There is no official, numbered strongest-character list in One Piece. The most defensible answer changes by era and by what you measure: prime versions, currently active fighters, or a single completed feat. Roger and prime Whitebeard have the strongest all-time case; Rocks D. Xebec defines the Rocks era; Kaido is the Wano benchmark; and Luffy has the clearest completed victory among current-era fighters after defeating Kaido with his awakened Nika powers. Shanks and Blackbeard remain unresolved rivals because neither has a complete, uncontested fight against a prime legend.
Is there an official strongest character in One Piece?
No. Eiichiro Oda and the One Piece editorial staff have not published a universal numbered leaderboard. Titles such as “Pirate King” or “strongest man,” bounties, and reputation provide context, but they do not prove a clean one-on-one order. A useful comparison separates a character’s peak form from their current condition, a solo win from a team-assisted victory, the quality of opponents, the versatility of Haki and Devil Fruits, durability and stamina, and how much of the relevant ability has actually been shown.

That distinction matters because some legendary battles are known mainly through flashbacks, testimony and their consequences, while newer fighters have more complete on-panel demonstrations.
Who was strongest in the Void Century and the final saga?
The evidence does not support a definitive answer for either period. Imu and other endgame figures have incomplete full-fight records, and the manga is still unfinished. Any absolute ranking of Void Century or final-saga characters should therefore be labeled speculation rather than canon.

Why the uncertainty is unavoidable
- There is no complete fight catalogue for the era’s major figures.
- Important abilities and motivations remain unrevealed.
- A future complete battle or revelation could change the current-era order.
Who dominated the Rocks era?
Rocks D. Xebec is the defining dominant figure of the Rocks era. He led the Rocks Pirates, a crew that included several pirates who later became legends, and he rivaled Roger before Roger reached his peak. At God Valley, Roger and Garp opposed him together.
Xebec’s established strength is therefore a combination of extreme combat power and the ability to command an exceptionally dangerous crew. The available record does not justify placing him in a precise solo position against every other legend.
Were Roger and prime Whitebeard the strongest of all time?
Gol D. Roger and prime Edward Newgate (Whitebeard) have the strongest all-time case and are presented as near-equals. Their exact order remains unresolved because much of their prime-era evidence comes through legendary accounts, flashbacks and the consequences of their clashes rather than a complete, uninterrupted fight.

Roger’s strongest tools
Roger reached Pirate King status without a Devil Fruit. His defining weapons were advanced Haki and swordsmanship, giving him overwhelming offense without relying on a supernatural fruit ability.
Whitebeard’s strongest tools
Whitebeard combined Supreme King Haki with the Gura Gura no Mi. Its quake power creates enormous battlefield effects, while his physical strength and endurance let him contend with Roger at the highest level.
| Figure | Recorded bounty | What the number indicates |
|---|---|---|
| Gol D. Roger | 5,564,800,000 berries | Threat and narrative status; not a universal combat score (iTechGuides, 2026) |
| Edward Newgate (Whitebeard) | 5,046,000,000 berries | Final bounty reflecting threat and status, not a definitive duel result (manhwaindex, 2026) |
How did the Great Pirate Era and Marineford affect the comparison?
Old and seriously ill Whitebeard was still a historic benchmark at Marineford. His Gura Gura no Mi, endurance and battlefield performance explain why he was called the strongest man, but Marineford Whitebeard should not be treated as an equivalent substitute for his prime.

Shanks carries that top-tier legacy into the current era. His overwhelming Conqueror’s Haki and the Divine Departure attack produced one of the clearest recent demonstrations of explosive power, yet his short fight record leaves his exact placement uncertain.
Who was strongest during the Wano era?
Kaido is the Wano benchmark. His Uo Uo no Mi, Model: Seiryu provides dragon and hybrid forms; Conqueror’s Haki coating multiplies his offensive threat; and extreme endurance allowed him to fight repeated high-level opponents before Luffy’s Gear 5 victory.
Kaido’s key advantages
- Versatility: dragon and hybrid transformations support different ranges and attack patterns.
- Haki: Conqueror’s coating gives his strikes top-tier impact.
- Stamina: he remained active through successive elite battles.
Big Mom belongs in the same historic tier. Her near-unbreakable durability and Soru Soru no Mi let her create soul-based homies, including Zeus, Prometheus and Napoleon. Trafalgar Law and Eustass Kid had to defeat her together, so that result is a team-assisted feat rather than a clean solo comparison with Kaido.

Who is the strongest pirate in One Piece right now?
Luffy has the clearest completed current-era claim because he defeated Kaido at the end of Wano. His Hito Hito no Mi, Model: Nika awakening produces Gear 5, allowing highly elastic, reality-bending, cartoon-like properties in combat.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesThat result establishes Luffy as the current fighter with the strongest completed victory, not an unquestionable universal ranking. Shanks and Marshall D. Teach (Blackbeard) remain credible unresolved rivals. Shanks used Divine Departure to one-shot Eustass Kid, while Blackbeard combines the Yami Yami no Mi and Gura Gura no Mi and defeated Trafalgar Law. Neither has a complete, uncontested fight against a prime legend.
What Gear 5 changes
Gear 5’s elasticity and reality-bending presentation make Luffy unusually difficult to predict. Its importance is not just visual: the awakening lets him attack and move in ways conventional durability and fixed combat patterns do not fully answer.

Why Shanks and Blackbeard cannot be ordered yet
Shanks has an extraordinary Haki showing but comparatively few extended fights. Blackbeard has an unprecedented combination of two major Devil Fruits, yet his full ceiling and matchup limits are still developing on the page. Their eventual direct battles could reorder the current top tier.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Which other fighters belong in the top tier?
| Fighter | Strongest demonstrated or established ability | How to evaluate the case |
|---|---|---|
| Dracule Mihawk | World’s greatest swordsman; blade skill and Haki | Compare technical swordsmanship with the amount of fully shown combat evidence |
| Monkey D. Garp | Galaxy Impact; enormous Haki and physical power without a Devil Fruit | His Roger-era and God Valley record matters more than losses in old age |
| Sakazuki (Akainu) | Magu Magu no Mi; ten-day duel victory over Kuzan | Offensive power and stamina are the central measures |
| Borsalino (Kizaru) | Pika Pika no Mi; light-speed movement | Speed, stamina and performance against Gear 5 Luffy are the key comparisons |
How should you compare two “strongest” candidates?
- Set the version: prime, old age, illness, or current condition can change the result.
- Separate solo and team feats: a two-on-one victory does not prove the same thing as a solo win.
- Grade the opponent: defeating a top-tier fighter is more informative than defeating an untested opponent.
- Map the toolkit: compare Haki types, Devil Fruit versatility, range and counters.
- Check durability and stamina: long fights expose limits that a single attack does not.
- Count what is actually shown: keep official descriptions, demonstrated feats and inference in separate categories.
What do bounties tell you about strength?
Bounties measure threat, influence and the danger a figure poses to the world government and its order. They are useful context, but they are not a universal power scale. For example, Kaido’s reported bounty was 4,611,100,000 berries (manhwaindex, 2026), yet bounty totals alone cannot resolve every matchup among Kaido, Shanks, Luffy, Roger or Whitebeard.

Frequently Asked Questions
Could a future chapter change who is considered the strongest pirate?
Yes. The manga is ongoing, and a complete fight or a major revelation about an endgame character could change the current-era assessment. Until then, separate demonstrated victories from predictions about unrevealed power.
Is Luffy stronger than prime Roger?
The story has not provided a direct, complete comparison between them. Luffy has the clearer recent victory, while Roger’s case rests on his Pirate King achievement, advanced Haki and rivalry with prime Whitebeard.
Why is Whitebeard’s Marineford performance not the same as his prime?
Marineford Whitebeard was old and ill, conditions that affected his stamina and combat performance. His prime is the version portrayed as Roger’s near-equal, so the two versions should be analyzed separately.
Does having two Devil Fruits make Blackbeard automatically number one?
No. The Yami Yami no Mi and Gura Gura no Mi give Blackbeard exceptional versatility and destructive power, but abilities alone do not establish matchup results, stamina limits or superiority over every top-tier fighter.
