To preview a PDF without intentionally downloading it, open the link in a current browser and leave it in the browser’s built-in PDF viewer. In Firefox, keep the PDF action set to “Preview in Firefox.” In Chrome, open the file in a browser tab and use Chrome’s PDF viewer rather than its download button. This reduces exposure compared with handing an unknown file to a separate desktop reader, but it is not an absolute safety guarantee: a browser may still use temporary cache storage, and a malicious document can still contain links or forms that you should not activate.
Start only with a source you recognize, avoid entering credentials into an unexpected PDF workflow, and use a protected desktop reader only when the browser cannot render the document or you need a feature the browser lacks.

Open the PDF link directly in a current browser and keep the file in the browser’s built-in viewer. Do not select Download, choose “Open with” an external PDF application, or save the file through the viewer’s menu when you only need to inspect it.
Firefox and Chrome both provide native PDF viewers. Mozilla documents that a clicked PDF can open directly in Firefox without being saved through the normal viewer workflow, while Chrome separates opening a PDF in Chrome from downloading it. The browser route is a risk-reduction measure, not proof that the document or its source is trustworthy.

Use this five-step workflow
- Verify the source. Use a link from a website, email, or shared location that you recognize. Treat an unexpected redirect, login prompt, urgent payment request, or surprise document as suspicious before opening it.
- Open the link in the browser. Let Firefox or Chrome handle the PDF in a browser tab instead of passing it to a separate desktop reader.
- Confirm the built-in viewer is active. You should see the browser’s PDF toolbar and document controls, not a system dialog asking you to save or launch another application.
- Read passively. Avoid embedded links, form submission, attachments, scripts, and requests to enter passwords or payment details. A PDF can be displayed safely while its links or instructions are still untrustworthy.
- Close the tab when finished. If the document is sensitive, also follow your browser, account, and organization policies. Closing the tab does not prove that every temporary byte has been removed from the device.
How do I preview a PDF in Firefox?
Firefox includes a built-in PDF viewer. When the link is handled by that viewer, the document opens in the browser instead of being saved through the ordinary download workflow.
- Open Firefox and select the PDF link from the trusted page or message.
- If Firefox asks what to do with PDF files, choose Preview in Firefox (the built-in viewer) rather than a download or external application.
- Read, search, zoom, or move through the pages in the browser tab.
- Do not press the viewer’s download button unless you have decided that a local copy is necessary.
If Firefox keeps downloading PDFs, open Firefox’s settings, find the PDF file-type action, and change it to the built-in viewer labeled Preview in Firefox. Mozilla notes that some blank or malformed PDFs may still require the default desktop viewer as a fallback.

Chrome can display, search, highlight, annotate, draw on, sign, and add notes to PDFs in its built-in viewer. If Chrome is saving files automatically, change its PDF-document setting so PDFs open in Chrome instead.
- Open Chrome’s settings and go to the section for Privacy and security, then Site settings, and Additional content settings.
- Open PDF documents.
- Select the option to open PDFs in Chrome instead of downloading them.
- Open the PDF link again in a new tab and check that Chrome’s PDF toolbar appears.
Chrome’s help also states that OCR for scanned PDFs is performed on the device rather than sending the conversion to Google or third parties. That describes the OCR processing path; it does not make the document’s source, links, or instructions trustworthy.

Can I preview a PDF from cloud storage without downloading it?
Usually, yes: use the storage service’s Preview or equivalent control rather than its download command. Availability depends on the file type, account permissions, sharing settings, encryption mode, and the provider’s policies.

Google Drive previews for encrypted PDFs
Google Workspace announced on October 15, 2026 that eligible users can preview client-side-encrypted PDFs directly in Google Drive without downloading them to a local device. The feature is limited to eligible editions and rollout conditions, so an account that lacks the option may not meet those requirements.
Cloud preview is not automatically private. Check who can access the file, whether a link is public, which organization controls the account, and how the provider handles the relevant encryption mode.

Is previewing a PDF in a browser safe?
Browser preview is generally safer than opening an unknown PDF in an unrestricted desktop application, but “safe” should mean reduced exposure, not zero risk. MDN explains that modern browsers natively provide PDF renderers and that these renderers sandbox executable content by default. Chromium documents restricted PDF capabilities, and Adobe documents a Protected Mode that confines operations needed to display a PDF.
- Sandboxing helps contain content. The renderer’s restrictions reduce what the document can do compared with a fully trusted application.
- Links remain a separate risk. A PDF can direct you to phishing pages, malware downloads, or fake login forms. Do not click links merely because they appear in a document.
- Forms and attachments need judgment. Do not submit sensitive information or open embedded files from an untrusted document.
- Updates matter. Keep the browser and any PDF reader current so you receive security fixes. No source establishes that a particular version is invulnerable.
- Source trust still comes first. A browser viewer cannot certify an unknown publisher, a spoofed domain, or a compromised account.
Does “not downloaded” mean no PDF data reached my computer?
No. “Without downloading” describes the user-facing save workflow: you did not intentionally create a local file with the viewer’s download command. The documentation does not establish a universal guarantee that no PDF bytes are held temporarily in browser cache, memory, operating-system storage, or security software.
If you need a strict no-local-retention guarantee, confirm the requirement with your organization’s security team and the browser policy for the specific operating system. Do not claim that closing a tab, clearing one history entry, or using private browsing proves that every temporary copy is gone.
What should I do when the browser cannot render the PDF?
Use a desktop reader only as a deliberate fallback, preferably one with a documented protected or restricted mode. Firefox’s documentation identifies malformed or blank PDFs as cases that may need the default desktop viewer, and Adobe documents Protected Mode for confined display operations.

- Confirm that the source is trustworthy before saving or opening the file externally.
- Update the browser and the chosen reader.
- Save the file only if your policy allows it and the document is needed locally.
- Open it with the reader’s protected mode enabled, and avoid enabling scripting, attachments, or other optional content unless required.
- Delete the local copy according to your organization’s retention and incident-response rules when the task is complete.
If the PDF is confidential, a managed device and approved reader are preferable to an ad-hoc online converter or unknown viewer.
Why is Chrome still downloading the PDF?
The most common cause is Chrome’s PDF-document preference being set to download files. Reopen Chrome’s settings, choose the PDF documents section, select the option to open PDFs in Chrome, and try the link again.

Reduce both the document’s privileges and the decisions you make while viewing it.
- Open the link in a separate browser profile or managed browser account when your organization permits that approach.
- Do not sign in through a link inside the PDF; navigate to the service’s known website yourself if verification is required.
- Do not enable scripts, macros, attachments, or “additional features” merely to make a document look complete.
- Do not upload a confidential PDF to an online preview or conversion service unless your policy explicitly permits that provider.
- Record the sender, domain, and reason for the document if it arrived unexpectedly; that context is useful if the file later proves suspicious.
