A runtime SBOM and software composition analysis (SCA) answer related but different questions. A runtime SBOM records components observed while a system runs; SCA identifies software components and analyzes associated risks, such as known vulnerabilities or license concerns. An SBOM is an inventory, while SCA is an analysis practice that may create or consume that inventory. Runtime observation can add evidence about dynamically loaded components or external connections, but it only describes what was visible in the observed environment and activity.
What is the difference between a runtime SBOM and SCA?
The main difference is the job each one does: a runtime SBOM is a record of observed software components, while SCA is a way to identify components and assess risks associated with them. They are not alternative names for the same technology. An SCA workflow may generate an SBOM, analyze an existing one, or do both, depending on the implementation.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →The distinction matters because an inventory does not, by itself, tell you whether a component has a known vulnerability, whether its license meets your requirements, or what action to take. Conversely, an SCA result depends on what the tool inspected and how it identified components. Runtime observation can provide a further view of what was present during execution, but it does not automatically establish that every possible component or behavior was observed.
| Question | Runtime SBOM | SCA |
|---|---|---|
| What is it? | A component inventory derived by instrumenting a running system. | A security practice or tool category for identifying software components and assessing related risks. |
| What question does it answer? | Which components were present or observed while this system ran? | Which components and dependencies are in the analyzed project or artifact, and what risks can be identified? |
| What may it reveal? | Components present in the observed environment, including dynamically loaded components and external call-outs. | Component identity, dependency relationships, and—where supported—vulnerability or license information. |
| What can it miss? | Behavior or components that did not appear during the observation, including functionality that was not exercised. | Items outside the analyzed inputs or the tool’s supported detection and analysis capabilities. |
| How do they relate? | It supplies runtime-focused inventory evidence. | It can produce an SBOM or analyze one, as well as inspect other supported inputs. |
The terms are best understood as different layers: the SBOM is a structured inventory record; SCA is analysis of components and their risks; runtime instrumentation is one way of gathering evidence about a system’s component inventory while it executes. CISA defines an SBOM as a formal, machine-readable inventory of software components and dependencies, including information about those components and their relationships (CISA’s 2024 framing). NIST’s glossary also describes an SBOM as a formal record of components used to build software and the relationships in its supply chain (NIST glossary).

What does a runtime SBOM show?
A runtime SBOM describes components observed by instrumenting a system while it is running. CISA says this approach can capture components present in the system, dynamically loaded components, and external call-outs. That runtime view can complement a component inventory derived from source or build information, particularly when software loads components dynamically or interacts with external services during execution (CISA’s SBOM types document).
What the observation represents
The record is evidence about a particular observed system and its activity—not a universal list of everything the software could ever do. A component may only appear after a particular feature runs, a specific input is provided, or a particular environment is used. If that path is not exercised during observation, the resulting inventory may not show it. CISA notes that runtime analysis must take place while the system is running and that some details may become visible only after sufficient functionality has been exercised.
This means runtime results need context. When interpreting them, ask which version and deployment were observed, what functionality was exercised, and what environment was in use. Those questions help distinguish a missing component from one that simply did not appear during the observation. The record should not be treated as proof that unobserved behavior or components do not exist.
What runtime evidence adds—and what it does not
Runtime observation can reveal activity that may not be apparent from a static list of declared dependencies, such as dynamically loaded components or external call-outs. It can therefore help answer operational questions about a running instance. But it does not replace component identification and risk analysis: an observed inventory still needs interpretation, and a runtime view alone does not establish that every component has been identified or assessed for vulnerabilities and licensing concerns.

Runtime evidence is also bounded by the conditions of collection. A result from one deployment or test period should not automatically be generalized to every deployment, configuration, or possible execution path. If your goal is to describe software more broadly than one observed run, runtime evidence should be considered alongside other suitable component records rather than used as the sole account.
What does SCA analyze?
SCA refers to security technology and practices that scan software inputs to identify libraries, dependencies, and other third-party components. OWASP describes SCA as a way to identify those components and check for issues such as vulnerabilities and outdated components; its guidance also discusses integrating scans into builds (OWASP SCA guidance).
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesSCA is not one universal scanning method or a guarantee that all tools inspect the same material. Depending on the tool, supported inputs may include source code, dependency manifests, a build pipeline, or other artifacts. Detection coverage, dependency handling, and available risk checks vary. For that reason, a statement that a team “uses SCA” does not, on its own, tell you exactly what was scanned or which outputs were produced.
Inventory and risk analysis are separate steps
Component identification is the basis for analysis: a tool needs to determine which components are present before it can associate findings with them. The resulting inventory may be represented as an SBOM. The analysis step can then assess component information for risks that the tool supports, such as known vulnerabilities or license issues. The SBOM is not itself the vulnerability assessment; it is a structured record that can support analysis and sharing.

Likewise, an SCA finding is only as useful as its identification and context. To evaluate a reported issue, a team needs to understand which component and version the result refers to, where it was found, and whether the finding applies to the software under review. The available data does not establish one universal SCA output format, detection method, or level of coverage, so those capabilities should be checked for the specific tool and workflow.
Does SCA generate an SBOM?
It can. SCA tools may generate an SBOM while identifying dependencies, and an SCA process may also analyze an SBOM generated elsewhere. Whether a particular implementation does either depends on its capabilities and configuration; SCA does not mean that an SBOM is always produced.
This is why it is useful to ask separately whether a workflow can identify components, export an SBOM in a usable form, consume an existing SBOM, and analyze component risks. Those are related capabilities, not interchangeable promises. A team that needs an SBOM for sharing or recordkeeping should verify that the required output is actually created and that the intended recipients can use it. A team that needs risk analysis should verify which checks are performed on that inventory and what inputs those checks require.
Which approach should you use?
Choose based on the question you need to answer and the evidence available. If you want to know which third-party components are represented in a project or artifact and assess supported risks, evaluate SCA. If you want to see which components appeared in a running environment, runtime observation is relevant. If you need both a component record and risk assessment across development and operation, consider combining the approaches.

| Need | Approach to evaluate | Important qualification |
|---|---|---|
| Identify dependencies in a project or build input | SCA that supports the relevant source, manifests, pipeline, or artifact. | Input support and direct or transitive dependency handling depend on the tool. |
| Assess component risks | SCA with the vulnerability or license checks your process requires. | Do not assume every SCA implementation provides the same checks. |
| See components observed in an executing system | Runtime instrumentation that produces runtime-focused inventory evidence. | Coverage depends on the environment and functionality observed. |
| Create or consume a component inventory and analyze it | An SCA workflow with the required SBOM generation or consumption capability. | Confirm the specific output and analysis features; neither is implied by the label alone. |
| Compare build-time records with operational behavior | Use build/source analysis and runtime observation together where the coverage need justifies it. | The views answer different questions and may not have identical component lists. |
Questions to ask when evaluating coverage
- Where does observation happen? Establish whether the workflow examines source, dependency manifests, a build artifact, a running system, or more than one of these.
- Which ecosystems and inputs are supported? Confirm that the languages, package formats, and artifacts relevant to your software can be analyzed.
- How are direct and transitive dependencies handled? Check what dependency relationships the tool reports rather than assuming all nested dependencies are treated identically.
- Can it produce or consume an SBOM? Verify the needed direction of exchange and whether the output is suitable for your intended use.
- Which risk checks are available? Ask specifically about vulnerability and license analysis, since support varies.
- How is runtime context represented? For runtime evidence, find out what system and activity the record describes and how observation coverage is determined.
How can you combine runtime observation and SCA?
A practical approach is to use each source of evidence for the question it is suited to answer, then interpret differences instead of forcing the records to match. Source or build analysis can describe components represented in the analyzed inputs and support risk checks. Runtime observation can show components present during the observed execution. Together, these can provide a broader view than either one alone, while still leaving each result subject to its own coverage limits.
- Define the decision you need to make. Decide whether the immediate goal is a component inventory, risk assessment, visibility into a running deployment, or a comparison between declared and observed components.
- Choose relevant inputs and observation points. For SCA, identify the source, manifest, build pipeline, or artifact that the chosen tool supports. For runtime evidence, identify the running environment and activity that need to be observed.
- Record the scope of each result. Keep the software version, artifact or deployment context, and—for runtime analysis—the observed environment and exercised functionality with the inventory. This makes the limits of each record easier to understand.
- Review inventory and risk findings as distinct outputs. Check what component relationships are recorded, whether an SBOM is generated or consumed, and which vulnerability or license checks are actually provided.
- Investigate differences before drawing conclusions. A component present in one view but not another may reflect different inputs, dynamic loading, an unexercised path, or tool support. Treat the mismatch as a question to resolve, not immediate proof that either record is wrong.
- Repeat observations when coverage changes. A new version, configuration, or set of exercised features can change what is represented. Keep the scope of a later result clear rather than treating an earlier observation as timeless.
What are the main limitations to keep in mind?
Neither approach is a complete description of software independent of its inputs and conditions. Runtime SBOM coverage is limited to what instrumentation observes while the system runs; SCA coverage depends on the inspected inputs, supported ecosystems, and the tool’s component identification and analysis capabilities. These limits do not make the methods unhelpful—they define what conclusions their results can support.
Recommended Free Tools
- Do not equate an inventory with a security verdict. A component list can support risk analysis, but it is not itself a finding that a component is vulnerable, safe, or license-compliant.
- Do not treat an unobserved runtime component as absent. It may only load under a feature or condition that was not exercised.
- Do not assume SCA sees only what runs. Depending on inputs and tool behavior, its results may include components that were not used in a particular runtime.
- Do not generalize a tool category into a product feature list. SCA implementations differ in inputs and outputs; verify the capabilities that matter to your workflow.
- Do not expect two inventories to match automatically. They can describe different observation points and answer different questions.
How should you interpret the terms?
When someone says “SBOM,” ask what inventory was created, from which evidence, and what software version or environment it describes. When someone says “SCA,” ask what was scanned, which components and dependency relationships were identified, and what risk checks were performed. When someone says “runtime SBOM,” ask what system was instrumented and what activity was observed.
Those questions prevent a common category error: treating an inventory record, a risk-analysis workflow, and a runtime observation method as if they were competing products serving the same purpose. They can overlap in a workflow, but each contributes a different kind of evidence.

Frequently Asked Questions
Can a runtime SBOM prove that an application has no vulnerable components?
No. A runtime SBOM is an observed component inventory, not a guarantee that every component or execution path was captured, and the inventory alone does not establish vulnerability status. Vulnerability analysis requires an appropriate assessment of identified components.
Why might a runtime SBOM and a build-time SBOM list different components?
They may represent different evidence and scope: runtime observation reflects components seen during particular activity, while build-oriented records reflect components identified from their own inputs. Dynamic loading, unexercised functionality, and differences in tool support can all affect the lists.

Is a runtime SBOM the same as a network traffic report?
No. CISA describes runtime SBOMs as capturing components present in an instrumented running system, including external call-outs. That does not make the SBOM a general-purpose account of all network traffic.
Can I use an SBOM without an SCA tool?
An SBOM is a machine-readable inventory record and can be retained or shared as such. Whether it is useful for a particular security or compliance decision depends on what component detail it contains and what analysis or process you apply to it.
