An AI startup is more likely to be solving a real problem when it can identify who experiences a costly or recurring difficulty, show what those people do about it today, and demonstrate that its product improves a meaningful outcome in the actual workflow. A convincing demo, strong model benchmark, or high engagement may show that the technology works or attracts attention; none alone proves that customers need the product or will pay for it.
Assess the idea in sequence: validate the problem, check whether AI is suitable and feasible, measure results against a baseline, and test commercial demand. Treat each as a separate question rather than allowing technical promise to stand in for customer evidence.

What does it mean for an AI startup to solve a real problem?
It means the product makes a material difference to a particular person or organization in a situation that matters to them. That difference might be less time spent on a recurring task, fewer costly errors, a better decision, or an outcome the current process fails to deliver. The claim needs to connect the user, the task, the intervention, and the result.
Start with the need, not the model. UK government service-design guidance says to identify user needs, while its AI suitability guidance asks whether the task, data, and deployment context make AI appropriate. Those are related but distinct questions: a person can have a genuine problem that does not need AI, and a technically feasible AI system can address a problem no buyer considers important.

A useful first hypothesis names four things:
- User or buyer: Who encounters the difficulty, and who has authority over a purchase? These may be different people.
- Situation: When and where does the problem occur in the user’s work or life?
- Current response: What does the person do now, including manual work, existing tools, vendors, or simply tolerating the problem?
- Consequence: What is lost or put at risk when the task is delayed, expensive, difficult, or done poorly?
For example, “AI helps companies process documents” is too broad to test. A more useful hypothesis would identify a particular team, a recurring document-handling task, the existing process, and the consequence of its delays or mistakes. That statement is still only a hypothesis; the startup must verify it with evidence about real behavior.
How can you tell whether the problem exists before evaluating the AI?
Look for specific examples of what people have already done, spent, changed, or endured—not just whether they say an idea sounds useful. Ask about recent instances of the problem and trace what happened from beginning to end.
Reconstruct the current workflow
Find out what triggers the task, who handles it, what tools or outside services they use, where work gets stuck, and what happens when it goes wrong. Ask what the person did the last time the problem occurred, how often it happens, and what it cost in time, money, risk, or opportunity. Questions about actual episodes are more informative than asking someone to predict what they might do in a hypothetical future.
Include the workarounds. A spreadsheet, a queue of unfinished tasks, a staff member checking every output, or a decision to ignore low-priority cases can reveal both the friction and the standard an alternative would have to meet. If a workaround is effective and inexpensive, the startup needs to show why replacing it is worthwhile. If people have already tried several fixes, learn why those efforts failed or were abandoned.
Separate the person with the pain from the person who can buy
In an organization, the daily user may not control the budget, approve software, manage security, or own the consequences of a failed deployment. Map those roles before interpreting a positive response. A user may want to save time while an approver cares about risk, integration, cost, or accountability. Evidence from one role does not automatically answer the questions of another.
Distinguish a problem from demand for this solution
People can have a real problem but prefer a simpler process change, an existing product, a human service, or no new tool at all. The European Commission Joint Research Centre’s 2019 product-discovery report treats customer habits and competition as part of discovery, and recommends testing an MVP or pilot as well as asking about willingness to buy and price. It concerns general product discovery, not AI specifically, but the distinction applies: confirming pain does not confirm that a particular product is wanted.
Evidence becomes stronger as it moves from opinion toward consequential behavior. A favorable comment may help explain what someone values; an effort to change an existing workflow, involve the relevant decision-maker, share the information needed for a trial, or make a commercial commitment carries a different weight. Interpret each signal only for the question it answers. A demo reaction can tell you about the demo, not necessarily about recurring use or budget.

Is AI the right solution to this problem?
AI is a plausible fit when the task is sufficiently large-scale and repetitive, suitable data exists and can be used safely, and the system can produce output that helps people achieve a real-world outcome. UK government guidance published on 10 June 2019 puts it plainly: “AI is not an all-purpose solution.”
Consider the task before the technology. If a clear rule, a better interface, a process change, or a conventional software feature can solve the problem more reliably, the startup should explain what AI adds. A model may be central to the product, but its presence is not itself a customer benefit.
Check the task and the decision it supports
Ask what part of the work the system performs and what a person or organization does with its output. Does it reduce a repetitive burden, help prioritize a queue, or supply information for a decision? If the output is interesting but does not change an action that matters, the proposed intervention may be disconnected from the stated problem.

Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteAlso examine the conditions under which the system will be used. A task performed at high volume in a stable workflow may be a better candidate than an occasional, highly contextual judgment. That is not a universal rule that one category is always suitable; it is a reason to test whether the expected benefit outweighs the complexity and risk in this specific setting.
Check that people can act on the output
More accurate predictions or fluent responses do not necessarily improve outcomes. The user needs a way to interpret the output, decide what to do, and handle uncertainty or failure. Identify who checks the result, what happens when it is wrong or unavailable, and whether the workflow can accommodate those steps. If a human must redo most of the work to make the result safe or usable, that effort belongs in the product’s value calculation.
The UK guidance recommends involving data specialists and at least one expert who understands the deployment environment. That helps test not only whether the system can be built, but whether its outputs make sense in the setting where people will rely on them.
How do you assess whether the startup has usable data?
Data readiness is a feasibility question: can the startup obtain and maintain data suitable for this task, with appropriate rights and safeguards? It is not proof that customers want the product. Evaluate both the quality of the data and the conditions for using it over time.

UK government guidance identifies dimensions to examine: accuracy, completeness, uniqueness, timeliness, validity, sufficiency, relevance, representativeness, and consistency. Ask the startup to explain these in relation to the intended users and workflow, rather than presenting “we have data” as a complete answer.
- Accuracy and validity: Do records reflect what they claim to represent, and are they fit for the task?
- Completeness and sufficiency: Are important fields or cases missing, and is there enough suitable material for the intended use?
- Relevance and representativeness: Does the data match the actual population, situations, and decisions the product will encounter?
- Uniqueness and consistency: Are records duplicated, and are fields or labels used consistently enough to support the workflow?
- Timeliness: Is the information current enough for the decision, and can the startup keep it current?
Then ask where the data comes from, whether it can be used for this purpose, and whether access will continue after a prototype or pilot. A one-off dataset may support a demonstration but fail to support an ongoing service. Where the product depends on current information, ongoing access and applicable data-protection obligations are part of the operating model, not details to defer until after the product is built.
What evidence shows that the product works in the real workflow?
Ask the startup to define a user-relevant outcome and show what changes when the product is introduced. A benchmark or engagement measure can be useful, but it is not a substitute for evidence about the result the customer actually needs.
HM Treasury and the Evaluation Task Force’s AI impact-evaluation guidance, updated 15 May 2026, defines impact evaluation as “the systematic assessment of the outcomes of an intervention with the aim of establishing whether, to what extent, how and why an intervention has resulted in its intended impacts.” That framing matters because it asks not only whether a system produced an output, but whether the intervention caused the intended outcome and how.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsSpecify the outcome and baseline
Before a trial begins, state what should improve and how the team will observe it. The baseline is what happens without the intervention or under the existing approach. Without that reference point, a startup may report activity during the pilot without showing whether the product changed anything.
For a bounded proof of concept or pilot, agree on the users, task, timeframe, comparison or baseline, success criteria, material risks, and the decision the result will inform. A trial should answer a defined question—for example, whether a particular workflow can be improved under specified conditions—not simply generate a favorable case study.
Choose measures that connect to the claimed benefit
Technical measures can show whether the system performs a specific task. Product measures can show whether people use it. Outcome measures address whether the intended benefit occurred. These categories can inform one another, but they should not be conflated. If the startup claims that a product improves learning, health, income, or well-being, clicks, time in the app, or model performance alone cannot establish that claim.

J-PAL’s AI Evidence Playbook, last updated 17 February 2026, cautions that engagement, monitoring, and technical-performance data do not by themselves demonstrate improved real-world outcomes. Depending on the question and context, stronger evaluation may use experimental, quasi-experimental, or theory-based approaches. The appropriate design depends on the setting, the risks, and what the team needs to learn; no one method is automatically right for every pilot.

Write down the chain of reasoning connecting the product to the intended result. For instance, the system might produce information; a user must notice and trust it; that user must then change an action; and that action must improve the outcome. Each link is an assumption that can fail. HM Treasury’s guidance recommends planning impact evaluation early, making the theory of change and assumptions explicit, and choosing an approach suited to context and risk.
Include unintended effects in the evaluation plan, not only expected benefits. A tool may shift work to another person, create new review burdens, or perform differently across the people or situations it serves. Decide what would count as a warning as well as what would count as success, and establish who can pause or change the trial if a material risk emerges.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Are customers willing to buy the product, and at what price?
Commercial viability requires a reachable buyer, a credible route to adoption, and evidence that the buyer will commit at a price that can support delivery. Product discovery should test willingness to buy and price directly, as the JRC report recommends; enthusiasm, a prototype, a waitlist, or a pilot is not interchangeable with a recurring paid commitment.
Clarify what the proposed price covers and who would pay it. Then compare the cost and effort of delivering the result with the value the buyer expects to receive. In organizational settings, adoption may also depend on approval, integration, security review, procurement, and operational ownership. A person who likes the tool may not be the person who can authorize those steps.
Interpret commitments in context. A paid trial can show willingness to fund a bounded test, but may not establish renewal or adoption at a wider scale. A promise to consider a purchase is weaker than an agreed commercial commitment. Ask what action the buyer has actually taken, what conditions remain, and what would cause them not to proceed. The point is not to demand one universal form of proof; it is to understand what each signal does and does not establish.
How should you compare an AI product with alternatives?
Compare the proposed product with the strongest practical alternative, which may be an existing tool, manual work, a vendor, a process change, or doing nothing. The relevant comparison is not simply whether the AI can perform a task, but whether it delivers a better result under real operating conditions.
Best Value
| Comparison dimension | Question to ask |
|---|---|
| Outcome | Does it improve the result that matters to the user or buyer compared with the current approach? |
| Performance and reliability | Does it perform adequately in the intended workflow and for the population that will use it? |
| Data | Are data quality, rights, relevance, and continuing access adequate for the task? |
| Safety and ethics | What risks or unintended consequences could arise, and how will they be managed? |
| Integration and ownership | How much work is required to fit it into the existing environment, and who operates and maintains it? |
| Commercial case | Will a reachable buyer commit at a price that can support delivery? |
These dimensions draw on government AI-suitability and evaluation guidance, together with the JRC’s product-discovery treatment of customer willingness and price. Weight them according to the setting: a small efficiency gain may matter in a high-volume process but not in a low-frequency task, while safety or reliability may be decisive in a high-consequence workflow.
What should a practical diligence sequence look like?
Use a sequence of tests, not a single verdict from a demo. Each stage should reduce uncertainty about a specific assumption and inform whether to build, buy, reuse, pilot, or stop.

- Write the problem hypothesis. Name the user or buyer, circumstance, current workaround, and consequence without using “AI” as the explanation. Separate the person experiencing the problem from the person who approves a purchase.
- Verify current behavior. Gather concrete examples of recent incidents, workarounds, spending, delays, and decisions. Find out what current alternatives do well and why users continue to use them.
- Test the solution choice. Ask what AI contributes over a process change, existing product, or human service. Involve data expertise and someone familiar with the deployment setting, and consider the task’s scale, repetition, and consequences.
- Audit data and operating conditions. Check the relevant quality dimensions, rights and safeguards, integration needs, and whether essential data access can continue through normal operation.
- Define a bounded pilot. Specify the task, users, timeframe, baseline or comparison, outcome measures, risks, and the decision that will follow. Plan how to detect both intended and unintended effects.
- Test the buying case separately. Identify the buyer, route to adoption, price, and evidence of commitment. Do not treat usage during a trial as proof of future paid demand.
- Make a decision based on what was learned. Compare results with the current alternative and the stated criteria. Depending on the evidence, the sensible next step may be to expand, revise, use a non-AI option, buy or reuse an existing solution, or stop.

Frequently Asked Questions
Does a high AI benchmark prove a startup has product-market fit?
No. A benchmark can establish performance on a defined technical task, but it does not establish that the task is important to a buyer, that the product fits the workflow, or that customers will pay for it. Product-market fit requires evidence beyond model capability.
How many customer interviews do you need to validate an AI startup idea?
There is no universal interview count or numeric cutoff in the guidance described here. The useful standard is whether interviews and observed behavior provide specific, consistent evidence about the target users, their current response, and the decisions they make—not whether a predetermined number has been reached.
Can an AI startup be valuable if it does not use a custom model?
Yes. The relevant test is whether the product solves the user’s problem and achieves the intended result; building a new model is not itself evidence of value. A startup should be judged on its workflow and customer outcomes, not on whether its AI is proprietary.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
What is the difference between a proof of concept and a pilot?
A proof of concept typically tests whether a technical or operational idea is workable in a bounded setting. A pilot places the product in a more representative workflow to learn about use and outcomes; either can be useful only when its question, scope, and decision criteria are clear.
