Kazakhstan has the strongest documented hyperscale data-center pipeline in Central Asia, but that does not mean it currently offers the most available capacity for every customer. Its much-publicized Ekibastuz campus is a development project, while Uzbekistan has documented commercial colocation and cloud services and recently commissioned regional facilities. Kyrgyzstan has publicly listed hosting and colocation offers. For a real deployment, compare the specific facility, network routes, legal fit, resilience evidence and contract—not country-level capacity headlines.

What is the practical difference between Kazakhstan and other Central Asian hosting locations?

The main distinction is between development scale and documented customer-facing services. Kazakhstan has the region’s most conspicuous large-scale data-center development pipeline in the sources available as of 25 October 2026. Uzbekistan has an established service catalogue and a recent expansion into Bukhara and Kokand. Kyrgyzstan has listed colocation and server-hosting options, but the available evidence is less comprehensive and harder to compare directly.

Those differences do not establish a universal winner. A provider may have a compelling national project pipeline but no suitable commissioned space for a near-term workload. Conversely, a smaller local facility may be a better fit if it offers the right route, service level, legal arrangement and operational support. The evidence does not support an apples-to-apples ranking across Kazakhstan, Uzbekistan, Kyrgyzstan, Tajikistan and Turkmenistan.

Use national comparisons to narrow the search, then make the decision at the level of the specific facility and service. A data-center label, announced power capacity, rack count or design certificate is not a substitute for confirming what is operating and available to your organization.

Which Central Asian locations have documented facilities and services?

The strongest evidence in the available material is uneven: it includes government project updates, provider service pages, an independent Kazakhstan market tracker and a regional analysis. These sources describe different things, so the figures below are context—not a standardized capacity table or a live provider ranking.

Location What is documented What to keep in mind
Kazakhstan DC Market Insights reported 33.1 MW operational, 2 MW under construction and 300 MW planned in its 22 October 2026 tracker. The tracker listed 30 facilities, but stated capacity for only 19. The total is a partial market snapshot, not an official census or a measure of capacity a particular customer can rent.
Uzbekistan Uztelecom lists colocation, cloud, VPS, backup and web-hosting services. The Ministry of Digital Technologies reported the commissioning of Uztelecom data centers in Bukhara and Kokand on 22 September 2026. Provider descriptions and official launch claims need to be checked against the exact facility and service. The new sites’ Tier III Design certifications do not establish operational facility certification.
Kyrgyzstan Kyrgyztelecom lists server hosting and colocation. iXAsia advertises a Bishkek facility with 300 racks and 3 MW. The 3 MW and 300-rack figures are operator-published specifications; verify current operating status, usable capacity and independent evidence.
Tajikistan and Turkmenistan The reviewed material did not establish a comparable current picture of commercial facilities, services, active certifications, prices and network choices. Limited comparable information is not evidence that no facilities exist. Validate options directly before ruling either country in or out.

Another regional measure needs careful interpretation: a 2026 Carnegie Endowment analysis described combined capacity of just over 4,700 racks across Kazakhstan, Uzbekistan and Kyrgyzstan as of 2025. Rack counts cannot be translated directly into megawatts without knowing power density, and this regional synthesis is not a current facility-by-facility inventory. The analysis also said that only 15 data centers in the region held Uptime Institute Tier III certification, with one meeting active-operation standards. Treat that as a regional summary, not a definitive count of currently suitable sites.

Does Kazakhstan already have the capacity implied by its project announcements?

No. The headline figures describe a pipeline and project potential, not commissioned, customer-available IT load. Kazakhstan’s large development plans may matter to organizations preparing for future growth, but they should not be treated as proof that a specific amount of rentable capacity is available today.

What is planned at Ekibastuz?

In an April 2026 update, Kazakhstan’s prime minister’s office said the government-backed Data Center Valley project was being implemented, land plots had been identified and a 215 MW substation had been acquired. The update described potential campus capacity of up to 1 GW and preliminary demand exceeding 100 MW. These figures concern the project’s infrastructure, demand and potential; they do not mean a 1 GW campus is already commissioned or that 1 GW of IT load can be leased now.

Kazakhstan’s investment-promotion material describes wholesale colocation, greenfield and build-to-suit participation models at Data Center Valley, alongside promoted electricity and investment terms. These are project-level commercial propositions. A prospective customer should establish the facility, delivery date, power allocation, tariff and contractual obligations that apply to its own deployment rather than relying on promotional terms.

What is being built in Astana?

Astana’s government reported that the AKASHI data-center project was under construction, had received Tier IV certification and was designed in four units for capacity of up to 100 MW. Its first phase was scheduled for 2027. The same account attributed a projected availability figure of 99.995% to the project. That is a projection, not measured uptime, and the stated first-phase schedule is not proof that the phase has since opened or is available to customers.

How should I interpret Kazakhstan’s operational-market estimate?

The DC Market Insights tracker updated on 22 October 2026 listed 28 operational facilities out of 30 tracked, alongside 33.1 MW operational, 2 MW under construction and 300 MW planned. It also said that only 19 facilities had stated capacity. Because some facilities lack a reported capacity and capacity bases can differ, use 33.1 MW as the tracker’s reported total—not as an exhaustive official count or a directly comparable national measure.

What hosting services are documented in Uzbekistan?

Uzbekistan’s evidence includes both a provider’s existing service descriptions and a government report about recently commissioned regional facilities. That makes it a concrete option to evaluate for customers seeking colocation or cloud services, but every offer still needs facility- and workload-level confirmation.

What does Uztelecom list?

Uztelecom describes a Tashkent data-processing center and lists cloud computing, colocation, virtual desktops, VPS, backup, telecom infrastructure and web hosting. The provider says the center meets Tier III reliability with N+1 redundancy. Attribute that classification and redundancy description to Uztelecom unless they are independently confirmed for the exact facility and service you intend to buy.

What changed in Bukhara and Kokand?

On 22 September 2026, Uzbekistan’s Ministry of Digital Technologies reported that Uztelecom had commissioned data centers in Bukhara and Kokand as part of the UzCloud platform. The ministry described compute, storage, backup and AI/GPU services, redundant cooling and power, and connections to Uztelecom’s backbone and TAS-IX. It also said that the distributed sites support disaster recovery.

The ministry reported Tier III Design certifications for the new facilities. A design certification concerns design; by itself, it does not establish that a facility holds an operational certification. If certification is material to procurement, request the certificate, issuing body, facility name, scope and current status.

Can a provider serve workloads across more than one country?

PS Cloud Services says it hosts equipment in nine data centers across Almaty, Astana and Tashkent, reports PCI DSS 4.0.1 compliance, and describes a 100 Gbit/s optical ring among its Almaty facilities. The ring figure is the provider’s stated interconnection capacity, not a measured performance guarantee for a particular service. Ask which exact sites, interconnections and compliance scope apply to the proposed workload.

What can a customer verify about Kyrgyzstan?

Kyrgyzstan has public offers to investigate, but the available facts do not support the same depth of comparison as the Kazakhstan and Uzbekistan material. Provider claims can help identify a candidate; they are not a substitute for checking that the service is operating and meets the workload’s requirements.

Kyrgyztelecom

Kyrgyztelecom lists colocation and physical-server hosting. Its page publishes a 1U subscription price and an electricity charge, but the figures are not included in the available material and rates can change. Confirm the current charges and billing basis directly, including what is included in the 1U service and how power consumption is measured.

iXAsia in Bishkek

iXAsia advertises a Bishkek facility with 300 racks, 3 MW, network-neutral connections and Tier III. These are vendor-published specifications, not independently established measures of current availability. Verify whether the facility is operational, what capacity is actually available, which carriers and physical routes can be used, whether the certification is independent and current, and what the contract guarantees.

How important are connectivity and route diversity?

They can matter more than a country’s location on a map. Internet Society’s May 2024 regional report describes Central Asia as landlocked and says international connectivity is supplied by terrestrial fiber from neighboring countries, including Afghanistan, China, Iran and Russia. A locally hosted application can therefore depend on networks and routes beyond the country where its servers sit.

Do not assume that placing a server closer to a user geographically guarantees lower latency. Compare measured results from the actual facility to the user populations and services that matter. Ask providers for their upstream carriers, peering and exchange access, physically diverse paths, and route-level latency measurements. Find out whether alternate paths avoid the same duct, border crossing, carrier or upstream network: two circuits are not meaningfully diverse if they share the same failure point.

Some facility-level network details are publicly described. Uztelecom’s ministry-reported Bukhara and Kokand sites connect to its backbone and TAS-IX; PS Cloud Services describes redundant operator connections and Kazakh exchange access for its facilities. These are useful clues about network design, not comparable latency measurements or proof that one provider will perform better for your users.

How should I assess reliability claims and capacity figures?

Separate design intent, operational status, independently verified certification and contractual performance. They answer different questions. A planned tier, a design-stage certification, an operator’s own description and a projected availability target should not be presented—or treated in procurement—as equivalent evidence.

  • Confirm what the power number measures. Ask whether a quoted megawatt figure is IT load, total facility power, a substation rating, planned capacity or power currently available to customers. Request the amount allocated to your deployment and the delivery date.
  • Check certification at the right scope. Ask for the certifying body, facility name, certificate scope and status, and whether it covers design or active operations. Verify that the certificate applies to the site and service in the proposal.
  • Request operating evidence. Ask about redundancy design, recent incident history, maintenance procedures, monitoring and incident communication. A project’s projected availability is not historical uptime.
  • Test resilience across sites. For disaster recovery, assess geographic separation and shared dependencies such as power supply, network routes, flood exposure and seismic risk. Two sites do not provide independent recovery if a single event can take both offline.
  • Make service levels enforceable. Review the SLA’s definitions, measurement method, exclusions, remedies and reporting. Marketing descriptions do not establish a contractual uptime commitment.

Power growth also needs a practical check. Confirm firm capacity, expected connection date, outage history, tariff terms, cooling limits and room to expand. An announced substation, proposed preferential tariff or campus master plan is not a customer commitment unless the contract says what will be delivered, when and on what terms.

What should I check about data residency and legal fit?

Map the workload’s data types, processing activities and legal obligations to current local law before selecting a country. A broad statement about national “data sovereignty” is not enough to determine whether a particular personal, financial, health or government dataset can be stored or processed at a given facility.

An EU-Central Asia report published in 2023 described data-localization policies in Kazakhstan, Uzbekistan and Turkmenistan, and said its account did not identify localization requirements in Kyrgyzstan and Tajikistan. That is a dated regional overview, not current legal advice. It does not resolve later legislative changes, sector-specific rules, cross-border transfer conditions or requirements for a particular data category. Obtain advice from local counsel and check current legislation and regulator guidance for the workload before signing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How do I choose a location for a real workload?

Start with the users and obligations the service must support, then compare named facilities against the same requirements. This prevents a large national capacity figure or an attractive certification label from obscuring a missing route, unavailable power allocation or unsuitable contract.

  1. Define the workload. Identify where users are, how sensitive the service is to latency and interruption, what data it processes, and whether it needs colocation, cloud compute, backup, GPU capacity or another service.
  2. Set the legal boundary. Identify the applicable data classes and processing activities. Have qualified local counsel confirm residency, transfer and sector-specific obligations for each candidate country.
  3. Request facility-specific proposals. For every candidate, ask for the facility address, service scope, current operating status, available capacity, power basis and delivery date. For a planned site, make clear that a future phase is not an acceptable substitute for live capacity unless the schedule fits your deployment.
  4. Validate the network from your users’ perspective. Request carrier and upstream details, physical route diversity, peering or exchange access, and measured latency to representative user locations. Test the proposed service where possible instead of inferring performance from national geography.
  5. Compare resilience evidence. Verify certifications and their scope, review redundancy and incident information, and assess whether a second site is physically and operationally independent enough for recovery.
  6. Compare the complete commercial offer. Review colocation or compute charges, power billing, bandwidth, cross-connects, remote hands, support hours, contract term, service credits and exit or data-transfer costs. No consistent cross-country price comparison is established by the available sources.
  7. Make readiness a contract condition. For capacity still under construction, document acceptance criteria, commissioning and delivery milestones, the remedy for delay, power and connectivity commitments, and the point at which billing begins.

For a near-term deployment, prioritize a facility that can document live, suitable capacity and meet the workload’s network and legal requirements. For a longer-horizon build, Kazakhstan’s planned projects may merit evaluation, but their scale should be weighed against schedule, commissioning risk and binding commercial commitments.

Why is a simple country ranking misleading?

The available numbers use different units and measure different stages of development: Kazakhstan’s tracker reports megawatts for only part of its facility list; the Ekibastuz and Astana figures describe projects at different stages; Kyrgyzstan’s advertised figures combine racks and power; and the regional rack count covers three countries as of 2025. None supplies a common basis for ranking all five states by rentable capacity.

Reliability claims are similarly non-equivalent. Provider-stated Tier III reliability, a Tier III Design certification, a reported Tier IV certification, planned availability and an operational certification each require different verification. Connectivity descriptions also do not amount to a shared benchmark: backbone access, exchange access, operator redundancy and low latency are related but distinct properties.

The sound comparison is therefore a procurement comparison, not a league table. Shortlist viable cities or facilities, then test capacity, routes, certification, legal fit and terms against one workload’s needs. Where current, comparable evidence is missing—particularly for Tajikistan and Turkmenistan—ask providers and local advisers rather than treating the information gap as proof of absence.

Frequently Asked Questions

What does TAS-IX mean for a server hosted in Uzbekistan?

TAS-IX is the local internet exchange named in the Ministry of Digital Technologies’ description of the Bukhara and Kokand facilities. Ask the provider which networks exchange traffic there and whether your users’ networks can reach the service through that path; the exchange name alone does not show that every user’s traffic will use it.

Can I convert a data center’s rack count into megawatts?

Not reliably without power-density information. Racks can host very different equipment loads, so a rack total and a power figure describe different aspects of capacity.

What should I ask a provider if latency is critical?

Ask for test endpoints and measurement windows that match your users and application, and clarify whether results are round-trip latency, packet loss or another metric. Include peak periods and failover paths in validation, not only a single best-case measurement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Does a data-center certificate certify my cloud service or application?

A facility certificate addresses a defined facility or design scope; it does not automatically certify every hosted service, tenant configuration or application. Confirm the exact scope and obtain separate evidence for any service-level or regulatory assurance your procurement requires.
