To track an AI company’s federal lobbying, search its legal name, parent companies, subsidiaries, trade associations and outside lobbying firms in the unified LDA.gov system, then verify every result in the Senate Office of Public Records and House Clerk portals. The difficult part is entity matching: a brand may be listed as a client, while a lobbying firm or association is listed as the registrant.
Use LD-1 registrations to identify relationships, LD-2 activity reports to measure reported lobbying activity and LD-203 reports to examine contributions. Keep a quarterly worksheet that records the client, registrant, amount, issues, government entities, lobbyists, filing date and amendment status. This approach produces a defensible trend line while making clear what the filings cannot show, such as informal contacts or other non-reportable advocacy.

What are the official sources for an AI company’s federal lobbying disclosures?
Federal Lobbying Disclosure Act (LDA) records are maintained through three related sources: LDA.gov’s unified search and API, the U.S. Senate Office of Public Records, and the Office of the Clerk of the U.S. House of Representatives. Search the unified system for discovery, but use the chamber portals and the underlying filing documents to verify amounts, dates and amendments.
LDA.gov unified search and API
LDA.gov lets the public search registrations and quarterly activity reports (LD-1 and LD-2), contribution reports (LD-203), and retrieve records through a REST API. Available filters include client, registrant, lobbyist, issue area, specific issue, government entity contacted, filing period, amount, affiliated organization and foreign entity. The API is useful when you need a repeatable, bulk download rather than manually opening one record at a time.

Senate and House repositories
The Senate Office of Public Records and House Clerk portal are the official offices involved in receiving and maintaining LDA records. A result in a secondary index can help you find a filing, but the official document and its filing identifier should support any number or description you publish.
Search both chambers because a company’s filing history, amendments or document presentation may be easier to verify in one portal than the other. Preserve the document identifier and the date you retrieved it; interfaces and APIs can change.

Start with a name map before searching. A single product brand may not be the legal client named in a disclosure, and a parent company may report activity for several businesses.
List every possible client name
- Record the company’s exact legal name, including punctuation and corporate suffixes.
- Add parent companies, subsidiaries, reorganized entities and known former names.
- Include the brand name that policymakers and news coverage use; it may appear in an issue description even when it is not the legal client.
- Add affiliated organizations, foundations or trade associations that may advocate on the company’s behalf.
List registrants and lobbyists separately
Outside law firms, government-relations consultancies and trade associations can appear as registrants while the AI company appears as the client. Search each known firm and association as both a client and a registrant. Also search individual lobbyist names when a filing identifies a person but a firm’s name has changed.
Keep an alias log
For each alias, note why you believe it refers to the same organization: a parent-company disclosure, a filing amendment, a corporate announcement or an identical address. If the connection is uncertain, keep the name in a “possible match” column rather than silently merging it into the company’s total.

How do I search an AI company’s lobbying filings?
Use this sequence for each reporting period. It separates discovery from verification and reduces the risk of missing a filing because the company used a different legal name.
- Search the client field. Run the legal name, brand, parent, subsidiaries and every alias from your name map.
- Search the registrant field. Run outside lobbying firms, associations and government-relations entities connected with the company. A filing may be discoverable only from this side of the relationship.
- Apply a time range. Filter to the quarters you are comparing instead of mixing partial periods with complete quarters.
- Use issue and entity filters. Filter by issue area, specific issue, bill or executive action, and government entity contacted. These fields explain what the reported activity concerned.
- Open the source document. Confirm the client, registrant, amount, reporting period, lobbyists and amendment status in the official filing, not just the search-result summary.
- Save the filing identifier and retrieval date. Store the original document or API response with your worksheet so another reader can reproduce the result.
- Repeat for LD-203. Contributions reports answer a different question from quarterly lobbying expenses and should be stored in a separate series.
What the API adds
The REST API supports bulk retrieval for a spreadsheet or database. A practical workflow is to download records for every alias, deduplicate by filing identifier, and retain the raw response before transforming fields. Re-run the same query after a quarter closes because an amended report can replace or supplement the original record.
What do LD-1, LD-2 and LD-203 reports mean?
These forms are not interchangeable. Combining their amounts creates a misleading estimate of lobbying spending.
| Report | What it records | How to use it | What it does not tell you |
|---|---|---|---|
| LD-1 | Lobbying registration | Identifies the client, registrant, covered lobbyists and issue areas when a lobbying relationship begins. | It is not a quarterly spending total. |
| LD-2 | Quarterly lobbying activity report | Measures the reported client expense for the period and lists issue areas, specific issues, government entities and lobbyists. | It does not capture every policy contact or every form of advocacy. |
| LD-203 | Contribution report | Tracks reportable contributions and related certifications by covered organizations and individuals. | Its amounts are not lobbying expenses and should not be added to LD-2 totals. |
The Senate Office of Public Records states in its FAQ: “Yes. You are required to file a report for the quarterly period you registered.” That requirement concerns the applicable filing obligation; it does not mean every policy interaction appears in an LDA report.
What should my lobbying-tracking worksheet contain?
Record one row for each client–registrant filing and reporting quarter. If a filing lists several issues or government entities, either use linked detail rows or a controlled, consistently formatted list in the cell.

|---|---|---|
| Quarter | Reporting period, such as July 1–September 30, with year | Prevents comparisons between unlike periods. |
| Client | Exact client name in the filing | Separates legal entities that share a brand. |
| Registrant | Firm, association or in-house registrant | Shows who filed the report. |
| Amount | Reported amount and currency, retaining the filing’s precision | Supports reproducible totals. |
| Issue | Issue code or area | Enables topic-level analysis. |
| Specific bill or action | Named legislation, regulation or executive action, if listed | Distinguishes broad categories from concrete policy targets. |
| Government entity | House, Senate, agency or other entity named in the filing | Shows where reported contacts were directed. |
| Lobbyists | Every lobbyist listed | Supports concentration and personnel analysis. |
| Filing date | Date submitted, plus retrieval date in a separate audit field | Helps identify late filings and later amendments. |
| Amendment flag | Original, amended or terminating filing | Prevents counting a correction as a new quarter. |
Add fields for filing identifier, source document location, parent or affiliated organization and foreign-entity information when relevant. Never overwrite an original record; link an amendment to it and mark which values changed.
How much is an AI company spending on federal lobbying?
For a company-level spending estimate, sum the amounts reported on its LD-2 filings as the client expense for the same set of quarters. State the period, the legal entity included and whether the total includes in-house activity, outside firms or both.
Client expense versus registrant income
An LD-2 can be read from two perspectives. The client amount represents the expense reported for that client’s lobbying activity. A registrant’s total can represent income from multiple clients. Do not rank AI companies by adding every filing submitted by a lobbying firm; that would measure the firm’s client portfolio, not one company’s expense.
How to calculate a comparable total
- Choose identical quarters for every company.
- Decide whether the unit is a legal client, a consolidated corporate group or a brand, and document that choice.
- Sum only LD-2 client amounts that match the chosen entity and period.
- Keep in-house and outside-firm rows separate before calculating a combined figure.
- Check for amendments and use the latest valid amount for each filing identifier.
- Report the result as “reported lobbying expenses,” not as the company’s total policy or advocacy budget.
If a filing reports a range or another qualification, preserve that qualification instead of converting it into a falsely precise number. If an amount is absent or not comparable, label it “not stated” rather than estimating.

What are the federal lobbying filing deadlines?
The House portal lists quarterly deadlines of April 20, July 20, October 20 and January 20, subject to adjustment when the date falls on a weekend or holiday. The deadlines correspond to the preceding quarter’s activity.

| Activity quarter | Listed deadline |
|---|---|
| January 1–March 31 | April 20 |
| April 1–June 30 | July 20 |
| July 1–September 30 | October 20 |
| October 1–December 31 | January 20 of the following year |
For example, the House portal states that the third-quarter 2026 report covering July 1–September 30, 2026, was due October 20, 2026. Treat a deadline as a monitoring date, not proof that every filing will appear immediately; late submissions and amendments can alter the record afterward.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How should I handle amendments and missing reports?
An amendment is a correction to an existing filing, not a new quarter. Match it to the original filing identifier, preserve both documents, and use the amended values in current totals while retaining a note describing the change.
When a search returns no filing
“No filing found” is a limited result. It may mean the name was searched incorrectly, the filing is under a parent or registrant, the relevant report has not yet been submitted, or the activity was not reportable under the LDA.

A zero-activity report indicates what was reported for that period; it does not prove that the company had no policy engagement. Public messaging, litigation, campaign activity, informal contacts and other non-reportable advocacy may fall outside the dataset.
When portals disagree
Compare filing identifiers, submission dates and amendment indicators before treating a difference as a contradiction. Keep the official document that supports the amount you quote and record the retrieval date because search interfaces and APIs can change.

How can I compare lobbying by different AI companies fairly?
Use a common definition and common quarters. A headline dollar figure without its measurement basis can compare a company’s expense with another organization’s registrant income.
| Comparison axis | Fair method |
|---|---|
| Amount | Compare reported client expenses or, separately, registrant income; never mix them. |
| Time | Use the same complete quarters and identify amended reports. |
| Issues | Compare issue areas and named bills or executive actions, not only broad issue codes. |
| Government targets | List the House, Senate, agencies and other entities named in filings. |
| Direct versus outside activity | Separate in-house registrants from outside firms before combining totals. |
| Concentration | Measure how much activity is assigned to the largest lobbyists or firms. |
| Affiliates | State whether subsidiaries, trade associations and parent companies are included. |
| Trend | Calculate quarter-over-quarter change only after the entity scope and amendment status are fixed. |
What does the recent AI-lobbying context show?
A TIME report published April 30, 2024, citing OpenSecrets, reported 451 organizations involved in AI lobbying in 2023, up from 158 in 2022. The same report said Amazon, Meta, Alphabet and Microsoft each spent more than $10 million on federal lobbying in 2023. Those are historical context figures, not current totals; verify newer filings before using them in a present-day comparison, and cite the underlying official filings for any company-specific amount.
The House portal currently displays 7,476 potential non-compliant registrants referred to the U.S. Attorney for the District of Columbia. That is a 2026 portal snapshot, and the total can change as referrals and records are updated; it should not be interpreted as a count of AI companies or a finding about any particular organization.
What mistakes most often distort an AI lobbying tracker?
- Searching only the brand. Add legal entities, parents, subsidiaries, associations and registrants.
- Counting registrant revenue as client spending. Label the measure before adding or ranking amounts.
- Adding LD-203 contributions to LD-2 expenses. Keep the report types in separate datasets.
- Ignoring specific issues and government entities. A total alone cannot show what policy work concerned.
- Counting amendments twice. Link each amendment to the original filing identifier.
- Comparing incomplete quarters. Wait for the same reporting window or label a period as partial.
- Treating no result as no activity. Document the searches and explain the limits of reportable data.
- Failing to preserve source documents. Save the official filing, identifier and retrieval date for every material claim.
What is a repeatable quarterly monitoring routine?
- Before the quarter closes, update the entity and alias list with corporate changes, new associations and newly retained lobbying firms.
- On or after the applicable deadline, run the same LDA.gov searches for every client and registrant alias.
- Download or open the LD-2 records and log filing identifiers, amounts, issues, government entities and lobbyists.
- Check the Senate and House portals for the official document and any amendment.
- Run a separate LD-203 search so contribution records do not enter the expense series.
- Reconcile duplicate results from aliases and consolidate only when the legal-entity relationship is documented.
- Calculate quarter-over-quarter changes using the same scope and measure.
- Archive the raw documents, API responses and retrieval dates, then publish qualifications alongside every total.
Frequently Asked Questions
Can I identify the individual government officials an AI company contacted?
LDA reports generally identify government entities and the lobbyists listed on the filing, but they do not provide a complete, contact-by-contact diary. A filing can name a chamber, committee or agency without identifying every official or meeting.
Are federal lobbying disclosures the same as campaign-finance reports?
No. LDA forms describe reportable lobbying relationships, activity and contributions covered by the lobbying disclosure system. Campaign-finance activity is reported through a separate election-law system, so it should not be inferred from an LD-2 total.
How far back can I build an AI company lobbying trend?
Use the earliest quarter for which you can establish a reliable legal-entity and alias history, then disclose any predecessor or name-change breaks. Older filings may use different registrant names, so an apparently clean trend can conceal a corporate reorganization.
Why might an AI company’s lobbying total change after I publish it?
Registrants can submit amended reports, and late filings can appear after a quarter’s nominal deadline. Keep the retrieval date and filing identifier in your notes, and update the published series when an amendment changes a reported amount.
