Yes. A game made with generative AI can be submitted to Steam. Valve has a dedicated generative-AI section in the Steamworks Content Survey, so AI use is handled through disclosure and review rather than an automatic ban. Your release still has to comply with Steam’s content rules, use content you own or have adequate rights to, match its store-page claims, and pass Valve’s ordinary store and build reviews. If the game creates content while it is running, you must also explain the safeguards that limit illegal output.
Does Steam ban games made with generative AI?
No. Valve’s policy distinguishes how AI is used and asks developers to disclose player-facing AI content. Disclosure is part of the review process, not an exemption from Steam’s rules. Valve states that products must follow its content requirements whether or not the developer discloses AI use in the survey.

It is whether AI-created material is delivered to players or whether the released game incorporates an AI service. AI used only to speed up coding, brainstorming, debugging, or other internal work is different from shipping AI-generated art, music, dialogue, localization, video, or runtime output.
What does Valve mean by pre-generated and live-generated AI?
Steam’s Content Survey separates player-consumed AI content into two categories. Classify each use accurately because the live-generated category adds a specific safeguard disclosure.

Pre-generated content
Pre-generated content is created with AI during development and included in the released game. Examples include character illustrations, textures, music, sound effects, scripted dialogue, narrative passages, subtitles, localization, trailers, or other assets that are made with AI assistance and then packaged into the build.
Valve evaluates this output in prerelease review in the same general way it evaluates non-AI content. You are expected to ensure that the shipped material is legal, does not infringe other parties’ rights, and is consistent with what the store page promises.
Live-generated content
Live-generated content is produced with AI while the game is running. A game that sends a player’s prompt to a model to create dialogue, images, quests, voices, or other material falls into this category, even if the model is hosted by a third-party service.
The baseline content and rights rules still apply. In addition, the survey asks you to describe the guardrails used to keep the live system from generating illegal content. Because output can change after release, explain the controls that operate during play rather than relying only on a one-time review of sample outputs.
Do I have to disclose AI-generated art, music, writing, or voices?
If the material is consumed by players and was created with AI assistance, include it in the generative-AI portion of the Steamworks Content Survey. The categories are broad enough to cover visual art, audio, narrative, localization, dialogue, textures, video, and similar player-facing assets.

Make an inventory before completing the survey. Record which assets were generated, which were edited by people, and whether any generation service remains part of the released product. This prevents a store description from saying “AI-free” when the build contains AI-created backgrounds or dialogue, and it gives you a consistent basis for answering Valve’s questions.
What rights do I need for AI-generated game content?
You must own or have adequate rights to the content you distribute. Steam’s onboarding rules also prohibit material that violates the laws of any jurisdiction where the game is available. A survey disclosure does not cure an unlicensed image, voice, song, model output, or source asset.
Keep provenance records for every shipped item that involved AI. A useful record includes:
- the model, application, plug-in, or hosted service used;
- the relevant model, tool, and dataset license terms;
- prompts or generation settings where they matter to the result;
- source images, recordings, text, or other inputs supplied to the tool;
- human edits, compositing, cleanup, or rewriting;
- the person or business that approved the final asset; and
- the date and game build in which the asset was used.
These records do not guarantee that an asset is legally usable in every country. Copyright, publicity, privacy, trademark, and contract rules vary by jurisdiction, and the available documentation does not make a jurisdiction-specific legal determination. Obtain advice appropriate to your release markets when an asset could identify a real person, reproduce a protected character, imitate a performer, or incorporate third-party material.
How do I submit an AI-assisted game to Steam?
Prepare the AI disclosure alongside the normal Steam Direct submission. The following order keeps the survey, store page, and build aligned.

- Inventory player-facing AI use. List every shipped asset or service created with AI, including art, sound, writing, localization, NPC dialogue, textures, video, and any runtime generation. Separate internal development assistance from content players receive.
- Classify each use. Mark content as pre-generated when it was made during development and packaged into the game. Mark it as live-generated when the game creates it while running. If both exist, describe both rather than choosing only one.
- Complete the generative-AI section of the Content Survey. Describe what the AI does, what players see, and where the output appears. For a live system, include the moderation and other guardrails intended to prevent illegal output.
- Audit rights and provenance. Confirm that you own or have adequate rights to each shipped asset and to any material supplied as an input. Remove or replace content whose license does not cover commercial distribution or the territories where you plan to sell.
- Make the store page accurate. Ensure screenshots, trailers, feature descriptions, and AI statements reflect the submitted build. Do not promise fixed handcrafted content if players will instead receive variable model output, and do not hide a material runtime generation feature.
- Finish the store-page checklist and submit the store presence. Valve says the store presence must be reviewed before the build. Correct any requested changes and wait for store approval.
- Submit the build for review. After the store presence is approved, submit the release build and complete the build checklist. Both the store presence and the build must be approved before release.
- Budget the Steam Direct fee. Valve’s onboarding documentation lists a $100 USD product submission fee. The fee is not refundable, but Valve’s fee documentation says it can be recouped after the product reaches at least $1,000 in Adjusted Gross Revenue from Steam Store or in-app purchases.
- Check the current waiting period. Valve documentation currently shows conflicting figures: one onboarding page states 21 days, while the Steam Direct page states 30 days. Treat the requirement shown in your current Steamworks dashboard, or a written response from Steam Support, as controlling before you announce a launch date.
What safeguards does a live AI game need?
Valve asks for an explanation of controls that address illegal output when generation happens during play. The survey is not a promise that a model will always behave correctly; it is an opportunity to explain how the released product limits foreseeable failures.
Describe the control points
Explain where prompts and generated results are checked, what categories are blocked, and what happens when a request or response fails a check. State whether moderation occurs before content reaches a player, after generation, or at both stages. If a human review queue, age gate, reporting tool, or replacement response is part of the design, identify it precisely.
Keep safeguards active in the shipped product
A filter demonstrated in a development build is not enough if the release configuration disables it or uses a different model. Document the production settings, service dependencies, and fallback behavior so the implementation described in the survey matches what Valve can observe in the submitted build.
Account for changing output
Pre-generated material can be inspected before submission. Live output can vary by prompt, model update, or service response, so maintain a way to investigate problematic generations and to disable or replace a failing feature. This is an operational implication of Valve’s separate treatment of live-generated content, not a separate permission to ship otherwise prohibited material.

What will Valve review besides the AI disclosure?
Valve still reviews the product as a Steam game. The store listing and the build must each pass their respective checklists, and the information in the survey should agree with both.

- Legality and rights: the game must not contain illegal or infringing material, and you must have adequate rights to what you distribute.
- Content consistency: the build should deliver what the store page, screenshots, trailers, and feature text describe.
- Disclosure accuracy: the AI category and implementation description should cover all player-consumed uses, including a runtime service that is easy to overlook.
- Operational safeguards: live generation should have the controls you describe for limiting illegal output.
- Submission readiness: the store presence and build need separate approval before release.
Valve’s policy therefore compares a product’s implementation and promises, not “AI” against “non-AI” as a quality label. A small game with a few pre-generated assets can be straightforward to audit; a game that generates unlimited player-facing material has a larger operational surface to explain and maintain.
Can Steam reject a game after I disclose its AI use?
Yes. Disclosure helps Valve understand the product, but it does not authorize prohibited content. A game can still fail review if it contains illegal or infringing material, uses content without adequate rights, misrepresents what players receive, or lacks the safeguards described for live generation.
Common preventable problems include:
- listing only the most visible AI asset while omitting generated localization, dialogue, or runtime features;
- using a voice, likeness, song, image, or text whose license does not cover the intended commercial use;
- submitting a store page that describes curated content while the build generates materially different content;
- describing moderation in general terms without explaining where it runs or what happens to blocked output; and
- assuming survey approval replaces the ordinary store-page and build review.
If review identifies a problem, correct the asset, rights documentation, implementation, or store description and resubmit through Steamworks. Do not rely on the fact that an AI feature was disclosed as a defense against a content-rule violation.

Use plain, product-specific language. Identify whether AI-created assets are fixed parts of the game or whether the game generates material during play. Explain the player-visible effect rather than making a broad claim such as “made with AI.”
For pre-generated content, a concise disclosure can identify the categories involved, such as environment art, music, or localization, and clarify that those assets are included in the shipped build. For live generation, explain that player inputs can produce variable content and summarize the safety controls without promising that every output will be identical or error-free.

Keep the wording synchronized across the survey, store description, screenshots, trailers, and in-game notices. If the implementation changes after approval—for example, a fixed dialogue system becomes a live model service—update the relevant materials and survey information before release rather than leaving an outdated promise on the store page.
What is the practical decision for an AI game developer?
Publishing is feasible when you can answer “yes” to four questions: Have you identified all player-facing AI content? Do you have adequate rights and provenance for it? Are live-generation safeguards real and explainable? Does the store page accurately describe the submitted build?

Frequently Asked Questions
Does using an AI tool only for programming require a generative-AI disclosure?
Valve’s generative-AI section is aimed at AI-created content that ships with the game and is consumed by players, or at AI services incorporated into the released product. Internal assistance with code or project management is not the same category, but answer the survey based on the final player experience and disclose any AI feature that remains in the build.
What should I do if an AI provider changes its model after submission?
Treat a model or moderation change as a change to the released implementation, not as an invisible maintenance detail. Recheck the output, rights terms, guardrails, and store description, then update the Steamworks information or contact Steam Support if the change affects what players receive.
Can I ship AI-generated content if I cannot prove who owns the underlying training data?
You need adequate rights to the content you distribute, and uncertainty about provenance is a reason to replace the asset or obtain a license rather than assume disclosure is enough. Keep the tool’s commercial-use terms and your own input and edit records so you can explain the basis for each shipped asset.
Where can I confirm whether the waiting period is 21 or 30 days?
Check the requirement displayed in the current Steamworks dashboard for your product and preserve a dated record of that instruction. If the dashboard does not resolve the discrepancy, ask Steam Support before setting a public release date.
