If your IPO application shows no allotment while money is still unavailable, the first question is whether funds are blocked or actually debited. In an ASBA application, the bank normally keeps the application amount in your account; it is not a conventional payment waiting for a cheque refund. No allotment normally means the block should be released, while a partial allotment means only the allotted amount is debited and the balance is unblocked. Start by checking the issue registrar’s recorded result, then match the bank or UPI status to the issue’s published timetable. If a hold remains overdue, complain in writing to the responsible bank, registrar or bid-submitting intermediary and escalate a documented case through SEBI’s SCORES portal.

What should you check first when an IPO allotment is missing?

Find the issue-specific result before treating the problem as a refund case. The registrar named in the offer’s official materials records whether your application received no shares, a partial allotment, a full allotment, or a rejection. Use that result together with your bank or UPI mandate status.

  1. Check the registrar’s allotment page. Enter the requested application, PAN or demat details exactly as instructed for that issue.
  2. Confirm the bid details. Keep the application number, bid quantity, amount, PAN, DP ID and Client ID available.
  3. Check money movement. In your bank statement or UPI app, distinguish a blocked amount from a completed debit and from a released hold.
  4. Compare the date with the issue timetable. For public issues covered by SEBI’s mandatory T+3 framework, T is the issue-closing day, counted in working days.
  5. Contact the right party for the stage of the problem. The registrar handles the allotment record; the bank or submitting member handles an overdue block or a mandate that never arrived.

NSE’s PAN-based bid-verification facility checks bid data, not the final allotment decision. NSE says bid data becomes available six days after issue closure, so an early absence from that facility is not proof that the application was rejected or that no shares were allotted. For an unclear blocked amount, NSE directs investors to the issue registrar.

Official starting points are the NSE e-IPO FAQ and the issue’s own offer documents. Do not post your full PAN, bank account number, UPI credentials or demat identifiers in a public forum.

Is an IPO refund different from releasing an ASBA or UPI block?

Yes. ASBA normally leaves the application money in your bank account under a block until the allotment process finishes. SEBI Investor states: “Blocked amount continues to earn interest and there is no requirement of refund in case of non-allotment.” That statement describes the ASBA mechanism; it does not automatically cover every possible payment arrangement.

With a UPI application, the mandate authorizes a block on the linked account. The money should not be treated as a completed payment merely because the mandate was approved. If there is no allotment, the relevant action is release or unblocking. If there is a partial allotment, the allotted amount is debited and the excess block is released. SEBI’s explanation of ASBA is available at SEBI Investor’s IPO through ASBA page.

Registrar outcome Expected money status What to do if it differs
No allotment The application block should be released; there is ordinarily no earlier debit to “refund” under ASBA. Ask the bank or submitting intermediary to investigate an overdue hold, while the registrar confirms the recorded result.
Partial allotment Only the amount for allotted shares should be debited; the balance should be unblocked. Compare the debit with the allotment quantity and escalate any excess block.
Full allotment The amount for allotted shares is debited and the shares should be credited to the stated demat account. If shares are absent, pursue a non-credit grievance, not a refund request.
Rejected or invalid bid A block can still appear during processing; a block does not prove that the bid was valid. Request the precise rejection reason from the registrar or submitting intermediary and seek release of any remaining hold.

When should an IPO mandate be released under the T+3 process?

For issues opening on or after December 1, 2023, SEBI made T+3 listing mandatory. In the circular’s indicative schedule, the basis of allotment is approved by T+1, unblocking is completed before 4 p.m. on T+2, and trading starts on T+3. These are working-day milestones; do not convert them into a calendar promise without checking the issue’s published timetable.

The controlling dated text is SEBI circular SEBI/HO/CFD/TPD1/CIR/P/2023/140, dated August 9, 2023, available at SEBI’s circular PDF. The relevant issue may show holidays, a different published timetable or an administrative update, so use the dates in that offer’s official notices.

What does T mean?

T means the day the issue closes. T+1 is the next working day, not necessarily the next calendar day. A weekend or market holiday can therefore move the calendar date on which you see the result or the release.

What if the hold remains after the stated deadline?

Save a bank statement or mandate screenshot showing the continuing hold, note the exact date and amount, and send a written complaint to the bank or other entity responsible for the block. Include the issue name and application number and ask for the recorded status and release action. Ask the registrar to confirm the allotment or rejection record in parallel.

Which IPO problem do you actually have?

Use the outcome and money-status combination below. Similar-looking messages require different remedies.

No allotment, but money is still blocked

Confirm the no-allotment result with the registrar. Then ask the bank, UPI service provider or bid-submitting member to release the specific mandate, quoting the application number, issue and blocked amount. Under ASBA, do not wait for a paper cheque and do not pay a third party that promises to “process” a refund.

Partial allotment and the full amount is still unavailable

Calculate the amount that should correspond to the allotted quantity using the issue price shown in the allotment record. The bank should debit that allotted amount and release the remainder. If the debit is correct but the excess remains blocked, treat the excess as an overdue unblocking complaint and attach both the allotment record and bank evidence.

Shares allotted but not visible in the demat account

This is not a refund case. Compare the registrar’s allotment record with the DP ID and Client ID in the application. Submit a non-credit grievance to the registrar and the relevant depository participant or submitting intermediary. An offer-document grievance process expressly includes non-credit of allotted shares, so request a trace of the credit rather than asking the bank to reverse the application amount.

The UPI mandate never arrived

This problem occurs before an allotment decision. Check the UPI app’s mandate section and the bank account linked to the UPI ID. NSE instructs investors to contact the member through whom the bid was placed when a mandate is not received. Any member-side re-initiation described by NSE is limited to the issue period; it is not a self-service step after the offer has closed. If the issue is already closed, preserve the error message and ask the submitting member how it recorded the bid.

The application was rejected or marked invalid

Ask for the exact reason instead of assuming that a blocked amount proves a valid application. SEBI’s 2023 process identifies a mismatch between the PAN on the bank account and the PAN on the demat account as an invalidity ground. SEBI investor guidance also warns that a third-party bank account or UPI ID is not considered for allocation. The registrar or submitting intermediary should tell you which field or validation failed and whether any block remains.

Why can a valid-looking IPO application still fail?

A mandate approval and an amount block show that a payment authorization was created; they do not by themselves establish that the bid passed every allocation validation. Common causes include:

  • Bank-account PAN and demat-account PAN do not match.
  • The bank account or UPI ID belongs to a third party rather than the applicant.
  • The bid was not successfully submitted or was recorded with incorrect application details.
  • The application quantity or amount does not match the final recorded bid.
  • The registrar recorded a rejection even though the bank’s block message remained visible during processing.

Request the recorded reason from the entity that can see the relevant field. Do not infer an allotment, rejection or entitlement solely from an SMS, a UPI notification or a temporary bank balance display.

Can you receive compensation for a delayed unblocking?

Possibly, but an overdue hold and entitlement to a particular amount are separate factual questions. SEBI’s August 9, 2023 circular moved the computation start for delayed ASBA unblocking to T+3. It does not justify applying an older T+6-era deadline to a current issue or promising an automatic payment.

SEBI’s March 16, 2021 UPI grievance circular describes specified bank and post-issue lead-manager cases at ₹100 per day or 15% per annum of the relevant application amount, whichever is higher. The 2023 circular changed the delayed-ASBA-unblocking start point to T+3. Some offer documents later use different wording, such as two or three working days after closing, so check the particular offer document and the circular applicable to that issue before calculating a claim.

When you complain, ask the responsible entity to state the date on which unblocking was due, the date it was completed, the rule it applied and any compensation calculation. Keep the answer with your evidence. A delay may be established even when the amount claimed, if any, depends on the cause, the entity involved and the applicable issue documents.

How do you complain about an IPO block that was not released?

Use a dated, traceable sequence. Start with the entity that controls the missing action and preserve every reference number.

  1. Write to the responsible entity. Depending on the symptom, this is the issue registrar, the self-certified syndicate bank (SCSB), the bank linked to the UPI mandate, the broker or another bid-submitting intermediary. State the issue name, application number, applicant name and PAN, the allotment or rejection result, the amount and the exact date the hold remained.
  2. Ask for a specific remedy. Request confirmation of the recorded allotment or rejection status, whether the amount is blocked or debited, the reason for any continuing hold and the action and date required to release it. For missing shares, request a credit trace instead.
  3. Attach usable evidence. Include the application or acknowledgment number, issue dates, bid quantity and amount, DP ID and Client ID, UPI ID or relevant bank-account details, a bank statement or mandate screenshot, and the complaint reference. Redact sensitive numbers when sending to anyone who does not need the full value.
  4. Escalate through SCORES if the securities-market grievance is not satisfactorily addressed. The operational SCORES FAQ says to lodge a complaint within one year of the cause of action. The concerned entity is to submit an Action Taken Report within 21 calendar days.
  5. Request review when appropriate. If the Action Taken Report does not resolve the issue, request review within 15 calendar days of that report. Keep the original complaint, attachments and response together.
  6. Use online dispute resolution carefully. NSE describes SMART ODR as a further dispute-resolution route. Starting the same dispute there while a SCORES complaint is pending causes the SCORES complaint to be treated as disposed; SCORES and SMART ODR are not two independent cases that can remain open indefinitely.

Do not rely on an older overview that says 30 days for an Action Taken Report when the operational SCORES FAQ specifies 21 calendar days. Recheck the live portal’s instructions when filing because procedural pages can change.

Use the contact and document format specified in that issue’s offer materials. A public social-media post is not a substitute for a dated complaint to the responsible entity.

What should you do if the registrar cannot find the application?

Ask the bid-submitting member to confirm whether it transmitted the bid, under which application number and with which PAN, demat and bank or UPI details. A registrar cannot award shares from a bid it did not receive. If the member says it submitted the bid, request its transmission or acknowledgment record and provide that reference to the registrar. If the mandate never existed, explain that the issue concerns bid submission or mandate creation rather than an allotment refund.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How can you avoid the same problem on a future IPO?

Before approving a mandate, use an account and UPI ID belonging to the applicant, and make sure the PAN on the bank account and demat account is consistent. Save the application number and the issue timetable at submission. During the issue period, verify that the bid appears in the intermediary’s records and that the mandate shows the correct amount. After closure, monitor the registrar’s result and the bank release rather than assuming a “payment successful” notification means shares were allotted.

A practical record-keeping checklist

  • Save the completed bid confirmation and application number.
  • Screenshot the approved UPI mandate or note the ASBA block entry.
  • Record the issue closing day and the published T+1, T+2 and T+3 milestones.
  • Download the registrar result when it appears.
  • Keep the bank statement showing debit or release until the account is reconciled.

What is the shortest decision path for each outcome?

What the registrar shows What the bank or UPI shows Next contact Request
No allotment Block remains after the timetable Bank/SCSB or submitting member, with registrar copied or checked separately Release the mandate and explain the delay
Partial allotment Entire amount blocked Bank/SCSB or submitting member Debit only the allotted amount and release the excess
Allotment Shares absent from demat Registrar and depository participant/intermediary Trace and credit the allotted shares
Invalid or rejected Block or debit still visible Registrar and submitting member or bank Give the rejection reason and release any remaining hold
No result yet Issue still within published timetable Registrar after the stated result milestone Do not treat an early missing result as a final rejection
Mandate not received No approved UPI mandate Bid-submitting member during the issue period Confirm bid submission and any permitted re-initiation

The key distinction is simple: the registrar establishes what happened to the bid; the bank, SCSB or submitting member normally has to correct a mandate or block that did not clear. Use both records when the two systems disagree.

Frequently Asked Questions

Can I cancel an IPO mandate after applying?

A UPI mandate is an authorization linked to the bid, not a guarantee of allotment. Do not cancel it casually while the issue is open because a cancellation can prevent the bid from becoming valid; ask the submitting member or bank what cancellation would do for that specific issue.

Why does my bank show a lien even though I was not allotted shares?

A lien or blocked balance can remain visible until the bank processes the release instruction. Check the registrar result and the issue timetable first, then ask the bank for the mandate’s release status and the expected completion date.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What if my IPO shares were credited to the wrong demat account?

Compare the registrar’s DP ID and Client ID with your application confirmation and contact the registrar and depository participant immediately. This is a securities-credit investigation, not an ASBA refund request; do not attempt to move or sell shares until the account ownership issue is resolved.

Can I file SCORES before contacting my bank or registrar?

SCORES works best when you identify the responsible entity and attach its complaint reference, allotment result and bank evidence. Contact the entity first, then escalate a specific unresolved securities-market grievance within one year of the cause of action.
