Small businesses should monitor the online services they rely on, but there is no single uptime target that suits every company. The right level of monitoring depends on how much the business relies on internet access and online revenue, the consequences of an incident, its customer commitments, and what it can afford to maintain. SaaS monitoring shifts much of the operational work to a vendor; self-hosting offers more control but makes the business responsible for keeping the monitor itself available and effective.

Why does uptime monitoring matter to a small business?

Uptime monitoring checks whether a website, API or other important online service can be reached and responds as expected. When it detects a problem, it can alert the people responsible for fixing it and preserve a record of the incident. That record can help a team understand what happened and support discussions about service commitments.

Monitoring does not prevent every outage, and it cannot guarantee that a service will meet a particular availability target. Its value is earlier detection, a clearer response path and better evidence about service interruptions. How much that matters depends on what an outage would interrupt: a public information site, a customer portal, an online checkout or an internal system may have very different consequences.

Four EU-wide statistics provide useful context, but they do not measure outage costs or establish a target for an individual business:

Signal Reported figure What it can—and cannot—tell a business
Broadband dependence 94% of EU SMEs had broadband internet access in 2023, according to Eurostat’s 2024 edition. Internet connectivity is widespread among SMEs. This does not say how dependent any one company is on a particular online service.
Online revenue exposure 22% of EU SMEs reported e-sales in 2023, in Eurostat’s 2024 edition. A portion of SMEs sell online, but the statistic does not quantify revenue at risk during an outage or describe the sales channel’s criticality.
Incident exposure 21.5% of EU enterprises experienced ICT-security incidents with consequences in 2023, in a Eurostat release published in 2025. Consequential security incidents are a real exposure for enterprises. This is not an outage rate and does not mean every incident was caused by an unavailable website or service.
Security-control adoption 93% of EU enterprises applied at least one ICT-security measure in 2024, according to Eurostat. Security controls are broadly adopted, but the figure does not show which controls a particular business uses or whether its services are monitored.

Eurostat also reported that in 2024, 84% of enterprises used strong-password authentication, 79% used backup to a separate location or cloud, and 65% used network access control. These are security measures, not substitutes for availability monitoring. A backup may help with recovery, for example, but it does not tell a team whether a customer-facing endpoint is currently failing.

How do I decide what uptime target my business needs?

Set a target service by service, based on the consequences of downtime and the commitments the business has actually made. Neither the EU statistics above nor the other cited material establishes a universal small-business target or a standard outage-cost estimate.

Start with the service’s role

List the online services whose failure would interrupt sales, customer access, internal work or another important operation. For each one, identify who is affected and what they cannot do during an interruption. A service that supports a critical customer transaction may deserve faster detection and escalation than a low-priority page whose failure has a limited impact.

Set expectations the team can meet

Compare the desired availability with customer commitments, recovery objectives and budget. A target is useful only when the business has a realistic way to detect problems, respond to them and restore service. Monitoring alone does not create an SLA, and a status page or report is evidence of observed incidents—not a guarantee that future incidents will be avoided.

Understand what an availability percentage means

Availability is commonly expressed as the share of a measurement period during which a service met a defined availability condition. The condition matters: a site might load while an important API call or checkout flow fails. A monitoring plan should therefore define which endpoints count, what response is considered healthy and what period a report covers.

For illustration, if a service is considered unavailable for 60 minutes in a 30-day month, that is 60 out of 43,200 minutes, or about 0.14% of the month. This arithmetic is not a recommended target; it shows why a percentage needs a measurement window and a clear definition of failure. Ask how the monitoring service calculates availability and whether brief failures, maintenance periods or partial service failures are included.

What should an uptime monitor check?

Monitor the endpoints that represent the service customers or staff actually use. A basic reachability check can catch some failures, but an endpoint that returns a response may still be unusable if the response is slow or a required function is broken.

  • HTTP(S) pages: Check the site or specific pages whose availability matters.
  • APIs: Check the interfaces that connected services or applications depend on.
  • Other critical endpoints: Include the services the business needs to operate, rather than monitoring only its public homepage.
  • Latency: Decide whether slow responses should trigger a warning, even when the endpoint is technically reachable.

Probe location and confirmation logic matter. A failure seen from one network location could reflect a local or regional probe problem rather than a service outage. Ask whether the monitor can distinguish those cases, whether it uses a quorum or other confirmation method, and how it handles false alerts. The available data describes monitoring from multiple network locations as a useful approach, but does not establish a universally correct number of locations or confirmation threshold.

Choose alert conditions and escalation paths that match the business’s ability to respond. Consider whether the system can send alerts by email, chat or paging, route them to an on-call person, and escalate if nobody acknowledges the issue. A notification is not an effective response process if it goes to an unattended inbox or reaches someone who cannot act.

Should my business use SaaS or self-hosted monitoring?

SaaS monitoring is generally the simpler operational choice when a small team does not want to maintain another server and monitoring application. Self-hosting can suit a technically capable team that already operates infrastructure and wants control over configuration and data, provided it can also keep the monitor reliable.

Consideration SaaS monitoring Self-hosted monitoring
Operational ownership The vendor operates the monitoring service; verify what support and maintenance the specific plan includes. Your team maintains the host and monitoring software, including patching and backups.
Monitoring-host availability Ask how the vendor handles the availability of its monitoring infrastructure; the cited product description does not establish its service-level guarantee. Your team must keep the monitoring host available. If it fails with the service being monitored, alerts may also be lost.
Configuration and data control Check available settings, data location, retention, processor terms and subprocessors with the vendor. Your team controls more of the configuration and hosting environment, while also taking on the associated operational responsibility.
External visibility Ask which probe locations are used and how regional failures are confirmed. Verify that checks run from outside the environment being monitored; a monitor confined to the same network may miss externally visible failures.
Costs Subscription cost: not stated in the cited product description. Hosting and staff-maintenance costs: not stated in the cited repository description.

What does the SaaS example offer?

OKStatus says it checks websites, APIs, servers, databases and AI models every 30 seconds from 24 locations, with instant alerts and a public status page. It also says results stay in Paris, in the EU, and markets GDPR-oriented controls. Those are vendor claims, not independent verification or a guarantee that every business requirement is met. Confirm the details that matter to your use case during procurement, including the applicable service terms and data-processing arrangements.

What does the self-hosted example involve?

The official Uptime Kuma repository describes the project as “A fancy self-hosted monitoring tool.” Its listed repository topics include Docker, monitor, self-hosted and uptime-monitoring, and it lists an MIT license. The cited description does not specify a monitoring interval, probe locations, data-retention period, alert-delivery guarantees or support commitment; check the current project documentation and your own deployment before relying on it for a business-critical service.

Self-hosting is not the same as eliminating operational work. The team must maintain the host and software, arrange backups, ensure alerts can be delivered and preserve external visibility. If the monitor is hosted on the same infrastructure or network as the service it checks, a shared failure can make both the service and its monitoring unavailable.

How should I compare monitoring providers or deployments?

Use a short procurement or deployment checklist. The goal is to test whether the monitoring arrangement can detect the failures that matter, reach someone who can respond and preserve evidence without creating an unmanageable burden.

  • Detection quality: Which regions or networks run checks? How are transient failures and probe-specific faults handled? Can you set latency thresholds?
  • Response: Which alert channels are supported? Can alerts escalate or reach an on-call route? Can the team publish incident updates on a status page?
  • Evidence: Is there an incident history and a monthly SLA report? Can the business export records, and how long are they retained?
  • Data and compliance: Where is monitoring data stored? What do processor terms and subprocessors say? Which GDPR or NIS2 responsibilities apply to the business and its suppliers?
  • Operational ownership: Who patches the system, backs it up, maintains the alert path and checks the monitoring host’s own availability?
  • Economics: Compare a subscription with the staff time, hosting and maintenance needed for self-hosting. A low hosting bill alone does not capture the work of operating the service.

Run a controlled check before depending on the setup: confirm that a test failure produces the expected alert, that the right person receives it, and that the incident appears in the history or report. This validates the response path without assuming that a feature description alone proves it will work for your team.

Does EU data location or NIS2 matter to a small business?

It can matter, but an EU data-location claim and NIS2 applicability are separate questions. If monitoring data includes information the business needs to govern, check the provider’s actual data location, processor terms, retention and subprocessors rather than relying only on a general marketing statement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The European Commission’s NIS2 page describes technical and methodological requirements for specified categories of entities, including DNS service providers, top-level domain name registries, cloud computing and data-centre service providers, content delivery network providers, managed service and managed security service providers, online marketplaces, online search engines, social networking platforms and trust service providers. The Commission page also states that Member States had to implement NIS2 into national law by 17 October 2024.

That description does not establish that every small business is directly regulated. A business should check the relevant sector and national law, and consider supplier obligations even if it is not directly in scope. Monitoring can help create incident records, but it does not itself establish compliance with NIS2 or GDPR.

How can a small business put monitoring into practice?

A practical rollout begins with the services that matter most and a response plan the team can actually carry out. Expand coverage only when the business knows what each additional check is meant to detect.

  1. Choose the first endpoints. Start with the website, API or other service whose failure would most disrupt customers or operations.
  2. Define a healthy response. Decide what response or latency counts as acceptable and which failures deserve an alert.
  3. Choose who owns the alert. Name a role or person responsible for acknowledging and investigating failures, including an escalation path when that person is unavailable.
  4. Select SaaS or self-hosting against team capacity. Include maintenance and monitoring-host reliability in the decision, not just setup effort or headline cost.
  5. Test the full path. Trigger a safe test and verify detection, notification, escalation and incident recording.
  6. Review the evidence. Use incident history and reports to identify repeated failures and whether the chosen checks reflect actual service health.

Do not treat an alert-free dashboard as proof that a service is resilient. A monitor can only report on the endpoints, locations and conditions it checks; important failures outside that coverage can go unnoticed.

Frequently Asked Questions

Can uptime monitoring tell me whether a cyberattack is happening?

No. Availability checks can show that an endpoint is failing or responding unusually slowly, but they do not establish the cause. Investigating a suspected security incident requires appropriate logs, security controls and response procedures.

Should I monitor a staging site as well as my live site?

That depends on whether failures in staging would affect releases or other important work. If a broken staging environment can delay a critical deployment, monitoring it may be useful, but distinguish its alerts from customer-impacting production incidents.

Who should receive uptime alerts in a very small team?

Assign a named role even if one person currently fills it, and define who covers when that person is unavailable. Review the route when staffing or responsibilities change so alerts do not keep going to an old contact.

What should I keep from an outage for later review?

Preserve the alert, timestamps, affected endpoint, observed response and the actions taken to restore service. Keep only the records needed for operational review and applicable obligations, using a retention period that fits your data-handling policy.
