A durable university digital-history archive is an appraised collection, not a folder of screenshots or an indiscriminate copy of a campus server. Begin with the university archivist and records manager, select records with lasting value, capture public websites in a preservation-oriented package, digitize physical materials without damaging them, preserve originals and context, maintain separated copies, and review privacy and rights before publication. The Society of American Archivists’ 2023 guidance treats university archives as stewards of institutional evidence across formats, while the National Archives and Records Administration (NARA) warns that a static screenshot is not a substitute for a functional web record.
What belongs in a university digital history archive?
Start with appraisal, not equipment. Ask the campus archives which offices, websites, communities, periods and formats fit its collecting policy, then consult the records manager about retention schedules. The university’s mission, existing custody, legal obligations and research value determine what is selected; no universal list requires every department file or every web page to be retained.

- Board minutes, policies, accreditation files and major administrative reports.
- Departmental, faculty, staff and student-organization records that document decisions, activities and communities.
- Course catalogs, yearbooks, student newspapers, commencement programs and other publications.
- Photographs, campus plans, maps, architectural drawings and oral histories.
- Public websites, downloadable documents and media that explain how the institution represented itself at a particular time.
SAA describes these categories as illustrative rather than mandatory. Indiana University likewise advises consulting an archivist to determine historical value. Record the original office or group, custody, permission to preserve, and any known access restrictions before scanning or crawling.
What is the difference between preservation and access?
Preservation keeps an authentic, usable record and its context over time. Access creates a copy or presentation that people can discover and use. They are related but separate decisions, and a convenient access format must not replace the preservation master.

| Decision | Preservation concern | Access concern |
|---|---|---|
| Website | Retain content, context, capture details and, where possible, navigable structure in an archival package. | Provide a replay interface, catalogue description and a clear notice about missing or altered functionality. |
| Scanned document | Keep the original scan, technical metadata and significant physical original when a facsimile has limits. | Offer a derivative that is easy to view, download or search without exposing restricted information. |
| Born-digital office file | Keep the native file and relationships among related files; do not reduce a complex record to a printout. | Publish a suitable derivative only after rights, privacy and usability review. |
| Storage | Maintain multiple, separated copies and check that files remain usable. | Control who can see, download or request material and document any mediation. |
NARA defines web-record integrity as content being “complete and unaltered.” Its federal guidance is useful technical context, but federal transfer requirements do not automatically govern a university; local policy and retention schedules still control.
How do you scope a campus archive before capture?
- Establish authority. Meet with the archivist, records manager and the responsible office or student group. Identify the collecting policy, retention schedule, donor terms and any requirement for permission to transfer or preserve.
- Define the period and event triggers. Note redesigns, mergers, leadership changes, elections, emergencies, building projects and other events that may justify an extra website capture. Do not assume that a monthly or annual crawl is universally correct; frequency should follow documented change and records risk.
- Inventory first. List selected domains and subdomains, important URLs, publications, downloadable files, responsible units and whether each item is public, login-protected or dependent on a database. Record the date of the inventory and known gaps.
- Separate selection from disposal. Never destroy originals or delete source files merely because a scan or web package exists unless the archivist and records authority approve that action under the applicable schedule.
This inventory becomes the explanation for why particular records were captured and why others were not. It also prevents a crawler from silently becoming the institution’s unofficial retention policy.
How should you preserve a university website?
Use a web-archiving workflow that can export a preservation-oriented package, preferably WARC. The Library of Congress recognizes WARC and also recognizes WACZ; describe which package you created instead of implying that one format is mandatory for every institution.
Capture the site’s context, not just its pixels
Retain the original URL, capture date and time, archive or project identity, scope, software or service used, and a description of known omissions. The access presentation should identify the archiving institution and capture date and explain differences from the live site. A screenshot can show what a page looked like, but it normally omits linked pages, downloadable files, stylesheets, scripts, navigation state and the ability to replay a site.
The Library of Congress puts the discovery problem plainly: “A crawler can only capture websites that it knows about.” Seed the crawl with an approved URL list, site maps and important document links. Review internal links before the crawl and inspect the resulting package afterward.
Plan for crawler limits
- Check robots.txt and the site owner’s access rules. Obtain authorization for restricted areas rather than bypassing controls.
- List streaming media, embedded players, interactive maps, searchable databases and reports generated only after a query. These may require an authorized export, a separate media deposit or descriptive documentation.
- Capture representative pages from each template, not only the home page. Include PDFs, images, styles and navigation paths that researchers need to understand the site.
- Record gaps such as blocked assets, missing subdomains, failed requests, login barriers and pages that changed during capture.
- Replay a sample in the archive viewer. Check internal links, PDFs, images, styles, navigation and representative dynamic pages. A successful crawl job does not prove that every user interaction was preserved.
Indiana University documents using Archive-It for institutional web archiving and notes that dynamic reports can be difficult to capture. Treat that as a reason to plan supplementary exports, not as permission to claim that an interactive database has been fully recreated.

WARC, WACZ and screenshots serve different purposes
| Method | What it retains well | Where it falls short |
|---|---|---|
| WARC-oriented capture | HTTP responses, linked resources, capture context and replayable site components. | Some dynamic, database-backed or streaming functions may still need separate treatment. |
| WACZ package | A recognized web-archive package option that can bundle capture data and related metadata. | Local software, scope and replay limitations still need to be documented. |
| Static screenshot | A visual access copy of one rendered state. | Not a navigable web record and not a replacement for functional capture. |
| Saved page or printout | A quick reference for a single page. | Often loses linked context, scripts, media, metadata and site relationships. |
How do you digitize yearbooks, scrapbooks and paper records safely?
Choose the imaging method according to condition and structure. NARA’s paper guidance states: “Always use an overhead setup to copy or digitize books, scrapbooks, and other bound materials.” A supported book cradle or copy stand keeps a binding from being forced flat and lets you capture pages without running them through a feeder.
Bound or fragile volumes
- Inspect the binding, paper, fasteners, tears, surface dirt and loose inserts before handling.
- Use an overhead camera or scanner with a book cradle and adjustable support. Open only as far as the binding safely permits.
- Capture covers, spines, title pages, blank pages that carry inscriptions, foldouts, inserts and page numbers when they help establish context.
- Keep a sequence record so researchers can distinguish missing pages from skipped capture steps.
Loose, stable sheets
A flatbed scanner can be appropriate when the entire sheet fits, the paper tolerates handling and the equipment does not bend, abrade or trap the original. Do not put brittle, torn, friable or otherwise fragile sheets through an automatic document feeder. If an original has annotations, unusual paper, seals, folds or other evidentiary value, retain it even after imaging.
Born-digital documents
For office files, preserve the native format and related files when they carry meaning. A screenshot, PDF printout or converted image may be useful as an access derivative, but it cannot represent every feature of a spreadsheet, database export, presentation, email thread or document with embedded objects. Record the software context when it matters to interpretation.
What metadata and file package should accompany each item?
A file without provenance quickly becomes an orphan. For every website capture, scan or born-digital transfer, record:
Free tools Windows power users keep installed
One-click scans. No signup required.
- Creator, originating office or group, and former custodian.
- Title, date or date range, description and the activity or event documented.
- Relationships to series, publications, earlier versions, attachments or related web pages.
- Capture or digitization method, equipment or service, operator, date and time, and any known omissions.
- Original filename or URL, stable local identifier and file format.
- Permission to preserve, donor or institutional terms, copyright information and access restrictions.
Keep a stable directory arrangement and descriptive filenames. Distinguish the preservation master from derivatives such as a compressed image, OCR text or web preview. Wake Forest’s digital-records guidance lists common formats and strongly prefers PDF/A where appropriate for text documents. PDF/A can be a useful derivative or preservation choice for suitable text, but it is not a blanket substitute for retaining every meaningful original format.
For web archives, include the archive identity, capture time and replay limitations in the catalogue or access record. For scans, retain the source sequence and any notes needed to explain cropped edges, folded pages, color targets or missing leaves. The objective is reproducibility of meaning, not merely a large pile of files.

How many copies should a digital archive keep?
Use a maintained, separated-copy plan rather than trusting a single external drive or server. NARA describes the 3-2-1 rule: three copies, on two media, with one copy off site. Wake Forest recommends a primary copy plus two backups and suggests checking storage media twice yearly and files at least yearly. These are procedural recommendations, not measured guarantees against loss.
- Keep a primary managed copy with documented access controls.
- Maintain two additional copies on different media or storage systems.
- Place at least one copy in a geographically separate location.
- Schedule media inspections twice a year and file-usability checks at least annually.
- Migrate files or storage when a medium, format or service is becoming unsupported, and record what changed.
A backup that has never been restored is only an assumption. Periodic checks should confirm that files open, web packages replay as expected and the catalogue still maps files to their creators and restrictions.

When can campus records be made public?
Preservation custody does not equal unrestricted online access. Review each collection or item for student-record restrictions, privacy, copyright, donor terms, institutional policy and the practical risk of exposing personal information. FERPA-sensitive material may require restricted or mediated access, and a yearbook’s acquisition does not automatically authorize putting every page online.
Use item- or collection-level restrictions where necessary. Provide a request process for material that cannot be openly posted, and document the reason, reviewing authority and review date when one exists. Consult the university’s records, privacy or legal staff for specific decisions; do not treat a general archival guideline as a legal determination.
Which capture and storage approaches fit different records?
| Situation | Preferred approach | Main trade-off |
|---|---|---|
| Public site with stable pages and downloads | WARC-oriented crawl with an approved URL inventory and replay review. | More complete and navigable than screenshots, but still requires gap documentation. |
| Interactive report or database | Authorized export plus a web capture of explanatory pages and a description of the live workflow. | Preserves evidence of the function without promising that every query can replay. |
| Bound yearbook or scrapbook | Overhead imaging with a book cradle; retain the significant original. | Safer for bindings but slower than feeding loose pages. |
| Sound loose sheets | Flatbed or other equipment that supports the full sheet without harmful handling. | Efficient for suitable paper, inappropriate for fragile material. |
| Long-term storage | Primary copy plus separated backups, routine checks and planned migration. | Requires ongoing administration rather than a one-time purchase. |
| Public presentation | Access derivatives and a catalogue with rights and restriction notes. | Improves discovery while preserving privacy and donor controls. |
What common failures occur, and how do you fix them?
The crawl contains only the home page
Cause: The crawler was not given discoverable links, the site uses unlinked URLs, or access rules blocked requests. Fix: Expand the seed list with site maps and approved URL inventories, review robots.txt and permissions, and run a representative recrawl. Record any remaining gaps.
Pages replay without styles or images
Cause: Asset requests were blocked, stored outside the crawl scope or dependent on a separate host. Fix: Add authorized asset domains and resource paths, capture representative pages again, and document resources that cannot be collected.

An interactive report will not work in replay
Cause: The report depends on a live database, session state, scripts or an API that the archive cannot reproduce. Fix: Request an authorized export, preserve the explanatory interface and document the date, parameters and limitations of the captured function. Do not claim that the replay is equivalent to the live database.
A yearbook scan shows a damaged binding
Cause: The volume was opened too far or handled with unsuitable equipment. Fix: Stop, consult the archivist or conservator, support the book with a cradle and use overhead imaging. Never switch a fragile volume to an automatic feeder.
The archive has files but no reliable context
Cause: Filenames, creators, dates, relationships or permissions were not recorded at transfer. Fix: Pause publication, reconstruct provenance with the originating office and archivist, assign stable identifiers and separate preservation masters from derivatives.
A backup drive fails
Cause: A single device was treated as the preservation program. Fix: Replace it from the maintained primary and other separated copy, verify file usability, update the inventory and restore the 3-2-1 arrangement. Keep media checks on a schedule.

A public scan exposes student information
Cause: Access review occurred after digitization or was applied only to the collection level. Fix: Remove or restrict the affected derivative, preserve the source under controlled access, and ask the university’s records or legal staff to determine the appropriate review and notice.

For a quick visual access copy of a public campus page—not as a replacement for a WARC or WACZ preservation package—ScreenshotNeo provides a single-request screenshot API. It accepts the cookie or consent banner like a visitor, removes more than 60 known consent platforms, newsletter popups and chat widgets before capture, and lets you turn each cleanup step off. Bot checks, CAPTCHAs, blank pages, timeouts, failed loads and cache hits are not billed, and the response identifies the result with X-Page-Verdict and X-Billed headers. Its MCP server provides take_screenshot, get_page_info and capture_pdf tools for Claude, Cursor and other MCP clients.
Use the API only where a rendered image is the appropriate access derivative. For archival custody, retain the original URL, capture time and package metadata separately.

How should a project be documented for future historians?
Write a short collection-level statement that explains the scope, selecting authority, capture dates, tools or equipment, formats, known gaps, custody, restrictions and review responsibilities. Link each website package or scan set to its source office or organization and to related publications or physical holdings. Future users should be able to tell what was captured, what was omitted, who authorized it and how the access copy differs from the preserved source.
The strongest archive is therefore a continuing program: appraisal before capture, preservation packages rather than isolated screenshots, careful handling of originals, descriptive context, separated maintained copies and deliberate access decisions. That sequence protects both the evidence and the people represented in it.
Frequently Asked Questions
How often should a university website be captured?
There is no single interval that fits every campus. Base the schedule on documented change, the site’s records risk and known events such as redesigns, elections or emergencies, and make additional captures when those events occur. Keep the reason for each interval in the project documentation.
Can a WACZ file replace a WARC file?
WACZ is a recognized web-archive package, while the Library of Congress gives WARC preference in its web-archiving resources. Choose the package your repository can preserve and replay, then record the format and its limitations rather than treating either as universally sufficient.
Should the university discard paper after scanning it?
Not automatically. Binding evidence, annotations, seals, unusual paper and other physical characteristics may be significant, and a scan can omit them. Disposal requires an archivist’s appraisal and the applicable records schedule.
What should researchers see when a page is restricted?
Provide a catalogue description that identifies the item, its date and broad subject while withholding protected content. State that access is mediated or restricted and give a request route when institutional policy permits one.
