To become an Oracle Cloud AI partner, start by joining Oracle PartnerNetwork (OPN), then choose the track that fits your business. Oracle lists a $500 USD OPN membership fee, plus applicable tax; its Cloud Service Track has a separate $3,000 USD fee, plus applicable tax. Publishing an AI application on Oracle Cloud Marketplace adds its own prerequisites, and paid listings require further agreements and supplier onboarding.

Oracle does not describe AI partnership as a standalone program with one universal qualification. Instead, it combines OPN membership and tracks with an optional, more demanding Artificial Intelligence Cloud Service Expertise recognition. The right route depends on whether you build software, implement Oracle Cloud services, resell products, or want to earn that Expertise.

What does it mean to be an Oracle Cloud AI partner?

Oracle’s AI partner path is built from two related pieces: participation in OPN and, for partners that meet additional requirements, Artificial Intelligence Cloud Service Expertise. The Cloud Service Track is intended for partners that implement, deploy, and manage Oracle Cloud services. The AI Expertise designation recognizes capabilities that include prebuilt models, chatbots, custom models on Oracle Cloud Infrastructure (OCI), and generative-AI applications using services and approaches such as retrieval-augmented generation (RAG) and LangChain.

That distinction matters when planning a budget or setting expectations. Joining OPN or paying for a track is not the same as earning AI Expertise, and neither by itself guarantees a Marketplace listing, customer leads, revenue, or co-selling support. Track membership is an entry point; Expertise is a separate capability recognition with its own staffing and certification qualifiers.

How much does Oracle PartnerNetwork membership cost?

Oracle lists an OPN member fee of $500 USD plus tax where applicable. The Cloud Service Track lists a separate fee of $3,000 USD plus tax where applicable, and requires active OPN membership. These are distinct fees, not alternative prices for the same membership. Oracle’s program fees and benefits can change, so confirm the current terms on the relevant Oracle program pages before applying or budgeting.

The Cloud Service Track is specifically relevant to organizations delivering implementation, deployment, or management of Oracle Cloud services. The available data does not establish that every AI-focused company needs that track: the appropriate track depends on the company’s work and the benefits it wants. Oracle’s track FAQ says there are no additional entry qualifications beyond paying the applicable track fee. That statement concerns entry to a track, not qualification for Expertise.

Which OPN track should an AI company choose?

Choose based on what your organization does for customers, rather than on the presence of AI in its product. Oracle’s tracks distinguish software development, cloud-service delivery, and resale; a company pursuing AI Expertise should separately assess its ability to meet the designation’s requirements.

Track or route Best fit What to consider
Build A company developing software or applications. Consider this route when the principal contribution is a product, such as an AI application, rather than implementation work for customers.
Service A company delivering implementation and managed services. The Cloud Service Track is aimed at partners that implement, deploy, and manage Oracle Cloud services. Its listed fee is separate from OPN membership.
Sell A company whose primary focus is reselling. Use this route when resale is the central business model, rather than software development or service delivery.
AI Cloud Service Expertise An OPN partner seeking recognition for specific AI capabilities. This is an Expertise achievement with regional staffing and credential requirements, not a substitute for choosing an OPN track.

Oracle says Build, Service, and Sell track entry has no extra qualification beyond the applicable track fee. However, Expertise is needed for many promoted go-to-market benefits. Before choosing a track, compare the practical needs that matter to your company: Marketplace transaction type, access to training or technical environments, regional go-to-market support, and whether you intend to pursue AI Expertise. The available information does not establish that a particular track or level automatically provides every one of those benefits.

Do I need OCI certifications to join?

No additional certification is required just to enter a track, according to Oracle’s OPN FAQ. Certifications become important if your company seeks AI Cloud Service Expertise, which has a defined combination of credentials and staffing in a regional market.

Oracle’s AI Expertise requirements apply within the same regional market. Multiple entities in that market may pool resources, but the required people and credentials must still be accounted for in that market. The listed staffing is:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Two people certified in OCI AI Foundations Associate.
  • Two people certified in OCI Enterprise AI Professional.
  • Two people certified in either OCI Data Science Professional or Agentic AI for Oracle AI Database Professional.
  • One person with a cloud architect credential.
  • One person with a project-manager credential, such as PMP, CSM, Prince2, or Oracle Cloud Project Management Assessment.

These are role-and-credential counts, not a general recommendation that every employee complete every certification. The two-person requirements are separate groups: two people must hold the AI Foundations Associate credential, two must hold the Enterprise AI Professional credential, and two must meet one of the specified data science or agentic AI alternatives. The project-management examples are alternatives, not a requirement to hold all listed credentials. Plan staffing with the regional-market rule in mind before treating a distributed team as satisfying the requirement.

How do I publish an AI app on Oracle Cloud Marketplace?

Marketplace publishing is a separate onboarding process. Oracle’s OCI documentation identifies an OCI tenancy subscribed to US East (Ashburn), approved publisher status, a package-listing policy, administrator-managed IAM access, and accepted agreements as important prerequisites. An OPN membership application must be approved and its membership number received before continuing with the Marketplace steps.

  1. Join OPN. Apply using an Oracle account and complete the membership process. Oracle says an application generates a receipt email followed by a later approval email; wait for the membership number before proceeding.
  2. Prepare an OCI tenancy. The tenancy must be subscribed to the US East (Ashburn) region. The regional requirement is a Marketplace publishing prerequisite; do not assume another region’s tenancy alone is sufficient.
  3. Register as a publisher. Complete Oracle’s publisher registration and obtain approval. OPN membership does not itself mean that publisher status has been approved.
  4. Set up listing access. Ensure the required package-listing policy is in place and have an administrator manage the necessary IAM access. These controls govern who can create or manage listings in the tenancy.
  5. Accept the applicable terms. Review and accept the agreements required for the listing type. Paid listings have additional commercial onboarding beyond the basic publisher prerequisites.
  6. Prepare the listing package and submit it. Follow Oracle’s OCI Marketplace documentation for packaging and submission. The material available here does not specify package formats, technical validation criteria, or a guaranteed review duration, so confirm those details in the current publisher documentation.

For a paid listing, Oracle requires acceptance of the Oracle Cloud Marketplace Agreement and supplier registration so it can pay the publisher. That makes paid publishing a commercial setup as well as a technical listing process. Make sure the supplier and payment onboarding is assigned to someone who can complete the required business information and agreements.

Is OPN Level 0 enough to list an AI product?

Level 0 is sufficient for non-transactable LeadGen, Free, and bring-your-own-license (BYOL) listings, according to Oracle Marketplace information. It should not be treated as sufficient for every way of selling through Marketplace: paid listings and private offers involve additional Marketplace agreements and onboarding steps.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Listing or transaction type What Level 0 supports Additional qualification or onboarding noted
LeadGen, non-transactable Level 0 is acceptable. No additional transaction workflow is identified for this non-transactable route.
Free Level 0 is acceptable. Free listing status does not make it a paid transaction.
BYOL Level 0 is acceptable. The customer brings its own license rather than buying a paid Marketplace listing.
Paid listing Level 0 alone is not enough to assume all commercial steps are complete. Accept the Oracle Cloud Marketplace Agreement and complete supplier registration for publisher payment.
Private offer Level 0 alone should not be assumed to enable the workflow. Additional Marketplace agreements and onboarding apply; confirm the current requirements with Oracle.

This is a useful distinction for early-stage AI vendors. A company can begin with a free or BYOL listing without assuming that the same approval path will automatically support a paid listing later. Decide which customer transaction you intend to support before selecting the Marketplace route, then verify the current agreements and publisher requirements for that route.

How long does Oracle Marketplace onboarding take?

Oracle’s Partner Portal FAQ says some partners complete the join-and-list process in less than a week, but two to four weeks is more typical. This is Oracle’s process estimate, not a service-level guarantee or a promise that a particular application will be approved within that window.

Allow for the sequence of OPN application and approval, receiving the membership number, preparing the OCI tenancy and access controls, publisher approval, and completing any commercial supplier onboarding. A paid listing has more moving parts than a free, LeadGen, or BYOL listing. The available estimate does not break out a separate review duration for each stage or promise that every publisher’s timetable will be the same.

The announcement describes planned support, not an automatic grant or benefit available to every OPN member. Oracle states that benefits remain subject to program terms and eligibility. A partner should therefore treat the announcement as context for Oracle’s partner priorities, not as a guaranteed offset against membership or track fees, a promise of customer leads, or assurance of funding.

What should an AI company do before applying?

Make the decision in the order that prevents the most rework: identify the business track, choose the Marketplace transaction model, and then determine whether AI Expertise is a near-term goal. The formal steps are related, but each answers a different question about the company’s role and readiness.

  • Define your business role. Decide whether you primarily build software, deliver implementation or managed services, or resell. Use that distinction to assess Build, Service, or Sell.
  • Budget for the right entry point. Account for the listed OPN membership fee, and include the separate Cloud Service Track fee only if that route fits your business. Confirm current prices and applicable tax with Oracle.
  • Choose the Marketplace model. Decide whether the first listing will be LeadGen, Free, BYOL, paid, or a private offer. The commercial route affects the additional onboarding needed.
  • Check regional and technical prerequisites. For publishing, confirm access to an OCI tenancy subscribed to US East (Ashburn), publisher approval, listing policy, and administrator-managed IAM access.
  • Audit Expertise staffing separately. Map each required credential to people in the same regional market, accounting for Oracle’s allowance for multiple entities there to pool resources.
  • Set a realistic launch calendar. Treat Oracle’s typical two-to-four-week estimate as a planning input, not a deadline guarantee, and allow time for application emails, approval, and paid-publisher setup where applicable.

Oracle’s program pages and agreements are the authoritative place to confirm current fees, credential names, eligibility, regional rules, and benefits. Those details can change, and program descriptions do not guarantee acceptance, revenue, or co-sell outcomes.

Frequently Asked Questions

Can one person count for more than one AI Expertise credential requirement?

The stated requirement describes counts of people certified in particular categories, but the available Oracle summary does not clarify whether one individual may satisfy multiple counts. Confirm that interpretation with Oracle before building a staffing plan around overlapping credentials.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Can a company outside the United States publish on Oracle Cloud Marketplace?

The stated prerequisite is a tenancy subscribed to the US East (Ashburn) region; it does not establish that the publisher itself must be based in the United States. Check Oracle’s current regional and publisher terms for any additional country-specific restrictions.

Does announcing an AI product on Marketplace make it Oracle AI Expertise certified?

No such automatic connection is stated. Marketplace publisher approval concerns the right to publish a listing, while AI Cloud Service Expertise is a separate recognition tied to capabilities and specified staffing credentials.

Can a free listing later become a paid listing?

The information available here does not specify a conversion procedure or whether an existing listing can be changed in place. Before launching a free listing as a stepping stone, confirm with Oracle what commercial changes, agreements, and supplier setup will be required.

Product prices and availability are accurate as of the date/time indicated and are subject to change. Any price and availability information displayed on Amazon at the time of purchase will apply.
