When workloads lose connectivity after a segmentation change, do not start by adding a broad allow rule. Freeze further policy edits, capture one failing flow precisely, compare its first failure with the change timeline, and identify the first layer that rejected it. Check routing and attachments before editing policy, then make the smallest reversible exception for the same source identity and retest.
A route that exists only proves that packets have a configured path. Firewalls, security groups, identity policies, inspection devices, and host controls can still deny the connection. The runbook below separates path, policy scope, rule semantics, and evidence so you can restore east-west traffic without reopening the network.

What should you do before changing another cloud rule?
Stop making unrelated edits and preserve the last known-good configuration. A second policy change can hide the original cause and make audit logs difficult to interpret.
Freeze and define the incident
Record the first observed failure, the last known-good time, and every segmentation, route, tag, security-group, service-policy, or inspection-policy change in between. Preserve the previous policy version and the identity of the person or automation that changed it in your audit records.

Choose one representative connection rather than testing every workload at once. Capture:
- Source workload name, address, and workload identity
- Destination address, service name, or endpoint
- Ingress or egress direction
- Transport protocol and source and destination ports
- IPv4 or IPv6
- Exact test timestamp, including time zone
- Whether the failure affects all traffic or only a particular flow
This level of detail matches Cloudflare’s traffic-triage checklist, which asks for source, destination, ports, protocols, timing, recent configuration changes, and the scope of the affected flows.
How do you build a reliable change timeline?
Put the first failed connection and the segmentation edit on the same timeline. The useful question is not “which rule looks suspicious?” but “what changed immediately before this exact flow began failing?”
- Mark the last known-good test. Use a successful connection from the same source identity to the same destination and port whenever possible.
- Mark the first failed test. Keep the exact timestamp and preserve the client-side error, such as a timeout or reset.
- List configuration events between those times. Include organization, folder, account, VPC, subnet, route, peering, transit, security-group, tag, service-account, firewall, load-balancer, NAT, private-endpoint, and inspection changes.
- Check automation as well as people. An infrastructure-as-code deployment or policy controller may have replaced a rule without an engineer editing it manually.
- Save the prior version. A rollback is safer when you can restore the exact policy rather than reconstructing it from memory.
Why can a route exist while the connection still times out?
Routing is only one part of the path. A valid route can deliver a packet to a firewall or inspection point that then drops it, or the forward path can work while the return path is missing or asymmetric.
Check the forward path
Verify the subnet route, destination prefix, peering or transit attachment, NAT or private-endpoint path, and load-balancer frontend and backend path. Confirm that the workload is attached to the network and segment you think it is; a similarly named subnet or service can be in a different routing domain.
Check the return path
Inspect the destination’s route back to the source, including routes through transit gateways, peering, NAT, and centralized inspection. Stateful devices may reject a response that returns through a different interface or inspection path. An allow rule cannot repair a missing return route or asymmetric design.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Check where inspection occurs
In a centralized design, the packet may traverse a network firewall or inspection appliance before reaching the destination. Trace the intended path and identify every attachment and hop; the first rejecting hop is the one that matters for remediation.
How do you identify the first enforcing layer?
Find the earliest system that made the deny decision. Cloudflare’s documentation summarizes the ordering principle: “Traffic blocked by an earlier system never reaches later systems for evaluation.” An allow in a later firewall therefore cannot override an earlier DDoS control, TCP protection layer, or inspection device.

Use provider analytics to locate the decision
Start with drop analytics and deny records at the network edge, then move inward through centralized firewalls, security groups, subnet or VPC firewalls, application inspection, and host controls. Note the system name, rule or policy ID, action, timestamp, and the attributes it matched.
Do not infer the blocker from the symptom
A timeout can result from a silent drop at several layers; a reset can be generated by a firewall, load balancer, host, or application. Treat the client error as a clue, not proof. Correlate it with a deny log, flow record, connectivity analysis result, or packet capture.
How do tags, identities, and inherited policies change the result?
The rule you read may not apply to the workload you tested. Effective policy is determined by selectors, inheritance, placement, and the combination of policies at multiple scopes.
Google Cloud targeting
Google Cloud describes every VPC network as a distributed firewall: rules are defined at network level but enforced on individual instances. Inspect the tested VM’s network tags, service account targeting, effective firewall rules, subnet, route, and logging configuration. Also check organization and folder policies, because inherited and combined policies can change the effective decision.
AWS workload roles
AWS segmentation spans account and VPC boundaries, routing segments, security groups, and identity policies. A security-group reference can follow a workload role as instances scale or their IP addresses change, which is usually more reliable than maintaining a list of ephemeral addresses. Verify that the source and destination groups are attached to the intended interfaces and that an identity policy is not denying the same operation.
Scope and placement checks
Confirm the workload’s current account, project, region, VPC, subnet, tags, service account, and security-group memberships. A policy can be correct for one segment yet irrelevant to a similarly named workload in another segment.

Which logs and tests provide proof of the decision?
Use several evidence types because each answers a different question. Static analysis explains what should happen; live telemetry shows what did happen.
| Evidence | Best question it answers | Limit |
|---|---|---|
| Connectivity or configuration analysis | Which configured route, attachment, or firewall rule would block this path? | It analyzes configuration and may not show a transient or host-level condition. |
| Firewall rule logs | Which rule allowed or denied the tested packet? | Only enabled logging and retained records are available. |
| VPC or network flow logs | Did traffic leave or enter the workload interface, and what was the observed action? | Flow records are summaries, not full packet contents. |
| Audit logs | Who or what changed the policy, and when? | They show configuration events, not necessarily packet-level outcomes. |
| Firewall Insights or equivalent analytics | Are rules shadowed, unused, or associated with packet drops? | Insights depend on the provider’s telemetry and retention. |
| Packet capture | Did a SYN, response, reset, or retransmission reach a particular point? | Capture volume, permissions, retention, and provider charges must be controlled. |
Google Cloud documents Connectivity Tests as a static configuration analyzer that can identify a firewall rule blocking a path. It also provides Cloud Audit Logs, Firewall Rules Logging, VPC Flow Logs, and Firewall Insights. Cloudflare recommends filtering Network Analytics by time and flow attributes and using packet capture when analytics do not identify the blocker.

How do rule order, direction, and state create unexpected blocks?
A rule can appear to match while another rule, direction, or protocol layer determines the result. Read the effective order and state model rather than evaluating a single line in isolation.
Look for shadowing and precedence
A broad deny can shadow a more specific allow, while an earlier policy at organization or network scope can override a workload-level rule. In centralized inspection, a lower-level TCP rule can act before an application-layer HTTP rule, so an HTTP allow cannot help if the TCP session is rejected first.
Verify ingress and egress assumptions
Document which side initiates the connection. A rule written for inbound traffic does not necessarily permit outbound initiation, and a response packet may be governed by stateful tracking rather than a separate symmetric rule.
Make stateful conditions explicit
AWS warns that a stateful rule using <> can allow either direction. It also warns that omitting flow:to_server can permit unintended initiation. Constrain direction and flow conditions so an outbound application allow cannot become an inbound path.
How do you verify addresses, ports, and protocol coverage?
Confirm that the selector matches what the packet actually uses, not what the service documentation or a diagram suggests.
- Resolve the destination name at test time and record the returned IPv4 and IPv6 addresses.
- Compare the actual destination address with the rule’s CIDR, including any translated address introduced by NAT or a load balancer.
- Check the service port and the client’s ephemeral return ports where stateful inspection requires them.
- Confirm the transport protocol; a TCP rule does not establish a UDP flow, and an application-layer rule may depend on a successfully established lower-layer session.
- Check MTU and fragmentation symptoms when handshakes succeed but larger requests fail.
- Test IPv4 and IPv6 separately. AWS specifically warns that IPv6 rules must match the intended segmentation posture; a dual-stack workload can otherwise bypass or miss the control applied to IPv4.
How do you make a safe, reversible test change?
Change one suspected control at a time, for one representative flow, with logging enabled and a defined rollback point.
- Record the current rule, policy version, and effective selectors.
- Enable targeted logging for the suspected layer if it is not already active.
- Temporarily disable or narrow only the suspected rule, preferably for a short approved change window.
- Retest from the same source workload identity to the same destination, port, protocol, direction, and IP family.
- Compare the result with deny and allow records at every suspected layer.
- Restore the prior state immediately if the hypothesis is wrong.
- If the change confirms the cause, replace any emergency broad allow with a rule constrained by workload identity, destination, port, protocol, direction, and time or change window.
Do not use a permanent “allow all” rule as a diagnostic shortcut. It destroys the distinction between a routing failure and a policy failure and increases the blast radius while the incident is still being investigated.
What should you inspect in Google Cloud?
Begin with the tested instance’s effective firewall policy and path, then correlate the result with Google Cloud’s logging and analysis tools.

Instance and policy scope
Check network tags, service-account targeting, subnet placement, hierarchical organization and folder policies, and the combined effective rules. Because enforcement occurs per instance, two VMs in the same VPC can receive different outcomes when their selectors differ.
Evidence sequence
- Use Connectivity Tests to analyze the configured route and identify a blocking firewall rule.
- Use Cloud Audit Logs to locate the policy change and actor.
- Use Firewall Rules Logging to verify whether the tested rule allowed or denied the flow.
- Use VPC Flow Logs to confirm traffic entering or leaving the VM interface.
- Use Firewall Insights to identify packet-drop signals and shadowed rules.
Google recommends least-privilege rules, specific VM targeting, hierarchical policies, and selective firewall logging. Logging every flow indefinitely can create unnecessary operational volume, so enable the detail needed for the incident and its regression coverage.

Trace the flow across account and VPC boundaries, routing segments, security groups, identity policies, and any centralized Network Firewall deployment.
Security-group and identity checks
Verify the interfaces attached to the source and destination security groups and confirm that group references target workload roles rather than stale addresses. Check identity policies separately; a network path can be open while an identity decision still denies the operation.
Centralized Network Firewall checks
In a centralized deployment, verify that HOME_NET includes the application spoke VPC ranges. If those ranges are missing, traffic can be classified outside the intended protected network and produce an unexpected result.
Stateful rule checks
Review direction and flow conditions explicitly. AWS documents the risk of an unconstrained <> direction and of omitting flow:to_server. Also account for protocol-layer precedence: a lower-level TCP rule can reject a session before an HTTP rule is evaluated.

Which diagnostic approach should you choose?
The safest sequence moves from read-only evidence to a tightly bounded test. Choose the least invasive method that can distinguish the competing hypotheses.
| Approach | Evidence depth | Scope | Layer coverage | Change safety | Operational considerations |
|---|---|---|---|---|---|
| Static connectivity analysis | Configured path and effective rules | One path or workload | Routing and policy configuration | Read-only | Fast, but it may miss transient and host controls. |
| Flow and firewall logs | Observed summaries and decisions | One segment or many workloads | Network and firewall layers | Read-only | Requires enabled logging, retention, and review of volume. |
| Packet capture | Packet-level handshake and response evidence | One interface or narrow window | Network, inspection, and protocol behavior | Read-only when capture is passive | Control capture permissions, retention, and provider charges. |
| Reversible rule test | Before-and-after behavior | One source-to-destination flow | The suspected enforcing layer | Higher risk; use a change window and rollback | Keep the exception narrow and remove it when the hypothesis is disproved. |
How do you recognize common segmentation failure patterns?
| Observed symptom | Most useful checks | Likely corrective direction |
|---|---|---|
| The route is present but the connection times out | First enforcing layer, deny logs, return route, and inspection attachments | Fix the missing path or narrow the rule at the layer that actually dropped the flow. |
| Only newly scaled instances fail | Tags, service accounts, security-group references, and effective policy on the new instances | Target the workload role or correct the selector instead of adding address-specific allows. |
| IPv4 works but IPv6 fails | AAAA resolution, IPv6 route, IPv6 CIDR coverage, and IPv6 firewall rules | Align IPv6 policy with the intended segmentation posture. |
| An allow rule appears to have no effect | Earlier DDoS or TCP controls, broad shadowing denies, direction, and protocol-layer precedence | Change the first rejecting layer or its order, not a later rule. |
| A flow works in one segment but not another | Inherited organization or folder policy, subnet scope, transit attachment, and workload placement | Correct scope or add a documented least-privilege exception for the affected segment. |
How do you validate the fix and prevent recurrence?
After the narrow rule is in place, test every affected workload role rather than only the instance used during diagnosis.
- Repeat the original connection with the same source identity, destination, port, protocol, direction, and IP family.
- Test representative flows from each workload role and segment that should communicate.
- Inspect both deny and allow telemetry to confirm that the intended layer made the decision.
- Remove temporary logging or exceptions that are no longer needed, while retaining the evidence required by your operational policy.
- Encode the dependency and exception in infrastructure-as-code or policy CI.
- Add a regression test that fails when the required east-west flow is denied or when an unintended broader flow becomes allowed.
- Document the dependency, selector, owner, rationale, and review or expiration date for the exception.
The durable outcome is not merely restored connectivity. It is a narrow, auditable rule whose scope is tested whenever segmentation policy changes.
What should the incident record contain?
Close the incident with enough detail for another engineer to reproduce the decision without guessing.
- The source and destination workloads, identities, addresses, ports, protocol, direction, and IP family
- Last known-good and first failed timestamps
- The policy, route, tag, security-group, or inspection change correlated with the failure
- The first enforcing layer, rule or policy ID, and supporting log, flow, analysis, or capture evidence
- The exact reversible test and its before-and-after result
- The final least-privilege exception, owner, review date, and regression test location
Frequently Asked Questions
Should I leave a temporary broad allow rule in place until the incident is over?
No. A broad allow can hide a second failure and expands the blast radius. Keep any diagnostic exception limited to the tested identity, destination, port, protocol, direction, and approved change window, then remove or narrow it when the hypothesis is confirmed.
Why can autoscaled instances behave differently even when they use the same application?
Their effective selectors may differ because of tags, service accounts, interface attachments, or security-group membership. Role-based security-group references are designed to follow workload scaling and address changes, so inspect those memberships before adding individual IP addresses.
Recommended Free Tools
When is packet capture worth the operational overhead?
Use it after provider analytics, firewall logs, flow logs, and connectivity analysis fail to identify the rejecting layer. Limit the capture to the affected interface, five-tuple, and time window so retention, access, and provider-volume concerns remain controlled.
What should a segmentation regression test assert?
It should exercise the same source identity, destination, direction, protocol, ports, and IPv4 or IPv6 family as the dependency. The test should verify the expected allow or deny outcome and alert when a policy change alters that decision.
