To keep live meeting captions in order, treat transcription as an event-sourced stream rather than a sequence of packets. Capture every delta and completion event with a stable identity, timeline metadata and an immutable log; publish normalized events to a durable stream; then let each caption destination consume with its own acknowledged cursor. Show partial text immediately, but treat a completed segment as the commit point that can replace earlier provisional text.
This design handles out-of-order speech-turn completions, WebSocket reconnects, duplicate delivery and downstream failures without silently inventing missing words. It also keeps provider-specific details—such as OpenAI item IDs, Teams caption POSTs or Huawei heartbeat rules—outside the core ordering and replay logic.

A four-stage event-sourced pipeline is the most reliable pattern:
- Ingest: receive realtime transcription deltas, completion events and provider notifications.
- Persist: write each event, unchanged, to an append-only log with a stable event ID and timing metadata.
- Fan out: publish the normalized event to a durable stream that supports replay and independent consumer cursors.
- Project: let each sink build its own caption view and acknowledge a cursor only after its output is durably processed.
Keep two representations. The immutable log is the audit and replay source; a materialized caption view is the fast, editable state used by a user interface or an outbound caption adapter. A partial transcript can therefore be replaced without destroying the original evidence that arrived first.

Partitioning the stream by meeting_id (and, where useful, session_id) keeps related events together while allowing many meetings to process concurrently. Do not assume that a provider’s transport order is a global meeting order: speech turns can complete asynchronously, and network retries can deliver an old event after a newer one.
Why does packet arrival order produce incorrect captions?
Realtime transcription emits incremental text while people are speaking, followed by events that mark a segment complete. Those completion events are not necessarily ordered across speech turns. OpenAI states that “Ordering between completion events from different speech turns isn’t guaranteed,” so applications must correlate events by item_id and apply their own ordering rules in addition to consuming the stream.
OpenAI’s event definitions and connection guidance are documented in the OpenAI Realtime transcription guide. A transport timestamp tells you when your process received a packet, not when the speaker’s words belong in the meeting timeline.
GPT-Live transcript deltas provide start_ms and end_ms. Delivery can be uneven, so retain those intervals and the fragments themselves instead of sorting by arrival time. The session-management guidance is in Managing GPT-Live sessions.
For each segment, maintain a state machine such as provisional → revised → final. A later delta may replace the visible text, and a completion event may commit the segment. The UI can display the newest provisional value while the projector orders committed turns by provider identity plus your own monotonic sequence or timeline position.
What should every persisted transcript event contain?
Store enough information to reconstruct the meeting without consulting the provider again. A practical normalized record looks like this:
| Field | Purpose |
|---|---|
meeting_id |
Stable identifier for the meeting across reconnects and sessions. |
session_id |
Identifies the realtime connection or provider session that produced the event. |
source_event_id |
Idempotency key for duplicate suppression; use the provider’s ID when available. |
item_id or segment ID |
Groups deltas and completion messages belonging to one spoken item. |
| Participant or source ID | Associates text with a speaker, channel or transcription source. |
| Sequence or timeline position | Your ordering key for committed turns; never rely solely on ingestion order. |
start_ms, end_ms |
Speaker-time interval supplied by providers that expose timing. |
| Text delta | The exact fragment or replacement text received. |
| Provisional/final status | Whether the event can still be revised or is a commit point. |
| Provider | Identifies the adapter and preserves provider-specific interpretation. |
| Ingestion time | Operational timing for latency analysis; it is not the speech timeline. |
Use an immutable event ID as the primary deduplication key. If a provider does not supply one, derive a deterministic key from the session, item, event type and provider sequence; keep the original payload so a later adapter change can reprocess it.

Huawei’s meeting caption payload demonstrates the useful shape of a provider event: caption ID, participant ID, finality, timestamp, begin time and end time. Its API reference is available in the Huawei Cloud Meeting API documentation.
How do I persist deltas and build a caption view?
Write the source event before attempting to deliver it to any sink. The following sequence prevents a transient downstream failure from losing text:
- Validate and normalize. Check the provider signature or connection, map its event type to
delta, completed, gapor another internal type, and retain the original payload. - Append once. Insert the event under a unique
source_event_id. A duplicate insert should become a harmless no-op that returns the existing record. - Update the materialized segment. For a delta, replace or append according to the provider’s semantics; for a completion, mark the segment final and record the commit metadata.
- Publish after persistence. Put the normalized event on the durable stream only after the append succeeds. If publishing fails, a recovery worker can republish from the immutable log.
- Advance each sink cursor last. A consumer acknowledges its stream position only after its database write, UI cache update or outbound request has succeeded.
Do not mutate the immutable row when a correction arrives. Add the correction as another event and have the materialized view select the newest valid state for that segment. This gives operators a complete history and lets you rebuild a view after a bug fix.

Display latency and transcript correctness are different goals. Append or replace provisional deltas for immediate feedback, but order committed turns with stable provider IDs and your own sequence or timeline metadata.
For item-based providers
Use item_id as the grouping key. Maintain a per-item buffer containing the latest text, status and provider timestamps. When a completion arrives, mark that item committed; a meeting-level projector can then emit committed items in the sequence established by the provider or by your deterministic reconciliation rule.
For interval-based fragments
Use start_ms and end_ms as the primary timeline. If two fragments overlap, retain both events and resolve the visible value according to the provider’s revision semantics rather than choosing whichever packet arrived last. Preserve the interval even when text is empty or provisional, because it identifies where a later correction belongs.
When no safe order exists
If events from separate turns have neither a provider sequence nor reliable timing, do not manufacture a global order. Expose the affected items as pending reconciliation, and keep their original identities so an operator or a later provider event can resolve them.

Arrival time remains useful for measuring transport delay and detecting stalls, but it should never overwrite a speech timeline. This distinction is what prevents a delayed sentence from appearing before words that were spoken later.
How should I replay captions after a WebSocket reconnect?
Reconnect from the last acknowledged cursor, expect duplicates, and make every write idempotent. A durable fan-out system must also make upstream gaps visible instead of filling them with guessed text.
- Persist the consumer cursor with the sink’s output transaction, or use an equivalent atomic checkpoint so a crash cannot acknowledge work that was not committed.
- On reconnect, request or resume from that cursor. Replayed events should pass through the same deduplication path as live events.
- Detect a repeated
source_event_idand return success without creating a second caption line or applying the same replacement twice. - If the upstream reports a gap, write an explicit gap event covering the unknown interval and expose that state to downstream consumers.
- Resume normal processing after the gap marker. Never silently fabricate missing words or present an incomplete interval as final.
Cloudflare’s RealtimeKit documentation specifies at-least-once delivery after a server restart, a reconnect queue of up to 10,000 unsent events, and explicit gap signaling after an upstream loss. See Cloudflare Realtime events. At-least-once delivery is a reason to design idempotency, not a reason to show duplicate captions.
Use a separate cursor for each sink. A WebSocket dashboard may be caught up while an accessibility relay is offline; one consumer must not hold back or advance another consumer’s checkpoint.

How do meeting-platform adapters deliver normalized captions?
Adapters should translate from the normalized event model to a platform’s delivery contract. They should not decide global ordering, deduplication or replay policy.
Microsoft Teams CART captions
Teams’ meeting APIs accept a downstream HTTP adapter that posts plain UTF-8 caption text. Each POST request generates a new caption line, so the adapter should send only committed lines and use its sink cursor to prevent a replay from creating a second line. The platform details are in Microsoft Teams meeting apps APIs.
WebSocket-based meeting APIs
Other providers may send notifications over WebSockets with provider-specific IDs, timestamps and finality fields. Keep those parsing rules in an adapter module. The core pipeline should receive the same normalized fields regardless of whether the source was a WebSocket, HTTP callback or realtime transcription session.

Separating provisional display from outbound captions
A browser view can render provisional text and revise it in place. A destination that creates an irreversible line per request should receive a final-only projection. If a platform supports updates, add an explicit update operation to that adapter; do not assume every caption endpoint can revise a line after it is posted.

What heartbeat and queue limits affect reliability?
Operational limits belong in the connection manager and monitoring plan, not in business logic. Huawei documents that its meeting WebSocket closes after 180 seconds without a heartbeat and recommends sending one every minute. Track the last successful heartbeat and reconnect before the documented timeout, while ensuring heartbeat messages are not mistaken for transcript events.
For durable streams, monitor queue depth, oldest unprocessed event age, reconnect attempts, duplicate rate and gap count. Cloudflare’s documented ceiling of 10,000 unsent events gives a concrete alert threshold: if a sink remains offline long enough to exceed that queue, the system must surface a gap or use a provider-supported replay source rather than claiming a complete transcript.
Also monitor per-meeting ordering stalls. A single unresolved segment should not block unrelated meetings, but a sink that requires strict sequence within one meeting should mark its cursor as waiting and expose the reason to operators.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should I tune latency and transcription accuracy?
OpenAI exposes delay settings from minimal through xhigh. Lower delay settings produce earlier partial text; higher settings provide more context and may improve word error rate. Choose per use case: an on-screen conversational aid can favor responsiveness, while an archival or accessibility feed may prefer a more stable segment before committing it.
No universal end-to-end latency or accuracy number is published for this architecture. Measure your own pipeline with representative microphones, telephony audio, accents, background noise, domain vocabulary and long sessions. Record at least:
- audio capture to first partial text;
- audio capture to final segment;
- revision count per segment;
- duplicate and gap rates during forced reconnects;
- word error rate against a human transcript for each audio condition; and
- backlog age for every downstream sink.
Keep transport delay separate from recognition delay. A slow network can make a fast recognizer look slow, while an aggressive delay setting can produce quick but frequently revised text. Store the measurements with the model, delay setting, audio source and session date so comparisons remain meaningful.

Which design choices should I compare before implementation?
Evaluate a provider or streaming design against the same operational questions rather than comparing packet formats alone.
| Axis | Questions to answer | Implementation consequence |
|---|---|---|
| Ordering guarantee | Is order guaranteed per item, per session or globally? | Choose provider IDs, timeline intervals or an explicit reconciliation state. |
| Replay and cursor semantics | Can a consumer resume from an acknowledged position? | Persist one cursor per sink and test restart recovery. |
| Duplicate behavior | Are redeliveries expected after reconnect or restart? | Require a unique event key and idempotent writes. |
| Gap signaling | Does the source identify an upstream loss? | Emit a visible incomplete interval instead of guessing. |
| Timestamp quality | Are speaker-time intervals available, or only receipt time? | Prefer start_ms/end_ms when present. |
| Latency controls | Can partial-versus-context trade-offs be configured? | Benchmark delay modes on real meeting audio. |
| Adapter support | Does the destination accept updates or only new lines? | Send final-only output to append-only caption APIs. |
| Operational limits | What are queue depth, heartbeat and reconnect limits? | Set alerts and recovery procedures before production. |
What failure symptoms should the runbook cover?
- Captions appear reversed: inspect whether the projector sorted by ingestion time. Rebuild the view from item IDs or timeline intervals.
- The same line appears twice: check whether the sink cursor advanced before its output transaction. Reprocess using the event ID as an idempotency key.
- A meeting resumes with a missing block: look for an upstream gap marker or an exhausted reconnect queue. Label the interval incomplete and request provider replay if available.
- Final text keeps changing: verify that provisional events are being sent to an adapter that expects committed lines. Split the provisional UI projection from the final outbound projection.
- The WebSocket drops at regular intervals: inspect heartbeat scheduling and ensure the connection sends the provider’s required heartbeat independently of transcript traffic.
- One meeting blocks a whole worker: isolate ordering buffers by meeting and cap the wait for an unresolved item, while preserving the pending state for later reconciliation.
Test these branches with deliberate packet reordering, duplicate delivery, process crashes, delayed acknowledgements, dropped upstream ranges and long periods of silence. A pipeline is not replay-safe until the resulting materialized view and every downstream sink remain correct after those exercises.
What is the practical implementation sequence?
- Define the normalized event schema and immutable identity rules.
- Build one provider adapter and record raw payloads before adding more sources.
- Implement idempotent append and a rebuildable materialized caption view.
- Add a durable stream with per-sink cursors and explicit gap events.
- Implement a final-only adapter for the first irreversible caption destination.
- Add heartbeat, queue-depth, lag, duplicate and gap monitoring.
- Run reorder, reconnect and crash tests with realistic audio before choosing a production delay setting.
The result is a caption system that can be fast for live viewers without sacrificing the ability to reconcile, replay and explain what happened when the network or a provider behaves unexpectedly.
Frequently Asked Questions
Can one caption stream safely serve several meeting displays?
Yes, if each display has its own cursor and delivery acknowledgment. A slow or disconnected display can then catch up independently without forcing every other display to replay from the same position.
How do I prevent a crash between sending a caption and saving the cursor?
Use an outbox or transactional sink record: commit the intended outbound operation and cursor update together, then let a worker perform and retry the send. The destination still needs an idempotency key because the worker may crash after the network request succeeds.
What should happen when a provider never sends a completion event?
Keep the segment provisional and expose an age or timeout state to operators. A timeout may trigger a provider-specific recovery request, but it should not convert uncertain text into a final caption automatically.
Recommended Free Tools
Is a durable stream enough to reconstruct a transcript months later?
Only if retention covers that period and the immutable log stores the original payload, timing and revision events. Set a separate archival policy when stream retention is shorter than the period in which legal, accessibility or product users may need a rebuild.
How can I verify that ordering remains correct under real network conditions?
Replay captured events with randomized delays, duplicate deliveries and dropped ranges, then compare the rebuilt view with a reference ordered by provider IDs and speech intervals. Include separate tests for provisional updates and irreversible outbound lines.
