Choose RAG when an AI system lacks current, private, or citable information. Choose fine-tuning when the model knows enough but answers with the wrong format, tone, procedure, or task behavior. RAG retrieves source material at inference time; fine-tuning changes model parameters through training. Neither is a universal upgrade, and fine-tuning a document collection is not a dependable way to keep facts current. If an application needs both reliable knowledge and consistent behavior, use retrieval for the knowledge layer and fine-tune the generating model for the behavioral layer.
The practical question is therefore not “Which technology is better?” It is “What failure are we trying to correct?” The answer determines architecture, data preparation, evaluation, operating cost, and how safely you can change the system later.

Why is “RAG or fine-tuning?” the wrong first question?
RAG and fine-tuning adapt a foundation model in fundamentally different ways. Retrieval-augmented generation (RAG) leaves the model’s parameters unchanged and supplies selected documents in the prompt for each request. Fine-tuning updates parameters by training on examples, making a learned behavior more likely even when no document is retrieved.
That difference creates a useful diagnostic:
- Missing or changing knowledge: add a retrieval path so the answer can use the latest authorized source.
- Unstable behavior: fine-tune with high-quality examples that demonstrate the required response.
- Both problems: retain retrieval for facts and tune the generator or policy for how it responds.
Microsoft Foundry’s current guidance states, “Use RAG when you need answers grounded in private or frequently changing data,” and, “Use fine-tuning when you need to change model behavior, style, or task performance, rather than add fresh knowledge.” Those statements describe a design boundary, not a competition.

How does a RAG system work?
A RAG application retrieves relevant context at answer time and asks a generator model to use that context. The model can then ground an answer in documents that were unavailable when its base training finished.
- Ingest source data. Collect approved files, records, or pages and preserve metadata such as title, owner, date, version, jurisdiction, and access group.
- Clean and chunk the content. Split documents into passages that retain enough meaning to stand alone. Keep headings, table labels, section names, and document identifiers so a retrieved passage is understandable.
- Create representations and an index. An embedding model converts passages into vectors for semantic search. A search index can also retain keyword fields, metadata filters, and security attributes. Microsoft describes a typical workflow as preparing and chunking data, setting up an index such as Azure AI Search, and connecting that index to the model application.
- Retrieve for each question. The application embeds the user’s query, searches for candidate passages, and may combine vector, keyword, and metadata filtering.
- Rerank and assemble context. A reranker can reorder candidates by relevance. The application then removes duplicates, applies permissions, and fits the best passages within the model’s context limit.
- Generate with grounding instructions. The prompt tells the model to answer from the supplied context, distinguish missing information, and attach document references when required.
- Evaluate the complete path. Test ingestion, retrieval, context assembly, generation, citations, permissions, latency, and cost together. A strong language model cannot compensate for a retriever that returns the wrong passage.
RAG’s update mechanism is operational rather than parametric: when an approved document changes, reprocess the affected content and update the index. AWS guidance notes that RAG can incorporate the latest documents in minutes and provide a reference to the information source. That speed is especially valuable for policies, product specifications, incident runbooks, and other material that changes after a model’s training cutoff.

- Retrieval recall: the needed passage must appear among the candidates.
- Chunk boundaries: a chunk that separates a definition from its exception can produce a misleading answer even when the right document was found.
- Reranking: semantically similar but legally or operationally irrelevant passages must be demoted.
- Context limits: adding more text can crowd out the evidence that matters and increase distraction.
- Metadata and permissions: a relevant document is still unusable if the requester is not authorized to see it.
- Grounded generation: the model must be evaluated for unsupported claims, not just fluent wording.
What does fine-tuning change?
Fine-tuning trains a base model on curated examples so its parameters encode a more consistent response pattern. The examples can teach a schema, tone, classification boundary, tool-use sequence, or domain-specific routine. Fine-tuning is most useful when the desired behavior is stable and can be demonstrated repeatedly.
A fine-tuning dataset normally contains input-output examples (and, for some methods, preference or ranking signals). Quality matters more than raw volume: contradictory labels, incomplete outputs, or examples that contain accidental secrets can teach the wrong behavior. Hold out evaluation cases and test for regressions on capabilities that were not the target of the update.
Parameter updates do not create an automatically updateable, source-cited knowledge store. A model may memorize training examples, generalize a pattern, or fail to retain a rare fact. Ovadia, Brief, Mishaeli, and Elisha’s EMNLP 2024 comparison reported that language models struggled to learn new factual information through unsupervised fine-tuning, although repeated variations of facts helped. Their evaluated RAG systems consistently outperformed unsupervised fine-tuning on the knowledge-intensive tasks they tested.
Fine-tuning can still improve a smaller model or a tightly defined task. Soudani, Kanoulas, and Hasibi evaluated 12 language models in 2024 and found that RAG surpassed fine-tuning by a large margin for the least-popular factual knowledge. They also reported that fine-tuning could help small models, but required extensive resources.

Usually, yes. If the information changes, must be cited, or differs by customer, region, or permission group, retrieval is generally the safer first architecture. Keep the authoritative content in a controlled store and fetch only the passages a requester is allowed to use.
RAG also makes a correction reversible. You can replace a defective document, remove a revoked policy, or rebuild an index without retraining the model. Source identifiers and timestamps can be shown to an auditor or user, provided the application records which passages were actually supplied to the generator.
RAG is not automatically private or accurate. Ingestion can copy data into indexes, caches, logs, and prompts, so retention and access rules must cover every stage. Query-time authorization should be enforced before context reaches the model, not merely displayed as a warning in the prompt. Retrieval failures, stale indexes, ambiguous source versions, and prompt injection inside documents remain engineering risks.

When should you fine-tune instead of using RAG?
Fine-tune when the base model can perform the task in principle but does it inconsistently. The target should be a repeatable behavior that examples can specify, rather than a constantly changing fact collection.
Stable output contracts
If every response must follow a strict JSON schema, a house markup convention, or a fixed ordering of fields, representative examples can make compliance more reliable. Validate the output in code as well; training is not a substitute for a parser, schema validator, or retry policy.
Style and tone
A brand voice, reading level, or editorial convention is a behavioral preference. Fine-tuning can reduce the amount of prompt text needed to express that preference, although a system prompt and a small set of demonstrations may be sufficient for a modest style change.
Classification and routing
When labels have a stable definition and enough reviewed examples exist, fine-tuning can sharpen a decision boundary. Keep a test set containing hard negatives and new wording, because a model can learn superficial cues from the training examples.
Tool-use and task routines
Fine-tuning can teach a model when to call a tool, which arguments to produce, and how to recover from a known error sequence. Tool permissions and server-side validation still belong outside the model.

Small-model specialization
A smaller model may become useful for a narrow, high-volume task after tuning. This can reduce inference cost or latency, but the training pipeline, evaluation set, and deployment process add their own expense and operational burden.
Does fine-tuning teach a model new facts?
It can make facts appear in outputs, but it is not a dependable replacement for a current knowledge system. Facts embedded in parameters have no built-in update event, source citation, or per-user access check. When a fact changes, you must prepare new training data, run training and validation again, and deploy a new model version.
Unsupervised fine-tuning is particularly unreliable for injecting isolated factual items. The EMNLP 2024 study by Ovadia and colleagues found difficulty learning new factual information this way, while repeated fact variations improved results. That finding does not mean every supervised fine-tuning method fails; it means factual recall should be tested directly rather than assumed from training loss.
For current policies, prices, schedules, product catalogs, or case records, put the source in retrieval. Fine-tuning can still teach the model how to summarize or explain the retrieved material.

Can RAG and fine-tuning be used together?
Yes. A common hybrid keeps changing facts in a retrieval index and fine-tunes the generator for a stable response behavior. For example, retrieval can supply the latest support procedure while tuning teaches the model to produce a concise troubleshooting checklist with required escalation fields.
Build and test the layers separately before combining them:
- Measure the base model with a fixed prompt and a representative task set.
- Measure retrieval using questions whose supporting passages are known, including permission and version cases.
- Fine-tune on behavior examples without allowing outdated factual text to become the only source of truth.
- Run end-to-end tests with retrieved context, checking whether the tuned behavior preserves citations and refuses unsupported answers.
- Compare latency, token use, accuracy, citation quality, and failure recovery against the untuned RAG baseline.
Lawton, Samuel, Kumar, and Liu’s Findings of EMNLP 2025 comparison examined independent, joint, and two-phase strategies for fine-tuning in RAG systems. They found about equal exact-match and F1 improvements across the strategies they tested, but significantly different computational costs. The result supports measuring architecture-specific cost rather than assuming that a more elaborate training schedule is automatically better.
How do RAG and fine-tuning compare?
The following comparison focuses on the engineering property that drives each choice. Actual performance depends on the model, corpus, index, examples, and evaluation task.
| Decision axis | RAG | Fine-tuning |
|---|---|---|
| Where adaptation happens | At inference time, by retrieving context and adding it to the prompt | During training, by updating model parameters |
| Knowledge freshness | High when ingestion and indexing keep pace with source changes | Fixed until another training run and deployment |
| Source traceability | Can return document identifiers and passages used for an answer | Not inherent; parameters do not provide a source reference |
| Behavior and style control | Prompt and application logic can guide behavior, with limits | Designed for stable format, tone, task routine, and classification behavior |
| Data requirement | Authorized documents, metadata, chunking, embeddings, and retrieval evaluation | High-quality input-output examples plus training and holdout evaluation data |
| Update workflow | Reprocess changed content and update or rebuild the index | Prepare data, train, validate, version, and deploy a new model |
| Request latency | Includes query embedding, search, optional reranking, and context assembly | No retrieval step is required, although model generation still takes time |
| Training cost | No model fine-tuning is required; indexing and retrieval infrastructure still cost resources | Requires compute, training runs, experiment management, and evaluation |
| Inference cost | Retrieval services and the extra context tokens add per-request work | May reduce prompt examples, but the tuned model’s serving cost depends on its size and provider |
| Model availability | Works with a model that accepts application-supplied context | Limited to models and providers that expose a suitable tuning method |
| Privacy and access control | Can enforce permissions per query and per document before context assembly | Data incorporated into weights is harder to revoke or isolate by user |
| Hallucination exposure | Can hallucinate when retrieval is wrong, incomplete, or ignored | AWS guidance warns of increased hallucination risk and notes that tuning does not inherently provide references |
| Change reversibility | Swap, remove, or version indexed documents without changing model weights | Roll back the model version; individual training examples are not as easy to remove from weights |
| Evaluation burden | Must test retrieval, grounding, citations, permissions, and generation | Must test target behavior, generalization, regressions, memorization, and deployment quality |
Which option is cheaper?
There is no universal winner because the cost centers differ. RAG avoids model training but adds indexing, storage, search, reranking, context tokens, and ongoing ingestion. Fine-tuning avoids retrieval on each request but adds dataset curation, training compute, experiment cycles, evaluation, and model-version management.
AWS states that fine-tuning can take hours to days and may require specialized expertise, while RAG can incorporate new documents in minutes. Those are workflow observations, not a price quote: provider rates, corpus size, request volume, model size, and retention determine the bill.
Estimate both options with the same workload assumptions:
- Number of source documents and their change rate.
- Queries per day, average retrieved passages, and output length.
- Index, embedding, reranking, storage, and logging costs.
- Training examples, number of experiments, validation runs, and deployment frequency.
- Engineering time for permissions, monitoring, incident response, and rollback.
- Cost of a wrong answer in the target process.
For a small, stable classification task, a tuned compact model may be economical. For a large, frequently changing document collection, repeatedly retraining to chase updates is usually a poor operational trade.

What are the most common RAG failure modes?
The right document is never retrieved
Inspect query formulation, embedding quality, keyword coverage, chunk boundaries, and metadata filters. Add representative retrieval tests and measure recall before adjusting generation prompts.
A relevant passage is ranked below distractors
Use reranking, remove duplicate chunks, and preserve document structure. A larger top-k value is not automatically better if it fills the context with near-duplicates.
The answer cites a source but contradicts it
Check whether multiple versions were indexed, whether the prompt exposes conflicting passages, and whether the application records the exact context used. Add tests for superseded documents and explicit “not stated” answers.
Users see information they are not allowed to access
Apply authorization filters before retrieval results enter the prompt, and test cross-tenant and role changes. Do not rely on the generator to redact a passage it has already received.
Fresh documents do not appear
Monitor ingestion status, failed parsing jobs, embedding queues, index refresh time, and document version metadata. Provide an operational view that identifies the last successful update for each source.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What are the most common fine-tuning failure modes?
The model memorizes narrow wording
Vary phrasing, order, and realistic edge cases in training examples. Evaluate on unseen formulations so a high training score does not hide brittle pattern matching.
Formatting improves but facts become stale
Separate behavioral examples from current knowledge. Use retrieval for facts that change and test that the tuned model follows retrieved evidence rather than recalling an obsolete example.
Capabilities regress outside the target task
Keep a broad regression suite covering safety, refusal behavior, tool arguments, multilingual inputs, and ordinary user requests. Compare the tuned model with the original on the same cases.
Training data contains secrets or disputed labels
Review and minimize data before training. Remove credentials and personal information, document label definitions, and maintain dataset versions so an erroneous example can be traced and corrected.

In that experimental setup, supervised fine-tuning achieved the highest overall accuracy, illustrating why task design and training supervision matter.
These studies use different models, datasets, retrieval systems, and definitions of success. Apply their lesson at the level of failure modes: test freshness and grounding for knowledge systems, and test generalization and behavior for tuned systems.
What should a production evaluation plan measure?
Build an evaluation set from real requests, deliberately include hard cases, and score each layer separately.
- Retrieval: recall of the supporting passage, ranking quality, version selection, and permission correctness.
- Grounding: whether each material claim is supported by the supplied context.
- Citations: source identity, passage accuracy, and whether references actually support the statement.
- Task quality: exact match, F1, schema validity, classification accuracy, or a domain-specific acceptance test.
- Robustness: paraphrases, long inputs, contradictory documents, missing evidence, and prompt injection attempts.
- Operations: p50 and tail latency, token consumption, index freshness, error rates, and rollback time.
- Safety and privacy: unauthorized retrieval, sensitive-data leakage, unsafe tool calls, and memorization of training examples.
For a hybrid, retain separate dashboards for retrieval and generation as well as an end-to-end score. A gain in model accuracy can be hidden by a retrieval regression, while better retrieval can expose a formatting weakness in the generator.
What is the practical default for a new AI system?
Start with RAG when the product answers questions over private, changing, or source-cited material. Prove that the base model can follow the desired task with a good context passage, then invest in chunking, metadata, retrieval, reranking, permissions, and evaluation. Add fine-tuning after repeated examples show a stable behavioral deficiency that prompts and application logic do not adequately solve.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Start with fine-tuning when the knowledge is stable, the task is narrow, and you have enough reviewed examples to define success. Keep a separate source of truth if the model must explain current facts, satisfy audits, or honor per-user access rules. Use both when those requirements coexist, and validate the combined system rather than assuming that improvements in one layer transfer automatically to the other.
Frequently Asked Questions
Does RAG remove hallucinations completely?
No. RAG can reduce unsupported answers when the correct passage is retrieved and the generator follows it, but bad chunking, stale indexes, conflicting sources, or ignored context can still produce false claims. Measure groundedness and citation support on real cases instead of treating retrieval as a guarantee.
How often should a RAG index be refreshed?
Refresh it according to the source’s change and risk profile: event-driven updates suit rapidly changing policies, while a scheduled batch may be adequate for stable manuals. Track source versions and expose the last successful ingestion time so users and operators can see whether an answer could be stale.
Can a fine-tuned model expose information from its training examples?
It can memorize or reproduce distinctive examples, especially when data is duplicated or unusually specific. Remove secrets and personal data before training, test extraction with adversarial prompts, and keep sensitive, revocable information in an access-controlled retrieval system instead of model weights.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsWhat metrics should I monitor after launch?
Track retrieval recall, grounded-claim rate, citation precision, task accuracy, schema validity, latency percentiles, token use, index freshness, and unauthorized-access incidents. For tuned models, add regression and memorization checks; for hybrid systems, retain separate retrieval and generation metrics.
Should I tune the embedding model or the answer generator first?
Find the failing layer with a labeled evaluation set. If the supporting passage is absent or poorly ranked, improve indexing, query formulation, or retrieval before changing generation; if the passage is present but the response behavior is wrong, tune or otherwise adapt the generator.
