Neither on-premises nor cloud hosting is automatically safer for sensitive work. On-premises deployment gives an organization direct control over infrastructure and data location, but it also makes that organization responsible for securing the hosts, agent software, integrations, identities, logs and operations. A cloud service can provide professionally operated infrastructure, yet the customer still owns important configuration, access, data-governance and oversight decisions under a shared-responsibility model.
The safer choice is the deployment in which you can prove where prompts, retrieved records, outputs, memory and logs go; restrict what the agent can read and do; secure its harness and connected tools; enforce approval for high-impact actions; and monitor and retain evidence appropriately. Hosting location is one design decision, not a security verdict.

Is an on-premises AI agent safer than a cloud agent?
Only when the organization can operate the on-premises environment at least as securely as the cloud alternative and can control the agent’s entire data and action path. Local hosting may help meet residency or isolation requirements, but it does not prevent an over-permissioned agent from exposing records, misusing an integration or making an unsafe change. Conversely, a cloud deployment may be appropriate for sensitive work when its contract, configuration, regional processing, retention controls and operational oversight satisfy the organization’s requirements.
Joint guidance from the Australian Cyber Security Centre, CISA, NSA, the Canadian Centre for Cyber Security, NCSC-NZ and NCSC-UK advises organizations to adopt agentic AI with security in mind and never grant it broad or unrestricted access, especially to sensitive data or critical systems. That principle applies regardless of where the model runs.

What actually determines the safety of an AI agent?
Risk is shaped by the agent’s permissions, autonomy, connected systems and operational controls. Assess these dimensions before debating hosting location.
Data path and location
Map every place that can receive or generate information: user prompts, retrieved documents, tool inputs, model context, generated outputs, conversation memory, telemetry and security logs. A system can process the model on a local server while sending logs or retrieved content to another service. A cloud service can keep data in a selected region, but only if the product configuration and contract actually enforce that arrangement.
Access and actions
List the data sources, APIs, applications and administrative functions available to the agent. Permissions should be limited to the task, preferably through separate identities and narrowly scoped credentials. Reading a policy document is a different risk from deleting records, changing a production configuration or sending an external message. Sensitive or high-impact actions should require a human approval step.
Harness and integrations
The harness is the software layer that connects the model to organizational data, tools and systems. It decides which tool calls are possible, how arguments are validated, what context is supplied and how failures are handled. A well-secured model behind an insecure harness remains a risky system.
Retention and memory
Determine what the agent remembers, how long it remembers it and who can retrieve that information. Logs may contain prompts, document excerpts, tool arguments, outputs or identifiers. Memory and logs should have explicit retention periods, access controls and deletion procedures that match the sensitivity of the work.
Monitoring and human oversight
Security teams need visibility into agent activity, unusual tool calls, permission failures and approval decisions. Human review should be meaningful rather than a nominal click-through: the reviewer needs enough context to understand what will happen and a way to reject or modify the action.

On-premises systems are organization-hosted, so the organization carries responsibility for securing the underlying infrastructure as well as the agent stack. Cloud services use shared responsibility: the provider operates some layers, while the customer remains accountable for its configuration, identities, data governance and use of the service. The exact boundary must be verified for the product and contract being considered.
| Security dimension | On-premises deployment | Cloud deployment | Evidence to request or produce |
|---|---|---|---|
| Physical and host infrastructure | The organization secures the servers, storage, operating environment and administrative access. | The provider operates the service infrastructure; the customer must understand which controls are included and which are customer-managed. | Asset ownership, hardening responsibilities, administrator roles and incident procedures. |
| Model and agent runtime | The organization deploys, patches, configures and monitors the runtime. | The provider may operate the runtime, while the customer controls service settings and how the agent is used. | Version and patch process, configuration records and security advisories. |
| Data processing and residency | Data can remain within organizational facilities if all connected components are local and configured accordingly. | Processing and storage locations depend on the selected service, region and configuration. | A complete data-flow map and contractual or technical residency commitments. |
| Harness and integrations | The organization builds or operates the connectors, tool permissions and validation logic. | The provider may supply parts of the platform, but customer-created connectors, credentials and workflows remain customer responsibilities. | Tool inventory, allowed operations, argument validation and integration owners. |
| Identity and permissions | The organization manages service accounts, secrets, role assignments and access reviews. | The customer still manages its users, roles, credentials and data permissions even when the platform is hosted externally. | Least-privilege roles, credential rotation and periodic access reviews. |
| Logs, memory and oversight | The organization chooses collection, storage, retention and monitoring controls. | The service may generate provider-side telemetry in addition to customer logs; retention and access must be confirmed. | Log and memory locations, retention schedules, export options and review responsibilities. |
| Incident response | The organization must detect, contain and recover from host, software and integration incidents. | Response is divided between provider incidents and customer misuse or configuration failures. | Notification terms, escalation contacts, evidence access and recovery procedures. |
OWASP’s deployment-responsibility guidance describes this distinction as organization-hosted versus shared responsibility. It does not make either category safe by default; it identifies who must perform the work.

Where does sensitive data go in each model?
Do not answer this question with a server-room address alone. Trace the full lifecycle from the first prompt to deletion.
- Input: record whether user prompts and uploaded files are sent to the model runtime, an orchestration service or a separate preprocessing component.
- Retrieval: identify where search indexes, databases and document stores reside, and whether retrieved passages are copied into prompts or logs.
- Tool execution: note which APIs receive agent-generated arguments and whether those systems are inside or outside the organization’s boundary.
- Output: identify where generated responses, reports or messages are stored and who can access them.
- Memory and telemetry: document conversation memory, traces, error reports, audit logs and provider-side diagnostics.
- Deletion: confirm how records are removed from primary storage, backups, indexes, caches and exported logs.
Microsoft’s governance guidance recommends identifying the locations of data sources, the agent runtime and output storage, then setting retention policies for logs and memory. Treat that as a verification checklist, not as a guarantee about any particular product configuration. A cloud service’s public region selector, for example, may not describe every location used for support telemetry or backups; the current contract and technical documentation must answer that question.

How should the agent harness and integrations be secured?
Focus on the actions the harness enables, not only on the model’s text-generation quality. The harness should make unsafe behavior difficult, visible and reversible.
Start with an explicit tool inventory
List every connector, API, database, file share, browser-like capability and administrative function. Record the identity used, the data it can reach, the operations it can perform and the owner responsible for reviewing it. Remove connectors that are not required for the defined use case.
Apply least privilege
Give the agent only the minimum read and write permissions needed for a specific task. Separate read-only research from execution. Use task-scoped credentials where possible, and avoid a single identity that can reach unrelated systems. Broad access is especially dangerous when a prompt injection or malformed instruction can influence tool selection.
Constrain and validate tool calls
Define allowed operations and validate arguments before execution. A connector that can update a record should check the target, scope and requested fields rather than passing arbitrary model output directly to an API. Reject calls that exceed the task’s limits, and make failures visible to both the user and the monitoring system.
Require approval for consequential actions
Human approval is appropriate for actions affecting sensitive data, finances, legal obligations, production systems, external communications or irreversible deletion. The approval screen should show the proposed operation, target, affected records and relevant context. Logging the decision creates an audit trail and helps investigate mistakes.
Monitor behavior, not just availability
Capture tool calls, permission denials, unusual volume, repeated failures and changes in destination. Alerts should reach people who can pause credentials or disable an integration. Monitoring is useful only if someone has authority and procedures to respond.

What should an organization do before choosing a hosting model?
A staged assessment prevents a hosting preference from replacing a security analysis.
- Classify the use case and data. Separate low-risk drafting or internal search from work involving regulated records, confidential intellectual property, credentials or critical operations. Define what data may never be exposed to an external service.
- Write the intended action boundary. State whether the agent may read, create, modify, approve, transmit or delete information. Convert vague goals such as “automate support” into named tasks and permitted outcomes.
- Threat-model the complete system. Include the model, harness, retrieval layer, integrations, identities, logs, memory, administrators and users. Consider prompt injection, compromised credentials, accidental disclosure, unsafe tool arguments and service outages.
- Map data flows and retention. Identify processing regions, storage locations, backups, telemetry and deletion paths. Record which party controls each location and retention setting.
- Compare responsibility and capability. For on-premises, confirm that the organization can secure and operate the hosts and software. For cloud, document the provider/customer boundary and verify the service’s current terms and configuration.
- Design least-privilege access. Create separate roles and credentials for retrieval, analysis and execution. Limit data sources and tools to the task.
- Add approval and rollback controls. Require human authorization for high-impact actions and prepare a way to revoke credentials, disable tools or restore affected data.
- Pilot a low-risk workflow. Begin with well-defined, reversible work. Observe actual prompts, outputs, tool calls, logs and retention rather than relying only on architecture diagrams.
- Test failure modes. Try malicious or misleading instructions, unavailable tools, malformed outputs, excessive requests and revoked permissions. Confirm that the agent fails closed and that alerts and approvals work.
- Review continuously. Reassess when models, connectors, data sources, permissions or contracts change. An initially safe deployment can become risky as capabilities expand.
When does on-premises make sense for sensitive work?
On-premises hosting is most defensible when data-location control is a hard requirement and the organization has the people, processes and infrastructure to operate the entire stack securely. It can simplify keeping model inputs and outputs inside a controlled environment, but only if retrieval systems, logs, memory, monitoring and integrations are also kept within the intended boundary.

Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Questions to answer before deployment
- Who patches and hardens the host, runtime and agent dependencies?
- Who can administer the server and retrieve logs or memory?
- How are model files, indexes, backups and exported outputs protected?
- Which internal systems can the harness reach, and how are those permissions reviewed?
- How will the organization detect misuse, contain a compromised credential and recover from an unsafe action?
Local infrastructure does not remove insider risk, software vulnerabilities, compromised integrations or poor governance. The organization must fund and operate controls that a cloud provider might otherwise supply, while still governing the model, harness, identities, actions and data lifecycle.
When can a cloud agent be suitable for sensitive work?
A cloud agent can be suitable when its documented controls and the customer’s configuration meet the required confidentiality, residency, retention and oversight standards. The decision depends on the specific service, not on the word cloud.
Verify the provider’s current terms
- Where prompts, retrieved data, outputs, memory and logs are processed and stored.
- Which regions and backup locations apply to the selected edition and configuration.
- How long customer content, diagnostic data and agent memory are retained.
- Whether customer content is used for service improvement or training, and what contractual controls apply.
- Which security controls the provider operates and which remain the customer’s responsibility.
- How incidents are reported, what evidence is available and how access is revoked.
The available guidance does not establish retention, training or residency commitments for any particular provider. Check the contract, product settings and current technical documentation for the service you will actually use; do not infer guarantees from marketing language or from another product in the same portfolio.
Keep customer-side controls narrow
Use dedicated identities, limit connected data sources, disable unnecessary tools and set retention deliberately. A cloud platform can make deployment easy, but convenience can also encourage broad permissions and unreviewed connectors. Treat each new integration as a change requiring threat modeling and approval.

Use the following as a starting framework, then validate it against your organization’s obligations and capabilities.
| Situation | Questions that decide the outcome | Likely focus |
|---|---|---|
| Residency is mandatory and tightly defined | Can every model, retrieval, logging, memory and backup component remain in an approved location? | Either model may work; prove the complete data path rather than relying on the runtime location. |
| The organization has limited security operations capacity | Can it patch, monitor, investigate and recover the self-hosted stack continuously? | A managed service may reduce infrastructure duties, but customer permissions, data governance and oversight remain essential. |
| The agent must change critical systems | Can actions be narrowly scoped, logged, approved and reversed? | Prioritize harness controls and human approval before selecting a hosting model. |
| Many internal systems must be connected | Can each connector be isolated, reviewed and monitored, with separate identities? | Choose the environment in which integration governance and incident response can be demonstrated. |
| Data sensitivity varies by task | Can workflows be separated so low-risk and highly sensitive data do not share unnecessary context or memory? | Design separate agents or boundaries; do not grant one general-purpose agent access to everything. |
| The organization needs rapid experimentation | Can a pilot run with synthetic or low-risk data and reversible actions? | Start with a constrained pilot and expand only after observing real behavior and closing identified gaps. |
What are the most common mistakes, and how can they be fixed?
Assuming local means safe
Failure: Sensitive data stays on an internal server, but the agent has broad access to shared drives and powerful credentials.

How should governance continue after launch?
Agent security is a continuing operating process rather than a one-time architecture decision.
- Maintain an inventory: track each agent, model version, harness, connector, identity, data source, owner and approval status.
- Review permissions: remove unused tools and credentials, and revalidate access when staff, systems or workflows change.
- Watch for drift: compare observed tool calls and data destinations with the approved design.
- Test updates: reassess behavior after model, prompt, connector, runtime or policy changes.
- Protect evidence: secure logs and approval records, define retention and ensure investigators can access the information they need.
- Practice response: rehearse disabling an agent, revoking credentials, isolating a connector and notifying affected owners.
- Measure human control: verify that reviewers understand proposed actions and that rejected requests do not execute through an alternate path.
The ACSC’s guidance on agentic AI harnesses emphasizes least privilege, monitoring and human oversight. Those controls should be documented as operational responsibilities, with named owners and review dates, not left as informal expectations.
What is the practical decision rule?
Choose on-premises when you can demonstrate stronger control over the complete data path and have the capability to secure and operate the infrastructure. Choose cloud when the specific service provides acceptable contractual and technical guarantees and your team can enforce least privilege, retention, monitoring and approval at the customer boundary. If neither option can meet those conditions, narrow the use case, remove sensitive data or postpone autonomous actions rather than granting an agent unrestricted access.
Frequently Asked Questions
Can an air-gapped or disconnected AI agent be considered safe by default?
No. Isolation can reduce some external data paths, but the agent still has risks from local users, compromised software, excessive permissions, insecure memory or logs and unsafe connected systems. Its harness, identities and approval controls still need testing and monitoring.
Can a provider promise that prompts are never used for training?
Do not assume that from a product label or default setting. Confirm the current contract and configuration, including how diagnostic data, support access, backups and agent memory are handled, and record who is responsible for enforcing the setting.
How much autonomy should an agent receive at first?
Begin with a narrowly defined, reversible task using low-risk data and read-only access where possible. Expand capabilities only after observing tool calls, failure behavior, approvals and retention in the pilot.
What should an incident plan include for an AI agent?
It should identify who can disable the agent, revoke its credentials, stop individual connectors and preserve relevant logs. Include a process for determining which records or systems were affected and for restoring safe state after an unauthorized action.
