No—prompt engineering is not dead. It is now one layer of a broader discipline called context engineering. Prompt engineering shapes the instructions a model follows; context engineering decides which instructions, evidence, memories, tools, permissions, and live task data the model can see at each inference step.
That distinction is decisive for agents that work across many turns, call APIs, search changing information, or take actions. A beautifully worded prompt cannot compensate for stale retrieval, missing permissions, an overloaded history, or an incorrect tool result. Reliable AI systems therefore optimize the smallest high-signal context that gives the model the rules and evidence required for the current step.

Is prompt engineering really dead?
No. Prompt engineering remains valuable whenever you need to specify behavior, constraints, examples, tone, refusal boundaries, or an output format. OpenAI defines it as “the process of writing effective instructions for a model, such that it consistently generates content that meets your requirements.” A prompt still establishes the role, objective, and contract for a model.
What has changed is the scope of production work. A single-turn classifier may run on a stable prompt and one user message. An agent may run for dozens of steps while its available documents, tool results, memory, and permissions change. The prompt is only the fixed part of that system; context engineering manages everything the model needs to know now.

Anthropic described the relationship on September 29, 2025, as “the natural progression of prompt engineering.” The useful interpretation is expansion, not extinction: prompt design is a component inside a larger runtime and data discipline.
What is context engineering?
Context engineering is the deliberate design, selection, structuring, and maintenance of the complete token set presented to a large language model at inference time. IBM describes it as optimizing the context supplied to an LLM for more accurate, relevant, and reliable outputs. Oracle AI Developer Advocate Casius Lee used a shorter formulation on September 28, 2026: it is deciding what the model sees at every step of a run.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
That set can include far more than a prompt:
- System and developer instructions, examples, schemas, and safety policies.
- User messages and relevant conversation history.
- Retrieved passages, database records, files, and API responses.
- Persistent user or workflow memory.
- Tool definitions, Model Context Protocol (MCP) servers, and tool-returned results.
- Current task state, intermediate plans, timestamps, environment details, and deployment constraints.
- Identity, authorization, and data-access boundaries that limit what the agent may read or change.
The engineering problem is not to stuff all available material into a context window. Context windows are finite, and irrelevant or contradictory material can distract a model or hide a critical rule. The objective is a compact, current, permission-aware context with enough evidence to support the next decision.
What is the difference between prompt engineering and context engineering?
Prompt engineering mainly asks, “How should this instruction be phrased?” Context engineering asks, “What information and constraints should the model receive now?” The two practices overlap, but they have different owners, time horizons, and failure modes.
| Axis | Prompt engineering | Context engineering |
|---|---|---|
| Primary question | How should the instruction be phrased? | What information and constraints should the model receive now? |
| Main material | System, developer, and user instructions; examples; output format | Instructions plus evidence, tools, MCP, memory, history, task state, permissions, and policies |
| Time horizon | Often one request or a stable template | Multi-step execution in which the available context changes continuously |
| Typical work | Classification, summarization, tone, structured output, refusal boundaries | Retrieval, memory, tool routing, context selection, compaction, delegation, and access control |
| Failure when weak | Ambiguous behavior, inconsistent style, or malformed output | Missing or stale evidence, irrelevant noise, lost rules, unsafe access, or brittle long-running workflows |
| Primary teams | Prompt or application developers | Application, data, platform, security, and agent teams |
This comparison is a synthesis of definitions from Anthropic, OpenAI, Google Cloud, IBM, Oracle, and the 2025 academic survey of context engineering.
Why did context engineering emerge?
Agents changed the operating conditions. In a short request, the application can assemble a prompt once and inspect the answer. In an agent run, each action changes the next input: a search returns passages, a database query changes the working facts, a tool call produces an error or a new identifier, and a user may add a correction. The system must decide what to retain, retrieve, summarize, or discard after every step.

Keeping everything preserves detail but consumes the context budget and increases the chance that a model overlooks a high-priority instruction. Aggressive summarization saves tokens but can erase a policy, a number, or an unresolved task. Context engineering treats this as a control problem rather than a wording trick.

The academic survey A Survey of Context Engineering for Large Language Models, revised July 21, 2025, analyzed more than 1,400 research papers. Its taxonomy groups the field into context retrieval and generation, context processing, and context management, with implementations such as retrieval-augmented generation (RAG), memory systems, tool-integrated reasoning, and multi-agent systems. The figure signals an active research area, not a settled job-title standard or guaranteed productivity gain.
Which kinds of context should an AI system maintain?
Google Cloud’s framework, updated April 23, 2026, separates context into three useful layers. They are design categories, not performance statistics.
Persistent system instructions
Keep durable rules here: the agent’s role, safety boundaries, output schema, escalation policy, and non-negotiable business constraints. Version these instructions like code. A support agent’s rule to verify identity before exposing account details belongs in this layer, not in a transient search result.
Semi-persistent memory
Store facts that remain useful across sessions, such as a user’s accessibility preference, a project’s agreed terminology, or a workflow’s current status. Memory needs ownership, timestamps, provenance, and a deletion or correction path. Do not treat every conversation sentence as a permanent fact.
Transient dynamic data
Fetch current evidence for the immediate task: a policy revision, an inventory row, a ticket, a code file, or a tool response. Attach source and freshness metadata so the agent can distinguish a live result from an old summary. Remove transient material when it no longer supports the next step.
How do you build a reliable context-engineered agent?
A practical implementation can follow six operating steps. The sequence keeps stable rules separate from changing evidence and makes failures observable.
- Define persistent rules. Put role, safety boundaries, output requirements, and mandatory policies in stable system or developer instructions. Make priorities explicit when rules can conflict.
- Separate memory from current evidence. Keep durable user or workflow facts in a controlled memory store. Keep search results, tool outputs, and temporary hypotheses in the run state, with timestamps and provenance.
- Retrieve just in time. Fetch documents, database rows, API responses, or code only when the current step needs them. Filter by authorization, relevance, and freshness before inserting them into the model’s context.
- Treat tools as context. Tool descriptions tell the model what actions exist; schemas, MCP servers, permissions, and returned results shape what it can do and believe. Expose the narrowest tool scope that can complete the task.
- Manage long histories. Summarize or compact old turns while protecting hard rules, open decisions, identifiers, and critical evidence. Test the compacted state against adversarial cases to ensure a required constraint survives.
- Evaluate the whole system. Measure retrieval quality, grounding, citation correctness, tool choice, authorization adherence, output validity, and recovery after memory or context changes. Prompt wording is only one variable.
Is context engineering just RAG with a new name?
No. RAG is one important context-engineering technique: it retrieves external material and adds relevant passages to a request. Context engineering also covers memory, tool selection, permissions, history management, task state, compaction, and delegation.

For example, a RAG pipeline may find the right policy but still fail if the agent has no permission to view the customer record, uses a stale policy version, or loses the user’s earlier confirmation. Conversely, an agent can need careful context management even when all information comes from tools or a structured database rather than a document index. Calling the entire discipline “RAG” hides those runtime decisions.
What does high-signal context look like in practice?
Consider a customer-support agent as an architectural example. Its stable instructions define identity checks, escalation rules, and the response schema. Semi-persistent memory records a verified language preference and an open case number. For the current turn, the system retrieves the customer’s authorized account fields, the latest product policy, and recent ticket events. It then exposes only the tools allowed for that account and records each result’s time and source.
A coding agent follows the same pattern with different data. Persistent rules cover repository conventions, test requirements, secret handling, and deployment gates. Memory can retain the chosen implementation approach and unresolved issues. Transient context includes the relevant files, dependency versions, issue history, test output, and the current branch state. Loading an entire repository may be less reliable than selecting the files and test failures tied to the current change.
In both examples, “more tokens” is not the target. The target is sufficient evidence and constraints with minimal noise, correct permissions, and a clear freshness boundary.

Irrelevant context overwhelms the task
Symptom: the model cites unrelated passages or follows an old instruction. Fix: rank and filter retrieval, label source priority, and remove material that does not support the current step.
Stale or contradictory evidence
Symptom: an agent gives an answer that was once correct but conflicts with a newer record. Fix: attach timestamps and versions, prefer authoritative sources, and define conflict-resolution rules before generation.
Compaction deletes a hard requirement
Symptom: a long run begins violating a safety or formatting rule after summarization. Fix: keep immutable rules outside the summary, preserve critical facts in structured fields, and test summaries with constraint-recall checks.

Tools are over-permissioned
Symptom: the model can call an action outside the user’s authority. Fix: enforce authorization in the tool layer, not only in natural-language instructions; provide scoped credentials and explicit confirmation for consequential actions.
Memory turns guesses into “facts”
Symptom: an incorrect inference reappears in later sessions. Fix: record provenance and confidence, require confirmation for sensitive preferences, and provide correction and deletion controls.
Evaluation checks only the final prose
Symptom: a fluent answer masks a bad retrieval or unsafe tool decision. Fix: log intermediate context, retrieval matches, tool calls, policy decisions, and recovery behavior, then score each component separately.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What should you learn: prompt engineering or context engineering?
Learn both, in that order. Prompt skills remain the fastest way to make a bounded task predictable: define an objective, state constraints, provide a few representative examples, and specify a machine-checkable output. Context skills become essential as soon as the application has changing data, memory, tools, or multi-step execution.
For a small project, start with a versioned prompt, a narrow data source, explicit permissions, and an evaluation set. Add memory, retrieval, compaction, or delegation only when a demonstrated failure requires it. For a production platform, expect shared ownership across application, data, platform, security, and agent teams. There is no authoritative cross-industry salary or job-posting benchmark yet, and the terminology is still converging.

Build tests that vary the context, not just the wording. Include stale documents, conflicting records, long histories, missing tools, revoked permissions, and corrected memories. Track whether the system retrieves the right evidence, cites or grounds claims correctly, selects an allowed tool, preserves required policies after compaction, and recovers from a failed call.
Use pinned model snapshots and an evaluation suite when production consistency matters, as OpenAI recommends for prompt-based systems. Record the context version, retrieved sources, tool schemas, permissions, and model version for each run so a regression can be reproduced. A higher answer score with lower authorization compliance is not an improvement.

What is still uncertain about the field?
Context engineering is an emerging discipline, not a universally standardized profession. Vendors use the term differently, and the 2025 survey provides a research taxonomy rather than an agreed certification or operating standard. The available definitions establish why retrieval, memory, tools, and state matter, but they do not establish a universal accuracy, productivity, return-on-investment, or salary number.
The durable conclusion is narrower and more useful: prompts still specify behavior, while context engineering makes the model’s total working environment fit the current decision. Systems that control that environment deliberately are better positioned to remain reliable as tasks become longer, more connected, and more consequential.

Frequently Asked Questions
Do I need a vector database to practice context engineering?
No. A vector index can help retrieve semantically related text, but a relational query, API call, file selector, or hand-maintained state can provide better context for a particular task. Choose the retrieval method that matches the data’s structure, freshness, and access rules.
How does MCP fit into an agent’s context?
MCP can expose tool descriptions and external resources that an agent may use during a run. Those descriptions and permissions become part of the model’s actionable context, so servers should advertise narrow capabilities and enforce authorization independently of the model’s instructions.
Can context engineering reduce hallucinations completely?
No. Better evidence and explicit constraints can reduce unsupported answers, but models can still misread reliable context or make an invalid inference. Require citations or structured evidence where appropriate and provide a safe escalation path for uncertainty.
When should a team compact conversation history?
Compact when the history approaches the model’s usable context budget or when old turns no longer affect the current decision. Preserve immutable policies, open commitments, identifiers, and source links separately so summarization cannot silently remove them.
