IaaS, PaaS, and SaaS differ in how much of the computing stack the provider manages and how much responsibility stays with the customer. IaaS offers the most control but leaves customers with more operating and maintenance work; PaaS manages more of the platform so teams can concentrate on building and deploying applications; SaaS delivers a finished application for customers to use. None is best for every workload, and an organization can use more than one model.

What do IaaS, PaaS, and SaaS mean?

They are three cloud service models defined by the division of management work between a provider and a customer. The practical distinction is not simply whether a service runs online; it is which layers the provider operates and which the customer must configure, maintain, secure, and use.

NIST defines cloud computing as on-demand network access to a shared pool of configurable computing resources that can be rapidly provisioned and released with minimal management effort or provider interaction. Its SP 800-145 publication identifies five essential characteristics: on-demand self-service, broad network access, resource pooling, rapid elasticity, and measured service. It also defines the SaaS, PaaS, and IaaS service models.

Those five characteristics describe the cloud context around the service models. On-demand self-service means a customer can provision capabilities as needed without requiring each request to be handled manually by the provider. Broad network access means capabilities are available over a network through standard mechanisms. Resource pooling means provider resources serve multiple customers, with resources assigned and reassigned as demand changes. Rapid elasticity describes the ability to provision and release resources quickly as needs change. Measured service means resource use is monitored, controlled, and reported. Together, these characteristics help distinguish cloud computing from simply hosting software on a server.

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.
  • IaaS — Infrastructure as a Service: The customer provisions computing resources such as processing, storage, and networks, then can deploy operating systems and applications. The provider runs the underlying cloud infrastructure, while the customer retains control over the operating system, storage, deployed applications, and some networking settings.
  • PaaS — Platform as a Service: The customer deploys applications using provider-supported languages, libraries, services, or tools. The provider manages infrastructure and platform components such as servers, networks, operating systems, and storage. The customer manages its application and may manage some hosting-environment configuration.
  • SaaS — Software as a Service: The customer uses an application run by the provider, often through a browser or program interface. The provider manages the infrastructure and application, while the customer has a narrower role in use, access, configuration, and data-related decisions.

These are broad categories, not rigid product labels. A provider’s service may combine capabilities or change over time, so assess the specific service and its configuration rather than relying on its marketing category alone. NIST’s September 2011 SP 800-145 provides the formal definitions; its 2018 service-classification guidance offers additional help in evaluating particular implementations.

What does the provider manage in each cloud model?

Moving from IaaS to PaaS to SaaS generally moves more operational responsibility to the provider. The customer gives up some lower-level control in exchange for less work maintaining the stack.

Model What the customer gets Provider typically manages Customer typically manages Common reason to choose it
IaaS Compute, storage, networking, and resources for running software Physical and virtualized infrastructure Operating systems, applications, data, and configuration More control or a need to configure the environment
PaaS A managed application development and deployment platform Infrastructure and platform or runtime components Application code, deployed application, and data Less platform operations and more focus on building and deploying software
SaaS A finished application delivered over the cloud Infrastructure and application maintenance and updates Use, access, configuration, and customer data responsibilities Business software with little infrastructure or application maintenance

The table describes typical boundaries, not a contract for every service. The exact allocation can depend on the particular service, its configuration, the workload, and the agreement with the provider. A customer should confirm what is included rather than assuming the model name settles the question.

One way to interpret the boundary is to ask who is responsible for each layer. With IaaS, the provider supplies and operates the underlying infrastructure, but the customer can deploy an operating system and applications on it. With PaaS, the customer brings application code to a provider-managed platform, so the provider takes on more of the server and runtime work. With SaaS, the application itself is provider-run, leaving customers to use and configure it and to manage their own data and access decisions.

This is a shift in responsibility, not a disappearance of responsibility. A managed layer still needs to fit the workload, and the customer still has work around the layers it controls. For example, choosing PaaS does not mean the provider takes over application code; choosing SaaS does not settle what users should have access to or how the organization handles its data.

What are examples of IaaS, PaaS, and SaaS?

Provider examples make the categories easier to recognize, but they are illustrations rather than universal rulings about every feature of a product.

Microsoft Azure Azure Virtual Machines Azure App Service; Azure Functions; Azure SQL Database; Azure Storage Not stated in the cited provider examples

Cloud services can mix capabilities, and providers update them. NIST’s guidance recommends evaluating a particular service against the cloud characteristics and service-model definitions instead of treating a provider’s label as proof that every aspect fits neatly into one category. Google Cloud’s comparison page was last updated October 15, 2026; examples and boundaries can change, so check current provider documentation when making a selection.

Be precise about the word “application” when comparing examples. It can mean a finished SaaS product, or software that a customer deploys and runs on a virtual machine. A program being accessed over a network or hosted in a cloud environment does not by itself make it SaaS; who operates the application and the underlying layers is the more useful test.

What are the advantages and disadvantages of IaaS?

IaaS suits teams that need control over the environment and can take on the work that comes with it. The trade-off is flexibility versus a larger customer-managed workload.

Advantages of IaaS

  • More control: Customers retain control of operating systems and can choose environment settings needed by their applications.
  • Flexible infrastructure: Resources can be provisioned and scaled without the customer having to procure and operate physical infrastructure directly.
  • Room for custom or legacy workloads: Teams can run their own software and configure the environment more extensively than a managed platform may allow.

Disadvantages of IaaS

  • More operational work: Customers must manage operating systems, applications, configuration, and related maintenance for the parts they control.
  • Greater security and recovery duties: The customer has more components to keep configured, patched, protected, and recoverable.
  • Skills matter: The flexibility is useful only if the organization can operate the environment reliably; otherwise, the extra control can become additional risk and overhead.

In practice, “more control” should be weighed against the work required to exercise it. A team selecting IaaS should be prepared to own the operating-system and application tasks it retains, as well as relevant configuration and recovery work. The provider’s infrastructure management does not automatically cover those customer-managed layers.

What are the advantages and disadvantages of PaaS?

PaaS is intended to reduce infrastructure and runtime operations so teams can focus more on application code and deployment. In return, they work within the provider’s supported platform and configuration choices.

Advantages of PaaS

  • Less infrastructure setup: The provider manages the underlying platform components, reducing the customer’s platform-operating burden.
  • A more ready-to-use development environment: Preconfigured environments can simplify development, testing, and releases.
  • More focus on application work: Development teams can spend less time maintaining servers and platform components they would otherwise manage themselves.

Disadvantages of PaaS

  • Platform constraints: The application must fit supported languages, libraries, services, and configuration limits.
  • Less low-level control: The provider manages more of the stack, so customers have fewer opportunities to change its underlying components.
  • Portability and vendor dependence: Relying on provider-specific platform features may make a later move more difficult. The degree of dependence varies with the application and the services it uses.

Before choosing a platform, compare its supported components with what the application actually needs. A platform that handles the required language, libraries, and services can simplify deployment; a mismatch can force a team to change its application or choose another model. Also consider whether its configuration limits and provider-specific features leave an acceptable path if the application’s needs or hosting plans change.

What are the advantages and disadvantages of SaaS?

SaaS is usually the quickest route to using a finished application because the provider operates and updates the application. It reduces infrastructure and software-maintenance work, but does not remove the customer’s need to govern use, data, and access.

Advantages of SaaS

  • Ready-to-use software: Customers can use an existing application rather than building and deploying one themselves.
  • Less local setup: The provider operates the underlying infrastructure and application, reducing the customer’s maintenance burden.
  • Provider-managed updates: Application maintenance and updates are handled by the provider.
  • Network access: The application may be available through internet-connected devices, subject to the service’s access requirements.

Disadvantages of SaaS

  • Less control: The customer has limited control over the underlying infrastructure and application, and may encounter configuration limits.
  • Integration work: The application may not fit every existing tool or process without additional integration effort.
  • Provider dependence: The organization relies on the provider for application operation and updates, so it should understand its options if its needs change.
  • Data and access governance remain important: Choosing SaaS does not make decisions about customer data, identities, permissions, or compliance disappear.

In addition to confirming that the software meets the business need, check how its available configuration and integrations fit existing tools and processes. The provider’s role in operating and updating the application reduces the customer’s software-maintenance burden, but it also means the customer has less control over how the application itself is maintained. Separately, users, identities, permissions, and data remain part of the customer’s governance decisions.

How does security responsibility change across IaaS, PaaS, and SaaS?

Cloud security is shared. In general, a provider takes on more responsibility as it manages more of the stack, but customers still need to identify and operate the controls assigned to them for the actual service and workload.

Responsibilities vary with the service selected, how services are integrated, and applicable laws and regulations. For example, AWS identifies guest operating-system updates and patches, as well as firewall configuration, as customer duties for applicable services. Microsoft likewise says workload responsibilities differ across IaaS, PaaS, SaaS, and on-premises environments.

Do not equate SaaS with “the provider handles all security.” A provider may operate the application and its infrastructure, but the customer still needs to make appropriate decisions about data, identity, access, configuration, and compliance. Before adopting any service, determine which controls the provider operates, which controls the customer operates, and how those duties apply to the intended use.

A useful review therefore starts with the actual service and integration rather than the broad model name. Confirm which party handles relevant operating-system, application, network, data, identity, and configuration tasks as applicable. Then check whether the organization has the people and processes to carry out its side consistently. The boundary can differ across services, so assumptions made about one provider offering should not automatically be carried over to another.

How should you choose between IaaS, PaaS, and SaaS?

Start with the work the organization needs to do, then compare the control it requires with the operational capacity it has. A useful choice is the one whose management boundary, constraints, and responsibilities fit the workload—not necessarily the model with the most control or the least setup.

  1. Identify the work: Decide whether the goal is to run computing infrastructure, build and deploy an application, or use an application that already exists.
  2. Set the control requirement: Ask whether the workload needs customer control over the operating system or infrastructure settings. If standard provider-managed capabilities are sufficient, that level of control may not justify the extra operating work.
  3. Check operational capacity: Determine whether staff can reliably maintain the operating systems and infrastructure the customer would retain under IaaS. If not, consider whether PaaS or SaaS moves enough work to the provider.
  4. Compare development speed with flexibility: A managed platform can reduce setup work for application teams, while bespoke infrastructure may be necessary for workloads that do not fit supported platform components.
  5. Test platform and integration fit: Check whether supported runtimes, configuration options, integrations, and likely migration paths are acceptable. Consider how reliance on provider-specific capabilities affects future choices.
  6. Map security and data duties: Confirm which party handles each relevant control for the specific service, and whether the organization can fulfill its own responsibilities consistently.
  7. Validate the service, not just its category: Review the provider’s current service details and configuration. Model names are a starting point; the actual boundary is what matters operationally.

IaaS is a reasonable direction when environment control is important and the team can operate what it retains. PaaS can fit when the organization is building software and wants the provider to operate more of the platform. SaaS can fit when the need is to use a finished application rather than run or develop one. These are decision patterns, not universal rules: provider guidance allows organizations to combine service models and traditional infrastructure to balance control, development speed, and convenience.

There is no single best model for every organization or workload. A useful comparison can be framed as a set of trade-offs: IaaS provides greater control but leaves more infrastructure operations with the customer; PaaS reduces platform work while imposing supported-platform boundaries; SaaS minimizes infrastructure and application maintenance while offering less control over the product. Compare those trade-offs alongside integration, portability, security duties, and the work the organization is actually trying to accomplish.

Why do service-model labels sometimes seem unclear?

The categories describe management boundaries, while real services can offer overlapping capabilities. NIST’s evaluation guidance also cautions that “application” can refer either to a SaaS application or to software running on a virtual machine. That distinction matters: software being accessed over a network does not by itself establish that the software is SaaS.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a useful classification, ask what the provider actually operates and what the customer actually manages. Consider the service’s infrastructure, operating system, platform, application, and data responsibilities together. This avoids treating a broad label as a substitute for understanding a service’s configuration and responsibilities.

NIST computer scientist Peter Mell described the value of the definition this way: “When agencies or companies use this definition, they have a tool to determine the extent to which the information technology implementations they are considering meet the cloud characteristics and models.” The statement appeared in NIST’s announcement of the final cloud definition on October 25, 2011. Its practical point remains useful: evaluate an implementation against the characteristics and model boundaries rather than relying on a name alone.

Frequently Asked Questions

What is the difference between IaaS, PaaS, and SaaS?

The difference is how much of the computing stack the provider manages. IaaS provides infrastructure while the customer manages operating systems and applications; PaaS adds a provider-managed platform for deploying applications; SaaS is a finished, provider-run application. As you move from IaaS toward SaaS, provider responsibility generally increases and customer control over lower layers decreases.

When should you choose IaaS over PaaS?

IaaS may fit when a workload needs more control over its operating system or environment, or does not fit the components and configuration supported by a PaaS offering. The trade-off is that the customer retains more operating, maintenance, security, and recovery work. Consider PaaS when its supported platform is sufficient and reducing platform operations is more valuable than that additional control.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which cloud service model gives the customer the most control?

Of these three models, IaaS generally gives the customer the most control over the operating system, applications, and some networking settings. That control also means the customer has more layers to configure and maintain. The exact boundary depends on the service and its configuration.

Can one organization use IaaS, PaaS, and SaaS at the same time?

Yes. Different workloads can have different needs: an organization may consume a finished application for one task, use a managed platform for software it builds, and retain infrastructure control for another workload. The useful question is whether each boundary fits the work and the team’s ability to manage its responsibilities.

Does choosing PaaS mean a team no longer needs operations expertise?

No. PaaS shifts responsibility for underlying infrastructure and platform components to the provider, but the customer still manages its application and data and may need to configure the hosting environment. Teams still need to understand their own application, deployment choices, and assigned security duties.

Is SaaS always a browser-based application?

No. SaaS is often used through a browser, but NIST’s definition also allows use through a program interface. The defining distinction is that the provider runs the application, not the particular way a user or system connects to it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Is software running on a virtual machine automatically SaaS?

No. NIST’s classification guidance distinguishes a SaaS application from software deployed on a virtual machine. Assess who operates the application and the underlying layers instead of classifying software by the fact that it runs in a cloud environment.

Does SaaS mean the provider is responsible for all security?

No. The provider manages the application and underlying infrastructure, but customers still need to understand their responsibilities for data, identity, access, configuration, and compliance. Responsibilities vary by service, integration, and applicable laws and regulations, so check the actual arrangement.

The Bottom Line

Bottom line: Choose by management boundary, not by label alone. IaaS offers more control and more customer operations; PaaS shifts platform work to the provider while keeping application work with the customer; SaaS delivers a finished application with less maintenance but less control. Verify the responsibilities and constraints for the specific service, and combine models when different workloads call for different trade-offs.
