ISO/IEC 42001:2023 gives an AI team an organization-wide management system for governing risk from design through post-deployment monitoring. It requires policies, accountable roles, repeatable risk and impact processes, data and lifecycle controls, monitoring, incident response, internal evaluation and continual improvement. It applies to organizations that build AI, embed it in products, use it for decisions or automation, or manage systems supplied by third parties. Certification is optional: ISO publishes the standard, while independent certification bodies assess conformity. The standard helps an organization meet its obligations, but it is not a law, a model-accuracy guarantee or a substitute for applicable legal requirements.

What is ISO/IEC 42001 and why does an AI team need it?

ISO/IEC 42001:2023 is an international standard for establishing, implementing, maintaining and continually improving an Artificial Intelligence Management System (AIMS). The International Electrotechnical Commission lists edition 1.0 as published on December 18, 2023, in a 51-page publication. An AIMS is a management system for the organization around AI, not a technical test that certifies an individual model.

The standard is intended for any organization, regardless of size, sector or role in the value chain. A software company developing its own model, a manufacturer embedding a vendor model in a device, a bank using AI for decisions, and a retailer operating a third-party AI service can all fall within its scope. It also gives a way to bring unofficial or “shadow” AI use into normal governance rather than leaving it outside formal controls.

  • Organizational scope: policies, objectives, responsibilities, resources and oversight apply across the business units that provide or use AI.
  • Lifecycle scope: governance connects intended use and context with design, development, deployment, operation, monitoring, incident response and improvement.
  • Accountability: named owners and top-management oversight make decisions and escalation routes explicit.
  • Evidence: documented processes and records show how risks were assessed, controls selected, performance evaluated and corrective actions closed.

That structure matters because a model can perform well in a test environment and still create unacceptable risks when users, data, incentives or operating conditions change. ISO/IEC 42001 makes those organizational conditions part of the control system.

How does ISO/IEC 42001 work across the AI lifecycle?

ISO/IEC 42001 uses a management-system cycle: establish context and objectives, operate controls, check performance and improve. The cycle is continuous; a deployment decision is not the end of governance.

1. Establish context and inventory every AI system

Start with an inventory that is broad enough to include internally built systems, embedded vendor features, externally hosted services, experimental projects and unapproved tools discovered in departments. For each entry, record the system or use case, business owner, technical provider, data sources, intended users, affected stakeholders, deployment environment and current lifecycle stage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define the intended purpose and boundaries in language that a non-specialist can understand. A general-purpose model used for drafting internal text has a different context from the same model used to rank applicants or approve transactions. The inventory should identify those differences rather than treating the model name as the use case.

2. Set leadership, policy and accountability

Top management should approve an AI policy and measurable objectives, assign decision rights and designate owners for system performance and governance. The policy needs escalation routes for incidents, material changes, exceptions and unresolved risk. Responsibility should cover both technical work and business outcomes, including who can pause a deployment or require a new assessment.

Make these duties part of ordinary governance: procurement, security, privacy, product review, change management and internal audit should know where AI decisions enter their existing workflows. AIMS responsibilities that exist only in a specialist committee are difficult to operate when a supplier changes a model or a product team adds a new feature.

3. Define risk criteria and assess risks and opportunities

Use the system’s domain, intended use, users and organizational context to define acceptable risk. Assess foreseeable harms, operational failure modes, misuse, data problems, security issues, impacts on affected people and business opportunities. Record the reasoning, not just a pass/fail label.

Select treatments for material risks, assign owners and set target dates. Treatments can include changing the use case, adding human review, restricting access, improving data controls, requiring supplier evidence, monitoring specific indicators or deciding not to deploy. Reassess when the model, data, users, environment or purpose changes.

4. Control data and the system lifecycle

Document data-governance expectations and quality responsibilities for collection, preparation, labeling, access, retention and use. Connect those expectations to development and change controls so that a new dataset, model version or prompt workflow triggers an appropriate review.

Provide transparency information that explains the system’s intended use, significant limitations, operating conditions and human responsibilities. Define human-oversight arrangements: what a reviewer must check, when a decision can be overridden, how uncertainty is handled and who receives an escalation.

Supplier controls are part of the same lifecycle. Record which component is supplied externally, what the provider is responsible for, what evidence is available, how changes are communicated and what happens if the service becomes unavailable or behaves unexpectedly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

5. Operate, monitor and respond

After deployment, monitor performance and relevant impacts under real operating conditions. Keep records of incidents, near misses, unexpected behavior, user complaints and control failures. Where outputs influence consequential actions, define verification steps rather than assuming an output is correct because the system is in production.

Set triggers for corrective action. A recurring error pattern, a data shift, a supplier update or evidence that users are bypassing controls can require a new risk assessment, a configuration change, additional training or suspension of the use case.

6. Evaluate and improve

Use internal reviews, performance evaluation and management review to identify gaps and decide improvements. Update the inventory, risk assessments, policies and controls as systems and contexts evolve. Continual improvement means learning from operation and review, not merely storing old documents for an audit.

What documents and controls does an AI management system need?

The exact document set depends on the organization’s context and scope, but a useful AIMS leaves a traceable record from each AI use case to its risks, controls, owners and monitoring results.

Management area Useful documented evidence Control question
AI inventory and context System register, use-case description, owners, providers, users, stakeholders and deployment environments Do we know where AI is used, by whom and for what purpose?
Leadership and policy Approved AI policy, objectives, roles, decision rights and escalation routes Who is accountable for performance, risk acceptance and stopping a system?
Risk and opportunity management Risk criteria, assessments, treatment plans, approvals and review dates Are decisions consistent with the stated context and acceptance criteria?
Data governance Data responsibilities, quality checks, access rules, lineage or source records and retention expectations Can the team explain what data is used and who controls it?
Lifecycle and change control Development records, testing evidence, release approvals, version history and rollback plans What changed, who reviewed it and what new risks could it introduce?
Transparency and human oversight User information, limitations, reviewer instructions, override rules and escalation records Can users understand the system and challenge an output when necessary?
Supplier management Provider responsibilities, contracts, evidence requests, change notices and contingency plans What happens when a third-party model changes or fails?
Monitoring and incidents Performance indicators, impact observations, incident logs, investigations and corrective actions How will the team detect ineffective controls after launch?
Evaluation and improvement Internal review results, management reviews, improvement decisions and closure evidence Does oversight change the system, or only produce reports?

Keep records proportionate to the use case, but make them reproducible. A reviewer should be able to follow the chain from a stated purpose to a risk decision, a control, an owner and evidence that the control operated.

How should a small or growing AI team implement ISO/IEC 42001?

A smaller organization can implement the same management-system logic without building a large bureaucracy. Begin with a narrow, declared scope and expand it as the process becomes repeatable.

  1. Choose the initial scope. Include the products, departments and AI suppliers that create the most significant exposure, and state what is outside scope.
  2. Build the inventory. Interview engineering, product, operations, procurement and security teams to find both approved and informal AI use.
  3. Name accountable owners. Assign one business owner and one operational or technical owner for each system, with an executive responsible for AIMS oversight.
  4. Publish a usable policy. Define permitted uses, prohibited or restricted uses, review thresholds, escalation contacts and expectations for suppliers and data.
  5. Create one assessment workflow. Use a consistent intake, risk-and-opportunity assessment, treatment decision and approval record for every in-scope use case.
  6. Attach controls to delivery. Put review gates in procurement, design, release and change-management workflows instead of creating a separate process that teams can bypass.
  7. Instrument operation. Decide what performance, impact, incident and user-feedback signals will be collected, who reviews them and how often.
  8. Run an internal review. Test whether records match actual practice, close gaps and take the results to management for decisions about resources and risk.

Do not claim that a checklist alone is an AIMS. The value comes from operating the controls, retaining evidence and improving them when conditions change.

Is ISO/IEC 42001 certification mandatory?

No. ISO states that certification to ISO/IEC 42001 is voluntary. ISO itself does not certify organizations; independent certification bodies perform conformity assessments, and those bodies may be accredited by national accreditation organizations.

Keep three activities separate:

  • Implementing the standard: establishing and operating the AIMS requirements and guidance.
  • Preparing evidence: organizing records and demonstrating that processes work in practice.
  • Obtaining certification: engaging an independent certification body for a conformity assessment.

An organization may implement ISO/IEC 42001 to improve governance or answer customer and procurement expectations without seeking a certificate. A certificate also does not prove that every output is accurate, fair or safe, and it does not remove responsibility for applicable laws and regulations.

What is the difference between ISO/IEC 42001 and an AI risk assessment?

An AI risk assessment is an activity or record focused on identifying and treating risks for a system or use case. ISO/IEC 42001 is the broader organizational system that defines how assessments are initiated, approved, reviewed, monitored and improved across multiple systems.

Question ISO/IEC 42001 AIMS Single AI risk assessment
Primary focus Organization-wide governance and repeatable management processes Risks and treatments for a particular system, use case or change
Lifecycle coverage Connects context, development, deployment, operation, monitoring and improvement Often centered on a defined decision point, with scope set by the team
Accountability Defines leadership oversight, authorities, owners and escalation Records who performed and approved that assessment
Evidence Policies, inventories, assessments, controls, monitoring, reviews and corrective actions Assessment findings, assumptions, treatments and residual-risk decision
Conformity assessment Can be assessed by an independent certification body voluntarily Not itself an organizational certification

An AIMS should contain and govern risk assessments; it should not replace them with a generic policy.

How is an AI impact assessment different?

Impact assessment examines effects on individuals, groups and society, while an AIMS governs the organization’s full set of AI management activities. ISO/IEC 42005:2025 addresses impact assessment throughout design, development, deployment and post-market monitoring and complements ISO/IEC 42001.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the impact assessment to investigate who may be affected, what the effects could be, how those effects vary across contexts and what mitigation or monitoring is needed. Feed its findings into the AIMS risk criteria, treatment decisions, transparency information, human oversight and post-deployment monitoring. ISO describes assessments as something to perform throughout the lifecycle and update as needed, rather than a one-time approval document.

How does ISO/IEC 42001 relate to other AI standards?

These documents address different layers of governance and should be selected by purpose rather than treated as interchangeable certifications.

When selecting a document, ask whether you need an organizational management system, a risk method, an impact-analysis method, governance guidance or common terminology. Combining them can strengthen an AIMS, but their scopes and evidence are not identical.

What ISO/IEC 42001 does not promise?

The standard does not guarantee correct or safe outputs, eliminate all AI risk or authorize a use that law otherwise restricts. It provides a framework for managing risks and opportunities; applicable legal and regulatory requirements remain independently binding.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • It is not a model-performance benchmark or a quality score.
  • It is not proof that a dataset is unbiased or that a system will behave identically after deployment.
  • It is not a substitute for security, privacy, safety, sector or consumer-protection obligations.
  • It is not evidence that every supplier component is transparent or risk-free.
  • It is not a one-time project: monitoring, review and improvement continue as context changes.

Use certification, where obtained, as evidence that a defined management system was assessed against the standard’s requirements. Read the scope and dates of any certificate carefully, and continue to evaluate the systems and obligations that fall outside it.

What should an AI team do first?

The highest-value first move is a complete, honest inventory tied to accountable owners and intended uses. From there, establish policy and risk criteria, build a repeatable assessment and control workflow, and add monitoring and management review before expanding the scope. This sequence turns ISO/IEC 42001 from a document exercise into an operating system for responsible AI decisions.

Frequently Asked Questions

Can a company use ISO/IEC 42001 without becoming certified?

Yes. An organization can implement the management-system requirements for internal governance, customer assurance or procurement readiness without applying for a certificate. It should still define its scope, operate controls and retain evidence if it wants to demonstrate that the system is functioning.

Does ISO/IEC 42001 apply only to companies that train their own models?

No. The scope includes organizations that use AI, embed externally supplied AI in products, make decisions or automate work with AI, or manage third-party systems. The inventory should therefore include vendor features and informal departmental use, not only internally trained models.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When should an AI impact assessment be updated?

Update it when the system, data, users, purpose or operating environment changes, and when monitoring reveals new or changed effects. The lifecycle approach in ISO/IEC 42005:2025 treats assessment as recurring through post-market monitoring rather than a single design-time approval.

What happens if a supplier changes its AI model after approval?

The change should enter the organization’s supplier and change-control process. The team can review the provider’s notice and evidence, reassess affected risks and impacts, update transparency or human-oversight instructions, and require corrective action or a deployment pause when existing controls no longer fit.
