For most SaaS products serving users in the United States and European Union, make a transactional email reset link the default recovery channel. It has a simpler dependency model than SMS, and OWASP documents URL tokens delivered by email as a straightforward reset method. Keep SMS OTP as a constrained fallback or additional signal when a verified phone number is genuinely useful; do not treat it as a blanket security upgrade.

Both channels require the same core controls: cryptographically random, sufficiently long, single-use, time-limited credentials; secure storage; strict rate limits; generic responses and uniform timing; and careful post-recovery session handling. Neither email nor SMS is phishing-resistant. For high-risk administration, financial actions or sensitive personal data, add WebAuthn/FIDO2 rather than relying on either recovery channel as strong multifactor authentication.

Should I use email or SMS for password reset in a US/EU SaaS product?

Use email reset links as the normal path when the account already has a verified address. Email avoids carrier dependencies, number changes and SIM-replacement events, while fitting the account identifier most SaaS products already collect. Offer SMS only where a verified phone number is an important, separately assessed recovery signal, and make it a fallback with tighter abuse controls rather than the only method.

Why email is usually the simpler default

  • Most SaaS accounts already have an email address used for sign-in, billing or product notifications.
  • The flow is a single HTTPS link instead of a code that users must copy, type and request again if it expires.
  • You can keep the reset experience on a domain you control and apply browser protections such as a no-referrer policy.
  • There is no carrier, sender-ID, roaming or phone-number-porting dependency to operate across US and EU markets.

Where SMS can still be useful

  • A customer has a verified number but cannot currently reach the mailbox.
  • A phone possession check is one signal in a higher-friction recovery process.
  • A regulated or enterprise workflow has a documented reason to retain PSTN delivery despite its restricted-authenticator status.

Do not make SMS the sole recovery route for privileged accounts unless your threat model explicitly accepts SIM-swap, number-porting and SS7 risks and you have a separate support process for disputed recovery.

What is the practical difference between email reset links and SMS OTP?

The channels differ less in the cryptography than in the infrastructure around them. A secure token or OTP can be generated correctly in either channel, but delivery, account ownership and abuse risks are different.

Decision axis Email reset link SMS OTP
Implementation complexity Usually one request endpoint, a token store, an email template and a reset page. Requires OTP generation, SMS provider integration, resend handling, attempt counters and phone-number lifecycle management.
User reachability Works when the user can access the registered mailbox; corporate filters and delayed mail can interfere. Works when the user has the registered number and network coverage; roaming, changed numbers and lost devices can interfere.
Delivery latency Can be near-immediate but depends on mailbox processing, filtering and provider queues. Can be near-immediate but depends on carrier routing, congestion, country rules and sender registration.
Enumeration resistance Generic responses and uniform timing are required; delivery itself can reveal whether an address exists if not handled carefully. Generic responses and uniform timing are required; SMS sends can also become an observable, chargeable side channel.
Account-takeover exposure Depends on mailbox security, forwarding rules, session theft and phishing. Includes SIM swaps, number porting, SS7 interception, lost devices and carrier-account compromise.
Regional compliance posture Still involves personal data and a processor; document retention, access and transfer controls for US/EU users. Involves phone numbers, telecom processors and a restricted authenticator under NIST guidance; document risk acceptance for sensitive use.
Operational cost No comparable 2026 US/EU benchmark is published by the cited OWASP or NIST guidance; measure provider charges and delivery outcomes for your population. No comparable 2026 US/EU benchmark is published by the cited OWASP or NIST guidance; measure message charges, retries and carrier-specific failures.
Fallback coverage Useful when a phone is unavailable, but fails if the mailbox itself is compromised or inaccessible. Useful when email is inaccessible, but fails after number changes, SIM loss or carrier blocking.
Observability Track request, send, delivery, click and completion events without storing the full token or URL. Track request, send, delivery, verification, retry and lockout events without storing OTP values.
Migration to stronger authenticators The reset page can guide users to enroll a passkey after recovery. The verified-phone record can remain a recovery signal while authentication moves to TOTP, push or WebAuthn/FIDO2.

OWASP and NIST establish the security controls, not a universal delivery-rate, completion-rate, latency or per-message-cost winner for 2026. Run a controlled measurement with the providers and user segments you actually serve.

How should I design a password-reset email API?

Build the email flow as a short-lived, one-time capability rather than as a second password. The public request must reveal nothing about account existence, and the reset page must be hosted and constructed from trusted configuration.

1. Accept a reset request without confirming the account

POST /v1/password-resets
{ "identifier": "[email protected]" }

Return the same status, message and approximate response time whether the identifier matches an account or not. A response such as If an account matches, instructions will be sent. prevents a caller from learning which addresses are registered. Apply per-account and per-network rate limits, and add CAPTCHA or an equivalent abuse challenge when automated traffic warrants it.

2. Create and store a reset capability safely

  1. Normalize the identifier using the same rules as sign-in, then resolve it internally.
  2. Generate the token with a cryptographically secure random generator. Make it sufficiently long to resist guessing.
  3. Bind the record to the user, set an explicit expiry, mark it unused and invalidate or supersede older outstanding tokens according to your recovery policy.
  4. Store a verifier or protected representation of the token rather than the usable value in plaintext. Keep the raw token out of application logs, analytics, traces and support dashboards.
  5. Record only the metadata needed for abuse investigation, such as creation time, user identifier, network risk signals and use status.

3. Send a fixed-domain HTTPS link

Construct the URL from a configured application origin, for example https://accounts.example.com/reset, and append the token in the format your reset page expects. Never derive the origin from the HTTP Host header, because an attacker who controls that header could cause a legitimate reset message to contain a malicious domain. Use HTTPS, a no-referrer policy on the reset page and a template that does not expose the token to third-party analytics.

4. Consume the token in a controlled transaction

  1. Present a password form only after validating that the token exists, is unexpired, belongs to the intended account and is unused.
  2. On submission, verify the token, enforce password policy and write the new password and token-consumed state atomically.
  3. Reject reuse, expired values and values that exceed the allowed attempt or request limits.
  4. Do not put the token in confirmation pages, browser history links, referrer headers or log messages after it has been consumed.

5. Notify and contain the change

Send a password-changed notification through an established address or another already trusted channel. Invalidate outstanding reset links and any parallel recovery artifacts. Invalidate active sessions by default for high-risk products, or let the user explicitly choose session invalidation when your product has a documented reason to preserve some sessions.

Apple EarPods Headphones with USB-C Plug, Wired Ear Buds with Built-in Remote to Control Music, Phone Calls, and Volume
  • SUPERIOR COMFORT — Unlike traditional circular ear buds, the design of EarPods is defined by the geometry of the ear. Which makes them more comfortable for more people than any other ear bud–style headphones.
  • HIGH-QUALITY AUDIO — The speakers inside EarPods have been engineered to maximize sound output and minimize sound loss, which means you get high-quality audio.
  • BUILT-IN REMOTE — EarPods with USB-C plug also include a built-in remote that lets you adjust the volume, control the playback of music and video, and answer or end calls with a pinch of the cord.
  • COMPATIBILITY — Works with all devices that have a USB-C port.
  • INTEGRATED MICROPHONE — A built-in microphone precisely captures your voice while you’re on the phone, taking a FaceTime call, or summoning Siri — so you’re always heard loud and clear.

How do I prevent password-reset account enumeration?

Enumeration is prevented by making a request for an existing account indistinguishable from a request for a nonexistent one. OWASP specifically recommends consistent messages and uniform timing.

  • Use one HTTP status, response body and user-facing wording for every identifier.
  • Keep processing time within a controlled range; do not return immediately for unknown addresses while waiting on a mail provider for known ones.
  • Apply limits by account identifier, source network, device or risk bucket, and provider quota.
  • Throttle resend requests and avoid exposing whether a previous message was sent.
  • Use abuse challenges selectively so they do not become an identifier oracle themselves.
  • Keep administrative logs private and redact addresses, reset URLs and token values in routine telemetry.
  • Monitor spikes in reset requests, delivery failures, unusual geography and completion attempts without publishing those signals to the requester.

A generic response is not enough if a separate endpoint, timing difference, email preview, support tool or analytics event reveals the account state. Review the entire request-to-delivery path as one observable system.

How should an SMS OTP recovery API work?

SMS recovery should use a short-lived, one-time code with strict attempt limits and an explicit phone-number trust record. OWASP recommends secure random generation, single use, invalidation after successful verification, no OTP logging and no long-term plaintext storage.

Request and send

  1. Accept the same generic recovery request for known and unknown users.
  2. Resolve only a phone number that was previously verified and is eligible for recovery; do not let a recovery request add a new number.
  3. Generate a fresh OTP with a cryptographically secure generator, set a short expiry appropriate to the risk and overwrite any prior active code.
  4. Store a protected verifier, expiry, attempt count and user binding. Never log the code or retain it in plaintext after verification.
  5. Send through the selected SMS provider and rate-limit by account, number, network and device risk.

Verify and resend

  • Accept only the current code, within its expiry and attempt budget.
  • Invalidate the code immediately after a successful check or when the attempt budget is exhausted.
  • On resend, generate a new code and overwrite the prior record; never extend an old code by merely sending it again.
  • Make resend responses generic and prevent unlimited sends that can create cost or denial-of-service problems.

NIST SP 800-63B-4 designates SMS and other PSTN-delivered codes as restricted because of SS7 interception, SIM-swap and number-porting attacks. For applications handling valuable accounts or sensitive personal information, document why SMS remains acceptable, monitor available SIM-swap signals and plan a migration to TOTP, push or WebAuthn/FIDO2.

Is SMS OTP safer than a password-reset email?

There is no universal “safer” channel. SMS changes the failure mode from mailbox compromise to telephone-network and carrier-account compromise, while email links are vulnerable when the mailbox, forwarding rules, browser session or user is compromised.

Threats specific to SMS

  • SS7 interception can redirect or expose messages within the signaling ecosystem.
  • A SIM swap or number port can move the number to an attacker-controlled device.
  • A compromised carrier account, lost phone or weak device lock can expose codes.
  • Carrier filtering, roaming and regional routing can prevent legitimate delivery.

Threats specific to email links

  • A stolen mailbox session or malicious forwarding rule can expose reset messages.
  • Phishing can trick a user into entering a password or presenting a reset link to an attacker.
  • Corporate filtering, delayed queues and link scanners can make a valid message appear late or cause confusing one-time-link behavior.

Protect either channel with one-time use, short lifetimes, secure random generation, storage protection, rate limits and post-reset notifications. For phishing-resistant assurance, neither channel is sufficient; use a passkey or another WebAuthn/FIDO2 authenticator.

Can I use email as MFA?

Use email as a recovery notification or reset-link channel, not as a strong authentication factor. OWASP says email should not be treated as a strong authentication factor, and NIST states that OTP authentication is not phishing-resistant. NIST also says methods such as email that do not prove possession of a specific device shall not be used for out-of-band authentication.

After a successful recovery, prompt the user to enroll a stronger authenticator. A passkey or security key can resist phishing at sign-in and during sensitive actions, while email or SMS remains a backup path that receives extra monitoring and rate limits.

What should happen immediately after a successful password reset?

Completion is a security boundary, not just a database update. Perform the following actions in the same controlled workflow:

  • Mark the reset token or OTP consumed and invalidate every other outstanding recovery artifact for that account.
  • Notify the user that the password changed, using an established address or channel that was not just added during recovery.
  • Revoke active sessions, refresh tokens and remembered-device grants according to your risk policy; for administrator accounts, default to broad revocation.
  • Record an auditable event with time, account, outcome and risk signals, but not the secret itself.
  • Review recent changes to recovery email addresses, phone numbers and MFA methods when compromise is suspected.
  • Provide a support route for a disputed reset and alert all applicable previously established addresses.

Do not automatically trust a recovery address or phone number that was changed immediately before the reset. Require additional verification or a cooling-off process for high-risk changes.

What US/EU operational and compliance decisions should I document?

US and EU deployments need a data-handling decision for both channels, not just a transport decision. Email addresses, phone numbers, IP addresses, delivery events and recovery history can all be personal data in context.

Data minimization and retention

  • Keep only the identifier, protected token or OTP verifier, expiry, status and abuse metadata required to operate and investigate recovery.
  • Define retention periods for delivery logs, support records and security events; separate short-lived token data from longer-lived audit data.
  • Restrict support access and redact secrets in dashboards, exports and incident tickets.

Processor and transfer review

  • Assess the email and SMS providers as processors or service providers under the contracts applicable to your users.
  • Document where message content, phone numbers and event logs are processed and how subprocessors are controlled.
  • Provide a user-facing explanation of recovery notifications and a route to report an unauthorized reset.

Risk acceptance for SMS

Because NIST classifies PSTN delivery as restricted, record the business reason for using SMS, the account classes for which it is allowed, the fraud signals you monitor and the target date or trigger for moving to a stronger authenticator. A blanket “SMS is convenient” rationale is not an adequate control for privileged or high-value accounts.

How should I measure the two channels before choosing a provider?

Do not import a generic success-rate or price claim. Instrument both paths and compare the same user cohorts, countries, account types and risk levels.

  • Reach: requests that produce a provider acceptance, delivery event and user-visible message.
  • Speed: time from request to delivery, click or code verification, with separate distributions for each country and provider.
  • Completion: successful recovery divided by eligible, rate-limited requests, excluding deliberate test traffic.
  • Abuse: enumeration attempts, automated requests, resend storms, rejected codes and support disputes.
  • Cost: message or email charges, retries, failed-delivery charges and abuse-related spend.
  • Security outcomes: suspicious resets, post-reset session revocations, SIM-swap indicators and reports of mailbox or phone compromise.

Keep token values, OTPs and complete reset URLs out of the telemetry used for these measurements. Aggregated metrics should answer whether the channel works for your population without creating another secret store.

How do I migrate from SMS-only recovery to stronger authentication?

Migration works best as a staged change, with SMS retained temporarily for users who have no stronger method and with clear restrictions on sensitive actions.

  1. Inventory accounts that have only SMS, only email or multiple verified methods, and flag privileged roles separately.
  2. Introduce email reset links with generic responses, protected tokens, session invalidation and notifications.
  3. After a successful recovery, offer enrollment of a passkey, security key, TOTP or approved push authenticator.
  4. Require the stronger authenticator for administrator actions, payment changes, exports and other high-impact operations.
  5. Keep SMS behind risk-based limits and monitor number changes, SIM-swap signals and unusual recovery geography.
  6. Set a retirement criterion for SMS, such as adoption of a stronger method by the required account population and a tested support route for exceptions.

Which recovery design should a SaaS team choose?

Use this decision rule:

  • Typical consumer or B2B SaaS: email reset link as the primary route, SMS as an optional fallback only after phone verification.
  • High-value or PII-heavy SaaS: email or SMS for recovery initiation, but require WebAuthn/FIDO2 or another stronger authenticator for sensitive actions and privileged access.
  • Phone-centric product: SMS may be operationally necessary, but treat PSTN as restricted, add a mailbox or support fallback and document the residual risk.
  • Accounts with no reachable channel: use a separately controlled support process with identity verification, auditability and escalation; never let a newly supplied address or number become trusted immediately.

The simplest secure architecture is therefore not “email everywhere.” It is a generic, rate-limited recovery API; one-time protected artifacts; a dependable email default; narrowly scoped SMS fallback; and a deliberate path to phishing-resistant authentication.

FAQ

Can a mail security scanner invalidate a reset link before the user opens it?

Yes. Automated scanners may request links to inspect them, so design the first request as a non-consuming landing page and require an explicit user action to submit the new password. Record scanner-like activity for abuse analysis, but do not reveal token state to the requester.

What should support do when a customer loses both the mailbox and phone?

Route the case to a documented manual-verification process with an auditable decision, multiple independent account signals and appropriate delay for high-risk changes. Do not let support replace the recovery address or phone and immediately use that new value as proof of ownership.

Should recovery notifications include the user’s new password?

No. A notification should state that a password changed, identify the approximate time and provide a way to report an unauthorized event. Never send or store the password in email, SMS or support systems.

How can mobile apps handle reset links safely?

Use universal or app links only after validating the trusted domain, and keep the token out of analytics, crash reports and clipboard history where possible. If the app cannot complete the reset securely, open the same HTTPS flow in a protected browser context rather than falling back to an unverified deep link.
