Yes, ransomware can delete or encrypt accessible backups, but “first” is not universal. CISA says many ransomware variants search for connected backups and try to remove or encrypt them so restoration is harder or impossible without paying. Detection can expose suspicious account, endpoint, network, or backup activity before deployment, yet no control guarantees that every attack will be stopped in time. Resilience comes from keeping encrypted copies offline or properly isolated, protecting them against deletion, testing restoration, and investigating the wider intrusion when an alert appears.

This approach follows CISA’s #StopRansomware Guide (September 2023) and the CISA, FBI, and MS-ISAC Phobos ransomware advisory (February 2024).

Can ransomware really delete backups before encrypting other data?

It can target backups whenever those copies are reachable with the attacker’s accounts, management tools, or network paths. CISA’s guide states that many variants “attempt to find and subsequently delete or encrypt accessible backups to make restoration impossible unless the ransom is paid.” That is a documented risk, not proof that every criminal group always attacks backups before user files.

An intrusion may begin with stolen credentials, a vulnerable remote service, or malware on one workstation. After gaining administrative reach, the operator can discover backup servers, snapshots, hypervisor stores, cloud consoles, and synchronization agents. The ransomware deployment may be the final stage of a longer compromise, so an alert about encryption or backup changes should trigger a search for earlier persistence and lateral movement.

Backups that are detached from ordinary credentials and network routes are harder to reach. Copies that remain mounted, automatically synchronized, or administered from the same identity system as production can be altered during the same incident.

How should backups be designed so an attack cannot destroy every copy?

Use multiple recovery layers rather than treating one storage feature as a complete defense. CISA recommends offline, encrypted backups, regular restoration tests, and golden images for critical systems; it also advises considering immutable storage.

Keep at least one copy offline or strongly isolated

Offline media has no active network session for ransomware to use. A disconnected disk, tape, or other removable medium must actually be unplugged or otherwise unavailable when it is not being written. In a business environment, an isolated backup account, separate management plane, and network controls can reduce exposure for copies that must remain online.

Encrypt data and cover the whole organization

Encrypt backup data in transit and at rest, and include servers, endpoints, cloud workloads, identity systems, configuration, and critical applications—not only shared documents. Store keys separately from the systems being backed up and restrict who can rotate, export, or destroy them.

Use immutability with deliberate configuration

Immutable retention or delete protection can prevent alteration during a defined period, but it is not self-proving. A retention policy that is too short, an exposed administrator account, or an incorrectly scoped bucket can leave gaps. CISA warns that some cloud immutable-storage configurations may not satisfy compliance requirements and that misconfiguration can create significant cost. Confirm retention locks, legal holds, deletion roles, region settings, and billing impact before relying on the feature.

Maintain golden images and replacement capacity

A golden image is a known-good operating-system and application baseline for rebuilding critical systems. Keep its provenance and patch level documented, and store it outside the production administrative boundary. Recovery also depends on clean network capacity, spare hardware or cloud resources, and credentials that were not exposed in the incident.

Prove that restoration works

CISA calls for regular tests of backup availability and integrity in a disaster-recovery scenario. A successful backup job is not proof of a usable recovery point: restore representative files and complete systems, verify application consistency, measure the time required, and record which dependencies or keys are needed. Repeat after major architecture or retention changes.

Backup approach Exposure to ransomware Controls to verify Operational trade-off
Offline removable or tape copy Low while physically disconnected Encryption, custody, rotation, readable media, restore tests Manual handling and slower recovery; requires protected storage
Isolated online repository Lower than a shared production share, but still reachable Separate credentials, network segmentation, logging, deletion approvals Faster restores, with continuing identity and network exposure
Immutable cloud or object storage Reduced during the retention lock Correct lock mode, duration, scope, compliance review, cost monitoring Convenient scale; misconfiguration or retention cost can be substantial
Snapshots on the production platform High if the attacker controls the same platform Independent administration, export to another failure domain, tested recovery Very fast for routine recovery but weak as the only ransomware copy

What detection controls can reveal an attack before backups are damaged?

Detection is layered: endpoint prevention and telemetry, network visibility, and human response must work together. CISA recommends centrally managed antivirus that escalates warnings, application allowlisting and/or EDR, intrusion-detection monitoring, and log review. Alerts must reach people who can act; an unreviewed dashboard is not a response capability.

Endpoint and application signals

Real-time antivirus can flag known malware and suspicious behavior. EDR adds process, file, identity, and host-connection context, while application allowlisting can block unapproved binaries or scripts. Watch for mass file-renaming, unusual encryption processes, attempts to stop security or backup services, deletion of shadow copies, and a new tool running under an administrator account. These indicators can be benign in maintenance windows, so pair them with change records and user context.

Network and lateral-movement signals

Monitor authentication and network traffic for unusual east-west connections, remote service use, command-and-control patterns, and access to backup management interfaces. The Phobos advisory specifically notes that EDR can expose common and uncommon host connections and recommends tools that log and report lateral movement. Baselines should include servers, workstations, virtual infrastructure, and cloud control planes.

Backup and identity telemetry

Alert on sudden changes to retention, repositories, schedules, encryption keys, service accounts, and privileged-group membership. A backup job that starts deleting restore points, a new administrator token, or a disabled alert channel deserves immediate validation. Centralize these logs in a system the attacker cannot rewrite and route high-severity warnings to an on-call owner.

Exercise controls against realistic behaviors

The joint advisory recommends exercising security controls against the behaviors it describes and analyzing performance. Use authorized simulations or tabletop scenarios to test whether an endpoint alert arrives, whether lateral movement is visible, whether backup deletion is blocked, and whether staff can isolate systems without losing essential evidence. Record detection time, escalation time, and missed telemetry, then correct the gaps.

What warning signs suggest ransomware is preparing to deploy?

No single symptom proves ransomware, but combinations should be treated as an incident until disproved:

  • Unexpected privileged logins, new accounts, or authentication from an unfamiliar host or geography.
  • Remote administration across many machines outside a change window.
  • Security, backup, or recovery services being stopped or their exclusions modified.
  • Bulk reads, renames, or writes across file shares and server volumes.
  • Deletion or shortening of restore points, snapshots, retention locks, or backup schedules.
  • Command-and-control traffic or tools appearing on hosts that normally do not use them.
  • Antivirus, EDR, or log-forwarding agents going offline in a coordinated pattern.

Correlate timestamps across identity, endpoint, network, and backup systems. An apparent encryption event may be the visible end of an intrusion that began days earlier.

What should an organization do when detection fires?

Move quickly, but preserve evidence and avoid actions that make the compromise wider. CISA recommends triage, investigation of earlier activity, clean recovery, and out-of-band communication.

  1. Validate and declare the incident. Confirm the alert with host, account, process, and backup telemetry. Notify the incident lead and the people responsible for containment and recovery.
  2. Limit spread. Isolate affected endpoints and segments using network controls and disable compromised credentials. If network disconnection is impossible, powering down may be considered; do not make it a blanket step because shutdown can destroy volatile evidence.
  3. Protect communications. Use an out-of-band channel when appropriate. An attacker who realizes they have been detected may move laterally or deploy ransomware more broadly.
  4. Preserve and review evidence. Collect volatile data where feasible, then inspect identity, endpoint, network, and backup logs for precursor malware, persistence, lateral movement, and changes to recovery infrastructure.
  5. Hunt for backup tampering. Check deletion events, retention-policy changes, key access, repository permissions, and the integrity of recent restore points. Assume a backup account is exposed until its credentials and access paths are validated.
  6. Prioritize critical services. Identify systems whose outage threatens safety, revenue, legal obligations, or essential operations. This order determines which clean environments and recovery points are used first.

Do not reconnect a machine merely because its files look intact. Reconnection can reintroduce the attacker or spread malware to a clean segment.

How can systems be restored without bringing the attacker back?

Recovery should occur on a clean network with known-good systems, not on hosts whose persistence has not been investigated.

  1. Build or verify the clean recovery environment and its administrative accounts.
  2. Reimage compromised systems from trusted golden images or replace them; remove unauthorized persistence before returning any host to service.
  3. Restore from offline, encrypted backups according to the criticality plan. Validate the backup’s creation time, integrity, malware status, and required keys before importing data.
  4. Reconnect only systems that have been rebuilt, patched, monitored, and approved. Watch for renewed command-and-control, unusual authentication, or file changes.
  5. Document what was restored, which recovery points were used, and which data remains unavailable. Feed the findings into retention, segmentation, and detection improvements.

Restoring compromised system images or blindly copying executables can restore the malware as well as the data. If no clean copy exists, preserve evidence and obtain specialist incident-response help before improvising a rebuild.

How should backup and detection options be compared?

Evaluate architecture and operating practice, not a feature name. The following questions expose the differences that matter during a real incident.

Decision area Questions to ask
Isolation Are copies offline or separated from normal credentials, networks, and management consoles?
Immutability Is delete protection enabled, correctly scoped, long enough for the threat window, and tested with the actual administrator roles?
Coverage and encryption Are critical data, identities, configurations, cloud workloads, and keys included, with encryption at rest and in transit?
Recovery performance What is the measured restore time and data-loss point for each critical service, and when was it last tested?
Cloud responsibility Which controls belong to the provider and which belong to the customer? Have compliance limits and configuration costs been reviewed?
Clean infrastructure Are golden images, replacement hardware or cloud capacity, isolated credentials, and a clean recovery network ready?
Detection operations Do endpoint and network tools cover the environment, route alerts to staffed responders, and get exercised against relevant attacker behaviors?

Official guidance does not rank vendors or name a universally best product. A less sophisticated system with disciplined isolation and tested restores can be safer than an advanced platform configured with shared credentials and no recovery exercise.

Can a disconnected external drive help?

An “external hard drive for offline backups” can provide a useful physical copy when it is encrypted, access-controlled, verified, and disconnected except during backup or restoration. It is only one medium: a single consumer drive can fail, be lost, or contain an incomplete dataset. Keep additional protected copies, document rotation and custody, and test that the drive can actually restore required files.

What does a practical ransomware-resilience checklist include?

  • Offline or strongly isolated copies of every critical data class.
  • Encryption, separate key protection, and restricted deletion privileges.
  • Immutable retention reviewed for scope, duration, compliance, and cost.
  • Golden images and clean recovery capacity outside the production trust boundary.
  • Scheduled restore tests that measure time, dependencies, and data integrity.
  • Centrally managed antivirus with escalation, EDR or allowlisting, and network monitoring.
  • Central logs for identity, endpoint, network, and backup changes.
  • Alert routing to named responders with practiced containment and out-of-band communications.
  • Exercises that test lateral-movement detection, backup protection, and recovery decisions.

CISA’s publication record for the guide lists a revision date of October 19, 2023; consult the current publication page for updates.

Frequently Asked Questions

Does immutable storage guarantee that recovery will work?

No. Immutability can preserve a set of objects while encryption keys, application consistency, account access, or the recovery environment remain broken. Verify retention settings, keep keys separately, and perform complete restore exercises.

Should I immediately shut down every computer showing ransomware symptoms?

Not automatically. Shutdown can erase volatile evidence, so isolate systems through network controls when possible and involve the incident lead; power down only when disconnection cannot contain the threat.

How often should backup restores be tested?

The guidance calls for regular disaster-recovery testing rather than a single annual check. Set an interval based on how quickly data changes and repeat tests after migrations, retention changes, or major application updates.

Can cloud backups be safer than local backups?

Cloud storage can improve geographic separation and scale, but it remains dependent on correct identity, retention, encryption, and compliance settings. Shared-responsibility boundaries and configuration costs must be reviewed before treating it as an isolated copy.
