If you own the copyright or are authorized to act for its owner, report copied content on Steam through Valve’s Notice of Copyright Infringement form. For a copied trademark, use Valve’s separate trademark complaint form. There is no separate official “AI clone” form. A player or other person who does not own the copyright should send the evidence to the rights holder rather than sign the DMCA declaration.

Which Steam reporting route should I use?

Choose the route according to what happened: a copyright notice addresses allegedly copied protected work on Valve’s systems; a trademark complaint addresses a copied mark; a payment demand threatening a clone belongs with law enforcement as well as Valve. These routes are not interchangeable, and a Steam Support ticket does not replace a DMCA notice.

Route Basis Who can use it What you need What it does
DMCA notice Copyrighted expression allegedly reproduced on a Valve system The copyright owner or an authorized representative A Valve URL, a specific description of the allegedly copied content, details about the original work, contact information and a signed declaration Submits a statutory copyright notice to Valve’s copyright agent
Trademark complaint Alleged infringement of a trademark, such as a name or logo The relevant trademark owner or an authorized representative Details of the content, trademark registration numbers and countries where the marks are filed, an explanation, contact information and signature Submits a separate trademark complaint to Valve
Law enforcement A demand for money backed by a threat to clone or release a game The target of the demand or another person reporting the threat Preserve the email, headers, payment demand and any related evidence Requests investigation of a possible crime; Valve has not named a dedicated public form or email for these threats
Steamworks or Steam Support A partner’s platform-support issue or policy concern A Steamworks partner using the applicable support route A clear explanation and relevant account or product details Creates a support or feedback record; it is not a DMCA notice or a substitute for law enforcement

Steamworks’ Content Survey FAQ directs copyright holders to the DMCA form and trademark owners to the trademark form. A listing that allegedly copies both game assets and a protected title or logo may warrant both separate complaints.

How do I file a copyright infringement report on Steam?

Use Valve’s web-based DMCA form at steamcommunity.com/dmca/create/. Complete every field marked required, make the allegation specific, and submit only if you are the copyright owner or authorized to act for the owner.

  1. Locate the Valve-hosted material. Copy the Steam or other Valve-system URL where the alleged infringement appears. The form requires this URL; a threat email or a page on a different service is not a substitute for a Valve URL.
  2. Describe what is copied. Identify the particular content on the Valve page or in the build—such as artwork, audio, dialogue, code, characters or distinctive level layouts—and explain where it appears. Saying only “this is an AI clone” does not identify the material at issue.
  3. Identify the original copyrighted work. Provide details that let Valve understand what work you own and what is allegedly reproduced. The form’s field for a URL to the original is optional. If the work is not available at a link, Valve asks for identifying information, dates and where the original can be found.
  4. Provide contact information. The form asks for your full legal name, address, city, state or province, postal code, country, phone number and email address. Consider the disclosure notice before submitting: Valve says the contents of the complaint, including your name and email address, may be provided to the person who posted the reported material.
  5. Read and sign the declaration. You must select whether you are the owner or authorized to act for the owner, affirm a good-faith belief that the use is unauthorized by the owner, agent or law, state that the information is accurate, and type your full name as a digital signature.

The signature is a legal declaration under penalty of perjury, not a routine “report” button. Valve’s form warns that under Section 512(f) of the DMCA, a person who knowingly materially misrepresents that material or activity is infringing may be liable for damages. Valve also describes a copyright complaint as a serious legal matter and suggests considering direct contact first when the issue may be a misunderstanding.

What should I put in the description?

Make the connection between the original and the specific Steam content easy to assess. For example, identify the title of the original work and the particular soundtrack, sprite sheet, dialogue passage, character artwork or code that you believe appears in the reported game. If useful, point out where in the build or listing the material can be found. Avoid relying solely on a shared genre, premise or mechanic: a similar game concept is not by itself the same allegation as reproduction of a specific copyrighted work.

Valve suggests that rights holders can add a note to an original work identifying the copyright owner and that the item is not authorized for Steam posting except under a specified Steam account. That may help clarify authorization, but the form still asks for the infringing Valve URL and a description of the material being reported.

What if the clone copies a name or logo?

For a name, logo or other trademark issue, file Valve’s trademark complaint, not just a copyright notice. Valve’s form asks for the infringing content, trademark registration numbers and the countries where the marks are filed, a brief explanation of the alleged infringement, contact details and a typed digital signature.

Copyright and trademark claims address different rights. If a game listing appears to copy protected game art and also use a confusingly similar registered title or logo, consider the applicable separate forms rather than expecting one complaint to cover both. The trademark complaint, like the copyright form, may disclose the complaint’s contents, including the reporter’s name and email, to the person who posted the material.

What should indie developers do about “pay or we’ll clone your game” emails?

Treat a payment threat as a potential law-enforcement matter, not as an already completed copyright infringement notice. Preserve the message and its full email headers, note the demand and deadline, and report it to local law enforcement or the relevant cybercrime intake. Also report the case to Valve through a relevant Steamworks or Steam Support channel if you are a partner; Valve has said it wants developers to report such cases, but it did not specify a dedicated public reporting form, email address or ticket type.

If an alleged clone is later published on Steam, separately consider a DMCA filing if protected work is actually present and you are the owner or an authorized agent. The DMCA form needs a Valve-system URL. A threat that says a clone exists but provides no live Steam listing does not supply that required URL, so do not turn an extortion report into an unsupported infringement claim.

Keep dated development posts, videos, screenshots, links to the suspected clone and the original email together. Such material can help establish what was created, when it was available and what the threat said. It does not by itself determine whether copyright was infringed or guarantee a platform or police outcome.

What the public cases show—and do not show

In October 2026, developers publicly described demands for $200 in Steam items within 24 hours, including an email reported by TweakTown that claimed the sender had recreated a game with AI and could release it first. TweakTown reported that the promised proof video was not attached; similar demands were reported for other indie titles. Those accounts illustrate why a threat should be preserved and assessed, but they do not establish that every threat is genuine or that a clone has been completed.

Other developers took precautionary steps around demos and playtests amid cloning concerns. Reporting by Output Lag said South Korean studio YNOT removed the public demo of Spookitchen after learning of an alleged AI clone, and described the removal as temporary rather than a fundamental solution. Reports also described studios adding an “ORIGINAL” tag, cancelling a demo or delaying a public playtest. These are business decisions, not Valve reporting procedures, and none substitutes for a rights holder’s formal notice where copied protected expression is on Steam.

How does Valve handle reports that a Steam game copies another developer’s work?

Valve’s stated Steamworks rules prohibit publishing content a developer does not own or have adequate rights to use, as well as content that violates applicable law. For AI-generated output, Valve says its prerelease review evaluates the output the same way it evaluates non-AI content against the developer’s promises that the game will not contain illegal or infringing content and will match its marketing materials.

That means an AI disclosure is not permission to copy. Completing the content survey does not make infringing content lawful under Steam’s rules; Valve’s FAQ says products must follow the content rules whether or not content is disclosed in the survey. A DMCA report, in turn, should identify the allegedly copied copyrighted work rather than assume the AI label decides the issue.

What Valve said about AI clones on October 27, 2026

At Steam Indie Connect in Busan on October 27, 2026, Steam Business team member Tom Giardino said Valve did not want to dictate which tools developers use. In remarks reported by Inven Global, he described game cloning as predating AI, with AI accelerating the pace, and pointed to community relationships and continued development as ways studios can distinguish their games. He said: “If you report such cases to us, we want to look into them and help in whatever way we can.”

These comments were not a new Steamworks policy or a dedicated takedown channel. Giardino’s stated advice about building trust, personality and continuing to add features is a business response to copycats, not a replacement for a copyright filing where protected expression has been copied. Valve did not announce an AI filter at the event.

Does Steam ban AI-made games or plan to add an AI filter?

As of Valve’s October 27, 2026 remarks, Valve had announced neither a general ban on AI-made games nor an AI filter. Its stated approach is to allow developers to choose tools while requiring products to comply with Steam’s content rules and applicable agreements.

Steamworks distinguishes AI-generated content made before release from content generated while a game runs. The survey defines pre-generated AI content as content created with AI tools during development that ships with the game and is consumed by players, including artwork, sound, narrative and localization. Valve has said that merely gaining efficiency from AI-powered development tools is not the focus of this disclosure section.

Live-generated AI content—content created using AI while the game is running—has an additional survey requirement: developers must explain the guardrails that prevent the AI from generating illegal content. Valve’s January 9, 2024 Steamworks announcement also introduced a system allowing players to report illegal content inside games containing live-generated AI. That player-report mechanism is distinct from the copyright holder’s DMCA process; it does not replace the form for a rights holder alleging infringement.

What should I do if the copied game uses original assets?

Focus on the actual material, not the “clone” label. Copyright protects particular expression; the allegation is stronger when it identifies copied assets, text, music, code or other specific work than when it describes only a shared genre or basic mechanic. Whether a particular game element is protected depends on the work and applicable law, so a broad claim that another title “plays like mine” may not identify a copyright infringement suitable for the DMCA form.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If you cannot identify copied protected expression, do not make a categorical infringement claim simply because a rival game appeared quickly or used AI. You may still raise a platform-policy concern through an applicable Steamworks support route, but Valve’s own documentation points copyright holders to the DMCA form for copyright infringement. For a complex ownership or legal question, consulting a qualified lawyer may be a sensible next step; this guide is not legal advice.

What evidence should I organize before submitting?

Prepare a concise record that maps each allegedly copied element to its original and its location on Valve’s systems. This makes the required form fields easier to complete and helps distinguish evidence of copying from suspicion based on timing or similarity.

  • Authority to file: confirm that the person signing is the owner or authorized representative, and account for the form’s warning that contact information may be shared with the poster.

Valve’s public form is the stated web method for notifying its copyright agent. The form fields and instructions do not promise a takedown deadline, a particular outcome, or a public counter-notice timetable; do not assume any of those when planning a response.

Where can a Steamworks partner send a policy or publishing question?

Steamworks provides partner support paths for publishing and content-survey issues, but these are supplementary rather than substitutes for rights complaints. Partners can use the Steam Support publishing wizard for publishing support, and the publishing support route for content-survey edits after release. Valve also provides an AI policy feedback route for partners who think Steam is overlooking an important AI issue.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the support route for a partner’s question or record; use the DMCA or trademark form for the corresponding rights claim. If the matter is a threat demanding payment, include law enforcement in the response rather than relying on partner support alone.

How we picked the right reporting route

The route depends on the legal basis, who has authority to file, what evidence already exists and the likely function of the submission: the DMCA form is for copyright owners or authorized agents reporting content on Valve systems; the trademark form asks for mark-specific registration details; a payment threat calls for law-enforcement reporting; and Steamworks support is for partners’ platform issues. The risks differ too: a knowing material misrepresentation in a DMCA notice can expose the filer to Section 512(f) damages, and Valve warns that the filer’s name and email may be shared with the poster.

Frequently Asked Questions

Can Valve guarantee how quickly it will remove an alleged AI clone?

Valve’s public DMCA form does not state a review or takedown deadline. Do not promise a release schedule or business decision based on an assumed response time.

Can I file a DMCA notice on behalf of a friend or another studio?

Only if you are authorized to act for the copyright owner in this matter. A fan, journalist or player without that authority should pass the evidence to the owner instead of signing the form.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does Valve publish a public counter-notice process for the person accused?

The available public materials do not establish a Valve-specific counter-notice procedure or timetable. The DMCA form does warn the complainant that the complaint’s contents, including name and email, may be disclosed to the poster.

Is a Steam support ticket the official way to report a copyright claim?

No. Steamworks directs copyright holders to Valve’s DMCA notice form. Partner support can document a separate publishing or policy question, but it is not a replacement for that legal notice.
