If a PDF converter turns a borderless table into a column of unrelated numbers, the PDF is usually not “missing” data. The converter failed to infer the table’s rows and columns from text spacing. For a text-based PDF, first try a structure-aware parser such as Camelot’s Stream or Network mode, then restrict the page region and provide column positions when automatic detection is wrong. Those approaches run as ordinary software on a CPU; no special accelerator is required. They are not guaranteed to work on every file, so compare the extracted rows with the original page before using the data.

The first diagnostic determines the rest of the workflow: try selecting and copying a word from the table in your PDF viewer. Selectable text can be parsed from the PDF text layer. If the page is an image and nothing can be selected, use OCR first or use a table tool that explicitly supports OCR; text-only extraction cannot recover structure that is not present as text.

Why did a borderless table become loose numbers?

A table without ruling lines has no visible rectangles for a converter to follow. Its structure is implied by repeated text positions: a label begins near one x-coordinate, a quantity near another, and each record occupies a similar y-coordinate. A basic PDF-to-spreadsheet converter may read the characters in page order and emit them as a stream, so values that belonged to one row are separated or stacked in the wrong order.

This is a structure-detection failure, not necessarily a damaged PDF. A parser must decide which words share a row, where the table starts and ends, and which x-positions represent columns. Whitespace-based extraction is therefore a different task from extracting a table whose cells are drawn with lines.

Camelot describes its Stream parser as grouping words into rows, estimating a table area from text edges, and then guessing column boundaries. Its Network parser uses recurring text alignment to infer the grid. Both are intended for text-based PDFs and are sensible first choices when a table relies on whitespace rather than visible borders.

How can I tell whether the PDF is suitable for text extraction?

Open the page in any normal PDF viewer and try to drag across a word in the table. If individual characters highlight and you can copy them into a plain-text editor, the page has a usable text layer. If the entire page behaves like one picture, or selection is impossible, treat it as a scan and plan an OCR step.

Selectable text: proceed with a parser

  • Copy a short row into a text editor and check whether letters and numbers appear at all.
  • Zoom in and out. Real text remains sharp and selectable; an image does not become selectable at higher zoom.
  • Check several pages. A single PDF can mix digitally generated pages with scanned pages.

Text selection does not prove that the table’s reading order is correct. It only confirms that a parser can access characters and their coordinates, which is the prerequisite for Stream or Network extraction.

Image-only pages: OCR is a separate route

Camelot’s built-in parsers require a text-based PDF. For a scan, run OCR that places a text layer over the image, or use a table-extraction workflow that accepts the image directly. OCR introduces its own errors—such as confusing “0” with “O” or dropping decimal points—so validate the recognized text and the reconstructed rows against the page.

Which extraction mode fits a borderless table?

Use the table’s visual characteristics to choose a starting mode. Borderless, whitespace-separated tables usually call for Stream or Network. Tables with clearly drawn cell rules are better candidates for a line-based mode such as Lattice.

PDF/table condition First mode to try How structure is inferred What you may need to control
Text is selectable and columns are separated by consistent whitespace Stream Words are grouped into rows and column positions are estimated from text edges and whitespace Table area, row tolerances, and explicit column x-coordinates when guesses drift
Text is selectable and several columns line up repeatedly across rows Network Repeated text alignments are treated as evidence of a shared grid The page region and any parser-specific alignment settings available in your installed release
Cells have visible horizontal or vertical rules Lattice or another line-based mode Drawn lines provide cell boundaries Line-detection settings, scaling, and the exact table area
Page is scanned or image-only OCR, then a text parser; or an OCR-aware table tool OCR creates text coordinates before structure inference OCR language, image resolution, skew, and verification of every critical value

Tabula-Py also documents a stream mode for tables without ruling lines. The choice is not universal: Camelot’s comparison guidance notes that the best library depends on the corpus. A parser that succeeds on one publisher’s reports can fail on another publisher’s fonts, spacing, or multi-line cells.

How do I extract a borderless table with Stream on a CPU?

Install the parser in an isolated Python environment, test a single page, and inspect the result before processing a whole document. The commands below are representative; package names and APIs can change, so confirm them against the release installed on your machine.

  1. Create an environment. On a machine with Python available, create and activate a virtual environment so parser dependencies do not conflict with other projects.
  2. Install Camelot and its documented dependencies. Follow the installation instructions for your operating system and installed release. Do not assume that a command copied from an older tutorial still matches the current package.
  3. Run Stream against one page. A minimal example is:
import camelot

tables = camelot.read_pdf(
    "report.pdf",
    pages="3",
    flavor="stream"
)
tables.export("table-page-3.csv", f="csv")

The exact export argument and supported options depend on the Camelot version. If the command returns several candidate tables, open each CSV and compare it with page 3 before choosing one.

  1. Inspect the parser’s report. Look for the number of rows and columns, blank cells, merged-looking text, and values that have shifted into neighboring columns. A successful command is not proof of a correct table.
  2. Expand to the required pages. Once one page is reliable, change pages to a range or list and check whether later pages use the same geometry. Reports often change header height or column positions between sections.

What the CPU claim does—and does not—mean

Stream and Network are software parsing workflows; the documented method does not require a graphics processor. That does not establish a guaranteed runtime for your CPU, page count, fonts, or file size. A large PDF, complex text layout, or OCR stage can still take substantial time, and no documented result guarantees a particular extraction quality on your file.

How do I stop the parser from reading text outside the table?

Automatic table-area detection can be the reason a borderless table is fragmented. Headers, footnotes, page numbers, or a neighboring column may be mistaken for part of the table. Constrain extraction to the rectangle containing the table, using the coordinate format and origin required by your installed parser.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define a table area

Camelot’s Stream workflow supports table areas. A representative call looks like this:

tables = camelot.read_pdf(
    "report.pdf",
    pages="3",
    flavor="stream",
    table_areas=["72,690,540,210"]
)

The four values are page coordinates for the rectangle, but coordinate order and page origin must be checked in your version’s documentation. Use a PDF viewer or a coordinate-inspection utility to measure the top-left and bottom-right points rather than guessing. Include the full width of the last column and enough vertical space for wrapped lines, while excluding nearby notes.

Supply known column boundaries

If rows are correct but numbers land under the wrong headings, provide explicit column x-coordinates where Stream supports them:

tables = camelot.read_pdf(
    "report.pdf",
    pages="3",
    flavor="stream",
    table_areas=["72,690,540,210"],
    columns=["155,268,351,447"]
)

These are illustrative positions, not universal values. Measure the vertical boundaries on your page and use the syntax required by the installed release. Text anchors or similar controls can help when a stable label marks a column more reliably than a blank gap. Keep a copy of the coordinates with the extraction script so a later operator can reproduce the result.

Handle a table that spans pages

Do not assume one rectangle fits an entire report. Capture the first page with its title and header, then test a continuation page where the header may be shorter. If column positions are constant but the top and bottom change, keep the column settings and adjust only the area. If the PDF rotates pages or changes paper size, measure those pages separately.

What should I try when Stream still splits or merges cells?

Move from broad automatic detection to narrower evidence. First isolate the table area, then supply columns, then test Network if repeated alignments are stronger than whitespace. Only after those checks should you escalate to an optional model-based structure mode.

Try Network for recurring alignments

Network is useful when the same text edges recur across many rows but the gaps between columns are uneven. Run it on the same page and area as Stream, then compare row boundaries and column assignments. Keep the output that matches the visual table, not the one that merely produces the largest number of cells. Parser names and invocation details can vary by Camelot release, so use the installed release’s Network instructions rather than assuming a Stream argument is accepted unchanged.

Escalate to an optional ML structure mode

Camelot documentation describes an optional machine-learning mode for difficult tables. In that workflow, the model predicts table structure while cell text still comes from the PDF text layer; for scans, OCR supplies the text. This is an additional dependency and a more complex deployment, not evidence of a guaranteed speed or accuracy improvement on your CPU.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the model as an escalation, not as an automatic replacement for inspection. Install only the documented optional components, run it on a small sample, and compare every row with the source page. Keep the original Stream or Network output so you can identify whether a change improved structure or merely rearranged errors.

How do I recover tables from scanned PDFs?

A scan has pixels, not positioned characters. Start by creating a searchable text layer with OCR or by using an OCR-aware table workflow. Deskew pages, select the correct language, and use a resolution high enough for small digits before attempting table detection.

  1. Render or open the scanned page at its native resolution.
  2. Deskew and remove obvious background noise without erasing thin decimal points or minus signs.
  3. Run OCR and confirm that text can now be selected.
  4. Apply Stream, Network, or another table parser to the OCR text layer.
  5. Compare totals, dates, decimal separators, and negative values against the image.

OCR can create a selectable layer while still misreading characters. For financial, scientific, or regulatory tables, treat OCR output as a draft until a human checks the source image.

What are the common failure symptoms and fixes?

Match the visible symptom to the narrowest correction instead of changing several settings at once.

Every value appears in one long column

The parser probably did not detect column boundaries. Confirm that text is selectable, switch to Stream for a whitespace table, and provide explicit column positions. If the page is a scan, OCR must come first.

Rows are offset by one or two lines

Multi-line descriptions, superscripts, or inconsistent vertical spacing can break row grouping. Tighten the table area, inspect the row-tolerance controls available in your release, and test whether a wrapped description should occupy one cell rather than create a new row.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A heading or footnote becomes a data row

Reduce the table area so it begins below the heading and ends above the footnote. If the heading repeats on every page, remove it during post-processing only after confirming that it is not a legitimate data row.

Two adjacent tables are merged

Extract each table with its own area. A single page-wide call encourages whitespace-based heuristics to treat nearby blocks as one grid.

Columns are correct on one page but not another

Measure the later page. Different margins, rotation, or a continuation header can change coordinates. Use page-specific areas or groups of pages with identical geometry.

Numbers lose minus signs, decimal points, or leading zeros

This is often a text-layer or OCR problem rather than a column problem. Zoom into the PDF, copy the character directly, and compare the extracted cell with the source. Never “repair” values by guessing; flag them for review.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How should I validate an extracted table before using it?

Validation is part of extraction, especially when the parser inferred structure instead of following drawn lines. Keep the PDF page beside the CSV, spreadsheet, or dataframe and inspect representative rows across the entire document.

  • Check the first, middle, and last data row on every layout variant.
  • Confirm that headers map to the intended columns and that repeated headers were not treated as data.
  • Check row counts against the visible page, allowing for intentionally blank rows.
  • Recalculate visible totals or subtotals when the table provides them.
  • Search for impossible values, such as a percentage outside its stated range or a date in a numeric identifier column.
  • Inspect cells containing wrapped text, parentheses, currency symbols, scientific notation, or thousands separators.
  • Record the PDF filename, page range, parser mode, table areas, column coordinates, and library version with the exported data.

For a high-consequence dataset, have a second person sample the extracted rows or compare the export with a rendered image. A clean-looking spreadsheet can still contain a systematic one-column shift.

What is the most reliable CPU-only decision path?

Use this sequence to avoid spending time tuning a parser that cannot read the page.

  1. Test selection. If no text can be selected, choose OCR or an OCR-aware workflow.
  2. Classify the layout. Visible rules suggest Lattice; whitespace or alignment suggests Stream or Network.
  3. Test one page. Run the chosen mode on a representative page and inspect the output.
  4. Constrain the geometry. Add a table area, then explicit columns or text anchors if the structure is still wrong.
  5. Try the alternate heuristic. Compare Network with Stream when alignments repeat but gaps do not.
  6. Escalate carefully. Evaluate the optional ML structure mode only for pages that remain difficult, and install its documented dependencies.
  7. Validate and scale. Check rows against the source, save the settings, and process the remaining pages in batches.

This path keeps the fix CPU-based while acknowledging the actual uncertainty: extraction quality depends on the PDF’s text layer, typography, page geometry, and the parser release. No mode can promise a correct table without checking the result against the original page.

Frequently Asked Questions

Can I repair the spreadsheet after extraction instead of rerunning the PDF parser?

You can manually reshape a small table, but that approach hides systematic shifts and is difficult to audit. For repeatable work, keep the PDF as the source, adjust the extraction area or column coordinates, and regenerate the export so the correction is documented.

Why do two PDFs from the same organization need different settings?

Templates often change margins, font metrics, header height, or whether a page was scanned. A parser uses the coordinates present in each file, so a saved area or column list may need a page-specific variant even when the headings look identical.

Is a selectable PDF always safe to parse automatically?

No. Selectability only confirms that characters and coordinates exist; it does not guarantee logical reading order. Hyphenated words, overlapping text, hidden layers, and unusual font encodings can still produce incorrect rows or values.

Should I convert the PDF to an image before using a table parser?

Usually not for a text-based PDF. Rasterizing removes the coordinate-rich text layer and forces an OCR step, which can introduce recognition errors; use the original text PDF unless the existing layer is unusable.
