Choose a local coding agent when you need tight, interactive control over a working directory; choose a cloud agent when you want to delegate a clearly defined task, run it unattended, or review changes through a pull request. Local sessions are especially useful for exploratory work, uncommitted files, sensitive network boundaries, and rapid course correction. Cloud sessions are strongest for well-specified backlog items, parallel execution, and repositories already hosted on GitHub. The deciding issue is not simply model quality. It is where the agent can read and write, which tools and credentials it can use, how quickly you can redirect it, and how the finished work returns to your team.
What is the difference between a local and a cloud AI coding agent?
A local agent runs in a terminal, IDE, or workspace on your computer and works directly with the files available there. A cloud agent runs in a provider-managed environment, usually starts from a GitHub repository, and returns its work through a branch or pull request. The model may be similar in either mode; the harness around it determines the workspace, tools, approvals, isolation, and session state.

Microsoft Visual Studio Code describes local third-party sessions as working directly in the local workspace. Its cloud sessions use a provider-managed environment against a GitHub repository. Anthropic makes the same practical distinction: a local terminal or IDE session is synchronous and interactive, while a cloud session can continue after you leave and may create a pull request when complete.
| Dimension | Local agent | Cloud agent |
|---|---|---|
| Workspace | Files and tools on your current machine | Provider-managed environment, commonly cloned from GitHub |
| Interaction | Live steering while the agent works | Delegated execution that can continue without supervision |
| Typical handoff | Changes remain in the working directory until you commit or share them | Branch, commit, or pull request for later review |
| Repository state | Can include uncommitted and unpushed files | Normally starts from a remotely available repository and revision |
| Best use | Discovery, debugging, iterative design, sensitive local work | Defined issues, unattended runs, parallel backlog work |
Which projects should start with a local agent?
Start locally when the shape of the work is still changing, when the relevant files are not committed, or when every permission and tool call needs close supervision. A local session lets you inspect an edit immediately, correct a mistaken assumption in the next message, and use the exact build, test, and service setup already present on your machine.

Requirements are unclear or evolving
Exploratory tasks rarely have a complete issue description. You may discover an undocumented dependency, a hidden UI convention, or a failing test that changes the plan. Because a local agent is synchronous, you can ask it to stop, inspect a different file, or try a narrower approach before it spends time implementing the wrong design.
The work touches uncommitted files
Local execution can operate on the active workspace, including edits that have not been pushed to a remote repository. This is important for a half-finished refactor, a local reproduction of a bug, or a prototype that is not ready to expose in a branch. A cloud task generally needs a repository and revision it can clone, so you would otherwise have to commit or push the state first.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →You need immediate feedback from local services
If the task depends on a locally running database, device, emulator, private network, or proprietary command-line tool, a local agent can use that environment subject to your approvals and operating-system permissions. A cloud machine will not automatically have access to those services, and reproducing them remotely can become more work than the coding task itself.
Data must remain inside a controlled boundary
Local workspace access keeps the files on the selected machine, but “local” does not automatically mean that every part of processing stays there. Authentication, model inference, telemetry, extensions, and external tools may still contact a provider. Confirm the selected product’s processing path, retention terms, network requirements, and enterprise controls before putting regulated or confidential code into a session.
When is a cloud coding agent the better choice?
A cloud agent is a better fit when the task can be specified precisely, the source is already in GitHub, and asynchronous execution or a clean review handoff matters more than attachment to your current computer.
Well-defined bugs and features
A concise issue with acceptance criteria gives a cloud agent a bounded objective. You can describe the expected behavior, relevant tests, constraints, and definition of done, then review the resulting branch or pull request instead of supervising every command.

Unattended execution
Cloud sessions let you delegate tasks that continue after you close your laptop or move to another project. Anthropic describes this as delegation without active supervision. The useful distinction is not that cloud code is inherently faster; it is that your attention is no longer required for every interaction.
Parallel backlog work
Independent issues can be assigned to separate cloud sessions. In Claude Code’s documented workflow, tasks run in isolated environments, allowing multiple fixes or investigations to proceed without competing for one working directory. Parallelism is appropriate only when the tasks do not depend on one another’s unmerged changes.
Pull-request review is the team’s control point
A branch and pull request make the agent’s output visible to reviewers, automated checks, and normal merge policies. That provides a clearer handoff than a modified personal laptop, especially for distributed teams or work performed outside office hours.
How should you compare local and cloud agents?
Evaluate the harness and operating boundary, not just the model name. The harness coordinates tools, approvals, requests, and session state; those controls often determine practical reliability and risk.

| Setup burden | Who installs runtimes, dependencies, and authentication? | You configure the machine once | Environment setup must be scripted and reproducible |
| Testing | Can the agent run the same checks CI will run? | Local services and proprietary tools may already exist | Repeatable setup can produce a clean, reviewable run |
| Review handoff | How do others inspect and approve the result? | Commit, patch, or screen-share from your workspace | Branch and pull request are built in |
How do local and cloud sessions handle privacy and security?
Think in terms of the complete processing path. “The code stays on my laptop” is only one part of the question: the agent may send prompts, file excerpts, tool output, or diagnostics to a model service. Conversely, a cloud environment may offer stronger isolation than a shared developer workstation, but it places source and build artifacts in a provider-managed system.
- Map the boundary: list repositories, uncommitted files, secrets, environment variables, command output, package registries, and external services the task could touch.
- Use least privilege: provide read-only access where possible, narrow repository permissions, and avoid loading production credentials into an agent session.
- Separate identities: use a dedicated account or token with an expiration and the minimum scopes needed for cloning, testing, or opening a pull request.
- Review generated changes: inspect dependency updates, shell commands, workflow files, authentication code, and any attempt to transmit data before merging.
- Check policy: verify retention, training use, telemetry, regional processing, enterprise controls, and whether preview features are permitted for your organization.
For a private or uncommitted codebase, local is usually the safer starting point only after you confirm the provider’s inference and telemetry path. If policy requires a specific network or machine boundary, involve your security owner rather than assuming a product label settles the issue.

How do you set up a local coding agent?
Setup varies by product, but the sequence below prevents the most common failures: an incomplete toolchain, excessive permissions, or an agent that cannot reproduce the project’s checks.
- Prepare a clean working boundary. Open the intended project folder, confirm the active branch, and record the status of uncommitted files. Do not let an agent guess which neighboring repositories or directories are in scope.
- Install the provider’s supported client. For Claude Code, Anthropic documents local installation on macOS and Ubuntu/Debian, and on Windows through WSL or Git for Windows. The documented prerequisites include Node.js 18 or newer, at least 4 GB of RAM, and internet access for authentication and AI processing.
- Authenticate with the narrowest account. Prefer a token or account that cannot publish, deploy, or alter unrelated repositories. Keep production secrets outside the shell environment unless the task genuinely requires them.
- State the objective and constraints. Include the files or subsystem, expected behavior, tests to run, coding conventions, and actions that require approval. Ask the agent to explain its plan before broad edits.
- Approve tools deliberately. Inspect package installation, file deletion, network requests, database migrations, and commands that write outside the project. Stop the session if the requested access exceeds the task.
- Run the project’s checks. Have the agent execute the same formatter, linter, unit tests, integration tests, and build commands used by your team. Investigate failures rather than asking it to hide or weaken a check.
- Review and preserve the result. Compare the diff, inspect generated files and dependency manifests, then commit or stash deliberately. If the work is exploratory, keep it in a separate branch or patch so it cannot be mistaken for approved code.
How does a cloud coding-agent task work?
A cloud task is reproducible only when the repository, setup, instructions, and expected checks are explicit. The exact controls differ by provider, but the workflow generally follows these steps.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Select the repository and starting revision. Cloud sessions require a GitHub repository and access to an available cloud provider in the documented Visual Studio Code workflow. Confirm that the branch contains the files and configuration the task description assumes.
- Write an execution brief. Describe the issue, acceptance criteria, files or components in scope, prohibited changes, test commands, and what the agent should do if a requirement is ambiguous. Include links to issue context inside the repository or task system when available.
- Define setup commands. Specify runtime installation, dependency installation, environment preparation, and any service mocks needed before tests. A cloud machine cannot rely on undocumented state from your laptop.
- Start the isolated run. In Claude Code’s documented cloud flow, the task runs in an isolated virtual machine, clones the selected GitHub repository, and executes the configured setup commands.
- Monitor status and intervene when necessary. Check logs for failed setup, missing credentials, flaky tests, or an interpretation that has drifted from the issue. Cancel and revise rather than allowing a confused run to continue indefinitely.
- Review the branch or pull request. The cloud workflow can push a branch and open a pull request. Read the diff, test results, dependency changes, and generated documentation as you would for a human contribution.
- Merge only after independent checks. Run repository CI and required security scans. A successful agent run demonstrates that the configured commands completed; it does not replace code ownership or review.
Can a cloud agent work on a GitHub repository while you are away?
Yes, when the provider supports cloud sessions, the repository is accessible, and the task is specified well enough to run without live clarification. The agent can continue in its isolated environment and return a branch or pull request for later review. This is delegation, not automatic approval: access, setup failures, ambiguous requirements, and unsafe proposed changes still require human judgment.
Cloud work is less suitable when the important context exists only in local, uncommitted files, private network services, or conversations that are not represented in the repository. In those cases, either work locally or first create a sanitized, reproducible task boundary.
What do the major workflow examples show?
The products below illustrate the local-versus-cloud pattern rather than establishing a performance ranking. Their availability, quotas, pricing, repository support, and policy controls can change, so verify current provider documentation before adoption.
| Product example | Local workflow | Cloud workflow | Documented requirements or behavior |
|---|---|---|---|
| Claude Code | Terminal-based local installation for supported desktop environments | Task runs in an isolated virtual machine, clones GitHub, runs setup, and can open a pull request | Anthropic documents macOS, Ubuntu/Debian, and Windows through WSL or Git for Windows; Node.js 18+, 4 GB RAM, and internet access are listed for local use |
| OpenAI Codex | Listed by Visual Studio Code as a provider harness for local sessions | Listed as a cloud-agent option working against GitHub repositories | Exact controls depend on the selected integration and current provider documentation |
| GitHub Copilot | Microsoft describes local Copilot Code as operating inside project folders on the device | Microsoft describes cloud Copilot Code as using a secure isolated environment accessible across devices | Confirm current repository, organization, and preview-feature requirements before enabling it |
What are the common failure modes, and how do you recover?
The agent edits the wrong files
In a local session, restate the project root and ask for a file list before editing. In a cloud session, verify the selected repository and starting branch, then narrow the task’s scope and acceptance criteria.

Setup fails before coding begins
Read the first failed command, not just the final status. Add the missing runtime, dependency, environment variable, or service mock to the documented setup; never assume a command that works on your laptop exists in the cloud image.
Tests pass locally but fail in the cloud
Compare operating system, runtime versions, lockfiles, environment variables, network access, and service availability. Make the setup explicit and reproduce the failing command in a clean environment before changing application code.
The agent asks for excessive permissions
Decline the request, remove unrelated credentials, and split the task into a read-only investigation followed by an approved change. A request to access production, unrelated repositories, or broad filesystem paths is a boundary problem, not a reason to grant more access.
The result is plausible but incomplete
Use acceptance criteria and a required test list rather than judging from the diff alone. Ask for a summary of changed files, unresolved assumptions, and commands that were not run, then complete the missing verification yourself.

Should you use a hybrid local-and-cloud workflow?
For many teams, the most effective answer is hybrid. Discover the problem, reproduce it, and establish the design locally; delegate a bounded implementation or test-writing task in the cloud; then review and integrate through the normal pull-request process.
Best Value
- Explore locally: identify the failing path, inspect related code, and write a precise issue.
- Capture the boundary: commit only the context the cloud task needs, remove secrets, and document setup and tests.
- Delegate: run the cloud task on the new branch with explicit acceptance criteria.
- Review centrally: inspect the pull request, rerun CI, and request focused changes if needed.
- Return to local work when context changes: if the implementation reveals a product decision or undocumented dependency, stop delegating and steer the next iteration interactively.
Which option is right for your project?
Use this decision guide as a starting point:
| Your situation | Starting choice | Reason |
|---|---|---|
| Requirements are unclear or changing | Local | Redirect the agent immediately as you learn more |
| Files are uncommitted or exist only on your machine | Local | No push or branch preparation is required |
| A bug or feature has precise acceptance criteria | Cloud | Delegate and review the resulting branch later |
| You have independent backlog issues | Cloud | Run isolated tasks without occupying your workstation |
| The repository is not cloned locally | Cloud | The provider can clone the GitHub repository and prepare the environment |
| Data must stay within a controlled machine or network | Local, subject to processing-path verification | Workspace access remains on the machine, but inference and telemetry still need checking |
| The team needs a shared review trail | Cloud | Pull requests provide a natural review boundary |
There is no authoritative performance, price, or productivity figure that makes one mode universally superior. Choose the boundary and workflow that match the task: local for synchronous discovery and close control, cloud for defined asynchronous execution and reviewable handoff.
Frequently Asked Questions
Can a local AI coding agent work without internet access?
The workspace may be local, but many hosted agents still require internet access for authentication and model processing. Check the specific product’s offline support rather than equating local file access with fully offline inference.
Do cloud coding agents see every repository in my GitHub account?
Access is determined by the permissions and repository connection you configure. Grant only the repositories and scopes required for the task, and review organization policies before enabling a provider.
How should I write an issue for an unattended coding-agent run?
Include the exact behavior, acceptance criteria, files or components in scope, prohibited changes, setup commands, test commands, and a rule for handling ambiguity. Also state what the agent must report when a test or dependency cannot be run.
Is a pull request from an AI coding agent safe to merge automatically?
No. Treat it like any external contribution: inspect the diff, dependency and workflow changes, tool output, and CI results. Human ownership and repository policy should determine whether it can merge.
