved. Then read the developer’s description for scope. A statement that only a few background textures were generated is materially different from a game whose dialogue, quests or characters are created at runtime.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →For a Live-Generated title, look for the explanation of guardrails and consider whether the game offers the announced reporting route. For any title, treat unanswered questions about training data, licensing, model identity and human editing as unanswered rather than inferred from the presence of a Steam label.
Finally, compare the disclosure with the store page’s wording and the game’s observed behavior. If promotional material suggests one production method while the disclosure describes another, ask the developer for clarification before treating the label as a complete account.

What changed with Valve’s AI policy?
Valve announced the store-disclosure approach on January 10, 2024. The current Steamworks Content Survey then provides the operational categories and the wording that distinguishes player-consumed content from efficiency gains. A 2026 trade report describes Valve’s clarification that code-helper efficiency alone is not the disclosure focus, while AI-generated content in the game or associated marketing remains in scope.
Because policy language can change, developers should rely on the current Steamworks survey and Valve’s current FAQ at the time of submission. The January 2024 announcement explains the origin of the store-page transparency approach, but the live form is the controlling operational document.
Frequently Asked Questions
Does using an AI image generator for a game prototype need a Steam disclosure?
Not if the prototype image is discarded and never ships or appears in submitted marketing. The disclosure question is triggered by player-consumed or promoted output, not by every experiment during development.
Does Steam’s label tell me whether AI art infringes an artist’s work?
No. The label does not identify training datasets, permissions or licensing terms. Those questions require separate documentation from the developer or rights holders.
Can a game have both Pre-Generated and Live-Generated AI?
Yes. A title can ship fixed AI-created assets and also generate new material during play. The developer should describe both uses and provide the additional guardrail information required for the runtime system.
What should I do if a runtime AI system produces prohibited content?
Use the in-game Steam overlay reporting route when the game provides the Live-Generated reporting path announced by Valve, and include enough context for the result to be investigated. The label itself is not a substitute for reporting a specific incident.
