Universities can train faculty to use AI responsibly with an ongoing, needs-based program that combines AI fundamentals, ethical judgment, and discipline-specific teaching practice. Faculty should learn to judge whether a tool serves a real learning goal, design and try an appropriate activity or assessment, and reflect on its effects—within current institutional policies and with human responsibility retained.

What should responsible AI training for faculty teach?

Responsible training goes beyond showing instructors how to operate a chatbot or other AI tool. It should help them understand AI well enough to evaluate its use, make sound pedagogical choices, and recognize the responsibilities and risks involved in teaching, research, and administrative work.

Two frameworks offer complementary ways to define those learning goals. UNESCO’s 2024 AI Competency Framework for Teachers sets out a broad progression for teacher development. EDUCAUSE’s 2024 higher-education faculty framework focuses on the AI literacy faculty need in university settings.

Framework What it contributes How a university can use it
UNESCO, AI Competency Framework for Teachers (2024) 15 competencies across five dimensions: human-centred mindset, ethics of AI, AI foundations and applications, AI pedagogy, and AI for professional learning. It describes three progression levels: Acquire, Deepen, and Create. Use the dimensions to set learning objectives, and the levels to plan development beyond a single introductory session. UNESCO intends the framework to inform teacher training and assessment.
EDUCAUSE, Faculty ALTL (2024) A faculty-facing account of AI literacy that includes understanding AI fundamentals, familiarity with general AI tools, critical evaluation, and effective pedagogical integration. Use it to connect general AI knowledge to higher-education responsibilities, including teaching, research, and administration.

Read together, the frameworks suggest that competency includes understanding, judgment, and application. A faculty member may know how to use a tool but still need practice deciding whether it is appropriate for a particular course, what risks it introduces, and how to evaluate the result.

How can faculty practice applying AI to actual teaching?

Start with a course need or learning outcome, not with a tool that the university wants faculty to try. UNESCO’s framework emphasizes evaluating whether a tool meets a teaching need, adds value, and fits the context; it also calls for hands-on practice with locally accessible and validated tools, including institutionally deployed systems.

A workshop or faculty-development activity can guide instructors through this design–implementation–reflection cycle. The sequence below is a practical synthesis of UNESCO’s approach, not a prescribed UNESCO course schedule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Choose a teaching task and outcome. Identify a real course activity, assessment, or teaching responsibility. State what students should learn or be able to do so that any proposed use of AI can be judged against a concrete purpose.
  2. Decide whether AI belongs in the task. Ask what pedagogical benefit the tool might provide, what it could make harder, and whether the same goal can be met more appropriately without AI. Include likely risks and effects on learners in the decision.
  3. Select a tool that fits the context. Consider whether the tool is accessible to the intended users and whether its use meets institutional requirements. Practice with locally available, validated tools rather than assuming that every faculty member or student can use the same service.
  4. Design an activity or assessment. Explain how AI will support the intended learning outcome, what role students and the instructor retain, and how the instructor will judge the work. The design may involve using AI, limiting its role, or deciding not to use it.
  5. Try the design and review what happened. Examine whether it served the teaching goal, what limitations appeared, and how the activity affected inclusion and learners. Use that reflection to revise the design or choose a different approach.

This makes training relevant to disciplinary teaching rather than a generic tour of features. A faculty member can compare an AI-supported activity with the original teaching need and explain why the chosen approach does—or does not—add value.

How should universities teach ethics and responsibility?

Ethical judgment should be taught as part of competence, not as an optional warning at the end of a tool demonstration. Faculty need to consider when not to use AI, how to preserve human judgment, and how a tool’s use affects learners.

UNESCO’s framework is guided by human agency, accountability, rights, and sustainability. It treats AI as support for teachers, not a replacement for their professional role and responsibility. EDUCAUSE identifies transparency and accountability as responsible-use concerns and highlights academic integrity, privacy, and equitable access as challenges higher-education staff should be prepared to address.

In practice, connect those principles to course decisions and the institution’s current policies. For example, a training activity can ask faculty to explain the role AI will play in a learning task, what decisions remain theirs, and what institutional rules apply. The exact requirements should come from current local policy; the global and higher-education frameworks do not settle a university’s legal, procurement, privacy, labor, or academic-integrity requirements.

  • Human agency: Keep instructors responsible for pedagogical choices and evaluation rather than treating a tool’s output as a substitute for professional judgment.
  • Accountability and transparency: Make the role of AI in a teaching practice understandable and accountable in the way current institutional policy requires.
  • Academic integrity: Address integrity as a course and institutional concern, not simply as a feature of a particular tool.
  • Privacy and access: Consider whether the tools used are appropriate under institutional requirements and whether learners can access the planned activity equitably.
  • Purpose and restraint: Give faculty practice in deciding that a task does not benefit from AI, as well as in designing appropriate uses.

How can a university make training continuous?

Build opportunities to learn, apply, and revise into an ongoing faculty-development program instead of treating a one-time introduction as sufficient. EDUCAUSE recommends adapting its framework to institutional needs, offering comprehensive training, integrating AI literacy into existing curricula, establishing responsible-use policies, supporting continuous learning, and regularly assessing AI-literacy initiatives.

UNESCO’s Acquire, Deepen, and Create levels can help an institution describe growth over time. They are progression levels, not evidence that every faculty member needs the same course sequence or that every university should follow one fixed schedule. The evidence does not establish a universally best duration or delivery format.

A 2026 UNESCO IITE analytical report describes a review of 36 national, institutional, and academic teacher AI competency frameworks. Its analysis covers implementation at strategic, tactical, and operational levels, alongside evaluation approaches. This supports connecting institutional direction and policy with training design and classroom practice; it does not establish one universally best implementation model.

Connect policy, development, and teaching

Faculty need a clear route from broad institutional commitments to practical teaching decisions. Training should use current local policy and tools, while the institution should support continuing development and assess whether initiatives are working. Where policies or approved tools change, relevant training materials and examples should be reviewed rather than assumed to remain current.

Assess learning and improve the program

Assessment should establish whether faculty can apply AI literacy, not just whether they attended a session. A university can use the frameworks’ competency focus to consider whether participants can explain AI’s role, evaluate fit for a teaching need, make a responsible design decision, and reflect on an implementation. This is a program-design implication of the frameworks, not a universal assessment instrument supplied by them.

How should universities choose a training design?

Compare possible programs against the work faculty actually need to do, the risks they must manage, and whether the university can assess learning. The following criteria synthesize UNESCO and EDUCAUSE; they are not a single prescribed rubric from either framework.

Criterion Question to ask What a strong fit looks like
Disciplinary relevance Can faculty connect the training to real teaching needs in their fields? Participants work from an actual course task or learning outcome rather than a tool demonstration alone.
Competency coverage Does the program cover foundations, ethics, and pedagogy? Learning includes understanding AI, responsible judgment, and effective teaching integration.
Practice and reflection Do faculty design, try, and review an application? Participants make a decision about use, implement a learning activity or assessment, and reflect on its outcomes and limitations.
Tool accessibility Can participants use the tools in their local context? Practice uses locally accessible and validated tools, including institutionally deployed systems where appropriate.
Policy fit Does the design reflect current institutional requirements? Faculty can connect the activity to current policies and relevant privacy, integrity, and access considerations.
Assessability Can the institution determine what participants learned? Program evaluation considers faculty judgment and application, not attendance alone.

What does the evidence say about the need for faculty development?

UNESCO reported that, by 2022, only seven countries had developed an AI competency framework or professional development programme for teachers. That is a historical figure reported in UNESCO’s 2024 framework chapter, not a current count of university programs or a measure of faculty readiness in any particular country.

The figure helps explain why structured competency frameworks matter, but it should not be used as a substitute for assessing a university’s own needs. UNESCO offers a global teacher framework, while EDUCAUSE’s faculty framework addresses higher education more directly; neither determines local implementation choices on its own.

What are the main limits when applying these frameworks?

The frameworks provide structure for faculty learning, but they are not a complete policy manual or a universal implementation blueprint. UNESCO’s framework does not by itself resolve local legal, procurement, privacy, labor, or academic-integrity questions. EDUCAUSE likewise leaves implementation choices dependent on institutional context.

Universities should therefore align training with current local requirements and accessible tools, then revisit the program as policy and practice evolve. The available frameworks support ongoing learning and regular assessment, but do not establish a single required training length, format, or model that works for every institution.

Frequently Asked Questions

Can a university use the UNESCO framework to assess faculty AI skills?

UNESCO says its framework is intended to inform teacher training and assessment, so it can help a university define competencies and learning progression. The framework does not, by itself, supply a locally validated assessment instrument or determine how a particular institution should measure faculty performance.

Should AI training be mandatory for every faculty member?

The cited frameworks support comprehensive, continuing development adapted to institutional needs, but they do not prescribe a universal participation rule. Universities need to determine requirements in light of their policies, faculty responsibilities, and local context.

Does responsible AI training require a particular course length or delivery format?

No universal duration or format is established by the frameworks described here. A university can choose a format that supports its faculty’s needs, provided it includes relevant competencies, opportunities for application, and a way to assess and improve the initiative.

Does UNESCO’s framework replace a university’s AI policy?

No. It is a teacher competency framework, not a substitute for local rules on issues such as privacy, procurement, labor, or academic integrity. Faculty training should connect the framework’s principles to the institution’s current requirements.
