Public cloud and private cloud describe how infrastructure is deployed; sovereign cloud describes requirements and controls for where data and operations are governed, who can access them, and which technology and legal dependencies remain. A sovereign cloud can run on public or private infrastructure. “Sovereign” does not automatically mean on-premises, single-tenant, or compliant with every local rule.
To choose among them, separate the infrastructure question from the sovereignty question. First identify the level of exclusivity and operating control your workload needs. Then assess its data, jurisdiction, access, encryption, supply-chain, security, portability, and legal requirements against the specific service and contract.

What do public, private, and sovereign cloud mean?
Public and private cloud are deployment models. Sovereign cloud is better treated as a set of conditions a cloud service is expected to meet. The terms answer different questions, so they are not three mutually exclusive boxes.
Public cloud: infrastructure offered for open use
The U.S. General Services Administration’s Cloud Information Center reproduces the NIST-based definition of public cloud as infrastructure provisioned for open use by the general public. A provider makes cloud resources available to customers, rather than reserving the entire environment exclusively for one organization. The label describes the deployment model; it does not, by itself, establish where a particular customer’s data is stored, who can administer the service, or what protections apply.

Public cloud customers typically select services, regions, configurations, and access policies from a provider’s portfolio. Those choices can produce very different outcomes for data handling and operations. A general provider region may have different support personnel, subprocessors, services, or transfer paths from a specialized offering marketed for sovereignty. Treat the region and service SKU as part of the security and legal boundary, not as an incidental ordering detail.
Private cloud: infrastructure reserved for one organization
GSA’s NIST-based definition describes private cloud as “provisioned for exclusive use by a single consumer.” That exclusivity is the key distinction. A private cloud can be managed by the organization, a third party, or both, and it can be located on premises or elsewhere. Private therefore does not necessarily mean customer-owned hardware, in-house operations, or a server room at the organization’s office.

An off-site private environment may still involve a provider’s personnel, foreign legal entities, external software, or other dependencies. Conversely, a public service may offer strong contractual and technical controls for a workload without becoming private infrastructure.
Sovereign cloud: controls intended to meet sovereignty requirements
Sovereignty concerns can include jurisdiction, data location and processing, operational oversight, access, encryption, technological dependencies, supply chains, security, and compliance. A service may address some of these concerns while relying on public-cloud infrastructure; another may use private infrastructure. The label alone does not tell you which requirements are covered or how they are enforced.
The European Commission’s Cloud Sovereignty Framework is one specific way to assess the subject, not a universal legal standard. Its framework considers eight categories and an overall score based on 48 criteria. The Commission’s June 1, 2026 explanation associates SEAL-2 with data sovereignty, SEAL-3 with technological autonomy, and SEAL-4 with full sovereignty. Those terms and levels should be understood in the context of that European framework, rather than treated as a worldwide certification ladder.
What is the difference between public and private cloud?
The central difference is whether the infrastructure is offered for open use or reserved for the exclusive use of one organization. Ownership, physical location, management, and security are related procurement questions, but they do not define the public-versus-private distinction on their own.

| Question | Public cloud | Private cloud |
|---|---|---|
| Who is the infrastructure provisioned for? | Open use by the general public, under the GSA/NIST-based definition. | Exclusive use by a single consumer, under the GSA/NIST-based definition. |
| Who can own or manage it? | The definition does not settle the customer’s service-specific ownership or operating arrangements; check the provider’s terms. | The consumer, a third party, or a combination may manage it; ownership can also vary. |
| Where can it be located? | The deployment label alone does not specify a customer’s data location. | On premises or off premises. |
| Does the label establish sovereignty or compliance? | No. Verify the service’s location, access, legal, and contractual details. | No. Exclusivity does not by itself resolve jurisdiction, access, or other sovereignty questions. |
| What must be tested before adoption? | Region, service boundary, tenancy, operator access, key controls, dependencies, resilience, and exit arrangements. | Physical and logical isolation, operator access, staffing, technology dependencies, resilience, and exit arrangements. |
“Private” is sometimes mistaken for “more secure,” and “public” for “less secure.” Neither conclusion follows from the deployment definition. A private environment may offer different control or isolation characteristics, but the organization still needs effective operations and safeguards. Public cloud introduces its own considerations, including management access and multi-tenancy. The Swiss Federal Office for Cyber Security identifies these and other cloud risks, but does not establish a universal security ranking between deployment models.
Can sovereign cloud be public cloud?
Yes. Sovereignty requirements can be applied to services running on public-cloud infrastructure; the term does not require a private deployment. Microsoft describes its own Sovereign Public Cloud approach as adding sovereignty capabilities to Azure and Microsoft 365 while using existing hyperscale cloud regions.
Microsoft’s description includes data residency, operational oversight, and customer-controlled encryption capabilities. Those are vendor statements about its own approach, not a general definition or independent guarantee that every requirement is met. A customer must check the exact service, region, contract, support model, and applicable law. An offer called sovereign may address a particular set of controls while leaving other dependencies or obligations to be assessed.

The practical implication is that “sovereign public cloud” is not a contradiction. It means the underlying deployment remains public while additional controls are intended to address sovereignty objectives. Ask whether those controls cover only stored data or also processing, backups, logs, metadata, support tooling, incident response, and administrative channels. Confirm the answer for each service rather than extending a platform-level statement to every component.
What should you compare when evaluating a cloud service?
Compare the actual service boundary and evidence, not just the words public, private, or sovereign. The European Commission’s framework treats sovereignty as multidimensional, and the Swiss cybersecurity guidance highlights practical risks that can cut across deployment types.
Data location and jurisdiction
Ask where the relevant data is stored and where it is processed. Storage location is only one part of the assessment: establish which jurisdictions’ laws and authorities may apply to the service and its operations. Confirm the answer for the specific service and region rather than inferring it from a provider’s general cloud footprint or the location of its headquarters.
Include replicas, backups, disaster-recovery copies, monitoring data, support tickets, and service metadata in the question. A workload can appear resident in one country while operational records or recovery systems follow different boundaries. Document permitted transfer routes and the process for changing regions or restoring service after an incident.
Operational access and oversight
Determine who can administer the environment, access systems, provide support, and oversee operations. Ask which access paths exist, how they are governed, and what contractual or technical controls constrain them. A residency commitment does not answer who can operate or access the systems handling the data.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesRequest details on privileged-access approval, personnel location, background requirements, logging, emergency access, and notice of support intervention. Clarify whether the customer can approve, deny, or observe provider access and how quickly access records can be supplied for an investigation. These questions apply to both a managed private cloud and a public service.
Encryption and data governance
Establish who controls encryption keys and what protection applies to data at rest, in transit, and during processing. The Swiss Federal Office for Cyber Security notes that protecting data during processing can present challenges. Do not treat encryption as a single yes-or-no feature: clarify the relevant data states, key ownership and access, and the service’s actual protections.
Ask whether customer-controlled keys are available for the exact service, where key-management systems operate, who can recover or rotate keys, and what happens if a subscription or support relationship ends. Map retention, deletion, legal-hold, and backup rules to the workload’s obligations. A key-control feature is useful only if the customer can operate it reliably and if the contract describes the provider’s residual access.
Technology and supply-chain dependencies
Map the providers, subcontractors, software, and external dependencies involved in delivering the service. A service may satisfy a location or operational requirement while retaining dependencies that matter to an organization’s technological-autonomy or supply-chain goals. The European Commission includes technology and supply-chain concerns among its sovereignty dimensions.

Build an inventory that includes hardware, virtualization, identity services, observability tools, support platforms, and managed databases. Identify which components are replaceable, which are proprietary, and which require a foreign provider or specialist personnel. Ask how changes to subprocessors, software versions, or ownership are notified and governed.
Security, compliance, and resilience evidence
Identify the workload’s obligations and threat scenarios, then ask what controls and evidence address them. Consider management-interface exposure, multi-tenancy, reduced direct physical control, and the protection of data during processing. These are risks to evaluate and mitigate, not proof that one cloud label is inherently safe or unsafe.
Request current audit reports, control descriptions, incident histories where available, penetration-test summaries, and service-level commitments relevant to the workload. Check whether evidence covers the product you will use or only a broader platform. Examine backup frequency, recovery objectives, dependency failures, regional outages, and the customer’s own responsibilities. Compliance also depends on the particular workload, service, configuration, and applicable requirements; a broad label should not substitute for that assessment.
Portability and exit
Ask whether the application and data can move to another environment and what would be required to do so. The Canadian Centre for Cyber Security defines hybrid cloud as distinct cloud infrastructures bound by technology that enables data and application portability. That definition describes hybrid cloud, not an automatic feature of every cloud service. Portability needs to be designed and addressed in procurement rather than assumed from a provider’s deployment label.
Test export formats, identity dependencies, network connectivity, encryption-key transfer, licensing, and downtime. Estimate how long a full extraction and validation would take, how deleted data is certified, and which provider assistance is included. A design that connects public and private environments can improve placement choices, but it also introduces integration, monitoring, and failure-handling obligations.
Cost and operating responsibility
There is no universal price advantage attached to public, private, or sovereign labels. Compare the complete operating model: infrastructure charges, reserved capacity, support tiers, specialist staff, security tooling, audits, dedicated hardware, connectivity, data transfer, backup, and exit work. A private environment may shift more responsibility and fixed capacity to the customer; a public service may expose usage-based and egress costs. Sovereignty controls, dedicated operations, or region restrictions can change the commercial terms.
Ask providers to identify which controls are included, which are optional, and which require a separate service or contract. Model normal demand, peak demand, recovery operation, and migration rather than relying on a single monthly estimate. Keep cost comparisons tied to the same resilience, support, access, and evidence requirements; otherwise a cheaper quote may simply omit obligations the workload still needs.
How do you choose the right model for a workload?
Start with the workload’s requirements and constraints, not a preference for a label. The appropriate design depends on how much exclusivity is needed and which legal, operational, data, and dependency controls must be demonstrated.

Record the data and applications involved, the obligations that apply, and the consequences of exposure, interruption, or loss of access. Classify production data, backups, logs, and administrative records separately when their obligations differ.
- Separate deployment needs from sovereignty needs. Decide whether the workload requires infrastructure provisioned exclusively for one organization. Independently list requirements for jurisdiction, data handling, operations, encryption, technology, security, and supply chain.
- Set measurable acceptance criteria. State permitted storage and processing locations, approved operator jurisdictions, key-control requirements, recovery targets, evidence standards, portability expectations, and prohibited dependencies. If a requirement cannot be tested, rewrite it as a question that can be answered with documentation or a demonstration.
- Turn each requirement into a verifiable question. For example: where is data processed; who can administer the service; who controls keys; which external parties or technologies are involved; and what evidence supports the provider’s commitments?
- Evaluate the exact service and contract. Check the region, service boundaries, applicable terms, support arrangements, subprocessors, audit evidence, and contractual commitments. Do not assume that an answer for one product or region applies to another. Make marketing claims subordinate to written commitments and measurable controls.
- Run a design and failure review. Trace identity, network, logging, backup, key management, and incident response across every environment. Consider provider outage, legal restriction, compromised administrator, unavailable key service, and loss of connectivity.
- Plan for incidents and change. Identify how the organization will manage access, security risks, operational disruption, and changes to provider or service arrangements. Include the practical steps and dependencies involved in moving applications and data if exit becomes necessary.
This approach can lead to a public-cloud service with specified sovereignty controls, a private-cloud deployment, or an arrangement that connects distinct environments. The labels help describe the design, but they cannot replace a workload-specific assessment.

Common architecture choices
A general public-cloud design may fit workloads whose requirements can be met through selected regions, access controls, encryption, monitoring, and contractual evidence. The decision remains service-specific: verify processing paths, support access, and dependencies rather than relying on the provider’s overall reputation.
A private cloud may fit a workload requiring exclusive-use provisioning, a particular isolation model, or direct influence over hardware and operations. The organization must still operate the environment securely, maintain resilience, control privileged access, and assess third-party management and technology dependencies.
A sovereign public-cloud design may fit when a provider’s documented residency, operational, and key-control capabilities meet the workload’s requirements without requiring exclusive infrastructure. Validate which data and operations are covered, how personnel access is constrained, and what legal and supply-chain dependencies remain.
Recommended Free Tools
A hybrid arrangement can place systems in distinct infrastructures connected for portability or workload movement. The Canadian definition emphasizes technology that enables data and application portability. That connection must be engineered: identity, network paths, data formats, monitoring, and recovery procedures all need consistent ownership and testing.
What does “sovereign public cloud” mean in practice?
It generally refers to public-cloud services that a provider presents as adding controls intended to address sovereignty concerns. The phrase does not have one universally settled meaning in the sources cited here, so the useful question is which controls a specific offer commits to provide.
Microsoft’s example is a vendor-described approach built on existing hyperscale regions, with capabilities it says address residency, operational oversight, and customer-controlled encryption. When evaluating any such offer, map each stated capability to the data, operations, personnel, and dependencies it actually covers. Ask what is excluded, what evidence is available, and whether the commitment appears in the contract for the exact service you intend to use.
Also distinguish a provider’s platform controls from controls the customer must configure. A region restriction may require policy enforcement; customer-controlled encryption may require key rotation, recovery testing, and separation of duties. Sovereignty is achieved only when the technical configuration, operating process, provider commitment, and applicable law align.
What mistakes should you avoid?
- Equating private with on-premises. A private cloud can be off premises and managed by a third party.
- Equating sovereign with private. Sovereign requirements can be implemented on public or private infrastructure.
- Treating residency as a complete sovereignty answer. Location does not independently settle operational access, jurisdiction, encryption, technology, or supply-chain questions.
- Assuming a cloud label proves compliance. Check the applicable law, workload, service boundary, configuration, and contractual evidence.
- Using a blanket security ranking. Assess specific threats and controls. Risks such as management access, multi-tenancy, physical-control limits, and data processing need workload-specific treatment.
- Assuming portability comes with the label. Test what can move, what dependencies exist, and what migration or exit would entail.
- Generalizing a framework level. The European Commission’s SEAL levels and 48-criterion score describe its framework; they are not automatically a global certification or a guarantee for every service.
- Accepting a platform-wide promise for a single product. Confirm the exact service, region, support model, subprocessors, and contract language.
- Ignoring operational ownership. Controls that no team monitors, tests, or renews will not protect a workload merely because they appear in a service description.
Which model should you choose?
Choose public or private cloud based on the deployment and exclusivity your workload needs; assess sovereignty separately as a set of verifiable controls and obligations. Public cloud can be suitable when its specific service and commitments satisfy the workload’s requirements. Private cloud provides exclusive-use provisioning, but does not automatically resolve location, jurisdiction, security, or supply-chain concerns. A sovereign offer is meaningful only to the extent that its specific controls and contractual commitments match the requirements you need to meet.
Document the decision and the assumptions behind it. Reassess when the provider changes regions, subprocessors, support arrangements, encryption options, ownership, or applicable law. Sovereignty is an ongoing governance outcome, not a one-time label selected at deployment.

Frequently Asked Questions
Is sovereign cloud a legal certification?
Not as a universal term based on the frameworks described here. The European Commission’s SEAL levels belong to its own framework, so ask which scheme, assessment, or contractual commitment a provider is invoking and whether it applies to your jurisdiction.
Does storing data in my country prevent foreign authorities from accessing it?
A storage location alone cannot establish that outcome. Access and applicable law can depend on the service’s operating arrangements and other jurisdictional connections, so review the relevant contract and obtain legal advice for your circumstances.
Can an organization combine public and private cloud?
Yes. The Canadian Centre for Cyber Security describes hybrid cloud as distinct cloud infrastructures connected by technology enabling data and application portability. Whether that arrangement works for a particular workload depends on its design, controls, and portability requirements.
Does a cloud provider’s sovereignty framework apply automatically to every service it sells?
Do not assume so. Framework claims and capabilities may be bounded by particular services, regions, support arrangements, or contractual terms; confirm precisely what is included in the offer you are buying.
Is a private cloud always more secure than a public cloud?
No universal ranking follows from the deployment definitions. Private and public environments present different risks and responsibilities, including management access, multi-tenancy, physical-control limits, and data-processing protection. Compare the controls and evidence for the specific workload.
What should a sovereignty contract specify?
Look for precise commitments covering storage and processing locations, operator and support access, subprocessors, key control, incident handling, audit evidence, service boundaries, change notification, deletion, and exit assistance. A general marketing statement is not a substitute for service-specific terms.
Does customer-controlled encryption make a service sovereign?
No. Key control addresses one dimension. You must also assess jurisdiction, operational access, processing protections, technology and supply-chain dependencies, security, compliance, and resilience.
How does sovereignty affect cloud migration?
It can restrict permissible regions, operators, services, and dependencies, which may affect architecture and exit planning. Test data and application portability, identity integration, key transfer, connectivity, licensing, and recovery procedures before committing to a design.
The Bottom Line
Bottom line: Public and private cloud tell you who the infrastructure is provisioned for; sovereign cloud tells you which jurisdictional, operational, data, technology, and control requirements a service is designed to meet. Evaluate the exact service and contract across all of those dimensions instead of treating any label as proof of security, compliance, or autonomy.
