On-device AI runs inference on your phone, computer, or other local hardware; cloud AI sends the request to a remote data center. Neither location automatically makes an AI feature cheaper, more private, or better. Local inference can continue without a network and limit transmission of the prompt, while cloud inference can provide larger context windows, more reasoning capacity, and easier model updates. The right choice depends on your task, device resources, data sensitivity, connectivity, and how you count costs.

Apple’s current Apple Intelligence implementation illustrates the trade-off: its on-device Foundation Model is designed to work offline, while Private Cloud Compute (PCC) handles requests that need a network and more capability. Use that as a documented case study, not as a rule for every AI product.

What is the difference between on-device AI and cloud AI?

On-device AI performs the model’s inference locally, so the input can be processed without sending the request to a provider’s server. Cloud AI transmits the request to a remote service, where server hardware runs the model and returns the result. “On-device” and “cloud” describe the execution location; they do not, by themselves, specify model quality, privacy, price, speed, or reliability.

A phone may run a smaller local model while calling a cloud model for a difficult request. A laptop can run a relatively large model locally, but still synchronize prompts or telemetry through an app’s other services. Evaluate the complete data path and workload rather than treating the location label as a guarantee.

How do the two approaches compare at a glance?

The practical differences are easiest to see by comparing the dimensions that affect a real feature or workflow.

Dimension On-device AI Cloud AI What you should measure
Connectivity Can work offline when the model and feature are available locally. Apple lists its on-device Foundation Model as offline-capable. Needs a network connection to reach the provider. Apple’s PCC requires connectivity. Offline behavior, weak-signal performance, upload size, retries, and fallback behavior.
Privacy Inference can remain on the device, reducing transmission of the request. Other app telemetry, backups, or synchronization may still send data. The request reaches a server. Retention, logging, access, training use, jurisdiction, and user controls depend on the provider. Exactly what is sent, how long it is retained, who can access it, and whether it is used for training.
Capability Bounded by the local model and available memory, storage, and compute. Apple lists a 4K-token context for its on-device model. Can use more server compute and larger models. Apple lists 32K context and reasoning support for PCC. Task quality, context length, modalities, tool use, model version, and fallback behavior.
Performance Avoids network round trips, but speed and quality vary with the device, model, and workload. Includes network latency and server processing; a larger model may improve difficult-task quality. End-to-end latency, throughput, quality, energy use, and failure rate on representative conditions.
Cost Costs may shift to capable hardware, model optimization, distribution, support, and energy. No general cost figure applies to all devices. May involve per-use, hosting, or subscription charges, plus engineering and support. Provider pricing and limits vary. Total cost per successful task, hardware amortization, inference volume, engineering, support, and quotas.
Availability Requires a compatible device and a locally installed model and feature. Requires a reachable provider, network access, and available quota or service capacity. Supported hardware, operating system, language, region, quotas, outages, and graceful fallback.

Is on-device AI more private?

It can be, because the inference request need not leave the device. That reduces one important exposure: transmission of the prompt, attached text, image, or audio to a remote inference service. It does not make the entire application private automatically. A feature may still synchronize history, collect diagnostics, upload files for another function, or expose data through account and backup systems.

What local processing does and does not protect

  • It can limit request transmission. If the model and feature run locally, the prompt can stay on the device during inference.
  • It does not eliminate every data flow. Inspect analytics, crash reports, cloud synchronization, backups, plug-ins, and any post-processing service.
  • It can reduce provider-side retention questions. There is no remote inference request to retain when the complete operation is local, although application logs may still exist.
  • It depends on the implementation. A vendor can label a feature “on-device” while sending selected metadata or non-inference content elsewhere; read the product’s data-flow and privacy documentation.

What Apple says about Private Cloud Compute

Apple’s Support documentation says Apple Intelligence analyzes whether a request can be processed on device and can use Private Cloud Compute for more complex requests. Apple states: “The data being processed in Private Cloud Compute is not stored or made accessible to Apple.” In Apple’s documented design, only data relevant to fulfilling the request is processed, and it is not retained afterward.

Apple’s technical PCC guide describes stateless computation and security requirements intended to prevent retention of personal user data after a response, along with transparency mechanisms for research. Those are Apple’s architecture and commitments; they should not be generalized to unrelated cloud AI services. A cloud provider’s privacy posture must be assessed from its own retention policy, access controls, audit material, jurisdiction, and user settings.

Why infrastructure and privacy are separate questions

In a June 8, 2026 security announcement, Apple said PCC was expanded to Google Cloud systems using NVIDIA GPUs and that Apple’s privacy protections continue to apply. The example shows why “cloud” alone does not describe privacy: infrastructure location and the technical and contractual controls around a request are separate decisions. Treat Apple’s statement as a description of Apple’s system, not evidence that every cloud deployment offers the same guarantees.

Does cloud AI provide better performance?

Cloud AI often has access to more compute, larger models, and longer context windows, but that does not guarantee a better user experience. A network round trip can dominate response time, and a larger model may be unnecessary for a short, routine task. Performance must be measured against a defined task and quality standard.

Apple’s documented capability difference

Apple’s current developer documentation lists a 4K-token context for the on-device SystemLanguageModel and a 32K-token context for PrivateCloudComputeLanguageModel. Apple also lists offline availability for the on-device model and reasoning support for PCC. At WWDC26, Apple summarized the distinction this way: “The on-device model offers 4k, and with PCC you get 32K.” These are specifications for Apple’s implementation, not universal limits for on-device or cloud AI.

Question Local model Remote model
Can it run without internet? Apple lists the on-device Foundation Model as able to work offline when the feature and model are present. Apple’s PCC requires an internet connection.
How much context does Apple document? 4K tokens for the on-device model. 32K tokens for PCC.
Is reasoning support documented? The cited Apple documentation does not make the same PCC reasoning claim for the on-device model. Apple lists reasoning support for PCC.

Why latency cannot be declared universally

Local inference avoids network transfer and server queueing, but a low-powered device may process tokens slowly or throttle under sustained load. Cloud inference adds upload, network, queue, and download time, yet a powerful server can complete a difficult request faster than the device. No independent cross-vendor latency benchmark establishes a universal winner here. Record end-to-end timings on the devices and networks your users actually have.

Which option costs less?

There is no universal “free” choice. On-device AI can avoid a per-request server bill while requiring capable hardware, model compression and optimization, application distribution, energy, and support. Cloud AI can run on modest client hardware, but usage, hosting, subscription, data-transfer, and engineering costs can grow with volume.

Build a complete cost model

  1. Define the unit of work. Use a successful task—such as one summarized document or one classification—not a vague “AI request.”
  2. Count local costs. Include incremental device capability, storage, battery or electricity, model updates, optimization, testing, and support. If the device is already owned, state whether its cost is amortized or treated as sunk.
  3. Count cloud costs. Include input and output usage, hosting or API fees, network transfer, retries, observability, and the engineering needed to protect and route data.
  4. Include failure and support costs. A retry during an outage, a quota error, or a low-quality answer that requires human correction can cost more than the nominal inference charge.
  5. Divide by successful outcomes. Compare total monthly cost with the number of tasks that meet your quality threshold, not merely the number of calls.

Apple’s PCC pricing qualification

Apple’s WWDC26 developer presentation describes the developer-facing PCC option as having no token charge to the developer, while also specifying a per-user daily limit. Both points apply to that Apple option only. They do not mean that a complete product has no cost: hardware, development, networking, support, and the user’s device and service expenses still exist, and other providers use different pricing and quota models.

How does Apple’s hybrid routing work?

Apple describes a practical hybrid pattern: the system checks whether a request can be handled on device and uses PCC when the request is more complex. This keeps simple work local while reserving the remote path for tasks that need additional context or reasoning.

  1. Classify the request. Determine whether the task fits the local model’s context, modality, quality, and resource limits.
  2. Run locally when adequate. Keep the request on device when it meets the user’s quality and privacy requirements, including offline operation where needed.
  3. Explain a remote handoff. If the task exceeds local capability, tell the user that a network service is required and identify what data will be sent.
  4. Minimize the payload. Send only the content needed for the selected task; avoid attaching unrelated history or files.
  5. Handle failure deliberately. If the network, quota, or remote model is unavailable, return a useful local result, ask the user to retry, or defer the task instead of silently losing work.
  6. Record the route for evaluation. Measure local completions, remote escalations, failures, latency, and quality separately so routing rules can improve.

This design is not limited to Apple. Any application can define a local-first policy, provided the user understands when data leaves the device and the fallback behavior is predictable.

How should you test an AI workload fairly?

Apple advises evaluating a feature with the on-device model before choosing a server model. Apply the same discipline to any deployment: hold the task and quality criteria constant, then measure the complete workflow.

Use a representative test set

  • Include short and long inputs, ordinary cases, edge cases, and the languages and modalities your users actually submit.
  • Define what counts as a successful result before looking at speed or price: factual accuracy, extraction completeness, format compliance, or a human review score.
  • Keep prompts, source documents, model instructions, and post-processing the same when comparing routes.

Measure five outcomes

  1. Completion quality: score the result against your predefined rubric and record corrections.
  2. End-to-end latency: measure from user submission to usable output on normal, weak, and unavailable networks.
  3. Operating cost: calculate cost per successful result, including retries and human remediation.
  4. Failure modes: record context overflow, unsupported input, timeout, quota, battery, memory, and offline failures.
  5. Data handling: document every field transmitted, retained, logged, or synchronized on each route.

Report the device model, operating-system version, network conditions, model version, workload, and date with any result. Without those conditions, “faster,” “cheaper,” or “more accurate” is not a reproducible claim.

When should you choose on-device AI?

Choose a local path when the task fits the available model and offline operation, predictable availability, or reduced request exposure is central.

  • Offline or intermittent connectivity: field work, travel, and airplane use benefit when the feature remains useful without a network.
  • Sensitive prompts: local inference can reduce transmission of personal, confidential, or regulated content, subject to the app’s other data flows.
  • Short, repeatable tasks: classification, rewriting, extraction, and other bounded operations may not need a larger remote context.
  • Predictable availability: a local model is not affected by provider outages or remote quotas once it is installed and supported.
  • High request volume with suitable hardware: avoiding per-request service charges may help when the organization already controls capable devices, but verify energy, support, and update costs.

Do not choose local processing solely because it sounds private or free. Confirm the actual model quality, memory and storage requirements, thermal behavior, update process, and every other data path in the application.

When is cloud AI the better fit?

Consider cloud inference when the workload needs more context, reasoning, modalities, or compute than the local model can reliably provide and your connectivity, privacy controls, and cost model are acceptable.

  • Large documents or conversations: a longer context can avoid aggressive chunking or lossy summarization.
  • Complex reasoning: a remote model may offer capabilities not available in the local model, as Apple documents for PCC.
  • Uneven client hardware: a server route can provide a more consistent model across a mixed device fleet, subject to network quality.
  • Centralized updates: the provider can update the model without redistributing a large local model, although version changes must still be managed.
  • Tasks that justify remote processing: use a cloud route when the quality gain exceeds the combined service, network, privacy, and support costs.

Before sending data, check provider retention, logging, access, training use, jurisdiction, auditability, user consent, quotas, and outage behavior. A cloud model’s technical capability does not override your data-governance requirements.

What are the main failure modes and fixes?

Symptom Likely cause Practical response
The feature stops working offline. The request was routed to a cloud model, or the local model or feature is unavailable. Expose an offline mode, check local eligibility at startup, and provide a clear queued or fallback result.
Local output is incomplete on long input. The input exceeds the local context or capability. Reduce irrelevant text, chunk with a quality check, summarize carefully, or route the request to a larger-context model with user awareness.
Cloud responses are slow on weak networks. Upload, round-trip, server queue, or retry time dominates. Measure end-to-end time, show progress, support cancellation, cache safe intermediate work, and fall back locally where quality permits.
Costs rise unexpectedly. Unbounded input, repeated retries, remote escalation, or a quota and pricing change. Set input limits, inspect route and retry metrics, alert on cost per successful task, and document provider limits.
A privacy review finds unexpected transmission. Telemetry, synchronization, attachments, or a plug-in sends data outside the inference path. Map every data flow, minimize fields, update consent and controls, and verify retention and access settings with the provider.
Results change after an update. The local or server model, operating system, prompt, or routing rule changed. Version the model and prompts, rerun the fixed evaluation set, and retain a rollback or route override.

What device and availability requirements matter for Apple Intelligence?

Apple Intelligence support depends on the device, operating-system version, language, and region. Apple publishes a current eligibility list, and those requirements can change; verify the list for the exact product and release you support rather than treating any iPhone or Mac as automatically compatible.

For an Apple feature, separate three checks: whether the hardware can run the local model, whether the operating system includes the feature, and whether the user’s language and region are supported. A compatible device can still require a network when Apple routes a request to PCC, and a network-connected device can still lack a locally available model.

How do you make the decision for your own product?

Use the following decision sequence instead of starting with a model brand or a headline benchmark.

  1. Describe the task. State the input type, typical and maximum size, required output, acceptable error rate, and whether reasoning or tools are needed.
  2. Classify the data. Mark personal, confidential, regulated, or public content and define what may leave the device.
  3. Set connectivity requirements. Decide whether the feature must work offline, tolerate weak signal, or can require a reliable network.
  4. Check local feasibility. Test the on-device model on representative inputs, including memory, thermal, battery, latency, and quality.
  5. Check remote feasibility. Verify context, reasoning, modality, retention, access controls, quota, geographic availability, and service costs.
  6. Choose a route policy. Use local-first, cloud-first, or explicit hybrid routing; document escalation criteria and user messaging.
  7. Run the same evaluation again. Compare successful-task quality, end-to-end latency, cost, failures, and data handling under realistic conditions.
  8. Plan for change. Monitor model, operating-system, provider-policy, quota, and eligibility updates, and keep a fallback path where the task requires continuity.

The result may differ by feature within the same application. A local summarizer, a cloud-based long-document analyst, and a hybrid assistant can all be rational choices when their requirements differ.

Frequently Asked Questions

Can on-device AI work with airplane mode turned on?

Yes, but only when the specific model and feature are installed locally and designed to operate offline. A request that escalates to Apple’s Private Cloud Compute, or to any other remote service, will require connectivity; a well-designed app should make that transition visible.

Does a longer context window always produce a better answer?

No. More context can help with long documents or multi-step instructions, but irrelevant material can distract a model and increase processing time or cost. Test the smallest context that meets your quality target and route only genuinely oversized or complex requests.

How can I calculate cost per successful AI result?

Add hardware amortization or service charges, networking, engineering, support, retries, and human correction for a defined period. Divide that total by the number of outputs that pass your quality rubric, keeping local and cloud routes separate so escalation costs are visible.

What should an app tell users before sending a request to the cloud?

Explain that the task needs a network, identify the categories of data being sent, and state the provider’s retention and control terms in plain language. Offer a local-only or reduced-data alternative when one can meet the task’s quality requirements.
