To secure a staging environment with Google Cloud Identity-Aware Proxy (IAP), put IAP in front of the application and grant access only to the people who need it. For a single Cloud Run staging service, enabling IAP directly on the service is usually the simplest way to protect both its default run.app address and load-balancer routes. If you enable IAP only on a load balancer, separately restrict or disable direct access to the Cloud Run URL; otherwise, users may be able to reach the service without passing through the identity gate.
IAP is an authorization layer for HTTPS applications, not a substitute for checking every route your application exposes or for securing its backend. The configuration is only complete when the access policy, backend permissions, alternate ingress paths, application identity handling, and logs have all been checked.

What does IAP protect in a staging environment?
Google describes IAP as a central authorization layer for applications accessed over HTTPS. Rather than relying only on network location or a VPN, you can require an authenticated identity and authorize that identity before granting access to the application. Google also characterizes IAP as a cloud-native alternative to traditional VPNs.
For staging, that means a developer, tester, or other approved person can be allowed through while an unauthenticated visitor or an authenticated person without the required permission is blocked. This is useful when a staging site must be reachable over the internet for a team but should not be open to the public.

IAP is an entry gate, not a general guarantee that every part of a system is safe. The application may have other network routes, the backend may be reachable directly, and the application itself may use identity information incorrectly. The enforcement point and every alternate route therefore matter as much as the list of allowed users.
Should I enable IAP on Cloud Run or on the load balancer?
For one Cloud Run staging service, direct Cloud Run IAP is generally the more straightforward choice: it protects all ingress paths, including the service’s default run.app URL. Use load-balancer IAP when a shared HTTPS endpoint needs to route to several services or regions, but do not assume it protects direct access to each Cloud Run service.

| Decision | Direct Cloud Run IAP | Load-balancer IAP |
|---|---|---|
| Where the access gate applies | Cloud Run service; documentation says all ingress paths, including the default run.app address, are protected. |
Requests that pass through the load balancer. A direct run.app path may remain accessible. |
| Typical fit | A single staging service with no need to centralize several backends behind one global endpoint. | Several services or regions routed through a shared global HTTPS load balancer. |
| Configuration shape | Enable IAP on the Cloud Run service and grant the intended users or groups access. | Use an HTTPS frontend and backend service, configure IAP and OAuth credentials, and authorize the IAP service agent to invoke Cloud Run. |
| Direct backend exposure | All ingress paths are covered by the documented direct-IAP behavior; still review IAM and ingress settings. | Must be handled explicitly: restrict ingress or disable the direct service URL so it cannot bypass the load balancer. |
| Performance and CDN considerations | IAP adds latency; measure whether the effect is acceptable for the application. | IAP adds latency, and the documented Cloud Run load-balancer path is incompatible with Cloud CDN. |
These are different enforcement designs, not interchangeable switches. Pick one deliberately, then verify that the actual hostname and routes people use traverse the intended gate.
What should I prepare before enabling IAP?
Decide who needs access, how requests will reach the application, and whether the app needs to recognize the signed-in user. A short design check prevents a common failure: securing the advertised staging hostname while leaving another route to the same service open.
- Choose the enforcement point. For a single Cloud Run service, consider direct IAP first. For multiple backends or regions behind one endpoint, consider IAP on the load balancer and plan how to close direct backend access.
- Identify the principals. Google documents Google Accounts, groups, service accounts, and Workspace domains as possible IAP principals. For a team staging site, a narrowly scoped group is generally easier to administer than assigning access individually or granting it broadly.
- Plan HTTPS and OAuth for a load balancer. Load-balancer IAP requires an HTTPS frontend. Enabling IAP creates OAuth 2.0 client credentials; retain the generated credentials because deleting them stops IAP from functioning.
- Map backend permissions. When the load balancer sends requests to Cloud Run, the IAP service agent needs the Cloud Run Invoker role. User access to IAP and permission for IAP to invoke the backend are separate authorization checks.
- List alternate origins. Include the service’s default URL, any load-balancer hostname, and any VM or GKE address and serving port that could expose the application outside the intended path.
How do I configure IAP for a Cloud Run staging service?
For a single service, enable IAP directly on Cloud Run, then give access only to the staging users or group. This avoids the specific gap created when the load balancer is protected but the direct Cloud Run URL remains reachable.

- Choose the staging service and enforcement point. Confirm that this is the Cloud Run service used for staging, not production. Enable IAP directly on that service when it fits the architecture.
- Grant the intended users access. Bind the IAP-secured Web App User role to the staging group or other specific principals that need the application. Avoid broad membership that would make the staging site available to unintended users.
- Review service invocation permissions. Inspect who can invoke the Cloud Run service and whether any broader invoker grant undermines the intended access boundary. The goal is for requests to be authorized through the design you chose, not through an overlooked permission.
- Check every hostname. Test the hostname team members use and the default
run.apphostname. Direct Cloud Run IAP is documented to protect all ingress paths, but a test confirms the deployed service behaves as expected. - Validate the application’s identity handling. If the app uses the signed-in user’s identity, follow Google’s signed-header guidance. Do not trust client-supplied identity headers that have not been validated.
Do not apply load-balancer-only instructions to this design: the backend service and IAP service-agent invocation grant are relevant to the load-balancer route, not a reason to add unneeded permissions to a direct-IAP setup.

How do I configure IAP through a load balancer?
Use load-balancer IAP when the shared HTTPS entry point is part of the design. The load balancer’s IAP policy controls requests that traverse it; the backend must also permit the IAP service agent to invoke Cloud Run, and direct access to the backend must be restricted separately.
- Provide an HTTPS frontend. Load-balancer IAP requires HTTPS at the frontend. Confirm that the staging hostname is routed to the intended backend service.
- Enable IAP on the HTTPS backend service. Configure the IAP access policy on the backend service that serves staging. Enabling IAP creates OAuth 2.0 client credentials; preserve them and do not delete the generated credentials.
- Authorize the IAP service agent to invoke Cloud Run. Grant the Cloud Run Invoker role to the service agent in this form, replacing the bracketed part with the project number:
service-[PROJECT-NUMBER]@gcp-sa-iap.iam.gserviceaccount.com. This permission lets IAP reach the backend; it does not grant staging access to every human user. - Grant access to the actual staging audience. Give the IAP-secured Web App User role to the staging group or other required principals. Keep this grant distinct from the service-agent permission.
- Close the direct Cloud Run route. Restrict ingress or disable the direct service URL so users cannot reach the backend around the load balancer. Test the default
run.apphostname directly, not only the public staging hostname. - Test both the allowed route and the denied route. Verify that the HTTPS endpoint enforces IAP and that a direct backend request cannot bypass the policy.
A working load-balancer hostname is not proof that the Cloud Run service is protected. The direct URL test is a separate check because it exercises a route that may not pass through the IAP-enabled backend service.
How do I prevent direct access from bypassing IAP?
Make the backend reachable only through the path where IAP is enforced. The necessary control depends on the hosting environment: Cloud Run can use ingress restrictions or have its direct URL disabled when IAP is only on the load balancer; Compute Engine and GKE need firewall rules that block direct access to the serving port.
Cloud Run behind a load balancer
Do not leave an unprotected direct run.app route available. Restrict Cloud Run ingress or disable the direct URL as appropriate for the service, then attempt to open the direct hostname independently of the load-balancer hostname. A denial on the load-balancer route alone does not test this alternate path.

Compute Engine or GKE
When IAP is placed in front of a VM- or GKE-hosted application, firewall the serving port so users cannot connect to the application directly. Google warns that direct access to the serving port can bypass IAP. Test from a location that would represent an ordinary user, rather than checking only the IAP-protected hostname.
Application identity headers
If application logic depends on who signed in, use Google’s signed-header guidance or the App Engine Users API where applicable. A header supplied by an untrusted client is not proof of identity; the app must validate the identity signal it consumes rather than accepting a spoofable value.
How can I restrict staging by group, device, IP, path, or time?
Use IAP’s identity authorization for the audience, and add contextual controls only where the staging requirement calls for them. Access Context Manager access levels can incorporate IP and device attributes; IAM Conditions can constrain access by exact host or path and by date or time.
Start with a staging group
Grant the IAP-secured Web App User role to a group whose membership reflects the people who actually need staging. Review that membership as the team changes. A group-based grant is easier to reason about than a broad domain grant when only a subset of the organization should see the environment.

Use conditions for narrowly scoped routes or schedules
IAM Conditions can express requirements such as allowing a privileged group to access /admin only during working hours. Treat host and path comparisons as exact: test the real hostname, path, and URL-encoded forms your application receives. Do not assume a condition written for one spelling of a path will match every encoded or alternate form.
How should I test and monitor a staging IAP configuration?
Test the policy as multiple identities and through every relevant route, then use Cloud Audit Logs to review what happened. An authorized-user test alone is insufficient because it cannot reveal whether an unauthorized user is also allowed or whether a direct origin bypasses the protected endpoint.
Run a deny-and-allow test matrix
| Test | Expected result | What it checks |
|---|---|---|
| Unauthenticated browser at the protected HTTPS hostname | Redirected to sign-in or otherwise required to authenticate. | The IAP entry point is active. |
| Signed-in user without the IAP role | Denied access. | Authentication is not being mistaken for authorization. |
| Approved staging user or group member | Allowed access when all required conditions are met. | The intended audience can use the site. |
| Direct Cloud Run URL when IAP is only on the load balancer | Blocked or unavailable as a route to the staging app. | The backend cannot be reached around the load balancer. |
| VM or GKE serving port outside the protected route | Blocked by the applicable firewall rules. | The origin is not directly exposed. |
| Conditioned host, path, or encoded path | Matches or fails according to the exact intended condition. | Context-aware restrictions behave as written. |
Inspect audit records
Enable Cloud Audit Logs and inspect IAP data-access entries for authorized and unauthorized requests, including the access levels a requester satisfied. Logs can help distinguish a failed sign-in or missing role from a request that failed a contextual condition. Use them during initial rollout and after policy changes.

Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What are the trade-offs and common failure modes?
IAP adds latency, but the cited Google Cloud documentation does not establish a universal latency figure. Measure the effect for the staging application and its users rather than assuming a numeric overhead. In the documented Cloud Run load-balancer path, IAP is incompatible with Cloud CDN, so account for that limitation when choosing the architecture.

- Direct URL still loads: IAP may be enabled only on the load balancer. Restrict Cloud Run ingress or disable the direct service URL, then test the origin again.
- Approved users cannot reach the backend: For load-balancer routing to Cloud Run, check that the IAP service agent has Cloud Run Invoker. Also check that the human user has the IAP-secured Web App User role; these permissions serve different purposes.
- Sign-in works, but access is denied: Authentication alone does not confer access. Check the user’s or group’s IAP role binding and any active access-level or IAM Condition requirements.
- IAP stops functioning after a credential change: Load-balancer IAP relies on the OAuth 2.0 client credentials created when it is enabled. Do not delete the generated credentials.
- The app reports the wrong user or trusts an unexpected identity: Check how the app consumes IAP identity information. Follow signed-header guidance or the applicable App Engine Users API rather than accepting an unverified client header.
- A path restriction behaves unexpectedly: Compare the exact host and path, including URL encoding, with the condition. Test the URLs users and the application actually send.
- A VM or GKE origin remains reachable: IAP on the front door does not block direct access to an exposed serving port. Add or correct firewall restrictions and retest the origin.
How should a team keep staging protected over time?
Treat IAP as part of the release boundary, not as a one-time setup checkbox. Infrastructure changes can introduce a new hostname, backend, service account, or direct route; access changes can leave former team members authorized.
- Keep a clear record of the chosen enforcement point and the hostnames that are intended to be reachable.
- Review group membership and any user, domain, or service-account grants when team responsibilities change.
- Review the IAP service agent’s Cloud Run Invoker permission and check for broader invoker grants that defeat the intended boundary.
- Preserve load-balancer OAuth credentials and confirm the HTTPS frontend and backend configuration remain in place.
- Re-run unauthenticated, unauthorized-user, approved-user, and direct-origin tests after meaningful routing or policy changes.
- Review IAP data-access logs and the access levels evaluated when investigating access problems or validating a policy update.
Frequently Asked Questions
Is Google Cloud IAP the same thing as putting staging behind a VPN?
No. IAP authorizes access to an HTTPS application using identity and policy, while a VPN provides network-level connectivity. Google describes IAP as a cloud-native alternative to traditional VPNs, but the two approaches control access at different layers.
Free tools Windows power users keep installed
One-click scans. No signup required.
Can external testers use an IAP-protected staging site?
They can be included if they have a supported Google identity and are explicitly granted the needed access. Google lists Google Accounts among possible principals, so a tester does not necessarily have to be part of the staging team’s Workspace domain.
Does IAP automatically make a staging application safe to publish sensitive test data?
IAP controls who can reach the protected application; it does not establish that the data itself is appropriate for staging or that application-level authorization is correct. Treat test data handling and the app’s own security controls as separate decisions.
