Open-weight AI models can give you more control over where inference runs and how a model is adapted; proprietary services generally leave model weights and serving infrastructure with the provider. Neither is automatically cheaper or safer. The practical choice depends on the exact model license, your workload and operational capacity, and the dependencies you are willing to accept.
“Open-source” is not a reliable shortcut for answering those questions. Check what is actually disclosed, what the license permits, where the model can run, and who is responsible for operating and securing it.

What is the difference between open-source, open-weight, and proprietary AI models?
These labels describe different degrees of access and control, not a single standardized package. In particular, downloadable weights do not prove that a model is fully open-source or that its training data and development methods are public.
Open-weight models
Model weights are the learned numerical parameters used when a model generates outputs. If weights are made available for download, an organization may be able to run the model itself, adapt it, or use a hosting provider. Its actual rights and restrictions still depend on the specific license and any applicable usage policy.

OpenAI describes its gpt-oss-120b and gpt-oss-20b reasoning models as open-weight. Its documentation says they are available under Apache 2.0, subject to OpenAI’s usage policy, and can run on infrastructure a user controls or through hosting providers. OpenAI says gpt-oss is not available through its own API. These are details about those models, not a definition that applies to every open-weight release.
Open-source models
“Open-source” can imply more than access to weights, but model releases differ in what they publish and what their licenses allow. A license may permit use, modification, and redistribution while placing conditions on those activities. Review the license for the exact version rather than assuming all releases called open-source grant identical rights.
For example, Meta’s current downloads page lists Llama 4 and earlier releases under Community License Agreements and asks users to provide information to request access. The Llama 2 license is historical; it is not a substitute for reading the terms attached to a current Llama release.
Proprietary services
With a proprietary model service, the provider generally retains the weights and operates the model-serving layer. OpenAI says its most powerful models are deployed as services and that their weights are not distributed outside the company and its technology partner. That describes OpenAI’s approach, not every proprietary provider or every service arrangement.
For a meaningful comparison, separate five things: source code, model weights, training data and methods, usage conditions, and hosting. One may be available while others remain private or restricted.
Can I run an open-weight model on my own infrastructure?
Often, yes, if the particular model’s license permits your intended use and you have infrastructure capable of serving it. “Your own infrastructure” could mean on-premises servers, a private cloud, or a hosting provider; those choices offer different levels of control and operational responsibility.

What self-hosting changes
- Deployment location: You choose where to serve the model, subject to your hosting and legal constraints.
- Data flows: You can reduce reliance on a third-party model API for inference, but you must still examine your hosting, logging, monitoring, and other connected services.
- Adaptation: Depending on the model and license, you may be able to customize or fine-tune it. Permission and technical feasibility are separate questions.
- Operations: Your organization takes on infrastructure, security, maintenance, upgrades, availability, and incident-response work.
OpenAI names vLLM, Ollama, and llama.cpp as compatible runtimes for gpt-oss. That is a model-specific example: check the selected model’s documentation for supported runtimes and deployment requirements rather than assuming the same tools work for every release.
What self-hosting does not guarantee
Running weights yourself does not mean the model is free to operate, that every data flow stays private, or that you have unrestricted rights to modify and redistribute it. Compute, storage, hosting, electricity where relevant, staff time, and licensing conditions all matter. Your deployment still needs access controls, monitoring, patching, and a plan for model updates and incidents.
If you cannot reliably maintain the serving stack or respond to failures, an API may be a better operational fit even if self-hosting offers more deployment control. Conversely, if location or data-flow requirements are decisive and your team can operate the system, self-hosting may be worth assessing.
Are open-source AI models cheaper than using an API?
There is no universal cost winner. OpenAI’s FAQ asks, “Are open-weight models cheaper than using the API?” Its answer is conditional: self-hosting can be cheaper in some cases, while API use can be more efficient when maintenance and upgrades are included.

A useful comparison has to use your workload, availability target, latency requirements, model quality needs, and operating costs—not just a download price or an API rate.
Build a workload-specific cost comparison
- Define the demand. Estimate request volume and usage patterns, including peaks, rather than comparing providers against an undefined amount of use.
- Set service requirements. Specify the latency target, availability requirement, and quality level the application needs. A cheaper configuration that misses these requirements is not an equivalent option.
- Price self-hosting. Include hardware purchase or hosting, storage, energy where relevant, engineering, operations, maintenance, and upgrades. Account for capacity needed to meet peaks and keep the system available.
- Price API use. Use the provider’s current rates for your expected usage and include any other necessary services or operational work. Rates can change, so date-stamp estimates used for a decision.
- Compare over the same period. Evaluate both options against the same demand forecast, quality requirement, and service target. Include the people and time needed to keep each option working.
Self-hosting has costs even if model weights are downloadable without a charge. An API may bundle serving and reduce infrastructure work, but usage charges and provider dependency remain. The right answer can change as usage grows, hardware changes, or maintenance demands shift; revisit the estimate when those inputs change.

Which option gives an organization more control?
Open weights can increase control over deployment location and model adaptation, while a proprietary service can reduce the work required to run inference. Control is multidimensional: one option may give you more say over data location but less ability to inspect or change the model.
Compare control by the decision you need to make
| Decision area | Open-weight, self-managed deployment | Proprietary model service |
|---|---|---|
| Where inference runs | You may select on-premises infrastructure, a private cloud, or a hosting provider, subject to technical and license constraints. | The provider operates serving; the specific deployment and data-location options depend on the service. |
| Access to weights | Weights may be downloadable; access and rights depend on the model and its license. | Weights generally remain with the provider. OpenAI says its most powerful models are not distributed beyond the company and its technology partner. |
| Customization | May be possible, subject to the license and technical options for the model. | Customization options depend on the provider and service; no universal rule is established. |
| Serving operations | Your organization or hosting provider operates the deployment; responsibilities depend on the arrangement. | The model provider operates the serving layer, reducing infrastructure work for the customer. |
| Training-data disclosure | Not established by weight availability alone; check the release’s disclosures. | Not established by the proprietary label alone; check the provider’s disclosures. |
This table describes typical trade-offs, not guaranteed properties of every deployment. A hosted open-weight model, for example, does not give you the same direct infrastructure control as a model you operate yourself.
Does releasing model weights create different safety responsibilities?
Yes: once weights are distributed, the original publisher has less ability to control where copies run or to withdraw them centrally. The deployer also becomes responsible for the safeguards and operational decisions in its own environment. This changes governance; it does not establish that all open models are unsafe or all proprietary services are safe.
In its model card dated August 5, 2025, OpenAI says released weights cannot be centrally revoked and that determined attackers may fine-tune away refusal behavior. OpenAI’s frontier-risk page says the company deploys its most powerful models as services and retains weight control. These are OpenAI’s stated safety rationale and practices, not independent proof that one model category is categorically safer.
Questions to settle before deployment
- Who monitors model behavior and investigates safety incidents?
- Who can change the model, its prompts, or its surrounding safeguards, and how are those changes reviewed?
- How will you receive and apply model updates, and what happens if a release is withdrawn or a vulnerability is found?
- What logging and access controls protect prompts, outputs, weights, and operational data?
- Can you limit access or disable your own deployment quickly if it behaves unexpectedly?
A service can centralize some model-serving controls with its provider, but customers still have application-level responsibilities. A self-managed deployment gives the organization more operational authority and more work to secure, update, and monitor it.
What does the EU AI Act’s open-source exception cover?
The European Commission describes a conditional exception from specified documentation duties for qualifying general-purpose AI models released under a free and open-source license when their weights, architecture, and usage information are made public. It does not apply to models classified as presenting systemic risk, and it does not eliminate copyright-policy or training-content-summary obligations.

The Commission says GPAI provider obligations began applying on August 2, 2025. It also says models already on the market before that date have a later compliance date. Those dates and exceptions are not a substitute for checking the current consolidated law and the facts for a particular provider or model.
Why the label alone is not enough
Whether a release qualifies depends on the specified conditions, including what is public and the model’s risk classification. Calling a model open-source does not, by itself, establish that it receives the exception. Nor does an exception from some documentation duties mean the model is exempt from every relevant obligation.
Organizations using or providing models in the EU should identify their role, the model’s status, and the duties that apply to their specific activity. This is a regulatory overview, not legal advice.
How should you assess geopolitical risk?
Treat geopolitical exposure as a dependency analysis, not a contest between “open” and “closed.” Open weights can reduce reliance on one model-serving provider, but they do not automatically remove dependence on cloud services, hardware supply, legal jurisdictions, or the organizations that publish or host the model.

Map the dependencies that matter
- Provider jurisdiction and continuity: Where is the model provider based, and what would happen if its service or support became unavailable?
- Weight access: Do you have durable access to the weights and the rights needed for your intended deployment, or does access require approval or continued provider support?
- Cloud and chip supply: Which hosting providers and hardware suppliers are necessary to run the system, and are alternatives technically viable?
- Export and trade restrictions: Could applicable restrictions affect access to a model, infrastructure, or updates? Evaluate the relevant facts with current authoritative guidance.
- Data residency: Where do inference, logs, backups, and related services process or store data?
- Migration capability: Can you move to another model or provider without rebuilding the application, and what would that migration cost?
The sources available here do not establish current country-by-country risk rankings, specific export-control effects, or a quantified geopolitical comparison. Avoid treating an open-weight license or a provider’s headquarters as a complete answer; map the actual dependencies for your deployment.

| Example | What is established | What to verify for your use |
|---|---|---|
| OpenAI gpt-oss-120b and gpt-oss-20b | OpenAI identifies them as open-weight reasoning models. It describes Apache 2.0 licensing subject to its usage policy, self-managed or hosted deployment, compatible runtimes including vLLM, Ollama, and llama.cpp, and no availability through the OpenAI API. OpenAI says relative efficiency depends on circumstances. | Confirm the license and usage policy for the intended application, your runtime and infrastructure requirements, workload-specific costs, and the operating work your team can support. |
| Meta Llama releases | Meta’s current downloads page lists Llama 4 and earlier releases with Community License Agreements and asks for access-request information. | Review the agreement and access terms for the exact release. Do not use the historical Llama 2 license as a substitute for current-version terms. |
| OpenAI proprietary services | OpenAI says its most powerful models are deployed as services and their weights are not distributed outside the company and its technology partner. | Check the service’s current deployment, data-handling, pricing, availability, and contractual terms. OpenAI’s statement does not establish the policies of other providers. |
A practical decision sequence
- Establish license fit. Read the exact model-version license and usage policy, including access conditions and limits on use, modification, or redistribution.
- Decide what control is actually required. Specify whether your need is a particular inference location, control of data flows, access to weights, customization, or a combination.
- Test economics against service needs. Compare the target workload and total operating effort, not a free download against an API price in isolation.
- Assign safety and maintenance ownership. Name the teams responsible for security, updates, monitoring, incident response, and application safeguards.
- Map dependencies and exit options. Record provider, cloud, hardware, jurisdiction, and migration dependencies; identify a viable fallback if a critical service becomes unavailable.
If your overriding need is to control where inference runs and you can maintain the deployment, an open-weight option may fit. If minimizing model-serving operations matters more, a proprietary API may be a better fit. Neither conclusion can be made from the label alone; decide using the particular model, license, workload, and operating arrangement.
Frequently Asked Questions
Does open-weight mean the training data is public?
No. Access to weights does not establish that training data, data provenance, or training methods have been released. Check the model’s own disclosures for each of those items.
Can I fine-tune a model and redistribute the result?
That depends on the exact model license and any usage conditions; permission to download weights does not answer redistribution rights. Review the terms for the specific version and intended derivative before adapting or sharing it.
Can I use an API and still keep my data in a particular region?
That depends on the provider’s service and contractual options, which are not established by the proprietary label. Confirm the current data-location terms for the API and consider associated logs and connected services, not just inference.
What happens if an open-weight model is taken down?
A copy you already lawfully obtained may remain available to you, but your rights and ability to use or redistribute it still depend on its license and applicable law. Access to an online hosting service, updates, or support can end independently of whether weights are revocable.
