Sometimes, yes. A local AI agent can run tools or read files on your computer while a cloud service still coordinates the task, stores conversation state, or performs the model inference. “Local” describes one part of the data path, not a blanket promise that nothing leaves the device. To judge privacy, trace four separate components: where the model runs, where orchestration runs, which machine executes tools, and where files and logs are stored. Then check exactly which prompts, excerpts, screenshots, browser pages, tool results, credentials, and files are transmitted. Local permissions can also give an agent access to more of your computer than you expect, while connected websites can expose sensitive information or prompt-injection attacks.

What does “local AI agent” actually mean?

A local AI agent is one whose execution includes a process on your computer or on infrastructure you control. That process might read a directory, run a shell command, open a browser session, or call an application programming interface. It does not automatically mean the language model is running on that same machine, that the conversation stays there, or that the agent is offline.

Modern agents are assemblies of services. A model proposes the next action; an orchestrator keeps the conversation and decides which tool to call; a tool runner performs the action; and a storage layer holds files, memory, logs, or credentials. A product can place each layer in a different location. For example, a cloud model may send a command to a local runner, which returns a command result to the cloud model for the next decision.

“Private,” “offline,” “local,” and “not used for training” are therefore different claims. Privacy may refer to retention or access by staff; offline means no network path is available; local may refer only to tool execution; and a no-training policy concerns one use of submitted data, not whether the provider receives it or retains it for other purposes.

Anthropic’s Claude Platform documentation makes the component distinction explicit: “The agent definition is the same whichever you choose. You set the model, prompt, and tools on the agent, not on the environment.” The environment determines where those tools and processes run, while the configured model and service may still handle the conversation.

If I use a local AI agent, can my files or prompts still be sent to the cloud?

Yes, they can. A local tool step does not prove local model inference or device-only data handling. Whether anything is uploaded depends on the specific feature, its configuration, and the data returned to the model.

An end-to-end example

  1. You enter a request. The prompt may first go to a provider’s service if that service is coordinating the agent.
  2. The model plans an action. A cloud model can decide to search a local folder, even though the search itself runs on your computer.
  3. The local runner executes. It may list files, read selected documents, run a command, capture a screenshot, or interact with a browser.
  4. Results return to the model. File excerpts, command output, screenshots, page text, and error messages can be sent back so the model can choose the next step.
  5. The agent continues or acts. The service may retain conversation history, tool results, traces, or memory according to the feature’s terms.

OpenAI’s documentation for ChatGPT Work local security describes this pattern for its Local computer access with Work Cloud feature: cloud services coordinate the task while a connected computer executes steps requiring local access. The documentation says relevant prompts, excerpts, screenshots, browser content, and tool results may be sent to OpenAI services, and it cautions that local execution is not the same as offline or device-only model inference. That description applies to that feature and should not be generalized to every local agent.

A self-hosted runner can narrow what leaves your infrastructure without making the system fully local. Anthropic’s Managed Agents documentation says its self-hosted sandbox keeps files and processes on the customer’s worker, while conversation history, tool results, skills, and memory stores still reach Anthropic. The cloud-managed alternative runs the sandbox itself and receives the sandbox files and state as well. In both arrangements, the model service remains part of the data path.

What can an AI agent access on my computer?

An agent normally acts with the permissions of the user account, service account, application, or integration through which it operates. It does not automatically gain every file on a device, but a broad account, an unrestricted shell, or a mounted home directory can expose far more than intended.

Access area What controls it Questions to ask
Files and folders Operating-system permissions, application allowlists, mounted directories, and the agent’s file tool Which directories are visible? Can it create, overwrite, delete, or upload files?
Shell and processes User or administrator privileges, command policy, sandbox boundaries, and approval rules Can it install software, stop processes, change settings, or run as an administrator?
Browser sessions Browser profile, cookies, logged-in tabs, extensions, and computer-use controls Can it see private pages, download files, submit forms, or send messages?
Applications and devices Application permissions and operating-system privacy controls Can it access mail, contacts, cameras, microphones, terminals, or development tools?
Connected services OAuth scopes, API keys, shared accounts, and service-account roles Is the integration read-only? Does a shared account have broader rights than your personal account?
Network destinations Firewall rules, sandbox egress policy, proxy settings, and DNS controls Which hosts can receive data? Is outbound traffic blocked, logged, or unrestricted?

Microsoft’s Defender for Endpoint documentation describes local AI agents as running with user-level permissions and being able to access files, tools, and services available on the devices where they operate. Treat this as an endpoint-security principle, not as a claim that every agent indexes every file. OpenAI’s Work Local security documentation similarly says access depends on existing user privileges and on controls for each capability; direct file reads, edits, shell commands, computer-use access, browser sessions, and connected apps can follow different permission paths.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A connected account is often the largest practical expansion of access. If an agent uses a shared mailbox, cloud drive, code repository, or enterprise service account, its effective reach may exceed what your individual desktop account can see. Review the integration’s scopes and role assignments rather than relying on the word “local” in the product name.

Where do inference, orchestration, tools, and storage run?

Map each layer separately. A system is neither simply local nor simply cloud-based when these layers are split.

Layer Local possibility Cloud possibility Evidence you need
Model inference Weights and computation run on your workstation or controlled server. A provider’s model receives prompts and tool results for each turn. Model deployment details, network traces, and an explicit offline mode.
Orchestration A local controller stores conversation state and selects tools. A provider holds the conversation, routes tools, and maintains run state. Architecture documentation and the service endpoints contacted.
Tool execution Your computer or self-hosted worker reads files and runs processes. A provider-managed sandbox performs commands and accesses its own files. Worker location, mounted paths, credentials, and process isolation.
File and memory storage Local disks or infrastructure you administer hold state and logs. Provider storage holds conversation history, artifacts, memory, or traces. Retention, residency, deletion, backup, and administrator-access terms.
Network egress Firewall or proxy rules restrict destinations. Tools can reach the public internet or provider services. Default egress policy, allowlists, logging, and DNS behavior.

Do not infer one row from another. A local model can still use a cloud file connector. A self-hosted sandbox can still send tool output to a remote model. A cloud model can run commands in an isolated environment that never sees your laptop. Security depends on the complete path for the particular action.

Is a self-hosted sandbox the same as a fully offline agent?

No. Self-hosting usually means that selected files and processes stay on infrastructure you control; it does not necessarily keep prompts, tool results, skills, memory, or model inference there.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Anthropic documents two arrangements for its managed agents:

Arrangement Where the sandbox runs Information sent to Anthropic
Managed cloud environment Anthropic’s infrastructure Conversation history, tool results, sandbox files and state, skills, and memory stores.
Self-hosted sandbox The customer’s worker Conversation history, tool results, skills, and memory stores; files and processes remain on the worker.

The self-hosted option can help with data-residency, network-topology, or internal-control requirements, but you must still evaluate the provider’s handling of the information it receives. To claim fully offline operation, verify that model inference, orchestration, tools, storage, and updates can function without a network connection and that no telemetry or remote authentication is required.

How are sandboxing and approval prompts different?

Sandboxing limits what an agent can reach; approval settings control when it must ask you. One is an enforced access boundary, the other is a decision checkpoint. An approval dialog cannot protect a file or network destination that the process can already access if the user clicks through or if an action is misclassified.

OpenAI’s sandbox-agent guide describes an isolated execution environment with files, commands, packages, mounts, ports, snapshots, and controlled access to external systems. It also separates the harness or control plane, which handles model calls, tool routing, approvals, tracing, and run state, from the sandbox execution plane. This is a useful design pattern, but commercial products may implement the boundary differently.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

VS Code’s official agent trust and safety documentation makes the distinction concrete for its own sandboxing model: sandboxing restricts filesystem and network access for commands, while approval settings decide whether an action requires confirmation. Its documentation also states that outbound network access is not blocked by default in that model. Therefore, confirm the product-specific defaults instead of assuming that a sandbox is network-isolated.

Controls worth checking

  • Filesystem boundary: allow only the project or task directory; keep personal documents, browser profiles, and credential stores outside mounted paths.
  • Network egress: use destination allowlists or a deny-by-default firewall when data must not leave; inspect proxy and DNS settings.
  • Credential isolation: provide short-lived, least-privilege tokens rather than a full personal access token or administrator session.
  • Approval policy: require confirmation for sending messages, changing records, deleting data, purchasing, publishing, or uploading files.
  • Audit logging: retain command history, file events, network requests, approvals, and the identity that authorized each action.

What kinds of data can leave the device?

Think in data classes, because an agent may transmit a small excerpt rather than an entire file, or a screenshot rather than page source. The classes can still reveal sensitive information.

  • Prompts and instructions: your request, embedded secrets, internal names, and any text copied into the conversation.
  • Conversation history: earlier turns that the model needs for context, including messages unrelated to the current file.
  • File content: selected passages, metadata, filenames, diffs, and sometimes complete uploads or generated artifacts.
  • Tool results: shell output, database rows, API responses, error traces, and structured records.
  • Screenshots and browser content: visible text, account names, notifications, page images, and information exposed by logged-in sessions.
  • Credentials and identifiers: tokens or headers if a tool returns them, plus email addresses, account IDs, and resource URLs.
  • Operational telemetry: timestamps, run identifiers, model usage, traces, and diagnostic events.

A provider’s no-training setting, where offered, addresses one policy question about use of submitted content. It does not mean the provider never receives the content, that retention is zero, or that an administrator cannot access logs under the applicable terms. Confirm retention, residency, deletion, audit visibility, and organizational controls for the exact feature rather than extrapolating from a different business plan or assistant.

How can prompt injection affect a local agent?

Prompt injection occurs when untrusted text encountered by an agent tries to alter its instructions. A web page, email, document, issue ticket, or code comment might tell the agent to reveal a secret, forward a message, or ignore its original task. The risk exists whether the tool runner is local or cloud-hosted; local permissions can make the consequences more immediate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

OpenAI warns that an agent connected to websites or apps may encounter content that attempts to redirect it into harmful actions, such as retrieving a code from email and sending it elsewhere. Its documented safeguards include confirmations for high-impact actions, refusal behavior, monitoring, and supervised watch mode on certain sites. OpenAI also says these measures do not eliminate all risk.

Reduce the blast radius

  • Connect only the applications required for the task, and prefer read-only scopes.
  • Use a separate browser profile or operating-system account without personal sessions.
  • Give the agent a narrow task with explicit destinations, data limits, and stop conditions.
  • Require confirmation before external communication, account changes, uploads, or destructive commands.
  • Review the exact text or payload before approving an action triggered by web or email content.
  • Monitor the run rather than leaving a high-privilege agent unattended.

What is the difference between local inference, local tools, and fully offline operation?

These labels describe different architectures and should not be used interchangeably.

Architecture Model computation Tools and files Typical cloud exposure
Cloud assistant Provider cloud Provider tools or connected services Prompts, context, and tool results go to the provider.
Local tools with cloud model Provider cloud Your computer or self-hosted worker Prompt, selected local content, and tool results may go to the provider.
Local model with cloud connectors Your computer or controlled server Local tools plus remote services Connector requests and returned data leave through those services.
Self-hosted model and runner Your infrastructure Your infrastructure Depends on telemetry, update checks, connectors, and firewall policy.
Fully offline system Your infrastructure Your infrastructure No network path during operation, if verified technically and operationally.

Even the last row requires discipline: removable media, update procedures, crash reports, and administrator tools can reintroduce a transfer path. Treat “offline” as a configuration you verify, not a marketing synonym for “local.”

How should I audit an agent before giving it access?

Use a repeatable review that follows one harmless task from prompt to completion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Inventory components. Record the model, orchestrator, tool runner, storage locations, connectors, and authentication method.
  2. Draw the data path. For each action, mark where the prompt, file excerpt, screenshot, tool output, and log are created, transmitted, and stored.
  3. Test network behavior. Observe DNS, HTTPS destinations, proxy logs, and firewall events while running a synthetic task containing no real secrets.
  4. Inspect permissions. Check the operating-system identity, mounted directories, browser profiles, API scopes, and administrator capabilities.
  5. Review defaults. Determine whether network egress, telemetry, memory, file indexing, and approvals are enabled by default.
  6. Set retention and deletion. Find the exact terms for conversation history, traces, files, backups, residency, and administrator access.
  7. Exercise failure cases. Disconnect the network, deny a file, revoke a token, and reject an approval to see whether the agent fails safely.
  8. Document changes. Record product version, configuration, policy owner, and the date of review because features and defaults change.

How can I configure a safer local-agent workflow?

Start with least privilege and add capability only when a task proves it is necessary.

  1. Create a dedicated user or worker account with no access to personal documents, password stores, or unrelated repositories.
  2. Mount an explicit working directory instead of the entire home directory, and make sensitive locations inaccessible rather than merely hidden.
  3. Use read-only mounts for reference material and separate writable output from source data.
  4. Block outbound traffic by default, then allow only required model, package, repository, or API endpoints.
  5. Supply short-lived credentials through the runner’s secret mechanism; never paste long-lived secrets into prompts or files the model can read.
  6. Set approval gates for publication, external messages, financial actions, account changes, deletion, and uploads.
  7. Keep a human in the loop for browser sessions and any workflow that handles regulated, confidential, or personal information.
  8. Retain enough logs to investigate an incident, but avoid logging full secrets or unnecessary document content.
  9. Revoke integrations and rotate credentials when the task ends or the agent’s scope changes.

Which is safer: a local agent or a cloud assistant?

There is no universal winner. The safer choice is the architecture whose boundaries, permissions, network paths, and retention match the sensitivity of the task and that you can actually enforce.

Concern Local components can help when Cloud components can help when Trade-off to verify
Data residency You control the worker, storage, and network. The provider offers suitable region and retention controls. Prompts, tool results, memory, and backups may follow different policies.
Confidential files Directories and egress are tightly restricted. The service contract and feature settings provide acceptable handling. A local runner can still upload excerpts to a remote model.
Maintenance You can patch models, runtimes, sandboxes, and dependencies. The provider operates infrastructure and updates centrally. Unpatched local software creates its own attack surface.
Scale and capability Hardware and locally available models meet the workload. Hosted models and tools provide capacity and integrations. More capability often means more connectors and data paths.
Oversight You can inspect local logs and enforce internal controls. The provider supplies monitoring and administrative features. Check who can read logs and how long they persist.

What should I do if an agent unexpectedly accesses or uploads data?

Stop the run first, then preserve evidence before changing the environment.

  1. Pause or terminate the agent and revoke active sessions or temporary tokens.
  2. Capture run logs, approval history, shell commands, file events, and network destinations.
  3. Identify the exact data exposed: filenames, excerpts, screenshots, credentials, or complete files.
  4. Rotate any credential that may have appeared in prompts, output, screenshots, or logs.
  5. Remove unnecessary mounts and connectors, and set network egress to a deny-by-default policy.
  6. Repeat the task with synthetic data to reproduce the path and confirm the fix.
  7. Notify the system owner or security team according to your incident procedure, especially for personal, regulated, or customer data.

If the product’s documentation does not clearly identify where inference, orchestration, tool execution, and storage occur, treat that uncertainty as a risk. Ask the vendor for a feature-specific data-flow diagram and retention terms rather than relying on a generic statement that the assistant is “local” or “private.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which setup fits common tasks?

Match architecture to the consequence of exposure, not to a label.

  • Public or synthetic data: A cloud assistant with ordinary permissions may be adequate; still require approval for external side effects.
  • Internal code or documents: Prefer a narrow workspace, read-only mounts where possible, restricted connectors, and verified retention settings.
  • Highly confidential or regulated data: Consider a self-hosted model and runner, or a provider arrangement with documented residency, access, deletion, and audit controls. Verify that model inference is included in the boundary.
  • Destructive or high-impact operations: Use isolation, deny-by-default egress, short-lived credentials, mandatory confirmations, and continuous supervision regardless of where the model runs.
  • Air-gapped requirements: Use only components proven to operate without network access, including authentication, updates, telemetry, and dependency retrieval.

The practical test is simple: name the exact file, account, website, and action you want the agent to use; then identify every service that can see each one. If you cannot answer those questions, the system is not yet ready for sensitive work.

Frequently Asked Questions

Can airplane mode guarantee that a local AI agent is offline?

Only if the agent and all of its dependencies continue operating without a network and you have verified that no alternate interface, removable-media workflow, or deferred upload is involved. Airplane mode is a useful test, but it is not a substitute for checking the architecture and observing system behavior.

Does running an AI model locally eliminate security updates?

No. Local model weights, runtimes, tool packages, operating systems, and browser integrations still require patching. Update procedures should be tested for integrity and should not silently re-enable telemetry or broader network access.

Should I create a separate operating-system account for an agent?

A dedicated account is a strong baseline because it limits inherited files, browser sessions, and credentials. It works best when combined with directory allowlists, restricted groups, isolated secrets, and a separate browser profile; an account alone does not block network access.

How can an organization verify what a local agent sent to a provider?

Combine provider-side audit records with endpoint and network telemetry: retain run identifiers, tool traces, proxy or firewall logs, and file-access events. Test with tagged synthetic documents so investigators can recognize exactly which excerpts or identifiers crossed the boundary.
