Companies are not abandoning artificial intelligence altogether. They are backing away from agentless customer service because forcing every request through a bot can damage trust, mishandle high-stakes cases and erase the savings through repeat contacts, transfers and lost customers. The emerging model is hybrid: AI handles predictable work, while trained people remain easy to reach for exceptions, judgment and accountability. Gartner reports that 50% of organizations that expected major customer-service workforce reductions will abandon those plans by 2027, while 95% of service leaders planned to retain human agents to define AI’s role. The startling shift is therefore not “AI versus people.” It is recognition that automation makes human escalation, context and empathy more valuable.

Why are companies bringing human customer-service agents back?

The immediate reason is a mismatch between what automation is good at and what customers need when a problem is unusual, consequential or emotionally charged. AI can classify a request, retrieve a policy and complete a routine transaction quickly. It is much less reliable when the customer’s story does not fit the script, when several systems contain conflicting information or when someone must exercise discretion and accept responsibility for an outcome.

Customers still want a reachable person

Gartner’s 2024 customer research found that difficulty reaching a person was customers’ top concern. In the same survey, 64% said they would prefer companies not use AI for customer service, and 53% said they would consider switching to a competitor if they learned a company was going to use AI for customer service. Those are survey responses, not a prediction that every customer will switch or reject every bot, but they establish a clear trust and access risk.

Keith McIntosh, Gartner senior principal research, summarized the behavior this way: “Once customers exhaust self-service options, they’re ready to reach out to a person.” A bot that helps someone find an answer can be useful; a bot that blocks the path to a person turns self-service into a gatekeeper.

Complex cases expose the limits of scripted automation

Identity theft, payment disputes, vulnerable-customer situations, unusual account histories and advisory recommendations require more than matching words to a knowledge-base article. An agent can ask a clarifying question, weigh competing facts, make a permitted exception and explain why a decision was made. Those actions depend on context and delegated authority, not just a larger language model.

In Gartner’s September 10, 2025 forecast, Kathy Ross, senior director analyst in its Customer Service & Support practice, said: “AI and automation are transforming how customer service organizations serve customers, but human agents are irreplaceable when it comes to handling nuanced situations and building lasting relationships.” That distinction matters most where a wrong answer creates financial loss, safety concerns, regulatory exposure or a permanent break in the relationship.

The economics include the cost of failure

Head-count reduction is only one line in a service budget. If an automated interaction fails, the customer may contact the company again, repeat the entire story to another channel, wait for a supervisor or leave for a competitor. Those extra contacts consume capacity that a successful first interaction would have saved, while churn and remediation can erase the apparent labor benefit.

A peer-reviewed INFORMS study published in 2026 found that chatbot adoption decreases as the stakes of a customer decision rise. It also identified “gatekeeper aversion”—resistance to a system that controls access to a person—and “algorithm aversion,” the tendency to reject automated advice after a visible error. The study’s conclusion is a process-design warning: adding a chatbot requires rethinking technology investment, staffing and queueing policies together. It does not establish a universal return on investment or a universal chatbot failure rate.

Many organizations are not ready to govern broad automation

The UK government’s AI Adoption Research shows why an ambitious rollout can stall before technical performance is even debated. Among businesses with no plans to adopt AI, 81% cited a lack of identified need as the leading barrier, followed by limited AI skills at 59% and limited tools or platforms at 49%. Interviews also recorded fears of lost creativity, reduced human interaction, over-reliance on AI and loss of human oversight.

Are businesses replacing AI with people or redesigning service jobs?

Available workforce data points to redesign rather than a simple reversal. Gartner’s December 2025 survey found that only 20% of service leaders had reduced agent staffing because of AI. Fifty-five percent reported stable staffing despite higher volumes, and 42% said they were hiring AI-focused roles such as AI strategists, conversational-AI designers and automation analysts.

Gartner’s April 2026 release makes the shift in responsibilities explicit: 85% of service leaders were expanding human-agent responsibilities and 75% were moving agents into new roles. Agents may spend less time copying information between systems and more time investigating exceptions, coaching customers through difficult choices, supervising automated decisions, improving knowledge content and protecting vulnerable users.

This transition changes the skills a service team needs. Product and policy knowledge still matter, but so do investigative reasoning, written explanation, de-escalation, data literacy and the ability to recognize when an automated answer is unsafe or incomplete. A smaller share of routine work does not automatically mean a smaller or less important human function.

What do the latest forecasts say about the future of human support?

Gartner forecasts that 50% of organizations expecting major customer-service workforce reductions will abandon those plans by 2027. Its 2025 research also found that 95% of service leaders planned to retain human agents to define AI’s role. In a separate 2025 forecast, Gartner said none of the Fortune 500 will have fully eliminated human customer service by 2028 because nuanced situations and lasting relationships still require people.

These are forecasts, not guarantees about every company or country. Their common direction is more significant than any single date: leaders are moving from an “automate everything” assumption toward deliberate allocation of work between software and people.

How do AI-first, human-first and hybrid service models compare?

No model wins on every dimension. The right choice depends on the risk of an error, the variability of the request, the cost of waiting and the organization’s ability to supervise automation.

Decision factor AI-first model Human-first model Hybrid model
Resolution quality Strong for clearly defined, repetitive requests; quality can fall when context is missing. Usually better for ambiguous cases, but capacity and consistency depend on training and staffing. Routes routine work to automation and reserves skilled attention for exceptions.
Ease of reaching a human Can be poor if the bot acts as a mandatory gatekeeper. Direct access is clear, but queues can be longer. Provides a visible escalation path while using automation to reduce avoidable queue volume.
Complex or high-stakes cases Requires strict limits, review and fast escalation. Well suited when discretion, empathy or accountability is central. Uses AI for triage and information gathering, then transfers the decision to an authorized person.
Total cost Potentially lower for routine contacts; repeat contacts, transfers and remediation can change the calculation. Higher direct labor cost, with fewer automation-related handoffs. Balances deflection savings against the cost of escalation and quality control.
Trust and switching risk Risk rises when customers cannot tell whether a person is available or when answers are confidently wrong. Personal attention can strengthen trust, though inconsistent service can undermine it. Sets expectations clearly and lets customers choose or reach a person when needed.
Governance and oversight Needs extensive monitoring, audit trails, data controls and stop conditions. Relies on supervision, coaching, policy controls and documented decisions. Assigns controls to both the automated system and the human handoff.
Workforce skills Emphasizes automation, data and conversation design. Emphasizes domain expertise, empathy and judgment. Combines service expertise with AI supervision, exception handling and process improvement.
Redeployment potential Can remove routine work but may leave gaps when exceptions surge. Limited by the number of people available for every contact. Moves agents toward complex, relationship and oversight work as routine volume is automated.

When does human customer support work better than AI?

A human channel is the safer default when the customer’s situation has high consequences, high ambiguity or a strong need for reassurance. Leaders can use the following tests before assigning a task to automation.

  • The cost of a wrong answer is high. Fraud claims, account recovery, medical or financial vulnerability and irreversible transactions warrant authorized human review.
  • The facts are incomplete or contradictory. An agent can investigate across systems and ask questions that were not anticipated in a decision tree.
  • The customer is distressed or at risk. Empathy, de-escalation and safeguarding cannot be reduced to a sentiment score and a canned reply.
  • The request is advisory rather than transactional. Recommendations involving trade-offs require an explanation of assumptions and a way to challenge the advice.
  • The relationship matters beyond this ticket. Retention, complaints and complex business accounts benefit from continuity and a named owner.
  • Rules require accountable judgment. A person should be able to explain, approve or override a decision when policy or law demands it.

Where can AI still improve customer service?

AI remains useful when the task is low risk, frequent and easy to verify. Common candidates include checking an order status, locating a policy, collecting information before a transfer, translating routine instructions, summarizing a conversation for the next agent and suggesting knowledge articles.

Automation can also support agents without facing customers directly. A system that drafts a response, highlights missing information or surfaces a customer’s prior contacts leaves the final judgment with a person while reducing administrative work. The key distinction is whether AI is an assistant with an escape route or an obstacle that controls access.

How should a company design a hybrid service operation?

A workable hybrid model starts with boundaries and handoffs, not with a chatbot launch. The following sequence keeps customer risk and operating cost visible at each stage.

  1. Map the reasons customers contact you. Group requests by volume, variability, consequence of error, required systems and emotional intensity. Do not label a task “simple” merely because it is common.
  2. Set a risk-based automation boundary. Identify requests that may be automated, requests that require human approval and requests that must go directly to a specialist. Document prohibited actions, such as closing an account or denying a dispute without review.
  3. Publish the human path. Tell customers when they are speaking with AI, provide a clear way to request a person and carry the conversation history into the handoff. Requiring a customer to repeat authentication and the entire problem is a hidden cost of automation.
  4. Design escalation triggers. Trigger transfer after repeated misunderstanding, contradictory records, strong distress signals, a high-risk topic or a customer’s explicit request. Give agents authority to override the automated flow.
  5. Equip and train the receiving team. Provide the relevant transcript, data, policy version and reason for escalation. Train agents in investigation, explanation and AI-output checking, not only in the old script.
  6. Measure the whole journey. Track first-contact resolution, repeat contacts, transfers, time to a human, abandonment, complaint outcomes, correction work and retention signals alongside bot containment. A high containment rate is not a success if customers return twice.
  7. Govern continuously. Assign owners for model changes, knowledge updates, privacy, security, accessibility and incident response. Review a sample of automated and human interactions, record overrides and suspend a flow when error patterns or harm appear.

Why do customers react so badly to some chatbots?

Customers usually object less to automation itself than to losing control, context or recourse. A bot that answers a routine question in seconds can be convenient; the same bot becomes infuriating when it loops, hides its limitations or refuses to transfer a person.

Common design failures

  • Forced entry: every customer must pass through the bot even when the issue is already known to be complex.
  • Context loss: the customer repeats information after each transfer because systems do not share a usable history.
  • False confidence: the bot states an uncertain answer as policy and offers no way to verify it.
  • Dead-end escalation: “contact an agent” appears only after hours of loops, or the promised channel is unavailable.
  • Unclear identity: customers cannot tell whether a person, a rules engine or a generative model made the decision.

The INFORMS findings on gatekeeper and algorithm aversion explain why these failures can make automation more expensive as stakes rise. Better language generation cannot compensate for a queue design that denies access or a policy that gives no accountable decision-maker.

What should service leaders measure before expanding AI?

Use a balanced scorecard rather than a single automation percentage. Each measure answers a different question about value and risk.

Measure What it reveals
First-contact resolution Whether the customer’s issue was actually solved, not merely contained.
Repeat contact within a defined period Hidden workload created by an incomplete or incorrect answer.
Time and steps to reach a person Whether the escalation path is genuinely accessible.
Transfer and abandonment rates Where routing, authentication or queue capacity is failing.
Correction, refund and complaint rates The operational and financial consequences of wrong automation.
Customer trust and switching signals Whether channel design is damaging the relationship, even when costs fall.
Human override and escalation patterns Which intents need better automation, better policy or a permanent human owner.
Agent role and skill mix Whether routine work is being replaced by higher-value judgment rather than simply adding complexity.

What is the practical conclusion for companies?

The evidence supports a controlled hybrid strategy, not a wholesale retreat from AI. Automate work that is predictable and easy to check, preserve a fast human route for anything consequential or ambiguous, and judge savings after repeat contacts, escalations, remediation and customer trust are included. Gartner’s forecasts and workforce surveys indicate that the durable service organization will be one in which AI handles volume while people own context, exceptions, relationships and accountability.

Frequently asked questions

Can a company use AI in customer service and still provide a personal experience?

Yes, if customers know when automation is involved and can reach a person without starting over. Personalization depends on carrying relevant history and preferences into the handoff, not on making a bot sound human.

Does moving agents into AI roles mean layoffs are inevitable?

No. Gartner’s December 2025 survey found more organizations reporting stable staffing or hiring AI-focused roles than reducing agent numbers. The outcome depends on contact growth, the scope of automation and whether leaders redeploy people to oversight, investigation and complex service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What is gatekeeper aversion in customer support?

Gatekeeper aversion is resistance to a system that controls whether a customer can reach a human decision-maker. It is different from disliking an automated answer: even an accurate bot can create hostility if it blocks an urgently needed escalation.

How can customers tell whether an automated answer is trustworthy?

Look for a clear explanation of the decision, the policy or data used, and an accessible correction or appeal route. For a high-consequence issue, ask for a human review rather than relying on confidence or fluent wording alone.
