Lockheed Martin and the Pentagon announced an initial 10-year framework on October 22, 2026, covering at least 850 F-35 aircraft for the United States. It is not yet an awarded, executable multiyear contract: Congress must authorize the arrangement and provide appropriations before Lockheed and the Defense Department can settle binding prices, schedules, variant quantities and legal terms. The broader plan targets production of 156 F-35s per year for U.S. and international customers across Lots 21 through 30, or 1,560 aircraft if that rate holds for a full decade.
What exactly did Lockheed and the Pentagon announce?

The 1,560-aircraft figure is an implication of the stated rate, not a separately announced order. International quantities, the annual U.S. delivery pattern and the mix of F-35 variants were not disclosed.
How many F-35s will Lockheed build?
Lockheed plans to keep the line at 156 aircraft annually across domestic and foreign customers. Over ten years that would amount to 1,560 airframes, with the U.S. portion averaging at least 85 per year; actual yearly deliveries can vary once lot-by-lot contracts are negotiated.

What “Lots 21–30” means
The framework spans the next ten numbered procurement lots, 21 through 30. The announcement does not provide a quantity, delivery date or variant allocation for each individual lot, so the lot numbers should not be read as a published calendar of exact annual deliveries.

Is the 850-F-35 deal final?
No. The October 2026 announcement establishes an intended framework. It cannot become an executable multiyear buy until Congress passes the required multiyear-procurement authority and supplies the money through the fiscal 2027 defense budget and related appropriations.
- Congress must authorize the multiyear procurement approach.
- Congress must appropriate the funds needed for the planned lots and support.
- The Pentagon and Lockheed must negotiate formal contract language, prices, schedules, aircraft variants and performance provisions.
- Only then can the parties award and execute the multiyear contract.
Because those conditions were still pending when the announcement was made, no final per-jet price, total contract value, delivery schedule or variant split has been published.
Why do Lockheed and the Pentagon say the framework matters?
Both parties present the plan as an industrial-base and readiness measure. A decade of expected demand could allow suppliers to buy raw materials and critical components in larger volumes, plan factory capacity earlier and address logistics bottlenecks before they interrupt deliveries. Lockheed says longer-term volume and pricing commitments should produce savings for taxpayers through industry discounts and more predictable purchasing.

Pentagon acquisition and sustainment undersecretary Michael Duffey described the approach as a change in how the department stabilizes the American defense industrial base and links financial incentives to performance. The stated objective is to deliver combat capability at speed and scale, but the framework itself does not guarantee that every readiness target will be met.

What does current F-35 readiness look like?
The proposal arrives while the fleet’s availability remains a concern. Defense News, citing a Government Accountability Office finding, reported that the F-35 mission-capable rate fell from 67% in fiscal 2021 to 44% in fiscal 2025. The rate for aircraft able to fly all assigned missions fell from 38% to 25% over the same period.
Those figures measure operational availability, not factory output. More spares, modification kits and sustainment funding could address some causes of downtime, but the announcement does not claim that the new framework will reverse the reported rates or specify a target improvement.

The F-35 program received Milestone C and full-rate-production approval in March 2024 after the Defense Department reviewed testing, manufacturing controls, performance, reliability and sustainment requirements. That approval allows full-rate production, but each future multiyear purchase still requires congressional authority, funding and a negotiated contract.

These omissions are expected at the framework stage. The next meaningful public milestones are congressional action, release of the fiscal 2027 funding, and a formal award that identifies quantities, prices, delivery timing and performance requirements.

The framework describes 850 as a minimum U.S. quantity, but it is contingent until Congress authorizes and funds the purchase and the parties sign a contract. Final legislation and negotiations could establish different quantities, timing or options.
Does the 156-aircraft rate guarantee 156 deliveries every year?
No. It is the planned combined production rate for American and international customers. Annual deliveries may be rephased by lot, customer demand, supplier capacity or congressional funding, and no year-by-year schedule has been released.
Does Lockheed’s $7 billion commitment reduce the government’s aircraft bill?
The Pentagon describes the amount as Lockheed self-funded initiatives supporting the program. The announcement does not explain how those investments will be credited in contract accounting or how much, if any, will appear as a direct reduction in aircraft prices.
