Financial Times sources say Axel Springer CEO and co-owner Mathias Döpfner floated having the German media company participate in a purchase or carve-out of TikTok’s European operations during a January gathering with Charles Kushner, the U.S. ambassador to France, at Axel Springer’s Berlin headquarters. It was an idea discussed privately, not a submitted bid or announced transaction.
ByteDance called the account “a total fabrication,” while Axel Springer said only that it would have welcomed the opportunity to join a European solution if one had materialized. Reports say European Commission technology officials were unenthusiastic and that the idea was subsequently dropped.

Did Axel Springer try to buy TikTok’s European business?
No completed purchase attempt has been reported. The Financial Times said people familiar with the discussion described Döpfner proposing that Axel Springer could join a deal to buy or separate TikTok’s European operations, but the available reporting does not show a formal offer, consortium, financing package or negotiations with ByteDance.

What Axel Springer has confirmed
Axel Springer did not announce a bid. In a statement reported by Reuters, the company said Döpfner had consistently advocated “for a European solution for TikTok along the lines of the American model” and that, had such a solution materialized, Axel Springer would have welcomed the chance to participate as a major European media player. That is conditional support, not evidence that a transaction was launched.
How ByteDance responded
ByteDance rejected the Financial Times account, saying: “This is a total fabrication and not even worth dignifying with a comment.” The conflicting statements leave the private conversation disputed: sources familiar with it described a proposal, ByteDance denied that description, and Axel Springer’s public comment addressed a hypothetical opportunity.

Kushner was the reported interlocutor during the January meeting. The reports do not establish that he represented a buyer, negotiated for the U.S. government or endorsed the European idea. They describe a conversation in a private political and media setting, not a government-sponsored transaction process.
Why does Döpfner want a European TikTok solution?
Döpfner’s position predates the reported lunch. Reuters quoted him describing TikTok as “one of the most dangerous propaganda machines for amplifying extremist content” and saying, “In America, TikTok has been forced to be sold to non-Chinese owners – Europe should follow this example.”
His argument uses the U.S. restructuring as a precedent for addressing national-security concerns about ByteDance while keeping the service available. Reuters reported that TikTok had more than 200 million American users, illustrating why a forced separation was being treated as an alternative to a U.S. ban. What does a TikTok Europe “carve-out” mean?
