On-device AI runs on your phone or computer; cloud AI sends a request to remote servers. Local processing can work offline and avoids a server round trip for that inference, but its capabilities depend on the device and model. Cloud services need an internet connection and may offer larger models or longer context. Neither approach is automatically faster or more private in every situation: the result depends on the specific product, its data handling, and the task.
What is the difference between on-device AI and cloud AI?
The distinction is where a model processes your request. With on-device AI, inference—the step where a trained model handles an input and produces an output—takes place on hardware you control, such as a phone or computer. With cloud AI, the request goes to a remote service, where the provider’s infrastructure processes it and returns a response.

Some products combine the two. They can handle a request locally when the device model is suitable, then send a more demanding request to a cloud system. “Hybrid AI” therefore describes a routing approach, not a guarantee that every request stays on the device or always goes to a server.
| Question | On-device AI | Cloud AI | What it means in practice |
|---|---|---|---|
| Where does inference happen? | On the local device | On a remote service | Check the product’s description of the specific feature; an app may use different paths for different tasks. |
| Does it need a connection? | It can work offline once the required model and feature are available locally. | It needs a network connection to reach the service. | Offline support matters when traveling, in weak coverage, or in workflows that must not depend on a service connection. |
| What affects response time? | Device hardware and model, among other factors; no network round trip is needed for local inference. | Network conditions and the provider’s processing, among other factors. | There is no universal speed winner based on architecture alone. |
| What affects capability? | The supported model, hardware, memory, context or token limits, and task. | The service’s available models, context limits, and rules. | A hybrid system may use local processing for suitable work and cloud processing for more complex requests. |
| What affects privacy? | The local inference path avoids sending that request to a remote service, but the surrounding app and other services still matter. | The request is sent to a remote service, so the provider’s handling and retention terms matter. | Inspect the product’s actual data flow and privacy commitments, not just the label “on-device” or “cloud.” |
| What affects availability? | Supported hardware, operating system, model, language, and region. | Service availability, account requirements, network access, language, and region. | Check current eligibility for the particular device and feature. |
These are architectural trade-offs, not measured rankings. The European Data Protection Supervisor’s November 15, 2024 paper, On-device artificial intelligence, describes how processing close to where data is generated can reduce data transmission and latency. It does not establish a universal performance figure for consumer AI products.

Is on-device AI more private?
It can reduce the amount of personal data sent to a remote service because the inference itself happens locally. But “on-device” does not mean that every part of an app’s data flow stays on the device, and it is not an automatic privacy guarantee.
What to check in a real product
- Which step is local? An app might process a prompt locally but use a server for another feature, a follow-up, or a request the local model cannot handle.
- What information does the app send elsewhere? The inference path is only one part of the picture. App behavior, diagnostics, telemetry, and connected services can have separate data flows.
- What happens when a cloud fallback is used? Ask what information is transmitted, how the service uses it, and whether it retains it after responding.
- How are models provided? Downloading a model or requesting other services can involve network activity even if a particular inference is local.
Google’s Android Developers documentation says Gemini Nano runs through AICore on supported Android hardware and does not make a network call for inference. It describes isolation for this processing and says AICore does not retain records of inputs or outputs after processing. The same documentation distinguishes inference from surrounding network activity: model downloads and internet requests are handled through Private Compute Services. This is why “the inference is local” is a more precise statement than “the device never sends data anywhere.”
Apple says Apple Intelligence handles many tasks on-device and can use Private Cloud Compute (PCC) for more complex requests. Apple’s support material describes PCC as processing only information relevant to the request, not making that information accessible to Apple, and not retaining it after returning a response. Those are Apple’s descriptions of its PCC design, not a guarantee that every AI feature on an Apple device follows that path or an independent verification of every implementation detail.
Apple’s Private Cloud Compute Security Guide states: “Stateless computation on personal user data: PCC must use the personal user data that it receives exclusively for the purpose of fulfilling the user’s request.” It adds that user data must not be accessible after the response is returned. This is a stated security principle for PCC; it should not be generalized to unrelated cloud AI services.
Is on-device AI faster?
Not always. Local inference removes the network round trip, but the device still has to run the model. The result depends on the device’s hardware, the model, the task, and how much processing the request requires. A cloud request adds network time, while a provider’s server infrastructure may handle models that a phone cannot run.

No comparable cross-vendor benchmark for speed or accuracy is established in the sources cited here. Treat “local is faster” and “cloud is faster” as claims that need a defined device, model, task, network, and measurement—not as universal rules. If response time matters for a particular workflow, test that workflow on the actual device and connection you expect to use.

Some on-device AI can, provided the model and required feature are already available locally. A cloud-only feature cannot process a request through its remote service without connectivity. Hybrid systems may work offline for requests they can handle locally and require a connection when they route work to the cloud.
Apple’s developer comparison for its Foundation Models describes its on-device System model as working offline and PCC as requiring an internet connection. Android Developers likewise documents Gemini Nano as local inference, while noting that model downloads and other internet requests are handled separately. Offline capability is therefore feature-specific: confirm which exact operation is available without a connection, not merely whether the device includes AI features.
What are the limitations of on-device AI?
A local model is constrained by what the device can support and what that model can do. That can mean limits on hardware, memory, token capacity, task complexity, and the range of supported devices or languages. Cloud access can expand the options, but it adds connectivity and provider data-handling considerations.
Limits that can change the result
- Hardware support: A feature may require particular device capabilities. For Gemini Nano, Android Developers says availability depends on supported hardware; not every Android device can run it.
- Model capacity: A smaller local model may not be suited to every request. Google documents token limits, hardware limits, and capability boundaries for Gemini Nano.
- Context: A model’s context window limits how much input it can consider at once. A longer context can matter for requests involving extensive material, though it does not by itself guarantee a better answer.
- Coverage: Operating system, model, language, and regional availability can determine whether a feature is offered.
- Fallback behavior: A hybrid system may need cloud access when the local model is unavailable or cannot handle a request. Check the service’s explanation of how it routes that work.
Android Developers lists summarization, proofreading, rewriting, image description, and speech recognition among Gemini Nano use cases through ML Kit GenAI APIs. These are examples of supported task categories, not a promise that every app offers them, that every device supports them, or that every request can be completed locally.

How do hybrid AI systems choose between local and cloud processing?
A hybrid system can assess a request and select a processing path. The decision may depend on task complexity, device support, model capability, or whether the local feature is available. The practical benefit is that suitable requests can stay local while more demanding ones can use a remote model; the trade-off is that some requests may leave the device.
Apple says Apple Intelligence analyzes whether a task can be processed on-device and can use PCC for more complex requests. Android Developers describes hybrid inference with cloud fallback when Gemini Nano is unavailable or insufficient. These describe particular product architectures, not a universal standard for how all hybrid AI works.
Before relying on a hybrid feature for sensitive work, look for product documentation that explains how it identifies the route and what happens when a request is sent to the cloud. If the product does not make that clear, do not assume the local route will be used for every prompt.

Apple’s WWDC26 developer session, “Build with the new Apple Foundation Model on Private Cloud Compute,” gives a product-specific comparison: its on-device System model has a 4K context window, while its PCC model has a 32K context window. Apple also describes the on-device model as offline-capable and PCC as requiring an internet connection, offering reasoning, and being subject to a daily user limit.

These figures describe Apple’s Foundation Models comparison, not a general difference between all on-device and cloud AI. A larger context window lets a model consider more input in a request, but it is not a general measure of accuracy, response speed, or privacy. The daily limit is specific to the PCC offering described in that 2026 session; it should not be read as a limit for other providers or as a permanent rule for future versions.

| Apple model described in WWDC26 | Context window | Connection and other details stated by Apple |
|---|---|---|
| On-device System model | 4K | Works offline. |
| PCC model | 32K | Requires internet, offers reasoning, and is subject to a daily user limit. |
Apple’s presenter summarized the distinction this way: “They both offer privacy. But the on-device model works offline, while PCC requires an internet connection.” The statement is about those Apple offerings; it does not establish that all local and cloud systems have equivalent privacy protections.
Which approach should you choose for a task?
Choose based on the work you need done and the data it involves, rather than assuming one architecture is best for every use. A local feature is a strong fit when offline access or keeping that inference off a remote service matters and the local model can handle the task. A cloud feature may be more suitable when a task needs capabilities or context unavailable locally and you accept the service’s connection and data-handling terms.
Use this decision checklist
- Define the task. Is it a short rewrite or summary, or does it require handling a large amount of material or more complex reasoning?
- Check local availability. Confirm that your device, operating system, language, and region support the feature and that the required model is available.
- Check offline behavior. Test the exact task with the network disconnected if offline use is essential. A locally available model does not prove that every connected feature in its app works offline.
- Check the data route. Find out whether the request stays local, can be sent to a remote system, or uses a hybrid path. Read the provider’s retention and privacy terms for the remote path.
- Try a representative request. Judge whether the local result is adequate for the real task. If it is not, decide whether the cloud option’s added capability is worth the connection and data trade-off.
- Recheck after changes. Feature availability and model support can change with device, operating system, language, region, and service updates.
What is the practical verdict?
On-device AI offers local inference and the possibility of offline use; cloud AI offers access to remote processing that may support larger models or longer context. Hybrid designs can combine both, but the route and data handling depend on the product. For a sound decision, verify the exact feature’s availability, capability, network needs, and privacy terms rather than treating “on-device” or “cloud” as a complete description.

Frequently Asked Questions
What can Gemini Nano do on Android?
Android Developers lists summarization, proofreading, rewriting, image description, and speech recognition through ML Kit GenAI APIs as use cases. Whether a particular app exposes those features depends on its implementation and supported hardware.
Does local AI still need internet access to get its model?
It may: Android Developers says Gemini Nano model downloads and internet requests are handled through Private Compute Services, separately from local inference. The documentation does not establish one universal download or update process for every on-device AI product.
Does the European data-protection guidance say local AI is always faster?
No. The European Data Protection Supervisor’s November 15, 2024 paper discusses potential latency and data-transmission benefits of processing near where data is generated, but it does not give a universal speed benchmark for consumer AI.
