IT cost optimization means improving the value delivered by technology spend—not simply reducing the bill. Review cloud use and pricing, software licenses and SaaS, and workforce capacity together, while protecting required service, security, compliance, resilience, and mission outcomes. Start by making costs visible and assigning ownership; then compare proposed changes against business results and measure what they actually do. There is no evidence-based savings percentage that applies to every organization.
What does IT cost optimization include?
It is a recurring review of technology costs against the work they enable. The scope can include public cloud, data centers, software and SaaS, licensing, staffing, contractors, and the processes that connect them. The FinOps Foundation describes FinOps as an operational framework and cultural practice for maximizing technology’s business value through timely, data-driven decisions and financial accountability shared by engineering, finance, and business teams. Its framework covers technology spending beyond public cloud, including SaaS, licensing, and data center costs. FinOps Foundation framework

1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThis matters because the cheapest-looking option may create costs elsewhere: a lower cloud rate can come with an inflexible commitment; removing software seats can impair a team’s work or create compliance problems; cutting staff can leave critical skills or service coverage missing. A sound review considers total cost, useful outcomes, demand, performance, risk, and the ability to operate the resulting service.
Cost visibility is a starting condition, not a savings strategy by itself. The U.S. Government Accountability Office’s July 17, 2025 review of 26 federal agencies found that 15 lacked a Technology Business Management (TBM) implementation plan and 18 had partially or had not implemented a reliable cost-allocation methodology. Twelve agencies reported total TBM implementation costs ranging from approximately $1.5 million to $28.9 million across fiscal years 2017–2023. Agencies cited increased transparency, but GAO did not identify cost savings from implementation. These are federal implementation findings, not benchmarks for private organizations or estimates of cloud savings. GAO report GAO-25-106488

How should you organize an IT cost review?
Use a sequence that moves from reliable information to a measured decision. The order helps prevent rate discounts, license cuts, or staffing changes from being treated as savings before their effects are understood.
- Map spend to owners and services. Connect finance records to technology resources, services, and business units. Identify owners, shared costs, renewal dates, and unexplained differences. GAO describes TBM as organizing spending through cost pools, IT resources, solutions, and business units or capabilities; the FinOps Foundation calls for accessible, timely, accurate cost data and shared accountability. GAO report · FinOps Foundation framework
- Define outcomes and guardrails. State what each service supports and what cannot be compromised, such as required availability, performance, security, compliance, or service levels. Where useful, pair total spend with a unit measure—such as cost per transaction, customer served, service request, or case resolved—and document which costs the measure includes. FinOps Foundation guidance on unit economics
- Find operational and usage opportunities. Examine cloud resources, architecture, software entitlements, SaaS use, and workforce workload for a mismatch with actual demand or need. Confirm the likely effect before changing a configuration, purchase, subscription, or role.
- Compare options, including the cost to change. Assess expected costs and benefits, implementation effort, flexibility, risks, and required skills. A change that lowers an invoice but raises operating effort or weakens a required outcome may not improve value.
- Assign an owner and measure the result. Record a baseline, expected effect, implementation cost, guardrails, follow-up measure, and accountable owner. After the change, compare actual usage and outcomes with the baseline, then revisit the decision as demand and conditions change. Microsoft Learn’s FinOps framework overview
How do you review cloud usage and architecture?
Look at what workloads consume and how they are designed before focusing on discounts. A low rate does not correct idle capacity or a design that uses more resources than the workload needs.
Check consumption against demand
Look for resources that are overprovisioned, underused, idle, or poorly matched to when demand occurs. Confirm what each resource supports and whether apparent spare capacity is needed for resilience, peak periods, or another service requirement. The FinOps Foundation’s usage-and-cost guidance treats optimization as a combination of resource use and workload design, not simply purchasing at a lower rate. FinOps Foundation: Optimize Usage & Cost
Consider architecture and workload placement
Ask whether a workload’s architecture and placement fit its performance, reliability, and business requirements, and whether the design can be adjusted as use changes. Google Cloud’s cost-optimization guidance recommends aligning spending with business value, building cost awareness, optimizing resource use, and adjusting continuously. It is provider guidance for Google Cloud workloads, not a guarantee that a recommendation will reduce every organization’s total cost. Google Cloud Well-Architected cost optimization pillar
Monitor changes instead of treating optimization as a one-time project
Usage and demand can change after a review. Track the measures that justified a change and examine them as operating conditions evolve. A one-time reduction is not durable value if a later workload shift recreates the waste or undermines the service outcome.

When do cloud commitments and discounts make sense?
Compare commitments with validated expected demand, not just with an attractive advertised rate. The decision depends on the expected benefit, coverage, unused commitment risk, and how much flexibility the organization gives up.
Before a commitment, reservation, savings plan, or other pricing arrangement, assess:
- Demand confidence: Is usage sufficiently predictable over the relevant commitment period?
- Coverage and vacancy: Which existing or expected workloads can use the commitment, and what is the risk it will go unused?
- Benefit versus impact: How does the expected discount compare with the commitment’s cost and operational effects?
- Flexibility: What happens if demand, workload design, or business priorities change?
- Decision ownership: Have engineering, finance, and procurement considered the same assumptions?
The FinOps Foundation’s rate-optimization guidance recommends evaluating commitment benefits, impact, coverage, and vacancy, and coordinating purchasing decisions across those teams. A lower unit rate can still be a poor choice when demand declines or the terms are too restrictive. Provider offers, eligibility, and rates can change, so verify current contractual terms before purchase. FinOps Foundation: Rate Optimization
How should you evaluate software licenses and SaaS subscriptions?
Compare what the organization owns or subscribes to with actual deployment, use, contractual obligations, and business need. Do not treat a seat count or subscription total as proof that every license can safely be removed.
Build a usable inventory
For each product or service, record the license model, agreement, owner, renewal timing, entitlements, deployment, observed usage, cost trend, and relevant compliance obligations. Identify overlapping or unexplained spend, but verify the facts with the people responsible for the service and agreement before acting.

Compare entitlement with use and need
Check whether licenses are assigned to active users, whether the deployed product matches the agreement, and whether a low-use entitlement is still needed for a specific role or obligation. Microsoft’s FinOps guidance recommends monitoring license and SaaS usage, costs, and compliance over time. It is guidance for conducting a review, not independent evidence that a particular license reduction will save money. Microsoft Learn: Licensing and SaaS
Time decisions around renewals and contract terms
Before changing seats or subscriptions, confirm notice periods, renewal dates, rights under the agreement, and any operational or compliance dependencies. Contract terms vary; current agreements and eligibility must be checked directly rather than assumed from a general cost framework.
How do you assess staffing and the operating model?
Start with required work and capabilities, not historical headcount. Consider service demand, needed skills, process changes, and the consequences of changing the mix of employees and contractors before deciding that a staffing change will reduce cost without affecting delivery.
Assess whether work can be met through process improvement, technology adoption, organizational restructuring, or a different allocation of work between contractors and employees. Include the capacity and skills needed to implement and operate any change; an option that removes current capacity may also make another planned improvement harder to deliver.

How should you compare proposed changes?
Use the same decision questions for cloud, software, and staffing options, while adapting the evidence to the kind of change. The axes below are prompts synthesized from FinOps, licensing, and staffing guidance—not a scoring system prescribed by any one source.
| Comparison axis | Questions to ask |
|---|---|
| Cost and value | What is the total cost, and what business or mission outcome does it support? Can cost be measured per useful unit? |
| Performance and service | Will the change preserve required availability, performance, quality, security, and service levels? |
| Demand and flexibility | Is usage stable enough for a commitment? How much flexibility is lost if demand changes? |
| License fit and compliance | Do entitlements match actual users, deployment, and contractual obligations? |
| Workforce capability | Does the option retain or acquire the skills and capacity needed for delivery and operations? |
| Implementation and ongoing cost | What labor, contractor, tooling, training, migration, or governance work is required to realize and sustain the change? |
Cost-per-unit measures are useful only when the unit reflects the outcome that matters and the cost boundary is clear. The FinOps Foundation notes that unit-cost results depend on which costs are included and that the useful measure depends on the business goal. A falling total bill or unit cost alone does not demonstrate improvement if the service or business result falls as well. FinOps Foundation: Unit Economics
How can you tell whether a change really saved money?
Set the measurement method before implementation and compare the result with a baseline that includes the relevant costs and outcomes. Do not count an expected discount, reduced license count, or changed staffing plan as realized savings without checking what happened after the change.
For each proposed action, document the starting cost and usage, the outcome it supports, the expected effect, implementation costs, service guardrails, owner, and follow-up measure. After implementation, record actual results and explain material differences from the forecast. Include one-time work and ongoing costs needed to operate the new arrangement. If the measure is cost per transaction or another useful unit, define its cost inclusions and unit consistently across the comparison.
GAO’s 2025 federal-agency review is a useful caution about confusing visibility with financial results: agencies reported transparency benefits from TBM implementation, but GAO did not identify cost savings from implementation. The finding does not show that transparency is unhelpful; it shows that a management taxonomy or allocation effort should not be presented as proof that spending has fallen. GAO report GAO-25-106488

What should leaders avoid in an IT cost review?
Keep the review focused on value and evidence rather than a single headline reduction target.
- Assuming a universal savings rate. The available evidence does not establish a generally applicable percentage for IT cost optimization. Measure the organization’s own workloads, agreements, and outcomes.
- Equating transparency with savings. Better allocation can show who pays for a service, but a separate decision and measured result are needed to establish savings.
- Buying commitments before validating demand. A discount can be outweighed by unused capacity or lost flexibility.
- Removing licenses based on assignment counts alone. Confirm use, business need, agreement terms, and compliance obligations.
- Reducing staff before understanding workload and skills. Assess the work to be done and the capacity needed to deliver and operate services.
- Optimizing the bill while ignoring outcomes. Preserve the performance, security, resilience, compliance, and mission requirements that justify the technology.
A useful review connects cost ownership to outcomes, tests changes against realistic demand and constraints, and follows up on the result. FinOps offers a way to coordinate those decisions across technical, financial, procurement, and business roles; it is not an automatic savings program. FinOps Foundation framework

Does FinOps apply only to public cloud spending?
No. The FinOps Foundation framework includes technology scopes such as SaaS, licensing, and data center costs, so organizations can use its shared-accountability approach beyond cloud billing. FinOps Foundation framework
Can I save money by migrating applications to the cloud?
A migration is not inherently a cost reduction. Compare the expected operating cost and business value of the workload in each environment, including the architecture and operating requirements; the HHS IT portfolio policy lists this as a stakeholder question, not as a measured finding that migration saves money. HHS IT portfolio management policy
Why are IT costs on the rise?
There is no single cause established for every organization. HHS lists this as a stakeholder question for technology portfolio management; answering it locally requires tracing spend to the services, resources, agreements, and owners that explain the change. HHS IT portfolio management policy
What is the cost to run a particular application?
A useful application cost depends on the costs included and the allocation method used for shared resources. TBM’s cost-pool, IT-resource, solution, and business-unit/capability views can help organize that attribution, but GAO’s review shows that reliable allocation was not fully implemented across many of the federal agencies it examined. GAO report GAO-25-106488
